             AMERIGROUP Launches Disaster Response Team
Company Deploys Teams of Trained Employees
To Assist Victims of Hurricane Ike, Other Storms

VIRGINIA BEACH, Va. (Sept. 17, 2008) – AMERIGROUP Corporation (NYSE: AGP) today
announced that the Company has deployed members of its Disaster Response Team to Houston to
assist seniors and people with disabilities who have been displaced by Hurricane Ike.

A team of AMERIGROUP associates, including medical professionals and others trained in
logistical support services, departed Virginia Beach early Monday and has begun working with local
contacts to address the basic needs of people driven out of their residences by Hurricane Ike. The
Disaster Response Team is focusing particular attention on people with special medical needs whose
lives have been seriously disrupted by the storm.

AMERIGROUP’s Disaster Response Team was established as a joint initiative of the Company and
its charitable arm, the AMERIGROUP Foundation, earlier this year. It was activated for the first
time within the past month and has already assisted victims of three major storms that struck the
southern United States. Along with the unit currently responding to Hurricane Ike, AMERIGROUP
previously dispatched one unit to assist evacuees from Hurricane Gustav who were housed in
shelters in Memphis, Tennessee, and another to support disaster preparedness efforts in Savannah,
Georgia, prior to the arrival of Tropical Storm Hanna.

“What began as a call to service by our CEO, Jim Carlson, has grown into a meaningful way for us
to demonstrate our commitment to our neighbors and to utilize our expertise to help communities
in need,” said John E. Littel, AMERIGROUP Foundation Chairman. “While this is a modest start
for us, we are hopeful that our efforts will lead to a potentially replicable model for the private
sector to supplement disaster relief services for a population that desperately needs attention.”

AMERIGROUP Corporation is a healthcare organization that serves about 1.7 million people
enrolled in publicly-funded programs such as Medicare and Medicaid nationwide. The Company
employs about 800 doctors, nurses and social workers who reach out to members and offer
healthcare programs that help them lead healthier lives.

AMERIGROUP’s Disaster Response Team is designed to mobilize and deliver the expertise of its
volunteers to victims of natural disasters and other emergencies, when the need for assistance is
extreme. More than 100 AMERIGROUP employees volunteered for the team and completed
disaster preparedness training earlier this year. After consulting with national disability advocates
and AMERIGROUP’s National Advisory Board on Improving Healthcare Services for Seniors and
People with Disabilities, the team focused on disaster response services for people with special
needs, a traditionally underserved population.

The Disaster Response Team unit currently deployed in Houston will assist in working with those
who have been forced into temporary shelters by the storm. In addition, the team is supplementing
the Company’s Houston health plan in conducting outreach to its most vulnerable members.
AMERIGROUP has extensive healthcare operations in Texas, serving about 458,000 people who
are enrolled in Medicare, Medicaid and State Children’s Health Insurance programs.
