77th Annual Wyoming FFA Leadership Convention Convention Proceedings 2004 Wyoming FFA Association of the National FFA Organization 77th Annual State FFA Leadership Conference Minutes Cheyenne Civic Center Cheyenne, Wyoming Wednesday, April 14th 2004 The 77th Annual Wyoming FFA Leadership Conference began with the Agricultural Issues Forum at the LCCC CCI room 130 and the Parliamentary Procedure Contest at the LCCC Theater and Foundation Room both beginning at 1:00 p.m. At 3:30 p.m. a coaches meeting was held at the LCCC Agriculture Department. The Extemporaneous Speakers (refer to Appendix D) checked in LCCC CCI room 121 at 4:30 p.m. followed by the Prepared Public Speakers (refer to Appendix C) at 4:45 p.m. along with the FFA Creed Speakers (refer to Appendix B). At 5:00 p.m. the Creed and Extemporaneous speakers began in CCI rooms 129 and 130. Immediately following the conclusion of the Creed Speaking Contest, the Prepared Speaking Contest began in CCI room 129. Thursday April 15th, 2004 At 8:00 am Farm Management began in LCCC CCI 130 and Livestock both began in the Agricultural Arena. At 1:00 pm Ag Sales began in LCCC CCI 129 & 130. Horse Judging started in the Agricultural Arena and Greenhand QuizBowl began in the LCCC Auditorium. At 5:00 pm Agronomy began in LCCC CCI 129 & 130 while Poultry started in the LCCC Arena Lobby. The Nominating Committee met for their Orientation with Mr. Pulse at 6:00 pm while the State Officer Candidates took their test in the 2nd floor lobby of the Civic Center. Immediately following the test, Mr. Pulse conducted the State Officer Candidate Orientation. At 7:00 pm the first convention session of the 77th Annual Wyoming FFA Leadership Convention began at the Cheyenne Civic Center. The 2003-2004 State Officers were announced individually. Bryttni Westlake, Association President called the session to order. As the session’s Master of Ceremonies, she introduced, Troy Siddle, 2002-2003 Association Vice President to bring greetings to the convention. Katie Shivy, Association Secretary, announced the names of the Chapter Award recipients and Bryttni Westlake announced Wyoming’s Number One Chapter (refer to Appendix F). Bryttni Westlake then announced the results of the Greenhand QuizBowl Competition High Individual Test – Abby Wagner, Cheyenne FFA 2nd High Individual Test – Kim Lockhart, Glendo FFA High Team Overall – Cheyenne FFA 2nd High Team Overall - Powell FFA 3rd High Team Overall – Casper FFA Bryttni then welcomed Amanda Hitshew, State Treasurer; Zach Bennett, State Sentinel; and Katie Shivy, State Secretary for the presentation of the Public Speaking Awards. (refer to Appendix B, C & D). Bryttni Westlake then announced the Agricultural Issues Awards, they were as follows: 1st Cheyenne FFA 4th Powell FFA 2nd Pine Bluffs FFA 5th Gillette FFA 3rd Chief Washakie FFA 6th Snowy Range FFA Bryttni then went on the Parliamentary Procedure Awards 1st Cheyenne FFA 4th Gillette FFA 2nd Casper FFA 5th Burns FFA 3rd Newcastle FFA 6th Chief Washakie FFA Bryttni then presented the leadership Sweepstakes award to the Pine Bluffs FFA. Morgan McConnaughey was then welcomed to the stage to introduce Laramie Wiginton, State 3rd Vice President, for his retiring address. Katie Shivy, State Secretary thanked Laramie and presented him with his retiring officer plaque. Bryttni then welcomed Farm Credit Services to the stage for the introduction of our first keynote speaker, Patrick Henry. Bryttni thanked Patrick Henry and presented him with a plaque of appreciation. Bryttni then proceeded with closing ceremonies. After the session there was an FFA member dance at the LCCC Gym that will go till midnight. Friday April 16th, 2004 Friday began with the Meats Judging and Farm Mechanics contests in Laramie at the University of Wyoming at 8:00 am. At 8:30 am Leadership Workshops Session I began at the Cheyenne Civic Center. At 9:00 am Proficiency Judging and Committees were held in the upstairs lobby of the Civic Center. At 9:30 am Leadership Workshops Session II began followed by Leadership Workshop Session III at 10:30 am. At 12:00 pm the first Delegate Business Session began. The Second Session of the 77th Annual Wyoming FFA Leadership Convention began at 1:00 pm in the Cheyenne Civic Center. The 2003-2004 State Officers were introduced as a team. Bryttni Westlake called the session to order and introduced Jeff Campbell, State Parliamentarian; Josh Cooper, State Vice President; and Laramie Wiginton, State 3rd Vice President. Jeff Campbell introduced Mr. Etchepare to the stage for remarks from the Wyoming Department of Agriculture. Laramie thanked Mr. Etchepare and presented him a plaque for all he has done for the Wyoming FFA Association. 2004-2005 State Officers Candidates introduced themselves. Laramie then introduced the State FFA Chorus for a few special selections. Jeff Campbell then introduced the 2004 Wyoming FFA State Champion Creed Speaker, Randa May, to the stage for her presentation of the Creed. Laramie thanked her. Alisa Hitshew and friends introduced Amanda Hitshew, State Treasurer, for her retiring address. Amanda presented her retiring address and Tara Bolgiano thanked her and presented her with her retiring officer plaque. Josh welcomed back the State FFA Chorus for introduction and presentation of Chorus Pins. Court Schilt then took the stage for a presentation of Wyoming FFA Leadership Camp. Laura McCormick and friends were then welcomed to the stage to introduce State Sentinel, Zach Bennet for his retiring address. Jeff thanked Zach and presented him with his retiring officer plaque. Troy Wiant was then welcomed to the stage for a presentation by the WVATA. Gayle Hamner then presented on behalf on Wyoming FFA Alumni followed by Jim Fuller for the Wyoming FFA Foundation. Morgan McConnaughey was brought back to the stage to introduce Ryan McConnaughey, State 2nd Vice President for his retiring address. Laramie thanked Ryan and presented him with his retiring officer plaque. Laramie then introduced Clayton Elliott of the Powell Shoshone FFA for his 2004 Champion Extemporaneous Speech. Josh then began the State FFA Degree Ceremony. Katie Shivy, State Secretary, read the names of 114 candidates who received this award from backstage (refer to Appendix G). Following the State FFA Degree, Jeff Campbell introduced Stacia Berry, National Secretary to the stage for her address. Katie thanked Stacia and presented her with a very special bracelet. Bryttni Westlake was brought back to the stage for closing ceremonies, she then adjourned the session. Third Session The 3rd Session of the Wyoming FFA Leadership Convention began at 7:00 pm at the Cheyenne Civic Center. Bryttni Westlake conducted opening ceremonies, then turned the session over the Master of Ceremonies, Tara Bolgiano, State Reporter. Tara began by introducing all of the Regional Stars in Agricultural Placement, Agri- Business and Farmers as well announcing the winners in each category (refer to Appendix J). At the conclusion, Josh was introduced for his retiring address. Josh Cooper, State Vice President, presented his retiring address. Ryan thanked Josh and presented him with his retiring officer plaque and pin. Tara began with the Honorary Degree Ceremony. Katie read the names and biography’s of the State Degree Recipients from backstage followed by the distinguished service citations. Kelly Siddle, State Prepared Speaking Champion was then introduced for presentation of her winning speech. All officers then brought their parents on stage for a special parent ceremony. Following the parent ceremony, all past state officers present were welcomed to stage for recognition. The Champion Parliamentary Procedure Team then preformed a Parli Pro Demonstration. Nichole and Travis then introduced Katie Shivy for her retiring address. Katie presented her retiring address and Amanda thanked her and presented her with her retiring officer plaque. Tara then introduced Todd Skinner to the stage for a keynote address. Tara then thanked Todd and presented him with a plaque. Tara then welcomed Bryttni back to the stage. Bryttni conducted closing ceremonies and adjourned the meeting. Following the session, members danced and played cards at FFA Casino night. Saturday, April 17th, 2004 Bryttni Westlake opened the session and introduced Ryan McConnaughey, State 2nd Vice President to the stage as the Master of Ceremonies of the 4th and final session of the 77th Annual Wyoming FFA Leadership Convention. Ryan began by introducing Dr. Charles Bohlen, LCCC President to the stage for remarks. Ryan thanked Dr. Bohlen and introduced the Wyoming FFA Band. Ryan introduced Dr Reynolds to the stage and together they announced the winners of the Farm Mechanics Contest: 1st Pine Bluffs FFA 4th Gillette FFA 2nd Clear Creek FFA 5th Casper FFA 3rd Sheridan FFA 6th Little Snake River Dr. Tom Whitson was then introduced for the presentation of the Agronomy Awards: 1st Wind River FFA 4th Southeast FFA 2nd Casper FFA 5th Powell- Shoshone FFA 3rd Moorcroft FFA 6th Lander FFA Ryan then announced the results of the Sales and Services Contest: 1st Southeast FFA 4th Pine Bluffs FFA 2nd Cheyenne FFA 5th Newcastle FFA 3rd Casper FFA 6th Powell-Shoshone FFA Ryan then began the proficiency presentation. Katie read the names and bio’s of the winners from backstage (refer to Appendix I). The FFA Band introduced themselves and were presented with the FFA Band pin. Mr. Justin Bailey was then announced as the Wyoming Ag Teacher of the year. Trent Hollister presented scholarships on behalf of LCCC, as did EWC and Casper. Mr. Ron Pulse then joined Ryan on stage for the presentation of Farm Management Awards: 1st Wind River FFA 4th Gillette FFA 2nd Powell-Shoshone FFA 5th Rocky Mountain FFA 3rd Southeast FFA 6th Sheridan Ryan then announced the horse judging results: 1st Casper FFA 4th Lander FFA 2nd Wheatland FFA 5th Gillette FFA 3rd Pinedale FFA 6th Lyman FFA Tara was then introduced for her retiring address. Tara presented her retiring address and Zach thanked her and presented her with her retiring officer plaque. The remaining proficiencies were announced by Katie from backstage (refer to Appendix I). Appendix M 2004 Constitution Committee Report The Constitution Committee had a few grammatical changes to make to the Constitution and the By Laws read correctly. The changes made in no way change the overall meaning of the Constitution or By-laws. The Constitution will be made available in a separate document. Appendix N 2004 Program of Activities Report The Program of Activities Committee made several recommendations and the POA will be available in a separate document. Appendix O 2004 Resolution Committee Report The Resolutions Committee report was given on the floor of the convention and contained several thank you resolutions for people and entities that had provided various levels of support to the Wyoming FFA and its members.
