Pre-Demonstration and Set-Up Notices: 1. Directions. Stafford, Virginia is located 25 miles south of the Washington Capital Beltway, and an easy drive from Dulles International, Richmond International, and Reagan National Airports. Directions to the Stafford Regional Airport, Stafford, VA are available at Tab A to this document, on the FPED VII web site at www.fped7.org, and are also printed on the back of your vehicle parking pass. Directions to the Quantico blast and ballistics ranges are available at Enclosure 1 to this document. Specific instructions to blast and ballistics vendors will be provided under separate cover by the range master for FPED VII Mr. Mike Shaner at (703) 4523754 or email mshaner@fped7.org (See page 12 item number 10 to this document). During set-up days (16, 17, and 18 May) you will receive this letter of instruction and a red vendor parking pass in the mail several weeks before coming to FPED VII. Approximately three to four weeks before the demonstration, you will also receive a vendor siting letter telling you where your booth space is located on the Stafford Regional Airport. Upon arriving at the airport, park your vehicle in parking lot number 2A (see airport maps at Enclosure 1) and report to the registration trailer marked by signage. At registration you will be asked to produce a valid picture identification to confirm your identity. Examples of valid picture ID’s are driver's licenses, passports, state or federal ID cards, etc. Once confirmed you will be checked into the venue as an FPED VII vendor and provided with a badge holder for your vendor show badge. If you have not received a show badge in the mail, it is probably due to the lack of a notarized vendor waiver for you on file. A notary public will be available to complete the registration and waiver process for you on site at registration; however, there may be a waiting line for this service. Accordingly, vendors are encouraged to complete the waiver process prior to 17 April Force Protection Equipment Demonstration VII (FPED VII) Vendor Letter of Instruction (LOI) 1 2009 in order to expedite their processing consisting of show badge and red parking pass, if not already received thru the mail, and badge holder issue on site. Blank waivers are available on the FPED VII web site at www.fped7.org under the FPED VII Vendor button titled “Waiver.” Once you have processed thru registration, you will be allowed to drive your vehicle directly to your booth space as long as you display your red vendor parking pass in your vehicle. Due to the large amount of vendor traffic during set-up, you will only have one day to set-up your booth display. PLEASE REPORT TO THE VENUE ON THE SPECIFIC DATE LISTED IN YOUR VENDOR SITING LETTER! Special arrangements or unique situations requiring individual consideration must be coordinated in advance thru the site coordinator, Mr. Calvin Mayo at (703) 452-3703 or email cmayo@fped7.org During show days (19, 20, and 21 May 2009) enter the airport exactly as you did for set-up. As you enter the venue from Aviation Way, there will be a parking detail to direct you in parking your vehicle. You will be parking in lot 2A (vendor parking).. Please see Airport Layout at Enclosure 1 to this document. In the event parking is not available in lot 2A, a parking detail will direct you in parking your vehicle. Please do not park in the VIP parking lot! Once parked, exit your vehicle and either walk to the vendor registration trailer or proceed to the shuttle bus pick up point marked by signage, and board the shuttle for a short ride to the registration area. The venue will be open at 8:00 am for vendors and at 10:00 am for attendees. Upon entering the venue please have your show badge displayed and proceed to your vendor booth area. It is important to wear your show badge while on the venue since from a security standpoint, we can not account for personnel who are not wearing FPED VII badges. 2. Parking Passes and Instructions. As mentioned above, a red vendor parking pass will be sent thru the mail with this letter of instruction several weeks prior to coming to FPED VII. A maximum of two parking passes will be sent to each vendor and they must be displayed on your vehicles dashboard at all times. These passes will give you access to the airport and parking lot 2A during show days, 19-21 May 2009, (see airport maps at Enclosure 1). Since the parking passes afford access to the airport, you are expected to control them and use them only as intended. VENDOR VEHICLES WILL ONLY BE ALLOWED ACCESS TO THE Force Protection Equipment Demonstration VII (FPED VII) Vendor Letter of Instruction (LOI) 2 AIRPORT RAMP DURING THE HOURS OF INITIAL SET-UP (16-18 MAY 2009) AND POST EVENT REMOVAL OF EQUIPMENT (22 MAY 2009). If your vehicle is being used as part of your booth display and this activity has already been requested on your vendor application, you will need to tell us in advance or during vendor set-up at the registration trailer. A brown colored pass will be issued allowing that vehicle to be part of your booth display. ONCE POSITIONED, THAT VEHICLE WILL NOT BE ALLOWED TO MOVE FOR THE DURATION OF THE DEMONSTRATION. A parking detail will control all vendor and attendee parking. Please follow their instructions for parking your vehicle. 3. Vendor Show Badges. Your vendor show badge will be sent to you in a separate mailing several weeks before FPED VII. If you do not receive a badge it will be necessary to inform the staff personnel working at the vendor registration trailer during vendor set-up. Once your identity has been confirmed you will be asked to complete a vendor waiver and have it notarized prior to being issued a show badge (see paragraph one above). 4. Equipment and Demonstration Set-Up. All booth spaces are located outside in tents. There are 37 tents and most tents are 200 feet in length with all being 20 feet in depth (see Enclosure 1). Booth spaces are assigned by alphanumeric designator. As an example, a booth space of 3H denotes a 10’ x 10’ space in tent number three and space H within that tent line. A booth space of 36H/I denotes a 10’ x 20’ booth space in tent number 36 and specifically spaces H and I within that tent. Each 10 x 10 booth space comes with a 2 foot wide x 6 foot long x 30 inch high table, and two folding chairs. A vendor identification sign 7 inches x 44 inches with your company name and booth number will be stapled to the front of your table. Only one vendor sign will be provided per vendor, however, if you have more than one booth space for your display, (i.e., 10’ x 20’ or 10’ x 30’) each additional 10 x 10 booth space will have a table and two folding chairs. Triplex power plugs will be provided on a limited basis; however, you are encouraged to bring your own power strips in order to distribute power within your booth space. Vendor pop-up backdrops and display boards are encouraged but these should be adequately anchored within your booth space to avoid tipping over due to high winds. FPED VII will not use divisional pipe and draping. Force Protection Equipment Demonstration VII (FPED VII) Vendor Letter of Instruction (LOI) 3 PLEASE NOTE: There will be no on-site labor work force to assist you in installing/dismantling your display. It is the responsibility of each vendor to set-up and tear down his/her BOOTH EXHIBIT. Fork lifts and front-end loaders with operator will be available on a first-come first-served, as-needed basis. Since electrical power involves money, it is a VERY BIG DEAL and these are the rules. If you require standard power (120VAC @ 15 Amps), there is absolutely no charge to you as an FPED VII vendor for ONE hook up per booth regardless of booth size. Again, we strongly recommend you bring a power strip with you so you may run off of it. Anything above and beyond standard power and beyond one outlet will be your financial responsibility to pay for. Basically, you can anticipate being charged for the cost of any additional hook-up (i.e., 120VAC @ 15 Amps) plus the power provided and the cost of any upgraded hook up (220 volts, 50 amps, etc.) plus the power provided. TO BE ASSURED THAT YOU WILL HAVE THE ADDITIONAL OR UPGRADED POWER REQUIREMENTS THAT YOU MAY NEED FOR YOUR DISPLAY, CONTACT HARGROVE, INC., CUSTOMER SERVICE AT (301) 306-4627 OR VIA EMAIL AT CUSTOMERSERVICE@HARGROVEINC.COM SINCE ELECTRICAL POWER IS BEING SUPPLIED BY GENERATORS, IT MUST BE ORDERED IN ADVANCE NO LATER THAN FRIDAY 10 APRIL 2009. IF YOU DO NOT ORDER UPGRADED POWER IN ADVANCE, THERE IS NO GUARANTEE WE WILL BE ABLE TO PROVIDE IT ON THE DAY OF SET-UP. If you order upgraded power in advance and have not paid in advance or you take your chances and order it on the day of set-up, you MUST be able to pay for this service at FPED by cash or credit card. The electrician providing the connections will have the capability to direct you to a customer service representative to collect payment when he connects you to either additional or upgraded power. Also, we wish to make it clear if you are not ready to pay for either additional or upgraded power at the demonstration, you WILL NOT be connected. As a final note, the event services support contractor must apply and pay for a permit from Stafford County to operate his generators therefore, vendors WILL NOT be authorized to bring their own personal generators to provide power to their booth spaces or their equipment. Force Protection Equipment Demonstration VII (FPED VII) Vendor Letter of Instruction (LOI) 4 Set-ups (targets) on the ranges for blast mitigation, ballistics protection, and non-lethal weapons live fire demonstrations will be coordinated separately with the vendors concerned. The construction, set-up, maintenance, and tear down of the set-ups will be the vendor's responsibility. Forklift and front-end loader (BOBCAT) support will be available on a first come, first served basis. Additional instructions regarding set-ups will be provided under separate cover by the range master for FPED VII, Mr. Mike Shaner at (703) 452-3754 or email mshaner@fped7.org The set-up and rehearsal schedule is at Tab B. 5. Lead Retrieval. The registration contractor will be contacting you via a promotional mailing to determine whether or not you are interested in obtaining a lead retrieval system for your booth. This will allow you to electronically scan an attendees’ contact information on their badge rather than exchange business cards and the like in order to capture leads. While there is no fee to participate in FPED, there is a charge for lead retrieval equipment and services. That charge will depend on the level of equipment and services you desire to have and will be explained in the promotional literature regarding the system and the accompanying order form. Lead retrieval requires a standard electrical connection and this will be provided to you as part of your booth package. There will be personnel available on-site for lead retrieval assistance. Historical data indicates May is one of the wettest months of the year. The demonstrations are under tents on hard stand, in grassy areas beside runways, and at firing and demolition ranges. Short sleeve shirts, lightweight clothing, and umbrellas are recommended for civilian attendees and field uniform and wet weather gear is suggested for the military. Night demonstrations may encounter cooler weather. Wear your walking shoes. 7. Press Policy and Vendor Press Kits. The press is welcome to attend. Any press members wishing to cover FPED VII must register on the FPED VII web site at www.fped7.org and follow the procedures and instructions outlined in the “Press Media” section of the web site located Force Protection Equipment Demonstration VII (FPED VII) Vendor Letter of Instruction (LOI) 5 under the “Demonstration” button. Invitations and badges will be issued to all invited press members. Press members without badges will not be allowed to enter FPED VII. A Press area will be available in the Press, lead retrieval, and vendor registration trailer. Press kits may include company and equipment information pertinent to FPED VII. A suggested number of press kits for placement in the press area is 20 per vendor for the duration of the event, but vendors may bring fewer. Press kits will be displayed on a first-come, first-serve basis in the press area. 8. Videotaping and Photography. Private video taping and photography will be permitted at FPED VII provided the vendor whose equipment is being captured on film does not object. Additionally, no photography of private aircraft is permitted without the permission of the aircraft owner or pilot. Personnel not adhering to the guidelines required by the airport will be subject to loss of film and ejection from FPED VII. Vendors conducting explosives, ballistics, and non-lethal demonstrations at the C-Demo Range and WTB Range 3 have been given limited permission to videotape their demonstrations. Instructions for this videotaping will be provided directly to these vendors. 9. Traffic Safety. Local authorities strictly enforce speed limits and traffic laws. Be aware of the posted speed limits and observe all traffic safety laws. Of major importance is the traffic safety corridor which covers 11 miles of I-95 in northern Virginia, from Route 619 at Triangle to Route 123 at the Occoquan River. Citations for speeding could result in fines up to $500.00. Criminal offenses, such as reckless driving or driving under the influence, could result in fines up to $2,500.00. For those vendors traveling to the blast and ballistics ranges, see the map at Enclosure 1 to this document and anticipate specific instructions to be provided under separate cover by the FPED VII range master, Mr. Mike Shaner at (703) 452-3754 or email mshaner@fped7.org As an aside, the Quantico Marine Corps Base Military Police strictly enforce speed limits and traffic laws. Be aware of the speed limits and observe all traffic safety laws. Force Protection Equipment Demonstration VII (FPED VII) Vendor Letter of Instruction (LOI) 6 10. Smoking Policy. Smoking is NOT allowed in the exhibit area to include the ramp, any trailers, or in the parking lots. Smoking is allowed in designated areas only. Signs will be posted for designated smoking areas. 11. Alcoholic Beverages. demonstration sites. Alcoholic beverages are not to be brought to or consumed at 12. Telephones. Cellular phone service will be the primary method of communication. 13. Rehearsals. The active nature of FPED VII will require special consideration so that all vendors can fully conduct their demonstrations cooperatively without interfering with each other. TO ENSURE THE ENTIRE OPERATION FUNCTIONS PROPERLY, A REHEARSAL WILL BE CONDUCTED AT 3:00 PM ON MONDAY, 18 MAY 2009. The rehearsal will involve all vendors powering up their demonstration equipment and actively conducting full demonstrations for an hour period. Any last minute corrections and accommodations can be made at this time. Due to the unique nature of some systems, rehearsal for certain specified items of equipment will be coordinated separately. Also, radio frequencies will be exercised at this time also, and conflicts resolved. A REHEARSAL/AIRFIELD ORIENTATION FOR VENDORS FLYING UAV’S IS SCHEDULED FOR 3:00 PM MONDAY, 18 MAY 2009 AND THOSE UAV PILOTS SHOULD REPORT TO THE FPED VII OPERATIONS TRAILER. A NIGHT VISION REHEARSAL IS SCHEDULED FOR 4:00 PM ON MONDAY, 18 MAY 2009 ON THE NIGHT VISION TENT LINE. A REHEARSAL FOR THE BLAST DEMONSTRATION ON THE C-DEMO RANGE IS SCHEDULED FROM 10:00 – 12:00 PM ON MONDAY, 18 MAY 2009. REHEARSAL FOR THE BALLISTICS AND NON-LETHAL DEMONSTRATIONS IS SCHEDULED FROM 1:00 PM – 4:00 PM AT THE WEAPONS TRAINING BATTALION RANGE 3 ON MONDAY, 18 MAY 2009. INSTRUCTIONS ON THESE REHEARSALS Force Protection Equipment Demonstration VII (FPED VII) Vendor Letter of Instruction (LOI) 7 ARE BEING PROVIDED SEPARATELY TO AFFECTED VENDORS. SEE SET - UP AND REHEARSAL SCHEDULE AT TAB B. 14. Equipment Shipping and Receiving. Since there is no official shipper, vendors are responsible for the shipment of their equipment to and from the demonstration sites. For FPED VII, Convention Freight Services is allowed to be on-site to handle freight shipments into and out of the Stafford County Regional Airport. Convention Freight Services will also offer drayage, both for small packages and normal freight. While we cannot be responsible for the delivery, setup, or removal of your equipment, Convention Freight Services can make delivery and pick up because they will assume this responsibility for you. You may certainly use your own designated shipper, but in this instance, you need to be on site when your equipment is delivered and picked up or make arrangements ahead of time with Convention Freight Services since no one will assume liability for your equipment. If you are physically bringing your equipment yourself, you probably don’t need a shipper. Again, if you are shipping equipment directly to the range through a shipper other than Convention Freight Services, you must be there to receive it and return ship, if necessary. You must make all necessary arrangements with the carrier of your choice and complete the necessary documentation. Convention Freight Services will return any equipment back to their warehouse at the vendor’s expense with prior Force Protection Equipment Demonstration VII (FPED VII) Vendor Letter of Instruction (LOI) 9 coordination; however, equipment left at either the Stafford County Regional Airport or the Quantico ranges for which there is no disposition or accountability will be discarded. Force Protection Equipment Demonstration VII (FPED VII) Vendor Letter of Instruction (LOI) 10 Demonstration Notices: 1. Demonstration Schedule. The FPED VII will operate continuously each day 19--21 May 2009 during the hours of 10:00 am - 4:30 pm, with night demonstrations from 8:30 - 10:00 pm, 19-20 May 2009. Vendors are expected to staff their booths full-time during FPED VII operation and conduct continual demonstrations. Some vendors with complex demonstrations are expected to demonstrate intermittently or on a fixed schedule (these will be coordinated separately). Intrusion events will be staged for sensors at regular intervals (30 minutes) throughout the sensor fields. A tentative, general daily schedule is provided at Tab C. A final detailed schedule will be available at registration. AS A FINAL NOTE, WE EXPECT YOU TO STAY FOR THE DURATION OF THE DEMONSTRATION AND NOT BREAKDOWN YOUR BOOTH OR PACK UP YOUR PRODUCTS PRIOR TO 4:30 PM ON 21 MAY 2009. 2. Security. To supplement vendor security, FPED VII show management will provide 24 hour perimeter and roving security at the airfield areas during setup, show days, and dismantling. Vendors are responsible for items within their own individual exhibit areas and are reminded never leave pilferable items unattended. Vendors should secure such items at the end of each day. Vendors who have higher-value equipment or who are concerned about unauthorized viewing or competitors' interest should consider contracting, at their own expense, individual exhibit/display guard service. These services will be available on and after Friday, 15 May 2009. Please use the form at Tab D to arrange for this service. Vendors and attendees will be subject to random checks when removing equipment from the exhibit area. Company identification and vendor identification will be required, verified, and documented. These random checks will be used to assist and support vendors with the security of their property but does not relieve vendors of their ultimate responsibility for their equipment. Any transfer of possession or ownership of exhibit items or materials should take place off the airport site, after the demonstration. Force Protection Equipment Demonstration VII (FPED VII) Vendor Letter of Instruction (LOI) 11 3. Computer and Audio Video Equipment Rentals. Some vendors will require computer and audio video equipment. The form at Tab E is provided for your use if you desire to rent equipment or services. FPED VII has no official computer or audio video provider and vendors are free to choose their supplier if they need equipment; however, there will be no service representatives on site. If you require computer or audiovisual support and do not have a selected vendor, the telephone number for American Audio Visual Equipment rentals is (703) 573-6910 (voice) or (703) 573-3539 (fax). Your order should be faxed in no later than Friday, 10 April 2009 to ensure you will receive your computer or audio visual equipment in a timely manner. 4. Visitor Attendance. The FPED VII is not open to the general public and an attendee must be 18 years of age or older to attend. The demonstration is open to a limited audience of military and Federal employees and civilian law enforcement and corrections persons. A small number of foreign visitors will be in attendance as guests of the Department of Defense and the Federal Government. Attendees will be badged for identification and badges will include a magnetic stripe on the back of the badge containing mailing information and demographics for vendors utilizing automated lead retrieval to capture attendee demographic information. If you plan on using a lead retrieval device, you must have requested a standard power hook up. FPED VII WILL NOT make attendee lists available. 5. Food Service. There will be a variety of food service vendors available accompanied by limited dining areas during FPED VII. These areas will be strategically placed through out the venue to adequately service the event. Water stations will also be available in a variety of locations. There will be no fixed lunch hour, the demonstration will operate continuously from 10:00 am through 4:30 pm. Vendors should plan their lunch breaks to ensure booths are staffed continuously during hours of operation. 6. Inclement Weather Plan. FPED VII will be conducted regardless of weather conditions with the exception of lightning or weather that becomes so severe as to degrade demonstration safety or viability, or jeopardize personnel safety. Weather determinations will be announced. Force Protection Equipment Demonstration VII (FPED VII) Vendor Letter of Instruction (LOI) 12 7. Frequency Spectrum Usage. There will be a great number of equipment items operating simultaneously in the frequency spectrum. Because many of these systems operate in the same bandwidth, the potential for conflicts is great. Authorization to use any frequency on the Stafford County Regional Airport rests exclusively with the Stafford County Regional Airport Manager. ONLY THOSE EQUIPMENT ITEMS, WHICH HAVE SPECIFICALLY REQUESTED FREQUENCIES IN THEIR APPLICATIONS AND HAVE APPROVAL FOR THEIR USE WILL BE ALLOWED TO OPERATE EMITTERS. NO OTHER FREQUENCY USAGE WILL BE ALLOWED. 8. Safety. The potential for a large number of visitors to attend FPED VII exists in addition to the hundreds of vendor personnel conducting demonstrations. Due to the complexity of the many demonstrations ongoing simultaneously, the potential exists for unsafe situations to arise despite careful planning. It is incumbent on everyone to be cognizant of ongoing demonstrations in progress around them to ensure the safety of themselves and others. For persons attending the blast and ballistics mitigation demonstrations on C-Demo range and Range 3 at Quantico in the afternoon, all cell phones, pagers, and two-way radios must be turned off while there. Earplugs will be available for hearing conservation. Shuttle bus transportation will be provided to and from the ranges for these daily demonstrations. First Aid and Emergency Medical Treatment. Two first aid stations staffed with EMT’s, 9. a paramedic and an ambulance service will be available on site at the Stafford County Regional Airport and Quantico will provide that service at the ranges. Night Vision Devices Demonstration. Functional demonstrations of night vision devices are scheduled the evenings of 19 and 20 May 2009 at the airport. Vendors not directly involved in the functional demonstrations will not be authorized to attend these demonstrations.
