The bill, H.R. 801, the "Fair Copyright in Research Works Act," would essentially reverse the National Institutes of Health's public access policy and prevent other federal agencies from enacting similar policies. Since the 1990s, the American Library Association (ALA) has extended its lobbying efforts beyond its typical issues of concern, such as literacy.
