Request For Proposal for A EXPANSION of the LAN and WAN Network of Pelican Life Sciences Huntersville, NC Integrating additional subsidiaries into the Pelican VPN network RFP: 07309.1 Closing Date and Time: 5:00 pm Thursday, December 6, 2007 Description: This RFP covers the engineering, procurement, and installation of a Local Area Network (LAN) System with Internet and Wide Area Network connections at the Huntersville, North Carolina headquarters of Pelican Life Sciences. A smaller network will be provided for the company’s financial department in Portsmouth, New Hampshire. Internet and Virtual Private Network connections will be provided between two offices and four other remote locations. Pelican Life Sciences, Inc. or Pelican Holdings is a new corporation servicing the BioSciences technology field. It has targeted a number of firms for acquisition to merge them into one large leader in the biosciences or life sciences field. It has acquired four firms, to date with locations show on the Visio Map included with this RFP. Each of the newly acquired firms has an existing network that will need to be integrated to the new network via use of a Virtual Private Network (VPN) with T1 circuits into the Internet. The Headquarters is in a new building, which is not built-out to Pelican’s specifications as yet. Design criteria: The successful proposal will include designs for a switched Gigabit Ethernet LAN for the Headquarters, and a smaller LAN for the Finance Department in Portsmouth, NH. Firewall/router/VPN concentrator devices will be installed as part of this proposal at the Headquarters, the New Hampshire office, and four additional remote locations across the United States. The remote locations are in Pittsburgh PA, Portland OR, Naperville IL, and San Diego CA (see Visio map). The headquarters network will utilize MS Windows 2003 Server Enterprise Edition for its network operating system. It must be capable of storage of a large number of files from Microsoft Office programs such as Word, Excel, PowerPoint, Outlook, as well as large SQL databases and the files of Hyperion data mining software. The LAN with its WAN/VPN connection will be capable of supporting high-speed transfer of files, email and multimedia materials. It will utilize a complete installation of Microsoft Exchange e-Mail software. A WEB Server will be located in the DMZ on the Hdqrs system. Approximately 10 Microsoft WinXP Professional clients will be supported via a standard TIA 569 premises wiring scheme using Category 6 Unshielded Twisted Pair (UTP) cabling. The location of the 110 data outlets will be as shown on the floor plan for the headquarters. Four (4) laptops (with docking stations) and two (2) desktop systems in the Hdqrs will be supplied as part of this proposal and will be the latest Intel based systems with >30 Gigabyte hard disks. All visitor’s to the headquarters will be able connect their laptops to the Internet via a 802.11a/g/b router at the headquarters. For security, reasons this router will be in the DMZ and normally no access will be provided to the LAN for these users. For visiting Pelican executives, access to the LAN will be via the Cat 6 wiring infrastructure. The center is to be connected to the Internet via a T1 circuit. A T-1 circuit for WAN/Internet use must be supplied in the successful proposal with appropriate routers and communications equipment as required. In addition to the specified Category (Cat) 6 data connections cable, each outlet will also include a Cat 5 telephone connection. All outlets will have one RJ-45 data jack and one RJ-25 (three pair) telephone jack. The telephone lines will terminate on the telco rack in the equipment room. All fire and building codes must be observed in proposal and installation. All systems have been bought with Gigabit Ethernet Network Interface cards. This is to be shown as part of the wiring diagram required on the next page. All LAN switches are to be supplied with management modules. This class of equipment should be supplied from one of the following approved manufacturers (as listed on the approved manufactures pages at the end of this document. All LAN switches will be from the same manufacturer. The wireless access router can be of Linksys or equal quality, this is only an accommodation for visitors. Sufficient industrial/commercial Network servers are to be provided to support the following services on the LAN/WAN: File serving, and Print serving. Each executive office will have an small inkjet printer and a large central network color printer, scanner, fax machine will be available to all systems in the office. Pelican will make very active use of Microsoft Exchange electronic mail with all of its new acquisitioned companies and the life science industry. For this reason storage capability should be adjusted accordingly. Likewise, an Intranet will be utilized for easy document/form and information retrieval. A group of client-server applications (such Oracle) will be run as processes at the servers. All secondary storage on servers will utilize SCSI Raid Arrays. This class of equipment should be supplied from one of the following approved manufacturers: Compaq, Dell, or IBM. One T1 interface unit/multiplexer (CSU/DSU) is to be supplied and the installation of the T1 circuit is to be arrange with ALLTEL. A corporate size WAN router is to be provided and it does not have to be from the same source as the LAN switches/hubs. This class of equipment should be supplied from the following approved manufacturers listed. Headquarter Office Suite : A plan of the building is included as attachment 2. The suite consists of part of the first floor of a building. All Offices walls will be of standard 1” plasterboard over metal studs (with insulation for sound proofing-firebreak cross members are include in walls). The ceiling of the suite will be a dropped ceiling plenum air-return system. No wiring troughs (cable trays) are currently installed in the building. Due to the small size of the LAN and office, no troughs will be required. Instead all cabling must be neatly supported on the walls above the drop ceiling. All cabling will be fished though the walls. No systems in the building require extraordinary EMI-RFI shielding. Submission and evaluation of proposals: The proposals are to be submitted in the form specified in the instructions at attachment 1. Bids will be opened at 5:00 PM on the closing date. The proposals will be evaluated after the second week of April and the selection of the successful proposal will be announced by May 2, 2006. The proposal will not be evaluated on cost solely. Pelican Life Sciences reserves the right to accept one of the proposals, determined to fits its needs, or to reject all proposals. You are to submit a formal professional Technical Design and Cost Proposal (bid) for this LAN/WAN by the closing date and time (as indicated above). 2. Your proposal should be responsive to the criteria stated in the basic proposal and as clarified by both written and verbal communications from the procurement officer to all bidders. The organization of the bid is to be strictly followed or the bid will be disqualified. a. Qualifications Statement: (2 Pages minimum) 1. Submit evidence of professional qualifications and experience in the networking field 2. List of your LANs and WAN’s installed and or maintained by your firm. 3. Provide a list of references with addresses and telephone numbers. Include a statement of the work done for each of the references. b. Executive Narrative: A statement of the design of your proposed LAN (1 page minimum). This narrative should be clear enough for our presentation to non-IT corporate officers, such as the Chairperson of the Board, the President and Vice-President of Financial Affairs. It should also have enough detail to satisfy the IT Manager’s review. c. Diagrams of Proposed Installation: 1. Wiring Plan for the headquarters office suite (Visio drawings of the suite are provided in RFP kit) (2 pages minimum) 2. Equipment Room and its Racks in each room (Use equipment room Visio drawing (3 page minimum) 3. VPN (WAN) View / Map d. Bill of Materials: - Show components of network and proposed cost to us in high detail. Include all materials provided! An Excel Spreadsheet format is provided in RFP kit as sample of submittal document.
