Dear Ms Harvey,

The memo presents our recommendations about the on-site transportation system that would be needed to
ensure that the needs of the current PNE continue to be met at the same level of service while accommodating
changes proposed as part of the Hastings Racecourse application.

1.              INTERNAL CIRCULATION


                •    Keep continuous internal East-West service road
                            •      Options 1 and 2: Along Miller Drive

                            •      Option 3: Along Miller Diversion-Dundas corridor
                •    Consider site Loading/Receiving needs: Racetrack, Grandstand, Coliseum, Casino, TV media trucks
                •    Implement a Taxi/Bus passenger area and turnaround near front door (Casino, Racetrack)
                            •      Options 1 and 2: near front door
                            •      Option 3: west of Grandstand
                •    Consider service/maintenance access into underground parkade (Options 1 and 2 in conjunction
                     with pedestrian ramp/tunnel –see below)

2.              EXTERNAL ACCESS


                •    Options 1 and 2: New north underground parking access off McGill Street, with upgraded traffic
                     signal, right turn lane from west, left turn lane for approach from east.
                •    By-pass lane or separate entrance for taxis, buses, deliveries?
                            •      Option 1: Dundas Gate –during off-fair season

                            •      Option 2: Gate 6
                •    NorthEast access to Horseman’s parking lot (from McGill EB off-ramp) Options 2 and 3. Close
                     access via Gate 9.

3.            BUSES AND TRANSIT


              •      Most passengers at Eton bus stop observed walking/running across Renfrew Street:
                            •      Option 1: Paint new crosswalk across Renfrew, with pedestrian activated signal at Eton St
              Option 2: Relocate Eton bus stop into Parking Lot 8 with a proposed new mini-loop (Loss: 87 stalls)

                            •      Option 3: Relocate Eton bus stop to Renfrew southbound, just south of McGill. Pedestrians
                                      will use McGill crosswalk.
              •      Current service provided by Quick Coach Shuttle on live race days.
                            •      All options:
                                   •        Increase shuttle frequency to Renfrew Station
                                   •        Add other pickup locations (e.g. Kootenay Loop, Chinatown, Commercial Station, etc)
              •      Plan an internal coach bus turnaround near Grandstand/casino entrance.
                            •      All options: near front door
              •      Include covered passenger waiting area at internal pickup location(s)

4.            PEDESTRIANS

              •      Maintain strong East-West internal covered pedestrian corridor to serve Lot 9, Grandstand, Casino,
                     Coliseum, linking with north-south system:
                            •      Options 1 and 2: Along Miller Drive (“Main Street” during Fair)
                            •      Option 3: Along Miller Diversion / Dundas
              •      Strengthen internal pedestrian path from Casino/Grandstand entrance to NW corner and bus stop
                     (Renfrew/McGill)
              •      Strengthen internal North-South pedestrian corridors (new underground parking, link with
                     Coliseum, south PNE, etc)
              •      Pedestrian Access to Eton Bus Stop
                            •      Option 1: New marked pedestrian crosswalk at Eton, across Renfrew

                            •      Option 2: relocate bus stop to east side, corner of Lot 8 (loss: 87 stalls)

                            •      Option 3: Relocate bus stop to Renfrew Southbound, just south of McGill
              •      Include a direct public pedestrian ramp/tunnel from the south side (near Coliseum) into the
                     underground parkade (useable by small maintenance vehicles also)
                            •      Option 1: Under Miller Drive
                            •      Option 2: Direct to Miller Drive (at grade crosswalk at Miller Drive)

5.            PARKING

              •      New Parking Structure:
                            •      Options 1 and 2: Under racetrack, with principal street access off north side (McGill traffic
                                      signal at Commissioner)

                            •      Option 3: on Lot 9B, off Gate 9 (nearly half of PNE arrivals from east and north –
                                      Surrey/Langley, North Vancouver, Tri Cities)
              •      Locate wheelchair parking near door/elevator
              •      Health Issue: will increased car emissions impact the horses?
              •      Plan for cash booth lanes entering new parking structure
              •      Safety/Security issues re underground parking and Casino:
                            •      Have ability to lock-up the parkade during off hours
                            •      CCTV cameras with help phone station

                            •      Appropriate illumination levels

                            •      Patrol regularly
                            •      Apply CPTED principles – discourage vandalism, etc.
              •      Plan a taxi holding area by Casino/Grandstand entrance
                            •      Options 1 and 2: near front door
                            •      Option 3: west side of Grandstand building, with bus zone
              •      Need a secure garage for armoured car loading, next to Casino/Grandstand building?
