Exhibit 2 indicates that the city of Albany seeks a structural engineering firm with demonstrated project
experience in General Seismic Design including seismic studies, design of structural/seismic retrofits,
and structural evaluations of designs of walls, anchors, supports or other improvements.

Further, in evaluating the City of Albany’s Capital Improvement Program for the years 2009-2013
including the Funded Projects Summary and Detail, we recognize that aside from several park
improvement or development projects, there are plans for pedestrian bridges, park shelter
replacements, as well as a water system seismic protection upgrade focusing on structural seismic
upgrades for six buildings as well as several smaller seismic upgrades throughout the plant.

Finally, when reading further, we notice that future projects might include new or upgraded police and
fire facilities as well as work on the Albany Municipal Airport.

Due to our longstanding presence in the Willamette Valley, our project experience covers most of the
scope of the projects you will be and hope to pursue in the future, and we are certain our firm would
make a valuable member of your consulting team.

Following is a sample of some of the projects we have participated in that fit into the scope of planned
and projected services.
