                              MEETING MINUTES
                               DECEMBER 7, 1998


PRESENT: LEON METHOT, CHAIRMAN; A. CRAIG SLATTUM, SELECTMAN;
DOUGLAS HATCH, SELECTMAN; EDWARD BARRETT, TOWN ADMINISTRATOR;
LAURA PETRAIN, RECORDING SECRETARY.

GUESTS: Frank Campana, Doug Cook, Richard Butt, Edward Tuthill, Debra Cote.

1. The Board of Selectmen’s meeting was held at the Town Office. Chairman Methot
   convened the meeting at 6:32 p.m.

2. The Selectmen reviewed and signed manifests totaling $291,796.68; gross payroll of
   $20,586.21 and operating expenses of $271,210.47, authorizing the Treasurer to sign
   checks for the week of December 10,1998.

3. ASSESSING DEPARTMENT

Craig Nichols spoke to the Board regarding land re-evaluations as well as various
areas of the Assessing Department Budget and property values. Mr. Nichols said
that the property information on the cards, in most cases, is still accurate but that
land values are a problem and need to be addressed first. Land in Weare is
currently over assessed. Mr. Nichols informed the Board of work he and George
Hildum have done thus far and what is left to do. Mr. Nichols said building values
are not being corrected at this time but when they are, the depreciation schedules
will be done. Chairman Methot said that by doing this work in house it saves the
taxpayers approximately $300,000. Mr. Nichols said the complete re-evaluation
should be able to be done for approximately $80,000. Mr. Nichols explained that
the re-evaluation is over and above the regular assessing work which the
Department does at this time. The Finance Committee was given the opportunity
to make comments and ask questions.

4. PUBLIC PARTICIPATION

There was no Public Participation.

5. NEW BUSINESS

License to Sell - A License to Sell Pistols and Revolvers was presented to the Board
in order to allow the Police Department to sell their old weapons. The Board
signed the License.

Foundation Aid/Information Sharing - Chairman Methot reiterated that the
Board of Selectman are not out for a money grab regarding the Foundation Aid.
Chairman Methot said that somehow the community has the misunderstanding
that the Selectmen and School Boards are fighting for the money which is entirely
not true. Chairman Methot said the meeting on December 8, 1998 is for
information sharing only. Selectman Slattum said the schools are the ones who
suggested the meeting. Neal Kurk will be attending to explain what the original
intent is of the foundation aid. Selectman Slattum feels Chairman Methot should
state at the meeting that the Selectmen are attending by invitation.

6. OLD BUSINESS

Mink Hill Timber Frame Homes - Edward Barrett asked the Board what they
would like to do regarding work on the Town Hall. The estimate to do
investigative work by Mink Hill Timber Frame Homes ranges between $1,600 and
$1,900. Mr. Barrett asked if the Board would like to have it done soon. Selectman
Hatch was under the impression the money was going to be appropriated in 1999.
Mr. Barrett said the Town can encumber the money and have the work done next
year. Selectman Hatch said that if the investigative work is going to be done this
year and the repairs done next year, they need to have the numbers in order to
budget. Excavation of the basement area was briefly discussed. The estimate
received is to find out what repairs are needed throughout the building but does
not include the floor. Selectman Hatch suggested going ahead with the inspection.
Chairman Methot moved to authorize no more than $2,000 for an inspection of the
Town Hall by Mink Hill Timber Frame Homes. Seconded by Selectman Slattum.
Selectman Hatch noted that this amount should be taken out of the 1998 budget.
A vote was taken. Motion passed unanimously.

Comp Funds - Selectman Hatch moved to accept a check from the Comp Funds in
lieu of a credit for approximately $32,000. Seconded by Chairman Methot. A vote
was taken. Motion passed unanimously.

ACO - A holding shelter for the Animal Control Department was discussed. This
shed will be donated by a local resident. Selectman Hatch said the Board will
have to hold a Public Hearing to accept the gift. Selectman Hatch asked if the
structure can be built quickly? Mr. Barrett said that it could be but that supplying
running water will take longer. Mr. Barrett said the Town may want to pour a
foundation as well as put drains and walls in. Selectman Hatch suggested asking
the ACO what the best layout would be. Location of the new building was also
discussed. Selectman Hatch suggested that since the fire pond has not been done
over the last few years, it could be done at the same time as this project.

Town Owned Property - Selectman Slattum said the estimates the Town received
in order to moved trailers which were taken by tax deed seem to be quite high.
Mr. Barrett has spoken with Carl Knapp and suggested that perhaps they can be
removed by the Highway Department. The Tax Collector will look into if there are
bank liens on any of these. If liens do exist, the Town will contact the banks and
go from there. Selectman Hatch suggested auctioning on site and having the new
owners absorb the costs involved. Mr. Barrett said that once it snows, the trailers
can’t be moved and this should be acted on right away. Selectman Slattum
suggested the trailers with no liens be immediately taken out by the Highway
Dept. Mr. Barrett will arrange for the Highway Department to handle the moving
once liens are researched.

Craney Hill - Mr. Barrett reported that eight truck loads of metal and two truck
loads of tires were removed from the property on Craney Hill. Mr. Barrett also
said that no inventory was removed.

WAG - Selectman Hatch asked about WAG members authorizing a veterinarian to
bill the Town for charges relating to an animal they took possession of. Mr.
Barrett said WAG was aware of the fact they have no authority and have been
reminded of such.

Finance Committee - Selectman Hatch asked Mr. Barrett to address unacceptable
minutes received from the Finance Committee. Mr. Barrett will contact the
Finance Committee regarding this matter.

Chevy Hill - Naomi Bolton is putting together information regarding Chevy Hill
for Mr. Barrett.

Class A Compost - Selectman Hatch suggested that the Town should look into
whether an Ordinance is needed for the spreading of Class A Compost? The Board
will look at a sample ordinance that was given to the Town by BFI.

Twin Bridge - Mr. Barrett reported that the deck should be put down this week on
Twin Bridge and should be open, but not completed, by Christmas.

SB409 - Senate Bill 409 was briefly discussed. Selectman Hatch would like to see
what Weare’s impact will be. Mr. Barrett will write for more information.

Dubois Tree Service - Mr. Barrett will check into a complaint that Dubois Tree
Service is filling in wetlands.

Meeting Minutes - Selectmen’s Meeting Minutes of November 23, 1998 and
November 30, 1998 were reviewed with the following amendments:

      November 23, 1998….page 5…Complete the minutes by adding:

Selectman Hatch moved to come out of Nonpublic Session at 10:11 p.m. Seconded by
Selectman Slattum. A roll call vote was taken. Selectman Hatch - yes; Chairman Methot - yes;
Selectman Slattum - yes. Motion passed unanimously.

Selectman Hatch moved to seal and restrict the Nonpublic Minutes pursuant to the authority
granted in RSA 91-A:3 III. Seconded by Selectman Slattum. A vote was taken. Motion passed
unanimously.

Chairman Methot moved to accept the Nonpublic Minutes of October 6, 1998 as written.
Seconded by Selectman Hatch. A vote was taken. Motion passed unanimously.

Selectman Hatch moved to adjourn at 10:12. Seconded by Chairman Methot. A
vote was taken. Motion passed unanimously.

      November 30, 1998…page 4…Complete the minutes by adding:

by Selectman Hatch. A roll call vote was taken. Selectman Hatch - yes; Chairman
Methot - yes; Selectman Slattum - yes. Motion passed unanimously.

Selectman Hatch moved to seal and restrict the Nonpublic Minutes pursuant to the
authority granted in RSA 91-A:3 III. Seconded by Selectman Slattum. A vote was taken.
Motion passed unanimously.

Chairman Methot moved to approve the Nonpublic Meeting Minutes of October
26, 1998, November 2, 1998 and November 9, 1998 as written. Seconded by
Selectman Hatch. A vote was taken. Motion passed unanimously.

Selectman Hatch moved to adjourn at 9:59 p.m. Seconded by Selectman Slattum . A
vote was taken. Motion passed unanimously.

Motion Directory - The Motion Directory was discussed and updated as attached.

7. BUDGET DISCUSSION

The Board of Selectmen held a brief Budget Discussion. Chairman Methot asked
Chief Tuthill if it was possible to provide a budget that did not reflect the hiring of
two officers along with a breakdown of the costs involved with these hirings. A

discussion in regards to this request ensued. Selectman Slattum asked if the
Board is ready to make a decision as to whether these two officers will be placed in
the operating budget or as a separate warrant article. Chairman Methot would
like to have them in the operating budget. Chairman Methot feels that past votes
which authorized the Board to hire a Road Agent and Overseer of Public Welfare
indicates that the public does not want to be bothered with the hiring of personnel.
Selectman Slattum feels there is a serious problem in the Police Department and
it is the Board’s responsibility to fix it. Chief Tuthill will soon complete the results
of the phone survey and should have it to the Board by next week. Selectman
Slattum feels that currently the officers are overworked and underpaid which is a
serious problem and feels the Town is in danger of losing officers.

8. NONPUBLIC SESSION

Chairman Methot moved that the Board of Selectmen enter into Nonpublic Session at 9:01 p.m.
pursuant to the authority granted in RSA 91-A:3 II (a)(e). Seconded by Selectman Slattum.
Selectman Hatch amended the motion to go under RSA 91-A:3II (a) only. A roll call vote was
taken. Selectman Hatch - yes; Chairman Methot - yes; Selectman Slattum - yes. Motion
passed unanimously.

In Attendance: Chairman Methot; Selectman Slattum; Selectman Hatch; Edward Barrett,
Town Administrator; Laura Petrain, Recording Secretary.

Selectman Hatch moved to come out of Nonpublic Session at 9:34 p.m. Seconded by
Chairman Methot. A roll call vote was taken. Selectman Hatch - yes; Chairman Methot - yes;
Selectman Slattum - yes. Motion passed unanimously.

Selectman Hatch moved to seal and restrict the Nonpublic Minutes pursuant to the authority
granted in RSA 91-A:3 III. Seconded by Chairman Methot. A vote was taken. Motion passed
unanimously.

9. ADJOURNMENT

Chairman Methot moved to adjourn at p.m. Seconded by Selectman Hatch. A
vote was taken. Motion passed unanimously.
