CCPS Good Practice Guide for Selection and Installation of Glass in Buildings Part 1: Human Safety This proposal is based on the premise that the Indian Glass industry acknowledges its responsibility to take an active role in the evolution of national policy with respect to safety regulations in use of glass in buildings. Objective: The objective of preparing the Good Practice Guide is to develop for the Indian building industry a commonly accepted method for selection and installation of glass in buildings that is safe in relation to human safety. Suggested Scope: This guide is expected to cover use of glass in buildings in relation to human safety against a. Chances of injury from glass breakage due to impact b. Risk from fire spread Methodology for development of the guide: It is proposed to develop the guide through the consensus method as followed in developing the voluntary standards, instead of waiting for BIS, the national standards setting body to take note of the problems with unsafe use of glass. When compared to government regulation, consensus standards have several advantages, including the following:  Fewer procedural burdens;  Consensus method;  Voluntary nature allows users to adapt provisions to meet unusual circumstances;  Much lower development cost. These advantages lead to authoritative documents that can be quickly developed and modified, appeal to common sense, are flexible in application, and are cost effective when compared to the state regulatory process. It is important to note that the concept of consensus and the input of most, if not all, materially interested parties is critical to the consensus system. Care must be exercised in the makeup and organization of consensus committees to assure  The integrity of the process  Acceptance of the recommendations of the committee by industry Working plan for development of the guide: 1. Approve the preliminary plan for the project and the budgets 2. Raise money for the project from the industry 3. Setup a dedicated working group a. Project Coordinator b. Project c. Key Consultants from the industry and profession to support the full time team. 4. Setup the managing committee Role of the working committee – the committee is expected to meet / review the progress once every month (maybe the first Friday of every month) to a. Review and finalise the objective, scope and title of the project b. Guide and support the secretariat in its functioning c. Assist and advise and if possible share responsibility in background research, analysis, preparation of draft report d. Review and confirm the draft report e. Assist and advise on wider feedback to the draft report. f. Review and confirm the final report 5. Conduct the first meeting of the managing committee to take approval on objective, scope and title of the project. Present at the first meet, the list of international standards collected together with the report already prepared by CBRI for AIFGMA. 6. Based on the feedback from the committee and the background research, prepare a draft list of contents with brief description of each chapter. 7. Take feedback from the managing committee on the list of contents. 8. Prepare the draft report 9. Take feedback from the committee 10. Incorporate the feedback and get the draft report approved by the committee together with the plan and format for wider feedback. 11. Make available for wider feedback. Send out the draft report to a wider set of stakeholders / do a stakeholders conference. Keep record of feedback received in approved format. 12. Present the public feedback to the committee and take approval on what to include and what not to include. 13. Incorporate approved feedback and rewrite the draft report. 14. Get the committee to approve the final draft and sign on the report; also take feedback on distribution mechanism for the report. 15. Design and publish the guidelines in print, electronic version and on web. 16. Launch the guidelines through a public/press meet. Distribute the guidelines through the already approved mechanism.
