CRAWFORD COUNTY REQUEST FOR PROPOSAL SPECIFICATIONS
The Crawford County Auditor will be accepting proposals for the 2006 revaluation of all real property in the County. The revaluation program shall be carried out according to the terms and conditions as outlined in the enclosed documents. Appraisal Research Corporation completed the last revaluation in Crawford County and Sabre Manatron completed the 2003 Triennial Update. There are 32,795 parcels of property in Crawford County, of which 20,661 are improved. Each company submitting a proposal for the Crawford County reappraisal contract should submit three figures as part of the proposal, which are (1) a proposal on the contract; (2) coupled with a price to perform the inspections set forth in the Contract Addendum; and (3) a price per man-day by which the company will reduce the contract fee for data entry and data processing activities performed by the County Auditor. Contractors may submit additional proposals that deviate from the specifications listed above however, these proposals must be clearly labeled as an alternative and will only be considered if the minimum requirements are met as set forth above. Under bidding is discouraged, as all contractors are advised to inspect the proposed project site for physical and economic conditions, the maps and the records of the Auditor’ s Office and other county offices, and to judge for themselves the circumstances affecting the cost of the project. The County Auditor reserves the right to reject any and all proposals and to waive any informality or technicality in the proposal and to accept other than the lowest proposal if the Auditor deems such proposal to be in the best interest of Crawford County. The Auditor shall be the sole judge as to whether a contractor has or has not met the requirements of this proposal. Sealed proposals will be accepted in the office of the County Auditor, 112 E. Mansfield Street, Bucyrus, Ohio, until 4:30 p.m. on Monday, June 14, 2004. Any proposal received after the stated time shall be returned to the contractor unopened. This applies to proposals sent by mail, as well as those that are hand delivered. The County Auditor will, carefully evaluate all proposals submitted. The County Auditor will select the proposal that is in the County Auditor’ s judgment, to be in the best interest of Crawford County taking into account price and services to be rendered. During this time, it is requested that all contractors refrain from contact with the County Auditor by phone or in person so that a fair and effective evaluation can be made. MAY 13, 2004
