ONTARIO BUDGET 2010 HIGHLIGHTS
The 2009-10 deficit is projected at $21.3 billion
The deficit for next fiscal year is projected at $19.7 billion;
The province anticipates that Ontario will cut the deficit in half in five years and eliminate the deficit
in eight years
Record infrastructure investment in 2009-10 and the level of investment will increase for 2010-11.
Additional $13.2 billion in 2010-11 to invest in new infrastructure.
The general corporate tax rate will be lowered from 14% to 12% and then to 10% over three years;
The small business corporate tax rate will be cut from 5.5% to 4.5%;
The small business deduction surtax of 4.25% will be eliminated

ONTARIO POPULATION GROWTH
Statistics Canada released the population estimates for the fourth quarter 2009. Ontario’s population growth
rose by 0.12% to 13,134,500, the fastest fourth quarter increase since 2003. Ontario’s net outflow resulting
from interprovincial migration was the smallest for a fourth quarter since 2001.
GOVERNMENT RELATIONS UPDATE
In the past month OHBA has met with several cabinet ministers and other key government contacts. On
March 23, OHBA met with the Hon. Jim Bradley, the new Minister of Municipal Affairs and Housing.
OHBA shared our concerns respecting inclusionary zoning policies as well as the potential impacts of HST
will have on the new home and renovation markets. OHBA also met with the Hon. Rick Bartolucci to
discuss the status of the OHBA liaison group with the Fire Chiefs and sprinkler manufacturers as well as the
impact of HST. Finally, OHBA met with Leader of the Official Opposition, Tim Hudak to discuss a variety
of housing issues such as our continued opposition to Mandatory Coverage WSIB, concerns regarding the
College of Trades, as well as our proposal for a permanent tax credit for renovations.
WORKPLACE SAFETY PANEL ANNOUNCED
The Ministry of Labour has announced the nine person panel in charge of conducting a comprehensive
review of the provinces occupational health and safety system. The panel composition equally represents
labour, industry and education. The panel will report back to the Minister of Labour in Fall 2010 with
recommendations and options for operational, policy and structural improvements to the province’s
workplace safety system.
2010 CODE AND CONSTRUCTION GUIDE FOR HOUSING
The 2010 Ontario Code and Construction Guide for Housing is now available. Key features of the guide
include a change of format which is in construction sequence rather than a Building Code sequence as well
as colour illustrations and better building practices. OHBA, the OBOA and MMAH partnered to review and

OHBA HST AND CUSTOM DESIGN SEMINAR
OHBA will be hosting two seminars on April 29th. The first is hosted by Bruce Goudy, from Ernst and
Young, speaking on "HST for Renovators". Bruce will be discussing how companies should format their
business and accounting methods to deal with the July 1st HST implementation date. The second session is
hosted by Christopher Simmonds, the principal of the award winning Ottawa-based design firm,
Christopher Simmonds Architect. Christopher will be speaking on "Developing your Personal Style –
Designing for Custom Homes and Renovations".
