Thank you for considering the firm of M. R. Richards Engineering Inc. to provide structural engineering
Consultant of Record services for the City of Albany Public Works Department.

M. R. Richards Engineering is a Eugene-based firm established in 1969 owned and operated by
Principal Engineer Mark R. Richards who is both the Contracting Individual and Primary Work Contact
who will initiate and coordinate all Work Orders.

M. R. Richards Engineering is known for our efficiency, commitment to responsive communication,
reliability, innovative and cost-effective design solutions and client-oriented service. This is evident by
our high rate of repeat business and client referrals. If selected to be a member of the Engineering
Consultant of Record, we can be counted on to provide quality engineering, prompt service and
continued technical support for the City of Albany’s building projects.

Our firm has a completed many successful projects in the City of Albany including the South Albany
High School Technology Center, South Albany High School Locker Room Remodel, West Albany High
School Locker Room Remodel, Seismic evaluations for both Central and Periwinkle Elementary
Schools and reparative structural design for Central Elementary School, West Albany High School
Grandstand Evaluation and Upgrade, Albany City Hall (1988), Albany Senior Center (1985), Albany
Wastewater Treatment Plant (1989), South Albany High School Bleachers (2005), Albany Pizza Hut

We have provided structural engineering services for other municipalities including the City of Eugene,
the City of Springfield, and the State of Oregon Department of Administrative Services. Some of these
projects ranged from Seismic and structural evaluations to comprehensive remodels and design of
public facilities such as the Springfield Justice Center which included a police station, jail, court house,
and other ancillary buildings; upgrades to existing Fire Stations, and Park Facilities.

revised Master Services Agreement and intend to execute work accomplished through June 20, 2010
under the FY 2009/2010 Schedule of Consultant Labor Fees and Consultant Expenses enclosed in this
proposal package.

Exhibit 2 indicates that the city of Albany seeks a structural engineering firm with demonstrated project
experience in General Seismic Design including seismic studies, design of structural/seismic retrofits,
and structural evaluations of designs of walls, anchors, supports or other improvements.

Further, in evaluating the City of Albany’s Capital Improvement Program for the years 2009-2013
including the Funded Projects Summary and Detail, we recognize that aside from several park
improvement or development projects, there are plans for pedestrian bridges, park shelter
replacements, as well as a water system seismic protection upgrade focusing on structural seismic
upgrades for six buildings as well as several smaller seismic upgrades throughout the plant.

Finally, when reading further, we notice that future projects might include new or upgraded police and
fire facilities as well as work on the Albany Municipal Airport.

MARK R. RICHARDS, S.E.                                                            PRINCIPAL-IN-CHARGE

Mr. Richards is the president and principal-in-charge of M. R. Richards Engineering. His knowledge of
up-to-date structural design methods and construction practices significantly contributes to the firm's
ability to provide technical services to its clients. Mr. Richards' direct involvement in planning, design
and construction is a benefit to the success of building projects.

Mr. Richards has had extensive experience in the design and construction of steel, concrete and timber
structures. He also has special expertise in seismic analysis, design for future vertical expansion and
prevention of floor vibration. Mr. Richards' project experience has been primarily with schools, libraries
institutional facilities, health care facilities and office buildings.

As the principal-in-charge, Mr. Richards oversees the building design team and strives to create an
efficient structure that is responsive to client needs.

KEVIN E. WILGER, S.E.                                                                PROJECT MANAGER

Kevin Wilger has 26 years of structural engineering experience and an extensive background in
building design that he contributes to the project team. His resume of past projects covers a wide
spectrum of building types and methods of construction including office buildings, retail facilities, hotels,
parking structures, and industrial warehouses. Mr. Wilger has considerable experience with post-
tensioned concrete construction, precast concrete construction, and panelization of wood-framed

Mr. Wilger’s approach to design focuses on searching for the structural solutions that work best for the
overall project objective. His personal goal is to find the balance between design integrity and
constructability. Achieving this balance results in structural designs that are both cost effective and safe.
