Orange County Public Schools MEMO --DRAFT February 16, 2006 TO: ATTN: CC: FROM: SUBJECT: School Board Members Ronald Blocker, Superintendent Executive Cabinet Members Nicholas Gledich, Chief Operations Officer MWBE Quarterly Report for October 1, 2005 to December 31, 2005 Below please find the minority and women owned business enterprise (MWBE) participation percentages for construction, professional services, and goods and services. The participation percentage for current projects was calculated based on the total monies processed for payment to the contractor. The percentage for procurement of non-professional goods and services represents the ratio of the dollar value of purchase orders issued to MWBE firms to the total dollar value of purchase orders issued (excluding the construction and professional services purchase orders) during the second quarter of Fiscal Year 2006. Below please find a breakdown of the goods and services purchases by ethnic group. OCPS MWBE Participation FY06Q2 60% 50% MWBE Participation Percent 40% 30% Q1 Q2 20% 10% 0% Asian African-American Female Ethnic Group Hispanic Native American In order to increase MWBE participation in the procurement of goods and services, the Office of Business Opportunity will be working closely with Procurement Services to implement the following strategies: • • • • • • • • • Identify commodities with a large number of MWBEs and work with Procurement Services to issue direct contract bids for those commodities. Ensure that the utility of DemandStar to reach a greater number of MWBEs (nationally) is both utilized and maximized. Ensure that all organizations which support MWBE firms receive a copy of our bids, RFQs, and RFPs, such as FMSDC/MBOC and the Central Florida Alliance. Actively pursue vendors in our MWBE database to encourage them to submit a bid for contracts for which they are qualified. Attend principal meetings to discuss the program and how schools can help achieve the district standards. Send postcards to principals and bookkeepers apprising them of the program and reminding them to use MWBE vendors. Create an MWBE catalog to work locations and encourage schools to purchase from MWBEs and LDBs when there is not a bid or quote in place for the commodity. Identify and track second-tier participation for goods and services contracts (bids). Send vendor payment information to FMSDC for data mining – to identify MWBEs for whom the district may not have a certificate, but are owned by a minority or woman. LDB Initiatives The district accepts LDB certification from the Greater Orlando Aviation Authority and also directly certifies vendors who submit an OCPS LDB application and meet the financial Page 2 requirements set forth in the OCPS LDB Policy. The Office of Business Opportunity is building its LDB databases and has taken the following actions to increase the number of LDB certified with the district: • • • • Sponsored an informational booth at the November Business at Breakfast held by the Orlando Regional Chamber of Commerce Small Business Chamber. Certified 13 LDB firms. Accepted Greater Orlando Aviation Authority LDB certification for three LDB firms. Reviewed geographical data that indicates that 51% of the vendors to whom we have issued a payment are from the Orlando Statistical Metropolitan Area – developing a plan to contact and certify some of these firms. The total value spent with HZ Construction and Custom Contracting – two certified LDB construction sub-contractors -- was $49,143. The Office of Business Opportunity is working to ensure that the district meets its standards for doing business with MWBE and LDB firms. In addition to the data reported above, staff assists in resolving issues between sub-contractors and contractors; meets with vendors to discuss the program and business opportunities; and attends trade fairs and conferences on behalf of the district. Staff is also working to revise SAP Reports for better reporting and updating the department’s website. Through staff initiatives, the Hispanic Business Investment Fund recently added OCPS Procurement and Contract Administration websites as a link on their web page. By the end of the year, the department hopes to procure a computer station that would allow vendors to complete the online registration with our Procurement department and search DemandStar for OCPS opportunities.
