                                          (Draft)

Purpose of this document
It is important that work commences on a stage only when the Project Board says it should; this avoids
the problems of projects continuing just because no one thinks to stop them.
To enable this to happen the project should be broken down into manageable sections (stages), at the
end of which the Project Board has to approve whether work is to continue or not.

The Stage Plan will include the following:
 identifies all the products which the stage must produce
 provides a statement of how and when a stage’s objectives are to be achieved, by showing the
   deliverables, activities and resources required
 identifies the stage’s control and reporting points and frequencies
 provides a baseline against which stage progress will be measured
 records the stage tolerances
 specifies the quality controls for the stage and identifies the resources needed for them.

The document should be assessed against the following quality criteria:
 is the plan achievable?
 do any Team Managers involved in its operation believe that their portion is achievable?
 does it support the Project Plan?
 does it take into account any constraints of time, resources and budget?
 has it been taken down to the level of detail necessary to ensure that any deviations will be
   recognised in time to react appropriately?
 has it been developed according to the planning standard?
 does the Stage Plan contain activities and resource effort to review the Issue Log?

1. Plan Description
This next stage plan follows on from Initiation of the project and covers the generic stage called
Stage 0 - Technical Installations.
    Stage 0 – Technical Installations (outline delivery Aug 05)
        Stage 0a – Establish hardware requirements
        Stage 0b – Hardware procurement
        Stage 0c – Software installation
Where possible, it is recommended that some of Stage 1 planning and deliverables are also
considered due to the training elements included in that stage. Stage 1 includes the following
deliverables:
    Stage 1 – ClearNet / SUS / PbR Information capture. (outline delivery Oct 05)
        Stage 1a – Confirmation of anticipated users
        Stage 1b – Confirmation of customer quality expectations
        Stage 1c – Key technical post training
        Stage 1d - End User Training
        Stage 1e - Replication of existing ClearNet (or Secondary User Services – SUS when
        available) extracts (e.g. waiting list, inpatient, outpatient).
        Stage 1f – Creation of PbR reports
        Stage 1g – Data Quality & Reporting Sign off
However, focus will be concentrated on Stage 0 as:
       it constitutes a pre-requisite to all other stages.
       Requires considerable input from IT Operations which are experiencing resource
        pressures in other system critical areas. Board members are reminded that this project is
        a Priority 5 (‘LHC wide non clinical improvement’) project (scale 1 highest – 7) and is
        currently requesting resources against two priority 1 projects (Choose & Book, and
        Community & Mental Health PAS replacement) and three priority 2 projects (Pathology
        system replacement, A&E system replacement, Acute PAS electronic duplicates removal).
       The stage will take place over the main summer holiday period and therefore has to
        accept that it will take longer to achieve than normally expected due to staff annual leave
        absences. This includes the project manager (NHS).
For these reasons the stage is focussed on the three clear deliverables listed above. However, it
is Stage 0 that requires the most significant IT Operations technical input, after which the
emphasis shifts significantly to the Information and Financial Directorates / Departments across
the county.

2. Quality Plan
Stage 0 includes the following main deliverables

11.     Appendix 1 – Data Server Specification
    The minimum hardware specification for the data server is given below.


    Data Server – Minimum Requirements
    Operating System            Windows 2000 Server.
    Processor                   2 * Intel-compatible 3-gigahertz (GHz) processor or higher

                                1 * 10GB IDE or SCSI HDD (System Disk)
    Hard Disk                   4 * Ultra 320 15k 72GB hot plug drives configured in a RAID
                                0+1 mirror set
                                DAT Tape Drive - DDS 3+ (backup device)
    Other Requirements          CDROM (software load)

    The Trust should consider the use of a RAID storage solution to provide enhanced
    performance and resilience.
    The Trust should consider further processors and memory to improve performance and
    should ensure that the Server can be extended as demand increases and data volumes
    increase

12.     Appendix 2 – Web Server Specification
    Ardentia recommends that separate hardware be used to host the application – a Web
    Server. While the data server and the web server may be combined within the same physical
    device, this may lead to a reduction in performance. Also, the use of separate servers may be
    beneficial from a security and scalability point of view.
    The Web Server needs similar processing power and memory to the data server but obviously
    does     not      require       a       similar    level      of      data       storage.

13.     Appendix 3 – Client PC Specification
    Confirmation has been given by Ardentia (e-mail 14th July 2005) that the current specification
    used by Worcestershire ICT Services exceeds that required by the system. The current ICT
    Services specification is:
           Pentium P4 2.8GHz
           40Gb Hard Disk Drive
           512 Mb 133 MHz SDRAM memory (1 X 512Mb)
           17” Flat Panel Monitor
           CD-RW
           Smartcard Reader Keyboard
           Mouse
