Barack Obama has signed an executive order to create a White House Office of Faith-Based and Neighborhood Partnerships, but did not use the opportunity to rescind the Bush Administration policy of making it legal for recipients of faithbased funding to discriminate in providing services, charges Kathryn Kolbert, president of People for the American Way, Washington, D.C. The President likely will ask the Justice Department to review the policy that allows those same organizations to discriminate in hiring.
