                 REQUEST FOR PROPOSAL
       FOR MAINTENANCE OF SPRINGTOWN GOLF COURSE
               AND LAS POSITAS GOLF COURSE
                    CITY OF LIVERMORE

                          I.        NOTICE INVITING PROPOSALS

N-1 NOTICE: Notice is hereby given that the City of Livermore is requesting
qualified contractors to submit proposals including a pricing schedule and a summary of
qualifications for providing golf course maintenance services according to the City’s
specifications and all other terms and conditions. The requested services consist of
furnishing all labor, materials, supplies, and equipment to perform golf course
maintenance at the Springtown Golf Course and the Las Positas Golf Course in
Livermore, California, in accordance with the specifications and conditions specified in
the Request for Proposal issued by the City of Livermore. The Request for Proposal
envisions that a contractor will receive a monthly payment for maintenance services, and
that the City will continue to retain all green fee revenues. This is not a lease
arrangement.

The Request for Proposal is available for inspection without charge at the office of the
Public Works Director, Maintenance Service Center, 3500 Robertson Park Road,
Livermore, CA, 94550.

Each proposal shall be in conformance with the conditions and specifications of the
“Request for Proposal – Springtown Golf Course and Las Positas Golf Course
Maintenance” (RFP). All proposals must be enclosed in a sealed envelope and clearly
identified with proposal title and name of proposer.

Proposals will be received at the office of the Public Works Director of the City of
Livermore at the Maintenance Service Center, 3500 Robertson Park Road, at or before
3:00 p.m. on Thursday, March 27th, 2008. Late proposals will not be accepted.

The City of Livermore reserves the right to award or reject proposals in part or in whole
and on any basis it deems in the best interest of the City.

N-2 MANDATORY PRE-PROPOSAL CONFERENCE: A mandatory pre-
proposal conference and walk through will be held on Wednesday, March 5, 2008. This
conference will begin promptly at 9:00 a.m. at Beeb’s Restaurant, 919 Clubhouse Drive,
Livermore, CA. The conference shall include a tour of the Las Positas Golf Course
complex, and the Springtown Golf Course complex. Prospective proposers should allow
five (5) hours for the conference and walk-through. Only those proposers attending the
mandatory pre-proposal conference will be eligible to submit a proposal in response to
this Request for Proposal.

N-3 LOCATION OF WORK: The Springtown Golf Course is a 9 hole municipal
golf course on 90 acres located on Larkspur Drive in Livermore California, including a
maintenance shed, a pro shop, and a snack shop. The café and pro shop at Springtown
are currently operated under separate contract, and are not a part of the scope of work.
The maintenance of the Springtown Golf Course facility will be for an initial 32 month
term, tentatively commencing on June 2, 2008 and terminating on January 31, 2011.

The Las Positas Golf Course is a 27 hole municipal golf course on 226 acres located on
Clubhouse Drive in Livermore California, including 3 maintenance buildings. The
restaurant and pro shop at Las Positas are currently operated under separate contract, and
are not a part of the scope of work. The maintenance of the Las Positas Golf Course
facility will be for an initial 32 month term, tentatively commencing on June 2, 2008 and
terminating on January 31, 2011.

N-4 DESCRIPTION OF THE WORK: The maintenance of the Las Positas Golf
Course and the Springtown Golf Course includes all standard golf course maintenance
activities, including green mowing, fairway mowing, rough mowing, tree trimming,
bunker cleaning, irrigation operation and repair, fertilization of turf, pest control,
maintenance of landscaping adjacent to and around the clubhouse facilities and entrance
road, course cleaning and repairing after major storms, facility maintenance of the
maintenance buildings, and other industry standard maintenance activities throughout the
entire golf complex, exclusive of the interior of the pro shop and the restaurant. The
restaurants and pro shops at Springtown and Las Positas are currently operated under
separate contract, and are not a part of the scope of work.

Reference is hereby made to the full Request for Proposal for further details. The
specifications and the “Request for Proposal” shall be considered part of any contract
made pursuant thereto.

N-5 COMPLETION OF WORK: Both golf facilities will be maintained by a single
contractor for an initial term of 2 years and 8 months. Additionally, the contract with the
successful proposer will include an option for two consecutive 24 month extensions to
the contract, subject to the mutual agreement of the City and the Contractor.

N-6 CONTRACTOR’S LICENSE CLASSIFICATION: No contractor’s license is
required for this maintenance assignment.

N-7 WAGE RATE REQUIREMENTS: The wage requirements are solely the
responsibility of the Contractor, according to all applicable governmental regulations and
laws.

N-8 FAITHFUL PERFORMANCE BOND: The successful proposer will be
required to submit a faithful performance bond in an amount equal to 100% of the
contract price for the initial year of the contract. The faithful performance bond shall be

in effect for the term of the contract and any extensions of the contract. The bond shall
be provided on a standard form provided by the bonding company.

N-9 OBTAINING OR INSPECTING CONTRACT DOCUMENTS: The Request
for Proposal is available for inspection without charge at the office of the Public Works
Director, Maintenance Service Center, 3500 Robertson Park Road, Livermore, CA,
94550. A complete Request for Proposal may be purchased for $20.00 per copy and is
obtainable at the office of the Public Works Director, Maintenance Service Center, 3500
Robertson Park Road, Livermore, CA, 94550. Remittance should be made payable to the
City of Livermore. No refund will be made for any charge for a set of the Request for
Proposal. At the proposer’s request a copy of the Request for Proposal may be mailed to
the contractor at a total cost of $30.00 for each copy requested. Said charge covers

N-10 PROJECT ADMINISTRATION: All communications relative to this work
shall be directed to the Public Works Director at the City of Livermore, 3500 Robertson
Park Road, Livermore, CA 94550, (925) 960-8003, and prior to the start of the mandatory
pre-proposal conference required in Section N-2 in this Notice Inviting Proposals. All
questions relating to interpretation of the Request for Proposal Documents must be
submitted in writing, and responses will be in the form of written addenda, if required, to
the subsequent Contract Documents and at the pre-proposal conference.
