1. Background
The ad-hoc Advisory Forum Working Group on the Input of National Authorities into the work of EFSA’s Scientific Committee, Panels and other Expert Groups (INAAFWG) concluded that EFSA should develop an expert database. This was endorsed by the Advisory Forum Steering Group on Cooperation on its first meeting, held in Brussels on March 2007. Such database would assist EFSA in the selection of experts for scientific work in the area of risk assessments in food and feed safety. The Terms of Reference (ToR) for this project were presented and endorsed by the Advisory Forum on its meeting held in Berlin on April 2007. The adopted Terms of Reference are: It is proposed to create a Working Group: To establish a project plan with a description of the requirements for the functionality of the expert database, with a list of suitable criteria for the inclusion of scientific experts in the expert database and with a detailed timetable of the various steps in the establishment of the database. To supervise and monitor the progress of the execution of the project by EFSA staff. To provide regular feedback to the Advisory Forum and the Scientific Committee on progress made during the execution of the project. To advise on requirements for an adequate operation of the expert database (e.g. information, data protection, accessibility).

2. Project Objectives
EFSA aims to deliver timely scientific advice of the highest standards to support the policies and decisions of risk managers. This can only be achieved through effective pooling of scientific excellence across Europe. To this end, EFSA, in cooperation with the Members of the Advisory Forum, agreed to set up a database of external scientific experts capable of assisting EFSA in tasks within its remit. By creating such a database, EFSA (1) enhances its capacity to conduct risk assessments in the areas of food and feed safety; (2) enhances the transparency of the process through which experts are invited to participate into its scientific activities; and (3) responds more effectively and flexibly to the growing workload, particularly in cases where very specialised, unexpected and urgent work may be required. The main objective of this project is therefore to establish a database of external scientific experts that can be queried, in order to support the activities carried out by the Scientific Committee, Scientific Panels and EFSA’s networks via their respective working groups. The use of the database is not intended to be restricted to EFSA. Member States (via their Members of the Advisory Forum) will also be able to query the database. This will allow them to approach selected experts for their own scientific projects. The expert database is intended to be populated on the basis of individual on-line applications, submitted by experts from Member States and third countries. EFSA will actively promote the application of experts to the database and will invite Member States to support this. EFSA’s expert database will be dynamic, subject to additions and modifications, thus being regularly updated. Not every expert included in the database will necessarily undertake work on behalf of EFSA. This means the database contains data on experts who, in principle, are willing to contribute, on a temporary basis, to the work of EFSA.

3. The Adopted Approach
1. Criteria for inclusion of external scientific experts in the database The approach adopted for inclusion of external scientific experts in the database is based on the submission and validation of a set of mandatory data identified in the application form (see Chapter 4, Point 1 “The information management process” and Annex I). The main advantages of such approach are: (1) populating the database will occur faster; and (2) allowing for a wider scope of external scientific experts to be included in the database. The use of this approach presumes that applicant experts are informed on the purpose of the database and on the desired profile of candidates before they are able to register in the database. This information is fundamental to prevent the database from being populated with experts that do not suit the desired scientific profiles. 2. Strategy for populating the database The main aim in defining a strategy for populating the expert database is to ensure that it is rapidly populated with external scientific experts with the desired profile. EFSA will actively promote the application of experts to the database by implementing the following activities: (1) selected experts will be invited to join the database, namely current and past members of the Scientific Committee, Scientific Panels, EFSA’s networks and their respective working groups; (2) Member States (via Focal Points) will be invited to identify and inform experts / institutions (including those on the Article 36 list), at national level, about the launching and existence of the expert database; and (3) communication activities will be planned and implemented by EFSA’s Communications Directorate, in cooperation with the Scientific Cooperation Unit. 3. Policy for data renewal and expiry The policy for data renewal and expiry is based on 3 main procedures: (1) experts will be requested to annually confirm their interest to remain listed in the database, and, if yes, to update it; (2) the status of the expert database project will be reassessed by EFSA after a 5 year period, counting from the official day of its launching (5th of June 2008); and (3) external scientific experts included in the database will be informed that they are able, at any time, to update / modify inaccurate or incomplete personal data on their individual profiles, or even to request the exclusion of their profile from the database. 4. Data protection policy issues In October 2007, the expert database project plan was sent to the European Data Protection Supervisor (EDPS) for a preliminary consultation. The objective was to assess, at an early stage of the project, the need for a future prior checking notification to the EDPS on the personal data processing operation. Personal information in the expert database will be processed by EFSA pursuant to Regulation (EC) No 45/2001 of the European Parliament and of the Council of 18 December 2000 on the protection of individuals with regard to the processing of personal data by the Community Institutions and bodies and on the free movement

of such data 1 . The Scientific Cooperation Unit is identified as the controller for the personal data processing regarding the expert database. In order to comply with the data protection requirements applicable to the expert database, the following information will be provided to applicant experts and endusers of the database: Information to be provided to applicant experts before registering into the database The purpose of the expert database; The desired profile of experts to be included into the database; The nature of the data processing operation that leads to the inclusion / exclusion of experts into / from the database (including the need to submit an Annual Declaration of Interest) and corresponding feedback; The nature of the commitment associated with the inclusion of experts into the database; The access rights of experts included into the database as concerns their own profile; The nature of the tasks that might be requested by EFSA to a selected expert, including the need to regularly update the Annual Declaration of Interest, submit a Specific Declaration of Interest and sign the EFSA agreements on confidentiality and commitment; The policy for renewal and expiry of data; Who are the internal and external end-users of the database; External end-users may share expert data with third parties at national level; The fact that EFSA adheres to Regulation (EC) No 45/2001 of the European Parliament and of the Council of 18 December 2000 and that experts have the right to have recourse at any time to the European Data Protection Supervisor. Information to be provided to applicant experts before submission of the application form Individual data in the expert database may be shared with organisations at national level once applications are accepted. Applicant experts have the possibility not to share his / her profile with these organisations; Data provided in the Annual Declaration of Interest will only be accessible to EFSA. Information to be provided to end-users of the search environment of the expert database Data stored in the expert database may only be used for pre-defined purposes and by dedicated persons in the organisations to whom EFSA has granted access; The fact that EFSA adheres to Regulation (EC) No N° 45/2001 of the European Parliament and of the Council of 18 December 2000. The above information will be provided by means of DISCLAIMERS (see Annex II) that will appear, respectively, before applicant experts are directed to the registration in the database, before applicant experts are able to submit application forms, and when end-users access the search environment.

4. The Expert Database
1. The information management process The lifecycle of the information management process comprises the following online steps: Data collection stage Registration in the expert database - process carried out by applicant experts for registering into the expert database. The experts’ name, surname, email address and password are requested at this stage. The email address and the password are later required for login purposes, so to access the application form. Filling in the application form - process carried out by applicant experts, supported by an “Online Application Form User Guide”, and by help menus in case of free text information fields. Submission of the application form – when reaching the last field, applicant experts are able to submit the application form. At this stage, applicant experts are asked whether they wish to share their profile information and become searchable by Member States (see Annex II on “Disclaimers”). Data validation and eligibility – evaluation process carried out by the administrator of the database (supported by a representative from EFSA’s Risk Assessment Directorate and a representative from the Scientific Cooperation and Assistance Directorate) to assess whether all mandatory fields of information identified in the application form contain valid data. To be included in the database, applicant experts need to satisfy the following eligibility criteria, which will be assessed from the information provided with a valid application: a university degree, or equivalent, in one or more areas of expertise within the remit of EFSA as listed in the database application form; relevant professional experience i.e. in risk assessment, collection on biological or chemical hazards, as appropriate; data
scientific articles published in peer reviewed journals, technical reports and/or other publications considered relevant to the expertise declared; and ability to communicate and work in at least one Community language; a completed Annual Declaration of Interests. The results of the validity and eligibility check carried out by the Scientific Cooperation Unit will be reported every quarter, for information and possible comments, to EFSA’s Scientific Directors and the Head of the Scientific Committee & Advisory Forum Unit. This information will include for each nonvalid or non-eligible applicant an indication of the criterion that was not met. Applicant experts will also be informed on the outcome of the validation / eligibility steps, including, when applicable, the criteria that were not met.

Inclusion of experts in the database – process carried out by the administrator of the database and by which applicant experts become searchable as a result of a valid application procedure. Search stage Searching for experts – process carried out by end-users of the database with the intention of identifying expert(s) by use of predefined search parameters. An “Online Search User Guide” has been developed to provide support to end-users of the search environment. Access to individual expert profiles – process by which end-users of the database access the individual expert profile information, following the identification of a potential list of candidates as a result of a search query. Management stage Update / confirmation of expert profiles – process by which experts included in the database directly access, at any time, their own personal profiles, with the purpose of updating / modifying them or, alternatively, to exclude themselves from the database. In addition, the administrator of the database will annually request experts to confirm their interest to remain listed in the database and, if yes, to update their profiles. Data validation - the validation process carried out by the administrator of the database resulting from the submission of updated / modified expert profiles. 2. The expert database interfaces The administrator environment The Microsoft “Customer Relationship Management (CRM)” system has been chosen as the database software to be used for setting up and managing the expert database. This tool will be used as the administrator environment, allowing a direct access to the database. In addition, it also allows the database to be queried for any data submitted in the different information fields of the online application form (see Annex I). It can therefore be used as a more advanced search environment. The expert database application form The expert database application form provides, for each expert, the following main information field categories: (1) general expert information; (2) institutional information, if applicable; (3) additional expert information, namely knowledge of Community languages, University degree(s), professional experience and fields of competence (see Annex I); and (4) Annual Declaration of Interest. The expert database search environment Access to the expert database search tool is made through a secure web portal. This allows selected external users to identify experts for specific scientific activities, in areas such as data collection, preparatory work for the development of scientific opinions and other scientific and technical work. A first set of search parameters allows queries on the full list of fields of competence applicable to experts. The search tool returns a list with experts that match any of the selected fields of competence. The experts are listed in order of relevance,

where this corresponds to the number of selected fields of competence that match the query. A second set of search parameters is available for further refining the original query. These additional criteria include fixed search parameters (e.g. gender, nationality, knowledge of Community languages and number of years of relevant professional experience i.e. in risk assessment, data collection on biological or chemical hazards, as appropriate) and a free text search tool for each of the text fields existing on the application form 2 . 3. Users of the expert database The possible levels of user access / management of the expert database are: Administrator of the database – the Scientific Cooperation Unit within EFSA, with full rights to access / manage the information stored in the database; Expert applying to the database – applicant expert registering in the database, logging in, filling in the application form and submitting it; Expert included in the database – external user, able to access his / her individual profile for updating purposes or, alternatively, to exclude him / herself from the database; Internal end-user – EFSA internal user with access to the search environment of the expert database on the secure web portal; External end-user – external user with access to the search environment of the expert database through the secure web portal.

6. Timetable
The Terms of Reference (ToR) for the expert database ESCO working group were presented and endorsed by the Advisory Forum on its meeting held in Berlin on April 2007. The expert database working group was set up in November 2007 and held its first meeting in Parma on December 2007, to discuss the first draft of the expert database project plan. A revised draft project plan was submitted to the expert database working group in March 2008 for final comments. The final version of the expert database project plan was submitted for discussion and endorsement to Members of the Advisory Forum and to Members of the Scientific Committee in April 2008. The expert database working group met again in May 2008 to prepare the external testing of the expert database IT tools, to further refine the strategy to populate the expert database and to prepare the official launching of the database. Advisory Forum Members, Focal Points and Working Group Members participated on the testing stage, which occurred the month of May 2008. At the end of May 2008, the Advisory Forum Steering Group on Cooperation agreed that expert database working group achieved its mandate (ToR) and, therefore, finished its activities. The expert database was officially launched on the 5th of June 2008.

ANNEX II
Disclaimer concerning the information to be provided to applicant experts before registering into the database EFSA’S DATABASE OF EXTERNAL SCIENTIFIC EXPERTS The purpose of the database is to assist EFSA’s Scientific Committee and Panels, EFSA’s networks and their respective working groups in the selection of external experts for scientific work in the area of risk assessments in food and feed safety. All personal information on applicant experts and experts included into the database will be processed by EFSA pursuant to Regulation (EC) N° 45/2001 of the European Parliament and of the Council of 18 December 2000, on the protection of individuals with regard to the processing of personal data by the Community institutions and bodies and on the free movement of such data. Where specifically marked on the online application form, the provision of data is compulsory and the system will not allow the online submission of application forms in case such compulsory data are missing. To be included in the database, applicant experts need to satisfy certain eligibility criteria, which will be assessed from the information provided with a valid application. These criteria are: (1) a university degree, or equivalent, in one or more areas of expertise within the remit of EFSA as listed in the database application form;(2) relevant professional experience i.e. in risk assessment, data collection on biological or chemical hazards, as appropriate; (3) scientific articles published in peer reviewed journals, technical reports and/or other publications considered relevant to the expertise declared; (4) communicate and work in at least one Community language; and (5) submit an Annual Declaration of Interest. The data submitted will be validated by the EFSA database administrator. Applicant experts will be informed of the outcome of the validation and eligibility steps. This information will include for each non-valid or non-eligible applicant an indication of the criterion that was not met. Not every expert included in the database will necessarily undertake work on behalf of EFSA. This means the database contains data on experts who, in principle, are willing to contribute, on a temporary basis, to the work of EFSA. Experts included in the database may be invited for 2 types of assignments: 1. EFSA assignments: the nature of the tasks that may be requested by EFSA to a selected expert are the provision of scientific advice / support to EFSA’s Scientific Committee, Scientific Panel, EFSA’s networks and their respective working groups. Selected experts will be requested by EFSA to regularly update their Annual Declaration of Interest, to submit a Specific Declaration of Interest and to sign the EFSA agreements on confidentiality and commitment before they can participate in any activity / meeting. 2. Assignments with Member States: experts can give their consent that their database profile information is shared with Member State National Food Safety Agencies or other National Authorities with a remit similar to that of EFSA. This will allow Member States to approach experts for their own scientific projects.

Experts will be requested to annually confirm their interest to remain listed in the database. The status of the expert database project will be reassessed by EFSA after a 5 year period. Experts included into the database are able to update or modify at any time any inaccurate or incomplete personal data in the database concerning their own profile. This procedure is subject to validation by the expert database administrator. Experts are also able to exclude themselves from the database at any point in time. Concerning the processing of their personal data, experts have a right to recourse at any time to the European Data Protection Supervisor.
