Record of decisions/discussions in the Hon’ble Chief Minister’s Video Conference with the District Collectors held on 18th September, 2008 I. AGRICULTURE 1. The District Collectors shall ensure that sufficient stocks of fertilizers are made available. There should not be hoarding of fertilizers by the traders. 2. Government will release Rs.83.60 crores towards input subsidy at the earliest to the farmers affected in the recent floods. 3. Agriculture Department should ensure that Soil Testing cards are provided to all the farmers prescribing the fertilizers and the dosage to be used. 25000 Adarsha Rytus have been provided soil testing kits which are to be used for this purpose. II. INDIRAMMA HOUSING 1. The District Officers shall verify data relating to all the houses as per the online statement and ensure that there is no over-reporting. 2. Least performing Districts shall take up Mandal-wise review and take action for improving the performance. 3. The District Collectors should accord top priority for completion of all houses which are at lintel level and roof level. 4. Distribution 1.50 lakh house sites pattas pending for grounding housing programme under Phase I & II should be completed immediately. 5. All balance 7.00 lakh houses Phase-I & II houses shall be completed by the end of December, 2008. 6. All the SC/ST houses which are at incomplete / not started stage in Phase I programme shall be executed by the Department and completed before 31st December. District Collectors shall identify and give administrative sanction for these houses before 20th September, 2008 and start execution immediately. 7. To avoid the delay in the process of making the payments to the beneficiaries, Corporate Net banking system has been implemented with effect from 15th Septemberr, 2008. Collectors are requested to ensure that aLL the VO/SHG accounts are converted to CBS branches so that more people can be benefited by this system. 8. Preparations for the Phase III programme shall be completed before 15th October, 2008. Prakasam, Kurnool, Kadapa, Adilabad, Anantapur and Nalgonda districts have yet to finalise the lists in majority mandals. This shall be completed immediately. The data entry shall also be completed before 15th October, 2008. 9. Necessary orders shall be issued fixing the Upper limit for the Equated Monthly Instalment as Rs.500 in Urban areas and Rs.300 in rural areas for the loans taken under Rajiv gruhakalpa and Wambay. 10. House sites should be provided for 8.00 lakh houses to be taken up under Phase III. 11. Sanctioned letters with Hon’ble Chief Minister’s message shall be sent to the beneficiaries by post and a copy shall be handed over to the beneficiaries during Indiramma Sambaralu. III SC / ST / BC WELFARE 1. With regard to sanction process of Post Matric Scholarships, the District Collectors shall ensure that all the fresh and renewal cases are verified and sanctions issued by the end of September, 2008. 2. Fresh applications for Post Matric Scholarships are being submitted by the students online. The District Collectors shall monitor and co-ordinate the verification of the applications by the Assistant Welfare Officers 3. District Collectors are also to co-ordinate with the bankers for opening of bank accounts in the five nodal banks by the Post Matric students so that the Scholarships amount is disbursed in online method during October, 2008. 4. The District Collectors shall ensure that identification of beneficiaries is completed by the end of September, 2008, so that sufficient time is available for grounding all the schemes Under SC Action Plan 2008-09 by December, 2008. 5. Efforts shall be made to complete all the works relating to repairs to the Buildings & Toilets in 1174 Tribal Welfare institutions by December, 2008. 6. The District Collectors shall send proposals for opening new hostels for SC/ST post matric girls and boys wherever necessary. 7. B.C.Welfare Department shall commission the Girls Hostels wherever necessary. IV. REMOTE & INTERIOR AREAS DEVELOPMENT 1. For the next financial year 2009-10 District Collectors shall prioritize the works to be considered for sanction under RIAD programme. The master plan list of works prepared by them along with the prioritization shall be followed. 2. The time gap between sanction of any work and it’s grounding or implementation shall to be reduced by proper review and monitoring at the district level. This will help expedite the completion of critical RIAD area works which are urgently required to create more congenial living conditions in the area. 3. Innovative skill building programme for the youths of RIAD area for seeking employment opportunities shall be given top priority. Any support or help if not possible through any existing programme or scheme of line departments should be brought to the notice of Principal Secretary, RIAD wing for an appropriate decision at the earliest. V. IRRIGATION & COMMAND AREA DEVELOPMENT 1. LAND ACQUISITION FOR R & R Centres shall be completed immediately for • 11 sites in Srikakulam for Vamsadhara • 8 sites in Guntur and 5 sites in Nalgonda for Pulichintala Project • 8 sites in Karimnagar for Mid-Manair and 2 sites in the same district for Yellampalli Sripada Sagar Project 2. Collectors Khammam, East Godavari and West Godavari to expedite and complete R & R works for Phase-I and II Villages (to be over by June, 2009) 3. Infrastructure Works in R&R Colonies can be entrusted to the existing EPC contractors. 4. All balance works under R&R Act should be completed by 15th October, 2008. 5. Housing construction is still moving very slowly. Regular monitoring and field visits by Collectors / Joint Collectors will ensure speedy progress. VI. Municipal Administration Inidra Kranthi Patham – Urban 1. The District Collectors shall review the IKP-Urban activities in the DCC meetings of Bankers regularly. 2. The District Collectors shall ensure that Municipal Commissioners conduct monthly Town level Bankers Committee meeting regularly at ULB level. VII. Kalyanamasthu 4th phase of Kalyanamasthu, i.e., conducting of community marriages, will be held on November 2, 2008. • Kalyanamasthu will be conducted constituency-wise in all TTD Kalyanamandapams and important temple premises all over the state. • Mangalasuthrams, new cloths, silver mettelu etc., will be provided in Kalyanamasthu along with melam, mangaladravyams and archakas for performing the Kalyanam. • The entire expenditure will be borne by TTD. Eligible couples having faith in Hindu marriage and permitted by the parents will participate in Kalyanamasthu Programme. • All the District collectors shall be the Chairmen of the coordination committees at district level and see that maximum number of couples get enrolled for Kalyanamasthu by conducting coordination committee meetings with all the officers, public representatives, spiritual organizations, Self- Help groups, Mahila Mandals, voluntary organizations and the like. • ‘Avagahana Sadassu’ will be conducted at important places in the state in coordination with the District administration concerned. • Applications for enrollment will be made available at all the TTD Kalyanamandapams, offices of Tahasildars, Assistant Commissioners (Endts.), Sarpanches and important temples. • Wide publicity shall be ensured. • The last date for receipt of the enrollment for Kalyanamasthu is 21st October, 2008. • Staff from Stamps and Registration Department shall be deployed at the venue for registering the marriage and giving the marriage certificate to the wedding couple. VIII. RURAL DEVELOPMENT 1. Indiramma Sambaralu: Government have decided to conduct Indiramma Sambaralu from 15th to 31st October, 2008. The District Collectors shall finalise the list of Indiramma Housing and pension beneficiaries by the end of September and keep ready the sanction proceedings to be handed over to the beneficiaries during the Indiramma Sambaralu. 2. The Collectors shall thoroughly scrutinize the pension proposals and send the proposals by uploading to the pension website by the end of September, 2008 to enable the Government to give sanctions district-wise. 3. Phase III: Pension shall be disbursed on 1st November, 08. Distribution of enhanced rate of Rs. 500/ per month to all the disabled persons shall be commenced on 1.12.08. 4. Government have sanctioned Rs. 10 lakhs each for construction of Mandal Samakhya buildings and Rs. 50 lakhs each for contruction of Zilla samakhya buildings. The District Collectors should allot the sites and facilitate the Mandal Samakhyas and Zilla Samakhyas to take up construction of Mandal Samakhya and Zilla Samakhya buildings and ensure that the construction is completed within 6 months. 5. Pensions: The acquitance lists pertaining to the pensions distributed on 1st September, 08 in respect of 738 mandals not returned to DRDAs on account of MPDOs’ strike. Now that the strike is called off, Collectors shall ensure that MPDOs return the acquitance list along with undisbursed amount to DRDAs by 21st September, 2008 to enable the DRDAs to generate acquitance lists for distribution of pensions on 1st October, 2008. 6. Rajiv Udyog Sri: Collectors shall step up the progress on skill development and placement under Rajiv Udyog Sri. Collectors shall coordinate with Departments, such as, Rural Development; Employment Training and Youth Welfare; and MEPMA and keep the information relating to every candidate trained and placed in the web site. 7. Under Indira Prabha Programme expeditious action should be taken to complete drilling of bore wells and their energisation. 8. Nearly 80 lakh poor men and women are covered in Indiramma Jeevitha Bhima Padhakam. The Collectors shall closely review the various processes relating to claim settlements. 9. NREGS: The District Collectors shall start preparation of EGS Calender for all GPs and complete by 10th November 2008. The Collectors should discuss EGS calendar and its process in the Zilla Parishad general body meting and Mandal Parishad general body meetings so that all the public representatives are informed about this. After preparing the EGS calendar, the District Collectors shall implement the EGS scheme in an effective manner so that 100 days wage employment shall be achieved. 10. Horticulture under EGS: Sanctions are given for 1.86 lakh acres. Progress of pit digging and planting is very slow. Only in 34,000 acres pit digging is completed and in 14,640 acres planting is completed. Progress in pit digging is 0% in Nizamabad and less than 10% in Adilabad, Kadapa, Medak, Guntur, Vizianagaram, Nalgonda, SPS Nellore, Prakasam and West Godavari districts which is extremely poor. District Collectors should bestow personal attention for achieving maximum coverage under NREGS – Horticulture.
