Cabinet approved the inclusion of clinical research as part of MOH’s mandate
in Jun 06


MOH has updated its portfolio and formally incorporated clinical
research as part of its mandate. It is a significant step forward for the
Ministry. We will continue to emphasize clinical services, but we will begin
to devote new resources to supporting clinical research. The big money for
clinical research will still come from MTI and A*STAR, but we will also put
in some funds to register our new emphasis. Our focus remains our
patients, and clinical research must help enhance our care for our
patients.”

• Objective: To carry out medical research on a
  specifically defined topic within a limited time period (3
  years) with the focus of the research in translational and
  clinical in nature

• Eligibility:
   – Clinicians from local health clusters, and staff from local
     academic institutions are eligible to apply
   – Proposed research project must be based in Singapore
   – The Principal Investigator of the project should reside in
     Singapore
 Individual Research Grants (IRG)
• $1 m over 3 years
• Indirect cost (20% of the project cost) will be given
• Application to be processed within 4 to 5 months
• 2 stage review
   – International peer review
   – Streamlining – Triage of proposals based on a specific budget
     cut off (50% of proposals)
   – PI rebuttal of short listed proposals - an opportunity to address
     the issues raised by the international reviewers

Details of Research Proposal (aims, clinical significance, prelim studies,

 Exploratory / Developmental Grant (EDG)
• Objective:
   – to encourage researchers who wish to conduct
     exploratory research, characterised as:
      preliminary work on untested and novel ideas;
      ventures into emerging research ideas;
      the application of new expertise or new
       approaches to "established" research topics.
    be developed subsequently into larger research grant
     proposals like the Individual Research Grant (IRG)
   – ED grants are not "mini-IRG" grants
 Exploratory / Developmental Grant (EDG)
• $200k over 2 years extendable up to 3 years
• Quantum is between small grant scheme (administered
  by clusters such as SIG) & IRG
• Need to use the NRF RITA system (electronic
  submission)
• Shorter proposals (limited to 5 pages)
• No requirement for preliminary data or sufficient data to
  show feasibility
• To be processed within 3 to 4 months
• Scientific Peer Review (SRP) – local 30 to 35 member
  per panel
• Subcategory for new investigators - NIG
 Exploratory / Developmental Grant (EDG)

• Revised Definition of EDG (Feb09)

   – Priority to be given to truly novel applications with little or no
     preliminary data

   – Using of published protocol technology on new compounds or on
     novel areas of research, and proposals with a wealth of
     preliminary data will still accepted but at a lower priority

   – Rejection is based on
     (i) requesting for funding quantum above $200K, or
     (ii) already published data on the proposed methodology and
     compound (exact same study), or
     (iii) very little chance of generating further useful information
  Exploratory / Developmental Grant (EDG)
• New Eligibility Criteria
   – Applicants (as Principal Investigators) for EDG & NIG should possess a
      minimum academic qualification of PhD or MBBS/BDS/PharmD/MD. In
      particular,
     (a) PI should have at least 1 publication; and
      (b) For non-clinicians, applicant should have at least 2 years postdoc
      research experience; or
      (c) For clinician, applicant should be at least a Registrar or Associate
      Consultant;

   – PI should fulfill the following requirements:
                » holding a full-time appointment in a local institution and
                    salaried by institution; and
                » having a lab in Singapore; and
                » residing in Singapore.

   –   Applicant has to provide justifications and allocation of time spent in
       Singapore if the above are not met. Exceptions will be evaluated by the
       panel on a case-by-case basis.
         New Investigator Grant (NIG)
• Objective:
   – to encourage new investigators who wish to conduct
     exploratory research
   – an extension of the Exploratory / Developmental Grant
   – be developed into larger research grant proposals like
     the Individual Research Grant (IRG)
• New Investigator eligibility:
   – Have never held NMRC or BMRC IRG grant as PI or co-
     PI
   – MBBS, BDS, MD, PhD
   – PI salaried by Institution
• Evaluated as a separate category within the EDG
         New Investigator Grant (NIG)
• Application through nGager pilot testing (on-line
  submission)
• Application requires a mentor
• Mentor’s role
   – Should have adequate experience in the research field
     and have at least held a NMRC or BMRC IRG before as
     the PI
   – To guide new applicant in grant writing and project
     planning
   – Required to sign off the application, provide input on
     annual reviews and for the final report
