Pennsylvania’s Weed and Seed Initiative, under the leadership of the Pennsylvania Commission on Crime and Delinquency (PCCD), will be soliciting concept papers from 3rd class cities, municipalities and townships throughout Pennsylvania that want to be designated as a PA Weed and Seed site. Pennsylvania Weed and Seed is a state initiative, targeting small to medium-sized cities in an effort to revitalize neighborhoods and promote safety through a partnership between community and law enforcement. A city, municipality and/or township as the applicant must determine and describe in detail the 4,000-10,000 residential neighborhoods that will be the target area. Communities selected as a new designated site will receive a development grant to support building community collaboration. This will be accomplished through a task force, which will hire a site coordinator and prepare a revitalization plan that finds solutions using prevention, intervention, treatment and neighborhood revitalization strategies to address the root cause of crime and poverty. Designated sites must demonstrate through support letters a high level of commitment to community collaboration from key stakeholders that share the common goal of improving the overall quality of life in the target area. Subject to the availability of funds, once designated as a PA Weed and Seed site, communities will receive ongoing technical assistance; support of the site and law enforcement coordinator’s salary with a graduated match requirement; and be eligible to apply for program funding for a period of five consecutive years. All interested communities must attend a mandatory pre-proposal conference and submit a concept paper describing issues impacting the community and how the community meets the requirements of the program. Interested communities must have at least one representative present at the pre-proposal meeting.
