TRAFFIC SIGNAL MAINTENANCE SUPERVISOR
NATURE OF WORK
This is skilled, supervisory work in the installation, maintenance and repair of solid state operated
traffic signal equipment controlled by a UTCS central computerized traffic signal system.
Work involves responsibility for supervising and participating in the precision electronic,
mechanical and electrical diagnosis, testing, installation, repair and maintenance of electrically and
electronic actuated traffic control equipment utilized within the City limits. Supervision is exercised
over a crew of skilled employees and includes participation in the selection, placement, promotion,
training, safety, appraisal and discipline of assigned employees. Work includes providing assistance
in the analysis of need and development of specifications for traffic signal control systems and
performing the more advanced technical tasks of installing control equipment and shop-testing
components. Work also involves operation of several computer systems including knowledge of
UTCS central computer system operators software. General plans, policies and work programs are
established by a supervisor; however, an employee in this class exercises considerable independent
judgement in the conduct of daily operations. Work is reviewed through conferences, conversation
and the inspection of work while in progress and upon completion.
ILLUSTRATIVE EXAMPLES OF WORK
Plans, assigns, supervises and participates in the inspection and repair of electric and electronic
actuated traffic light controllers and auxiliary equipment.
Assists in preparing annual budget and orders department equipment.
Diagnoses equipment malfunction, installs, maintains or repairs pre-timed, semiautomatic, fully
automatic microprocessor based solid state electronic controllers, detectors, pedestrian timers,
overlap timers, photo cell units, telecommunication modems and related components.
Supervises and participates in testing the operation of new equipment in the workshop; constructs
special equipment or modifies existing equipment from oral or engineering instructions and
blueprints.
Supervises construction activities, such as installing signal poles with pole truck.
Coordinates with other agencies and businesses as necessary when installing underground and
overhead electrical circuits for signal devices.
Participates with supervisor in the selection, placement, promotion, training, safety, appraisal and
discipline of assigned employees.
Acts as central computer system operator when traffic coordinator not present.
Modifies the central computer database when changes are made to intersections.
Enforces safety practices and standards.
Supervises computerized trouble report system, computerized intersection timing database and
computerized conflict monitor testing system.
Assists in the collection of traffic data and in the analysis of traffic control problems as necessary.

Participates in the analysis of time space diagrams and modifies computer intersection timing plans
cycle, offset and splits in order to improve traffic progression.
Prepares and maintains detailed reports and records of activities.
Performs related work as assigned.
DESIRABLE KNOWLEDGE, SKILLS AND ABILITIES
Thorough knowledge of the methods, materials, tools and practices used in the repair and
maintenance of electronic and mechanical signal devices.
Thorough knowledge of the principles of electronics.
Thorough knowledge of the principles of telecommunication using time division multiplexing.
Thorough knowledge of the component parts of electronic and electro-mechanical devices used in
traffic control.
Thorough knowledge of the occupational hazards and safety precautions required of the work.
Thorough knowledge of UTCS central computer operation including system operators database,
online database, color graphics data base and forecast.
Knowledge of DOS and Windows based software including: Transyt E Link and ProComm.
Skill in the use and care of tools, equipment and testing equipment used in electronic repair work.
Ability to use testing equipment and to identify defects in electronic and electro mechanical devices.
Ability to interpret malfunctions between central computer and hardware in the field.
Ability to interpret and work from blueprints, sketches and wiring diagrams.
Ability to interpret time space diagrams and modify cycle, offset and split settings.
Ability to assign, train and supervise assigned employees.
Ability to diagnose problems with central computer software and take corrective action.
Ability to establish and maintain effective working relationships with employees, other agencies,
businesses and the public as necessitated by the work.
Ability to communicate clearly and concisely, orally and in writing.
Ability to maintain and prepare accurate records and reports.

DESIRABLE TRAINING AND EXPERIENCE
Two years college or vocational school, with course work in electronics and computer sciences.
Considerable experience in the skilled maintenance and repair of state-of-the-art traffic signal
equipment, including some supervisory experience.
IMSA Level III Traffic Signal Technician Certification.
Supervisory experience operating a UTCS central computerized traffic signal system.
NECESSARY SPECIAL REQUIREMENTS
Possession and maintenance of a valid State of Florida CDL license.
