 6   1.     CALL TO ORDER/PLEDGE OF ALLEGIANCE/ROLL CALL
 7          The Clio City Commission meeting was called to order by Mayor Smith at 6:00 p.m.

21   2. PUBLIC COMMENTS/PUBLIC HEARING
22      Mayor Smith opened the Public Hearing on the Water Rate increase at 6:01 p.m.
23      Donald Dowell spoke about the recent increase and that we got this information the day after we
24      passed the increase in June. This is being passed on to all the city and townships in Genesee
25      County. This increase would be for the September billing in October.
26      Jane McCann, 220 N. Mill, Clio would like to see water rates on the bills. Don Dowell will
27      check with Fund Balance to see if that is possible.
28      Elizabeth Hamann, 605 Park Circle, Clio would like the ready to serve explained. Ready to
29      serve charge is split among all residents to help maintain the system.
30      Gene Hadsall, 508 Cherry, Clio stated his water bill had to be wrong and asked if we do actual
31      readings every time. Yes the City does actual readings every month. Was told to check for leaks
32      and that we could test his meter.
33      Isabelle Weitz, 111 Loomis, Clio if we put a new pipeline in to Port Huron how much more is it
34      going to cost us. Don’t know at this time, but it should be less than Detroit is charging us.
35      Mayor Smith closed the Public Hearing at 6:25 p.m.

37   3. APPROVAL OF AGENDA
38        Motion by Commissioner Marshall, second by Commissioner Fureigh to approve the
39        August 3, 2009 agenda with the addition of:
40               G. Live Scan Agreement with Montrose Township

43   4. APPROVAL OF MINUTES
44         Motion by Commissioner Mosher, second by Commissioner Marshall to approve the
45         regular meeting minutes of August 3, 2009.

22              Resolution 09-105 2nd reading and adoption of Ordinance 414 amending and revising
23              Section 10.106 Restraint of Animals and 10.199 Violation; Penalty.

25         C.   DDA Signature Event – August 28-29, 2009
26              Motion by Commissioner Marshall, second by Commissioner Mosher to approve
27              the DDA Signature Event on August 28-29, 2009 with the condition that the necessary
28              liquor license and insurances (liquor, tent, porta johns) are turned in for risk
29              management to look at before the event.

32   7. NEW BUSINESS
33        A.   Movies in park request – Don Faxlanger
34              Motion by Commissioner Marshall, second by Commissioner Mosher to authorize
35             the City Administrator to look into this matter and let him make the decision.

37        B.   Resolution 09-107 approving first reading of Ordinance regarding water rate
38             increase.
39             Motion by Commissioner Kovl, second by Commissioner Waner to approve
40             Resolution 09-107 approving first reading of Ordinance regarding water rate increase
41             Voice Vote: Motion Carried
42        C.   Rezoning Smith Street Park
43             Referred to Planning Commission to look into rezoning this recreational.
44        D.   Nomination of Candidates for November 3, 2009 election
45             Motion by Commissioner Fureigh, second by Commissioner Kovl to approve
46             Resolution 09-106 Nomination of Edward Mosher to the November 3, 2009 City
47             Commission Election Ballot.

43      8. REPORTS
44             City Administrator – Concert series is over and we had 2500 – 2600 people per
45             concert. Painting Amphitheater before the end of August. Field Road project starts
46             08/19/09.

 1                Police Chief: Monthly report in book
 2                City Engineer: nothing
 3                City Clerk: New Deputy Clerk – Nadine Bosley
 4                Amphitheater Board: Season is over and went very well.
 5                Clio Area Regional Planning: Family fun day Thursday, August 20, 2009 at the
 6                Youth Sport Center.
 7                DDA: Getting ready for Signature Event on August 28, 2009.
 8                Fire Authority: Fire Chief Gary Domerese gave a report on the fire at White Oil on
 9                August 3, 2009. They had to let the fire burn out and used over 1000 gallons of foam
10                from seven different townships.
11                Library Board: July door count was 747. Summer Reading program which ended had
12                187 participants.
13                Metro Alliance: Had Regional Trail meeting at Vienna Township last week. Trail is
14                going to go from Clio, Mt. Morris to Genesee County Parks. Genesee County Fair
15                starts this week.
