C1 - STANDARDS OF ENGLISH FOR INTERNATIONAL STUDENTS
AND ENGLISH LANGUAGE QUALIFICATIONS

1     Context

1.1   Students are admitted to the University’s programmes on the basis of standard admissions
      criteria available at http://portal.bournemouth.ac.uk/Documents/default.aspx. The standard
      admissions criteria include the satisfactory use of English. For UK students these are
      benchmarked at GCSE Grades A-C in English. International and incoming exchange students,
      and indeed any applicants for whom English is not their first language, must offer evidence of
      qualifications in written and spoken English. Acceptable minimum qualifications are IELTS
      Academic 6.0 and TOEFL 550 (paper based) or 80 (internet based), or direct equivalents.


2      Entry requirements

2.1    English language requirements for the majority of programmes are normally a minimum of:

       IELTS Academic format           6.0, or
       TOEFL Paper-based               550, or
       TOEFL Internet-based            80.

2.2    For some programmes, where communication is especially important, the grades required
       may be higher but this should be published in the prospectus and communicated effectively to
       students. In particular, the English language requirement for entry onto a research degree is
       normally:

       IELTS Academic format           6.5, or
       TOEFL Paper-based               575, or
       TOEFL Internet-based            90.

       More information on IELTS and TOEFL is provided in Appendix A.


3      Admissions

3.1    Staff recruiting students to University programmes, on campus, partner institutions or through
       exchange agreements, must follow these minimum requirements carefully. IELTS and
       TOEFL are the preferred means of assessment. However the University recognises a number
       of other English language qualifications as being equivalent to these standard entry
       requirements. A list of acceptable qualifications deemed to be equivalent to IELTS Academic
       6.0 are provided in Appendix B. This is not an exhaustive list and where students offer
       English language qualifications that do not appear on this list, admissions tutors should
       research the equivalence of these qualifications, principally through the use of NARIC
       qualifications database at www.naric.org.uk. Advice on researching qualifications can be
       sought from the International Relations and Admissions Team, ADQ or Registry.

3.2    Staff concerned with the admission and registration of international and exchange students
       must check and ensure that they all come with original and valid certificates of the entry

      qualifications, including their English language assessments. This is the only point at which
      we could fairly exclude those students who do not meet the requirements but have led staff to
      believe that they do.

3.3   The University offers an English preparatory programme called the Bournemouth University
      Preparatory English Programme (BUPEP), which is administered by the International
      Relations and Admissions Team. Successful completion of this programme, including the final
      assessment, is approved by the University as an acceptable entry route into both
      undergraduate and postgraduate programmes. The International Relations and Admissions
      Team can provide further information, including the English entry requirements onto the
      BUPEP programme.


4     Assessment and support

4.1   Once admitted, all students (except those certified as dyslexic, for whom special measures
      apply) are assessed on the same basis. Allowances should not be made by markers for weak
      use of English. Likewise, Boards of Examiners should not treat weak English as a mitigating
      circumstance.

4.2   Students are not allowed to use English dictionaries in examinations. This reflects practice in
      most universities.

4.3   Framework/programme teams should establish appropriate means to identify during induction
      students who may have been accepted on to a programme, having met the standard entry
      requirements, but are subsequently found to be weak in their use of English. Such students
      should be provided with specialist support to enable them to reach the appropriate standard
      and teams should do all that is possible to ensure that students avail themselves of this
      support.

                                      APPENDIX A

IELTS and TOEFL: general information

IELTS

           Max banding is 9.0.

           Valid for two years.

           Bands achieved in the four skills are reported separately on the Test Report
            Form, as well as the final band. It is advisable to check a student’s performance
            in reading and writing, and might be useful to require minimum band scores in
            these skills.

           To move from 5.5 to 6.0 is likely to need a three-month intensive course (30
            hours x 12 weeks).

           IELTS descriptors (from IELTS Handbook, 2007):

            Band 6: Competent user - Has generally effective command of the language
            despite some inaccuracies, inappropriacies and misunderstandings. Can use
            and understand fairly complex language, particularly in familiar situations;

            Band 7: Good user - Has operational command of the language, though with
            occasional inaccuracies, inappropriacies and misunderstandings in some
            situations. Generally handles complex language well and understands detailed
            reasoning.


TOEFL

           Maximum score is 677 for paper-based test.

           Maximum score is 120 for iBT (internet-based) test.

           Valid for two years.

           Writing score in the paper-based test is reported separately as TWE (Test of
            Written English); minimum acceptable is 4 (maximum score is 6).

           The paper-based test does not test speaking; TSE (Test of Spoken English) can
            be taken separately. The internet-based test does include speaking.

Acceptable English Language qualifications equivalent to
IELTS Academic 6.0
Below is a list of common English language qualifications accepted by the University and the
grade required for equivalence to IELTS Academic 6.0. Where a qualification’s lowest passing
grade is equivalent to a higher IELTS band this is specified.

Students may be required to show evidence of more recent knowledge if their qualification is
over two years old and they have not been in a situation in which they can keep abreast of the
language. Admission tutors may request that additional tests are taken in some
circumstances.

4       UNACCEPTABLE ENGLISH LANGUAGE QUALIFICATIONS

CAMBRIDGE FIRST CERTIFICATE IN ENGLISH (CAMBRIDGE ESOL) This qualification does not test
academic use of English.

CHINESE COLLEGE ENGLISH TEST This qualification does not test speaking, listening or writing.

IELTS GENERAL TRAINING. This qualification does not test academic use of English.

PASSWORD (englishlanguagetesting.co.uk). This qualification is suitable only for entry onto
international foundation/pre-Masters/pre-sessional programmes.

TOEFL INSTITUTIONAL TESTING PROGRAMME (ITP). This is a diagnostic tool only and TOEFL
state that this is not to be used as a qualification for University entry.

TOEFL COMPUTER-BASED TEST. This qualification ended in September 2006.

TOEIC (Maximum score is 900 so a student with a high score might be worth investigating but this
qualification should not be taken on its own) This qualification does not test speaking or writing.

TRINITY GRADED EXAMINATIONS IN SPOKEN ENGLISH (formerly Grade examinations) This
qualification does not test writing, reading or listening.
