                                  PUBLIC COMMENT

MCNAMARA PARK MASTER PLAN
  • John Edsall, with Edsal & Associates, LLC, gave a brief summary of the McNamara Park
    Master Plan. He said at the next meeting on August 19, 2009; he will present a
    preliminary report to The Board.

                                     NEW BUSINESS

POLICE

CONFERENCE REQUEST
  • Chief Taylor requested that he and Lt. Thompson attend the Ohio Chapter’s FBINAA
     Training Session on September 28 – 30, 2009, at a cost of $235.00 per person

RES. 09-0812002 APPROVE CHIEF TAYLOR AND LIEUTENANT THOMPSON
ATTEND THE OHIO CHAPTER’S FBINAA CONFERENCE
Dave Engleson motioned to approve Chief Taylor and Lieutenant Thompson to attend the Ohio
Chapter’s FBINAA training session on September 28-30, 2009, at Cherry Valley Lodge in
Newark, Ohio. Seconded by Barbara Lewis.

CALEA UPDATE
  • Chief Taylor informed The Board the commission has awarded the Genoa Township
     Police Department the “Recognition Phase” of CALEA. He said the department is in the
     process of obtaining “Full Accreditation”, which could take 3 years.

NATIONAL NIGHT OUT
  • National Night Out held August 4, 2009, was a great success with over 550 in attendance.
     Chief Taylor thanked everyone involved.
  • Chief Taylor asked for permission to have an “Ice Cream Social” sponsored by the Fire
     and Police Departments and various neighborhood associations and block watches. He
     said that United Dairy Farmers will donate the ice cream. The event will be held on
     September 27, 2009, from 2:00 – 5:00 PM.
  • There was a consensus of The Board to allow this request.

MAINTENANCE

2009 ROAD IMPROVEMENT UPDATE
   • Mr. Mathews informed The Board that 11 of the 25 roads have been resurfaced and the
      project should be completed by the end of next week excluding Jaycox Road.

RES. 09-0812003 AUTHORIZE THEN AND NOW PURCHASE ORDER TO SARGENT
ENTERPRISES
Barbara Lewis motioned to authorize a Then and Now Purchase Order to Sargent Enterprises, in
the amount of $3,025.00, for the dumpster for spring clean-up. Seconded by Dave Engleson.

RES. 09-0812004 AUTHORIZE PURCHASE ORDER TO OBERFIELD’S INC.
Dave Engleson motioned to cancel Purchase Order #588-2008 and authorize a Purchase Order to
McCoy Paving Inc., in the amount of $3,625.00, for pavement at the entrance of Center Green
Park. Seconded by Barbara Lewis.

DEVELOPMENT/ZONING
  • Mr. Clase presented the July 2009 Development & Zoning Report.

NUISANCE RESOLUTIONS
  • Mr. Clase presented the following property for The Board to declare a nuisance pursuant
     to O.R.C. 505.87.

RES. 09-0812005 DECLARATION OF NUISANCE AND ABATEMENT OF NUISANCE,
PURSUANT TO ORC 505.87
David Engleson motioned declaration of nuisance and abatement of nuisance, pursuant to ORC
505.87 on real property at 5755 Maxtown Road, Westerville, OH 43082. Seconded by Barbara
Lewis.

    •   Mr. Clase gave a brief description of how a property is declared a nuisance and
        abatement of nuisance.

JAYCOX ROAD VACATION
   • Mr. Clase said that in the process of developing the Sheffield Park Subdivision, Jaycox
     Road was relocated creating a triangular piece of property in front of the Tower’s
     residence. At this time Mr. Clase is asking for approval to vacate the right-of-way and
     the right-of-way easement associated with this property

RES.09-0812006 PETITION FOR THE VACATION OF PLATTED UNDEVELOPED
RIGHT-OF-WAY AND RELEASE OF A RIGHT-OF-WAY EASEMENT AT 5789
JAYCOX ROAD
Barbara Lewis motioned the following:
THEREFORE, BE IT RESOLVED, by the Board of Trustees of Genoa Township, Delaware,
County, Ohio that they hereby petition the Delaware County Board of Commissioners for release
of a right-of –way easement on Lot 7498 of Sheffield Park, Section 3, Phase A (boundaries a
described on the attached survey); and

THEREFORE, BE IT RESOLVED, by the Board of Trustees of Genoa Township, Delaware,

THEREFORE, BE IT FURTHER RESOLVED, by the Board of Trustees of Genoa Township,
Delaware, County, Ohio that they hereby petition the Delaware County Board of Commissioners
for vacation of a platted, undeveloped portion of a right-a-way of Lot 1250 of Knoff Subdivision
No. 2. Seconded by Dave Engleson.

COMPREHENSIVE PLAN UPDATE
  • Mr. Clase informed The Board the committee is currently working with Delaware County
    Soil and Water to perform surface water test throughout the township. A training session
    will be held on September 9, 2009, instruct residents on how to perform this test.

FIRE

PURCHASE ORDER
  • Chief Honeycutt asked for approval to replace fire hose that is between 20 to 25 years old
     that has failed annual testing. He would like to purchase 550 ft of five inch hose and 500
     ft of 2 ½ inch hose and 100 ft of 1 ¾ inch hose. Three bids were received and the lowest
     was Finley Fire Equipment in the amount of $5,441.00.

RES. 09-0812007 AUTHORIZE PURCHASE ORDER TO FINLEY FIRE EQUIPMENT
Barbara Lewis motioned to authorize a Purchase Order to Finley Fire Equipment, in the amount
of $5,441.00, for fire hose. Seconded by Dave Engleson.

ADMINISTRATION

EXPENSE APPROVAL FORM
  • Mr. Wise informed The Board that after discussion with the Fiscal Office he would like
     to combine the trustee expense approval form with the current requisition form and
     present the combined form at a future Trustee Meeting.

TERM LIMITS OF COMMITTEES
  • Mr. Wise provided a current list of all of Genoa Township’s Advisory Board with
     staggered term limits.

    TRAIL FESTIVAL REPORT
      • Mr. Wise gave a brief report on the 2009 Genoa Township Trail Festival. He said that
         $1,713.66 was donated from the fire department to the Muscular Dystrophy Association.
         The police department collected $3,229.50 for Get Behind The Badge.

RESIDENT/VOLUNTEER OF THE YEAR
  • Mr. Wise suggested the idea of establishing a Resident/Volunteer of the Year. He said
     that nomination could be accept via the township newsletter and the township website.

ACCEPTANCE OF GRANT MONEY

RES. 09-0812008 ACCEPTANCE OF GRANT MONEY
Dave Engleson motioned to accept grant money, in the amount of $500.00, from the Ohio
Department of Natural Resources for the Genoa Township Family Fishing Day held on
September 26, 2009 at Hilmar Park. Seconded by Barbara Lewis.

HB 220 LOCAL GOVERNMENT NOTICES
  • Trustee Cotter explained at the last trustee meeting The Board discussed supporting HB
      220. Since that time, it has come to the township’s attention there were additional items
      added to that bill that were not in the best interest of townships..
  • Trustee Cotter would like to submit the following letter indicating how HB 220 could be
      changed to better assist townships:

Re: HB 220 Local Government Notices

Dear Honorable State Senator Harris & State Representative Jordan,

We recently notified you of our support of HB 220 pertaining to local government notice
requirements.

We have since been notified that many of the items in this bill are skewed towards the newspaper
industry and may not represent our interests well.

We have concerns that the legislation adds additional burdens in Section 7.16 to the existing
Section 505.10, such as the following issues:

    •   The advertisement notice must be published on the newspaper’s website,
    •   The advertisement must include the newspaper’s website, and
    •   The initial advertisement must be at least one-eighth of a page.

We remain supportive of eliminating certain legal publication and postal privilege requirements
for local governments in Ohio, such as:
    • Reducing the number of times publication must be made,
    • Requiring newspapers to establish a government rate for publication,
    • Allowing publication of a summary of an ordinance rather than publishing it in its
        entirety, and
    • Allowing the costs of publishing delinquent property tax lists to be charged to delinquent
        taxpayers.

Please note that our previous support of HB 220 was prior to becoming aware of the issues
listed above. We hope these issues are resolved prior to adoption of this legislation.

    •   Trustee Cotter said that Deputy Chief Lynn Hancock will be celebrating 5 years with the
        township on August 2, 2009, and The Board would like to increase his vacation bi-
        weekly accrual rate to 6.15 hrs.

RES. 09-0812011 INCREASE OF BIWEEKLY VACATION ACCRUAL RATE
Barbara Lewis motioned to increase the bi-weekly vacation accrual rate for Deputy Chief Lynn
Hancock to 6.15 hrs retro to his anniversary date of August 2, 2009. Seconded by Dave
Engleson.
