									             Puerto Rican Constitution Day

WHEREAS, On July 25, 1952, the United States territory of Puerto Rico became the
         Commonwealth of Puerto Rico, through a voter approved referendum,
         which gave the island the right to institute its own government and
         constitution; and

WHEREAS, for 55 years Puerto Rico and its 3.9 million citizens have been governed as
         a free associated state of the United States; and

WHEREAS, today Puerto Rico has one of the most dynamic economies in the
         Caribbean region. The island remains rich in culture and identity and has
         become an essential component of the American fabric; and

WHEREAS, today the County of Onondaga and the City of Syracuse recognize and
         celebrate the accomplishments and contributions of the Commonwealth of
         Puerto Rico and its citizens and commemorate Puerto Rican Constitution
         Day

NOW, THEREFORE, I, NICHOLAS J. PIRRO, County Executive of the County of
Onondaga and I, MATTHEW J. DRISCOLL, Mayor of the City of Syracuse, do hereby
proclaim the twenty-fifth day of July, two thousand seven as


             Puerto Rican Constitution Day
                 in the County of Onondaga and the City of Syracuse

IN WITNESS WHEREOF, we have hereunto set our hands and caused the Seals of the
County of Onondaga and the City of Syracuse to be imprinted this twenty-fifth day of
July, two thousand seven.
