ISSUE(S)

Shall the City of Santa Rosa authorize a multiple award for security guard services to
First Alarm Security & Patrol, Inc., Aptos, California, for a three-year period, in the
amount of $541,172.37 and Securitas Security Services USA, Inc., Sacramento,
California, for a one-year period, in the amount of $319,437.94, for a total amount of
$860,610.31?

BACKGROUND

   1. On March 28, 2007, Invitation For Bid (IFB) 08-02, solicited by the City for
      security guard services for various City locations, was opened and read aloud by
      the Purchasing Agent.

   2. The current Contract expires on March 31, 2008 and has no further extensions
      remaining.

   3. The security guard contract is for unarmed mobile or patrol security guard
      services at City owned or operated parking garages, parking lots, Transit Mall,
      Brookwood and Samuel Jones Hall homeless shelters, City Hall and City Hall
      Annex, MSC South, various City Parks, Franklin Cemetery, Burbank Gardens,
      Howarth Park Youth Camps and money pick-up services for various locations.

   4. Funds for this procurement have been budgeted in fiscal year 2007-08 and
      subsequent years under various charge numbers.

ANALYSIS

   1. Of the 23 bidders on the City's bid list for security guard services, eight bidders
      responded with written responsive, responsible offers. One vendor was deemed
      non-responsive to Section I because they failed to submit pricing for all bid items
      and two vendors claimed local preference. A tabulation of the lowest responsive
      offers received is listed below:

   2. The IFB was issued with a request to submit proposals by section. Section I, for
      services for all City locations except the parking garages. Section II, for Parking
      Garage facilities only. The IFB was set up to allow the City the ability to award all
      sections or multiple award by individual sections. Section I required a three (3)
      year award with two (2) one-year renewal options. Section II required a one (1)
      year award with four (4) one-year renewal options.

   3. Section II was set up for a one-year award with four one-year renewal options to
      allow the Transit and Parking Department the opportunity to not renew the
      contract after a one-year period to be determined by future changes that may
      affect the contract. In order to obtain the best possible pricing for other service
      locations, Section I was set up for a three-year award with two one-year renewal
      options.

RECOMMENDATION

It is recommended by the Administrative Services Department, that the Council, by
motion, authorize a multiple award for security guard services to the lowest responsive,
responsible bidders, First Alarm Security & Patrol, Inc., Aptos, California, for a
three-year period, in the amount of $541,172.37 and Securitas Security Services USA,
Inc., Sacramento, California, for a one-year period, in the amount of $319,437.94, for a
total amount of $860,610.31.
