   CARJACKERS ARRESTED, ONE DESI KATTA, ONE M/CYCLE & CASH RS.
                       18,000/- RECOVERED
                  3 CASES OF ROBBERIES SOLVED

       With the arrest of four persons namely (1) Darvesh Kumar @ Dev Raj r/o
Village Rasool Pur, PS Kanjhawala aged 24 years (2) Manish r/o Najafgarh aged 20
years (3) Sanjeev Kumar @ Sanju r/o Najafgarh aged 24 years and (4) Manoj Kumar
r/o Village Rani Khera, Kanjhawala aged 22 years, the South-West District Police has
busted a gang of Robbers and solved 3 cases of Robberies alongwith recovery of one
Desi Katta and cash Rs. 18,000/-.

INCIDENT
      On 12/01/2009 Sh Gorakh Nath Ojha, a Government Contractor reported that
at about 2.00 PM he left his office, situated at Sector-10 Dwarka Market in his
Hyundai I-10 Car No. DL-4CAJ-1743 alongwith his driver Sanju. When they reached
Sector-6 Dwarka, three boys on a black Pulsar M/cycle forcibly stopped them and
pulled them out of the vehicle. They took away his car and Rs. 50,000/- cash.
Accordingly, a case FIR No. 25/09 has been registered at PS Dwarka. A number of
teams were constituted to detect and apprehend the culprits.

INVESTIGATION
       On 19/01/2009 an information was received at Anti Auto Theft Squad (AATS)
that Darvesh Kumar @ Devraj and Manoj Kumar are involved in the criminal
activities of same modus operandi. On this information, a team was constituted
under the supervision of Inspector Ranjit Dhaka. As per information, the team
reached near Jindal Public School on Dabri-Palam road and laid down a trap. At
about 9.45 PM on pointing out of informer, one person namely Darvesh Kumar @
Devraj was intercepted who was coming from Palam side on a motor cycle. One
loaded Desi Katta was recovered from his possession. On this a case FIR No. 26/09
has been registered u/s 25 Arms Act at PS Dabri.

      On sustained interrogation, accused Darvesh Kumar @ Devraj disclosed to be
involved in the carjacking which occurred on 12/01/2009 vide FIR No. 25/09 PS
Dwarka alongwith his associates Manoj, Sanjeev Kumar @ Sanju, Manish r/o Ladpur
and Manish r/o Najafgarh. The accused Sanjeev Kumar @ Sanju has been working as
a Driver of the complainant Sh. Gorakh Nath Ojha. He was a close friend of Manish
who also resides in Najafgarh. Since Sh. Gorakh Nath Ojha often used to carry cash
with him and Sanjeev was aware of his movements, he informed Manish about it and
the duo planned to rob him. Manish then sought the help of one Manish r/o Ladpur
Village, Darvesh and Manoj Kumar. It was decided that Sanju will inform them when
Sh. Gorakh Nath Ojha has cash with him and will follow a pre-determined route. On
12.1.09 Sh. Gorakh Nath Ojha withdrew 1 Lac Rupees from Punjab National Bank
which is located in the same market as his office. Sanju informed his colleagues and
they waited on the pre-determined route. Meanwhile, Sh. Gorakh Nath Ojha without
the knowledge of Sanju gave Rs. 50,000/- to his Supervisor. He was carrying the
remaining Rs. 50,000/- in the car when Sanju took the pre-determined route where
his associates waylaid them. Sanju pretended to be scared and stopped the car which
was then robbed by his associates alongwith Rs. 50,000/- which Sh. Gorakh Nath
Ojha was carrying in the car.

      On interrogation Sanjeev @ Sanju has disclosed that in the year 2007 also he
had provided similar information to Manish r/o Najafgarh. Manish with two of his
associates had followed the Field Supervisor of Sh. Gorakh Nath Ojha and robbed Rs.
1 Lac from him at that time. FIR No. 901/07 u/s 392 PS Dabri was registered in this
regard. Since Sanjeev Kumar @ Sanju had won the confidence of Sh. Gorakh Nath
Ojha, he was never suspected by him.

            Further investigation has revealed that Manish r/o Najafgarh and Manoj
are also involved in case FIR No. 862/08 PS Dwarka wherein approximately Rs.
50,000/- was snatched from one NRI who had withdrawn the money from ICICI Bank
at Sector-3 Dwarka.

RECOVERY
       One M/cycle no. HR-36L-0558 Bajaj Platina, one Desi Katta with one live
cartridge and cash Rs 8,000/- which were looted on 12/01/2009 were recovered
from him. The car has also been recovered separately.

PROFILE
          Accused Dev Raj is working in a Call Center in Gurgaon. He was previously
arrested in a criminal cases of robbery at PS Samaipur Badli. Accused Manish has
studied upto 5th standard and he was previously arrested in auto theft case at PS
Okhla. Accused Sanju has studied upto 10th standard and has been working for Sh.
Gorakh Nath Ojha for the past 4 ½ years. He had won his confidence and was aware
of all his movements. Accused Manoj has studied upto 12th standard and is running
a small business of finance.
       Further investigation is in progress.

 DESPERATE GANG OF SATTE BUSTED AFTER A FIERCE SHOOTOUT IN
  THE AREA OF GREEN PARK: 4 ASSAILAINTS APPREHENDED :HUGE
               QUANITY OF FIREARMS RECOVERED
       South District Police has apprehended six members of the desperate gang of Satte-
Bittu Gang. 4 automatic pistols with huge quantity of cartridges, many cellular phones, 2
daggers, 1 robbed SX-4 car, 1 Maruti Zen used in crime, 1 Honda Accord used in crime, 1
Santro car being used by the criminals to escape, 1 motorcycle used in the commission of
crime have so far been recovered from their possession.

INCIDENT
        For the past few months, a desperate gang of Satte-Bitto has been indulging in
committing sensational incidents of bank robberies and targeting businessmen who carry large
sum of money in the areas of Delhi and N.C.R. A few members of this gang had already been
arrested in Kota, Rajasthan and Delhi. Satte, the leader of the gang, committed a cash van
robbery in the area of R.K. Puram in the month of November 2008 with his other accomplices.
In all sensational incidents, the firearms were extensively used by the criminals and in most of
the cases victims received gunshot injuries.
TEAM
              In order to neutralize this gang, a joint team of Police Station Lodhi Colony and
A.A.T.S., South District consisting of Inspector Rajender Singh, SHO/Lodhi Colony, Inspr.
Jarnail Singh, I/c AATS, SIs Singh, Pawan Tomar, Parmod Joshi, Balihar Singh and others
under the supervision of Shri Vikramjeet Singh, ACP/Defence Colony was formed. The team
so formed activated its sources and came to know that the desperate gang of Satte-Bittu is
having a well knit network of informers in South Delhi area who were specifically tipping of the
movements of cash carriers in the area and also identified some banks to commit robberies.
The efforts put in by the team bore quick results and specific information regarding the
movements of the criminals was received at Police Station Lodhi Colony that the gang
members of Satte are planning to commit




some bank robbery in South Delhi area. Further information was received that the gang
members are heavily armed and moving in a black colour Honda Accord and also on
motorcycles, whose numbers were later identified as DL-7-CE-0909(Honda Accord). The
group of criminals initially gathered at McDonalds, South Extension and later at Hotel R.K.
International, NDSE-I. The team reached at NDSE-I, but the criminals had already moved
further in the area of Green Park Extension in the above said vehicles, leaving behind
motorcycles at NDSE-I. The police team started chasing the identified vehicle of the criminals
and after a hot chase intercepted the black Honda Accord car at gate number 2, Green Park
Extension. When the police team tried to intercept the vehicle of criminals, the occupants of
the black Honda Accord car opened indiscriminate fire at the police party. The firing with the
criminals lasted for about 12 to 15 minutes and around 65 rounds were exchanged from both
sides. 4 assailants occupying the Honda Accord car received injuries and three policemen viz.
Constables Umesh, Suresh and Kaushalender also received gunshot injuries. The other
vehicle i.e. white Santro car managed to flee from the spot. All the injured were shifted to
AIIMS Trauma Centre. A case vide FIR No.24 dated 19.01.2009 u/s 307/186/332/353/34 IPC
and 25/27 Arms Act was registered at Police Station Hauz Khas and investigation taken up. All
the 4 injured criminals are still admitted in AIIMS Trauma Centre and unfit to make any
statement. In association with the Crime Branch, the South District Police arrested two
accused persons viz. Nadir and Harpal @ Honey from a T.V. Channel Studio. The fleeing
Santro car has also been recovered from Lajpat Nagar area. One motorcycle left by the
criminal at NDSE-I has also been recovered at the instance of both arrested accused Honey
and Nadir. One SX-4 car robbed from Geetajali has also been recovered from Sarojini Nagar
area at the instance of Harpal @ Honey, whereas one Maruti Zen car used in several crimes
by Satte and his gang members has also been recovered from Comesum Restaurant parking
area, H.N. Din.

INTERROGATION

       During sustained interrogation, Honey and Nadir disclosed of having committed many
incidents of robberies in the area of Delhi and also providing information regarding movements
of cash to the other gang members of Satte-Bittu gang.

       On 14.12.2008, Honey and Nadir provided information to Satte that the owner of Amrit
Jewellers carries huge cash and jewellery in Pamposh Enclave, Greater Kailash. At the
instance of Honey, Satte, Bittu, Shakeel and other members of the gang intercepted the
jeweler and robbed him of Rs.1,30,000/- , laptop and other miscellaneous documents.

        On 12.01.2009, in association with Sonu both Nadir and Honey provided an information
of cash movements in the area of Geetanjali. The gang members of Satte-Bittu reached at A-
322, Shivalik, Malviya Nagar and laid a trap to commit a robbery of cash. But, the cash could
not reach at the shop in time, the criminals barged into the shop and escaped with a white
colour S-X4 car. Later on, the car was parked by the criminals in Sarojini Nagar area,
wherefrom the car was recovered last night at the instance of Honey. The other car which had
been used in commission of other crimes i.e. Maruti Zen was also recovered last night at the
instance of Nadir from the parking area of Comesum Restaurant, H.N. Din. One motorcycle
left by the fleeing criminals in NDSE-I was also recovered at the instance of both Nadir and
Honey.
        They have further disclosed that they had provided many other information regarding
jewellery shops, banks and cash carriers where the gang could have committed incidents of
robberies. All the gang members used to meet at food joints in NDSE-I & II and pools at Lajpat
Nagar.

       The injured assailants are reportedly not fit for making any disclosure statement to the
police at the moment, but as per the records available it has been learnt that Satte had
previously been involved in 27 cases and is wanted in around 12-13 cases of robberies at
banks, houses and on roads in Delhi, Kota, Rajasthan, N.C.R., Panipat and other areas. A
case of MCOCA has also been registered against Satte at PS Nand Nagri.

       Nadeem @ Javed @ Chhotoo r/o Khatauli, U.P. has been involved in several cases of
sensational robberies and was also arrested in a shootout case in Mandavali area in which he
had shot at a Constable. He has also been involved with other members of gang in all the
sensational crimes recently committed by Satte-Bittu gang. Sonu is a close associate of
Sharafat Sheikh, the drug don who is presently lodged in Tihar Jail. He has also received
bulled injuries in his leg while attending a birthday party with Sharafat Sheikh in C.R. Park area
three years ago. It has also been learnt that he is in close contact with Sharafat Sheikh and
his other family members lodged in Tihar Jail. Sonu is the key person for Satte-Bittu gang and
main source of information and logistic support. Shakeel is also a hardcore criminal, having
many involvements to his credit in Trans-Yamuna area. Some documents related to the
medical history papers of Sharafat Sheikh and his family have also been recovered from the
Honda Accord car used by the criminals recovered yesterday after shootout.

                    Whereas information has been received that some        people/groups  may
indulge in activities prejudicial to     the    maintenance of peace in the area of North West
   Distt., Delhi.

    2.            And whereas information has also been received      that such activities may
seriously endanger life and      property of the citizens and maintenance of law and order in the
area of North West Distt.,Delhi.

   3.             Now, therefore I N.S.Bundela, Deputy Commissioner of Police, North West Distt.
   , Delhi in exercise of the powers conferred by clause (b) of sub-Section (I) of the Section 70 of
   the Delhi Police Act, 1978 (34 of 1978) upon me under Section 144 Criminal Procedure Code,
   1973, read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. B-
   11036/1/2008 UTI, dated 26-11-2008, do hereby make this written order prohibiting the carrying
   of ‘MASHAL’ i.e. torch carrying live flames or live fire candles or live fire in any form in
   processions, rallies, functions, in the entire area of North West Distt., Delhi.

    4.            The order shall come into force with effect from      12.12.2008 and shall remain
in force for a    period of 60 days i.e. up to 9.2.2009 (both days      inclusive)            unless
    withdrawn earlier.

    5.           Any person contravening this order shall be punishable under Section 188 of the
Indian Penal Code.

   6.               As the notice cannot be served individually on          all concerned, the order is
passed ex-parte. It shall be        published for the information of the public through the     press
and by affixing copies on the notice boards of the           offices of all the DCsP, Addl.DCsP/ACsP,

     Whereas there have been incidents of explosion in the Cinema Houses in Delhi in the past
causing loss of life and property.

2. And whereas information has also been received that such activities may seriously endanger
life and property of the citizens and maintenance of law and order in the area of North West
Distt.

3. Now, therefore, I, N.S.Bundela, Deputy Commissioner of Police North West Distt. , Delhi in
exercise of the powers conferred by clouse (b) of sub-Section (I) of the Section 70 of the Delhi
Police Act, 1978 (34 of 1978) upon me under Section 144 Criminal        Procedure Code, 1973,
read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. B-
11036/1/2008 UTI, dated 26-11-2008, do hereby prohibit the carrying of any Box including tiffin
box, Bag, Hand bag and any other container capable of concealing any arm/fire arm/explosive
material inside any place of public amusement including Cinema Houses in the area of North
West Distt., Delhi.

4. The order shall come into force with effect from 12.12.2008 and shall remain in force for a
period of 60 days i.e. up to 9.2.2009(both days inclusive) unless withdrawn earlier.

5. Any person contravening this order shall be punishable under Section 188 of the Indian
Penal Code.

6. As the notice cannot be served individually on all concerned, the order is hereby passed ex-
parte. It shall be published for the information of the public through the press and by affixing

                 Whereas reports have been received that due to the situation prevailing in the areas of
Police Stations specified in the schedule appended to this order, it is apprehended that terrorist/anti-
social elements may seek hideouts in the residential areas of the said Police Stations and there is every
likelihood of breach of peace and disturbance of public tranquility and also there is grave danger to
human life and safety and injury to public property on that account.
2.               And whereas it is necessary that some checks should be put on landlords/tenants so that
terrorists/anti-social elements in the guise of tenants may not cause explosion riots, shoot outs, affray
etc. and that immediate action is necessary for the prevention of the same.
3.               Now, therefore I N.S.Bundela, Deputy Commissioner of Police, North West Distt. , Delhi
in exercise of the powers conferred upon me by Section 144 of Code of Criminal Procedure, 1973 by
clause (b) of sub-Section (I) of the Section 70 of the Delhi Police Act, 1978 (34 of 1978)read with Govt.
of India, Ministry of Home Affairs, New Delhi’s Notification No. B-11036/1/2008 UTI, dated 26-11-
2008, do hereby order that no landlord/owner/person of any house/property which falls under the
jurisdiction of area of Police Stations specified in the schedule appended to this order, shall
let/sublet/rent out any accommodation to any person unless and until he has furnished the particulars of
the said tenant(s) to the Station House Officer of the Police Station concerned. All persons who intend to
take accommodation on rent shall inform in writing in this regard to the Station House Officer
concerned in whose jurisdiction the premises fall. The persons dealing in property business shall also
inform in writing to the Station House Officer concerned in whose jurisdiction the premises fall about
the particulars of the said tenants.
4.               The order shall come into force with effect from 21.12.2008 and shall be effective for a
        period of 60 days up to 18.2.2009 (both days inclusive) unless withdrawn earlier.
5.               Any person contravening this order shall be punishable under Section 188 of the Indian
Penal Code.
6.               As the notice cannot be served individually on all concerned, the order is passed ex-parte.
It shall be published for the information of the public through the press and by affixing copies on the

         Whereas reports have been received that Pan Cigarette and aerated water-shops are kept open till
late in the night and the same attract gathering of persons who cause annoyance to the neighborhood and
indulge in quarrels having the potential of escalating into riotous situations and also disturb the public
tranquility and endanger human life.

2.     And whereas to prevent annoyance to public, human life and disturbance to public tranquility, it
is necessary to take speedy measures to prevent the forming of such gatherings of persons in the late
hours of the night.

3.     Now, therefore, in exercise of the powers conferred upon me under Section – 144 CrPC, 1973
read with Govt. of India, Ministry of Home Affairs, New Delhi’s notification No. F-11036/1/2008-UTL
dated 31.10.2008, I, N.S.Bundela, DCP/North West District, Delhi do hereby make this written order,
prohibiting Pan, Cigarette and aerated water shops being kept open after 1:00 AM in the jurisdiction of
North West District, Delhi.

4.     The order shall come into force with effect from 20.12.2008 and shall be effective for a period of
60 days up to 17.2.2009 (both days inclusive) unless withdrawn earlier.

5.    Any person contravening this order shall be punishable under Section 188 of the Indian Penal
Code.

6.     As the notice cannot be served individually on all concerned, the order is passed ex-parte. It shall
be published for the information of the public through the press and by affixing copies on the notice

        Whereas a large number of commercial places/shops have come up in Delhi which are popularly
known as Cyber Café and a large number of people visit them to use the facilities available in such
places including e-mail facility.
    1. And whereas it has come to notice that certain criminal anti-social elements/terrorists are using
        these facilities to mislead the security/investigating agencies, create panic in the public,
        endanger the security of VVIPs and Govt. Institutions, help in the terrorist activities directly
        affecting the security of the State.
    2. And whereas it is necessary to take speedy measures in this behalf to prevent danger to human
        life or safety, to thwart/prevent terrorist activities, which may affect the security of the state and
        disturbance of public and tranquility.
    3. Now, therefore, in exercise of the powers conferred upon me under Section – 144 CrPC, 1973
        read with Govt. of India, Ministry of Home Affairs, New Delhi’s notification No. F-
        11036/1/2008-UTL dated 31.10.2008, I, N.S.Bundela, DCP/North West District, Delhi do
        hereby make this written order, for strict compliance by the owner of such Cyber Cafés in the
        entire jurisdiction of North West District, Delhi:-
    4. Prohibiting the use of Cyber Café by unknown person and whose identity has not been
        established by the owner of the café.
    5. Maintaining a register for identity of the visitor / user.
    6. Make an entry in the handwriting of the visitor / user mentioning name, address, telephone No.
        and identity proof. The visitor / user shall also sign. the register kept for this purpose.
    7. The identity of the visitor / user shall be established through I.Card, V.Card, R.Card, D.License,
        Passport and Photo Credit Card (anyone of them).
    8. The users of cyber café are photographed on continuous basis and a record of the same is
        maintained properly.
    9. Activity server log should be preserved in main server and its record should be preserved for at
        least six months.
    10. If any activity of the visitor is of a suspicious nature, the owner of cyber café will immediately
        inform the P.S. and
    11. Record be maintained about the specific computer used by the person.
    12. The order shall come into force with effect from 21.12.2008 and shall be effective for a period
        of 60 days up to 18.2.2009 (both days inclusive) unless withdrawn earlier.
    13. Any person contravening this order shall be punishable under Section 188 of the Indian Penal
        Code.
    14. As the notice cannot be served individually on all concerned, the order is passed ex-parte. It
        shall be published for the information of the public through the press and by affixing copies on
