Page 1 of 10 Intelligent Energy Europe SOLCO Interim Technical Progress Report - Grant Agreement Number EIE/06/116 QUESTION 1.- Is the EPDB (Energy Performance Building Directive) putting into effect in your country? Indicate references PARTNER APEA ANSWER Yes, Directive 2002/91/EC of the European parliament and of the Council of 16 December 2002 on the energy performance of buildings (EPDB) came into force in Italy with the Legislative Decree n.192 on 18/08/2005 as modified by the latter Legislative Decree n.311 on 29/12/2006. The application of EPDB Directive in Italy affects all buildings, both domestic and non-domestic. Buildings affected by EPBD are listed by article n.3 of Decreto Legislativo n.311/2006 (Ambito di Intervento). The objective is to improve the energy performance of buildings by requiring: • A methodology to calculate integrated energy performance of buildings • Minimum requirements for the energy performance of all new buildings • Minimum requirements for the energy performance of large existing buildings subject to major renovation • Energy certification of all buildings • Regular mandatory audits of both cooling and heating systems in buildings. Each Italian region has to issue specific regional regulations concerning the local definitive application of EPDB Directive. Sicily has not already issued any regional regulation. TUC No, Greece does not incorporate, till today, EPBD, still there are practical results on how EPBD affects the market. Route towards the adaptation of Directive 2002/91/EC in Greece 2002 Directive 2002/91/EC on the Εnergy Performance of Buildings (EPBD) 2005 A committee of experts was established from the Ministry of Development (MD). This committee made a first plan for a new “Regulation of Buildings Energy Efficiency” (RBEE). The RBEE provided a specific methodology for the evaluation of the total energy consumption of a building, the adoption of minimum energy efficiency demands per building usage category, and also the adoption of a procedure for carrying out the energy inspections. Page 2/10 Intelligent Energy Europe SOLCO Interim Technical Progress Report - Grant Agreement Number EIE/06/116 QUESTION PARTNER ANSWER The committee also made a plan Common Ministerial Decision CMD for the creation of a “Record of Energy Inspectors”. This CMD regulates issues relevant to the experts who conduct the energy inspections (qualifications, procedure of registration in the record, penalties, etc). 2006 Ministry of Development requested from the European Commission time extension for the adaptation of the Certification Procedures. EC requested explanations for not publishing a framework of adaptation. 2006-2007 A work group, composed from both people from MD and Regulating Energy Principle (REP), was created so as to complete the project of the MD committee. This group completed the RBEE, and started the necessary procedures for the “Energy Certification of Buildings and Inspection of Boilers and Air Conditions”. 2006-2007 A work group from the Technical Chamber of Greece (Permanent Committee for Energy) elaborated a number of proposals for the energy design and the energy certification of buildings and installations in buildings. 2003-2007 Participation of Greek scientific bodies in relevant projects financed from the program “Intelligent Energy for Europe” created from the European Committee. March 2007 Requirements for new buildings The Government of Greece is completing a study on minimum requirements for all new buildings. The task is being undertaken by the Ministry of Development with the help of the Regulatory Authority for Energy. The requirements will come into force for building permits requested after 1 January 2009. The type and level of requirements are function of the type of building (dwellings, office buildings, schools …) and may cover: • Maximum U-value Page 3/10 Intelligent Energy Europe SOLCO Interim Technical Progress Report - Grant Agreement Number EIE/06/116 QUESTION PARTNER • • • Requirement on average insulation level ANSWER Maximum primary energy consumption per m² of floor area Boiler and air conditioner efficiencies New buildings should produce an energy study for the building permit to be issued. The proof of compliance must be made after completion of the building. It is foreseen that control of the regulation is the responsibility of the Regional Authorities (the existing Building Permit Offices) where the building is located. Requirements for existing buildings The procedure followed for new buildings covers also existing buildings. The ongoing studies examine minimum requirements for new building components when building renovation is done and for extensions to existing buildings. The requirements will be formally adopted on 1 January 2009. CIE Yes, Directive 2002/91/EC of the European parliament and of the Council of 16 December 2002 on the energy performance of buildings (EPDB) came into force on January 2003. Legislation should be in place by 4 January 2006, and will affect all buildings, both domestic and non-domestic. The objective is to improve the energy performance of buildings by requiring: • A methodology to calculate integrated energy performance of buildings • Minimum requirements for the energy performance of all new buildings ITC • Minimum requirements for the energy performance of large existing buildings subject to major renovation • Energy certification of all buildings • Regular mandatory inspection of boilers and air conditioning systems in buildings. Directive 2002/91/EC has been putting into effect trough three Spanish rules: 1. Building Technical Code (CTE, “Código Técnico de la Edificación”), RD 314/2006, 17/03/2007. The CTE goes far beyond the minimal level of implementation of the EC Directive on the Energy Performance of Buildings and Page 4/10 Intelligent Energy Europe SOLCO Interim Technical Progress Report - Grant Agreement Number EIE/06/116 QUESTION PARTNER ANSWER includes an obligation to cover 30-70% of the Domestic Hot Water (DHW) demand with solar thermal energy, to be applied in all new buildings and those undergoing major renovation and/or changes of use. 2. Updating of RITE, “Reglamento de Instalaciones Térmicas en los Edificios”, RD 1027/2007, 20/07/2007. 3. Building energy labelling, RD 47/2007 of 19/01/2007. Yes, Directive 2002/91/EC of the European parliament and of the Council of 16 December 2002 on the energy performance of buildings (EPDB) came into force on September 2005 in the LAW 192/05. Legislation have been updated in 2006 with the DLGS 311/06, and will affect all buildings, both domestic and non-domestic. ESCOS The objective is to improve the energy performance of buildings by requiring: • • • • A methodology to calculate integrated energy performance of buildings Minimum requirements for the energy performance of all new buildings Minimum requirements for the energy performance of large existing buildings subject to major renovation. Energy certification of all buildings 2.- Solar thermal APEA systems to produce hot water are TUC mandatory to install? This normative affects to buildings which are: Old building New building Restoring Historic building protection Indicate references CIE ITC No No Yes New building Restoring The Building Technical Code (CTE) was adopted in March 2006, and its solar thermal section (HE4) entered in force on the 29 September 2006. It applies to any kind of new buildings and those undergoing a renovation, independent of their use, in which there is hot water demand and/or there is heat demand to warm covered swimming-pools. It must be noted that CTE applies at the time of authorisation of building construction. Therefore, there is a natural delay of one or two years before the solar systems actually start being operative. Page 5/10 Intelligent Energy Europe SOLCO Interim Technical Progress Report - Grant Agreement Number EIE/06/116 QUESTION PARTNER ESCOS Yes New building Restoring ANSWER The Buildings Energy certification is mandatory for new buildings and will be required for sale of properties. It will take effect for restoring of old buildings, and will be required also for the sale of them. It’s actually mandatory, for flats in new buildings, to have at least 1 kW of power from renewables energy sources. 3.- Solar thermal systems to produce air-conditioning are mandatory to install? This normative affects to buildings which are: Old building New building Restoring Historic building protection Indicate references 4.- Do solar collectors require some type of certification? Indicate references No APEA TUC CIE ITC ESCOS No No No APEA Yes. In Italy, solar collectors have to meet requirements of following national standards: • • UNI EN 12975-1:2006 “Impianti solari termici e loro componenti - Collettori solari - Parte 1: Requisiti generali“ (Thermal solar systems and components - Solar collectors - Part 1: General requirements) UNI EN 12975-2:2006 “Impianti solari termici e loro componenti - Collettori solari - Parte 2: Metodi di prova“ (Thermal solar systems and components - Solar collectors - Part 2: Test methods) TUC No. It is not mandatory for solar collectors to be certified however Greek producers can obtain the SOLAR Page 6/10 Intelligent Energy Europe SOLCO Interim Technical Progress Report - Grant Agreement Number EIE/06/116 QUESTION PARTNER KEYMARK. ANSWER The Hellenic Organization for Standardization (ΕΛΟΤ), has the authority, after being evaluated from the European Committee for Standardization (CEN) to give in Greece, the European Mark, SOLAR KEYMARK for Solar Collectors. This "SOLAR KEYMARK" is the result of a voluntary certification scheme supported by the European Solar Thermal Industry Federation. KEYMARK certificates the efficiency of solar collectors after tests and trials. This way Greek producers can have “a quality passport” identified internationally, facilitating the exports, and assuring the consumers for the efficiency of the product they have bought. The Hellenic Organization for Standardization (ELOT) is the only organization for standardization which provides KEYMARK in Greece. CIE ITC Yes. There is a Spanish certification (ORDEN ITC/71/2007, 22/01/2007). Basically in order to ask a certification, the collar collector should be tested according to EN12975-2:2006 and the manufacturing process should have ISO 9000 certification. No. In accordance with law 192/05, in order to have the financial aid as TAX Relief of 55% of equipment costs, is necessary to have a certification of energy saved, a certification for the security of equipments installed (manufacturing process according with ISO 9000 standards). Actually, in Italy, there is only one national Law that offers subsides for the use of solar thermal systems (in order to produce hot water or air-conditioning). Legge Finanziaria 21.12.2007 offers Tax allowances up to 55% for installation of solar thermal panels. Sicilian regional financing grants are expected during 2008 within new programme for the expenditure of structural EU funds (2007-2013). TUC For DHWS incentives were established in the early eighties. These were based on a soft loan (available only for solar systems) and tax credit. A constant amount, representing a significant part of the system cost, could be deducted from income tax. Then for some years tax credit was not available. In the last few years, 75% of the solar system value could be deducted from taxable income. Unfortunately this incentive was abandoned as of 2003. Soft loans are not available any more. ESCOS 5.- Are there financial incentives to install solar systems (to produce hot water or air-conditioning)? Indicate references APEA Page 7/10 Intelligent Energy Europe SOLCO Interim Technical Progress Report - Grant Agreement Number EIE/06/116 QUESTION PARTNER ANSWER For industrial and commercial applications only subsidies are at certain times available to support investments on solar systems with grants ranging from 30% to 40%. These subsidies are based on calls and are not available on a constant basis. The result is that when a customer decides or is convinced to buy a solar installation, usually no funding is available. Nowadays according to Law Ν3296/2004, for the expenses discount of the incomings of a tax payer, it is concluded “Twenty percentage (20%) of the expenses for new solar heating installation and photovoltaic systems”. CIE ITC There are basically two subsidies lines to promote the use of solar thermal systems (in order to produce hot water or air-conditioning): • ORDEN 11/10/2006, promotes subsidies for solar thermal systems >75m2. The maximum limit support will be 37% of the eligible cost. • ORDEN 18/09/2007, promotes subsidies for saving and energetic efficiency. The maximum limit support will be 22% of the eligible cost. ESCOS There is basically one subsidies scheme to promote the use of solar thermal systems (in order to produce hot water or air-conditioning): 55% of tax relief of equipments costs, in 3 years. Other subsidies, such as 50 % of funding for solar thermal systems installation, are provided by regions with the system of Calls for Fundings. Last Call in Sardinian Region was closed the 20th October 2007; it founded the 20 % of costs for PV systems installed and the 50% of costs for Solar thermal systems, and it was addressed to SMEs and Public Administrations. 6.- In case of wet cooling towers (legionnaire disease treatment) is there a specific normative? Indicate references APEA Yes. For the prevention of legionnaire disease the Italian Ministry for Healthy issued general Guidelines on 04/04/2000 (Linee Guida Ministero Salute per la prevenzione e il controllo della Legionellosi – 04/04/2000). For the specific prevention of legionnaire disease in tourism/thermal sites and buildings the Italian Ministry for Healthy issued Guidelines on 13/01/2005 (Linee Guida Ministero Salute recanti indicazioni sulla legionellosi per i Page 8/10 Intelligent Energy Europe SOLCO Interim Technical Progress Report - Grant Agreement Number EIE/06/116 QUESTION PARTNER ANSWER gestori di strutture turistico-ricettive e termali – 13/01/2005) Other relevant reference is the standard normative UNI EN 1717 - 2002 (disconnection devices) TUC No. There is not any specific normative for wet cooling towers in Greece. The certification of such towers is given from organizations such as EUROVENT and ARI (Air-Conditioning and Refrigeration Institute). EUROVENT certifies the performance ratings of air-conditioning and refrigeration products according to European and international standards. Installers and people in charge of the maintenance follow the guidelines given from different societies and associations such as ASHRAE (American Society of Heating, Refrigerating, and Air-Conditioning Engineers) and EUROVENT. CIE ITC Yes. RD 865/2003, published on 08/07/2003, legionnaire disease. It specified all the tasks needed to prevent and control the growing of legionnaire. Yes. Guidelines about legionnaire disease. It specifies all the tasks needed to prevent and control the growing of legionnaire. No. The tasks are the same with independence on the power of cooling tower. ESCOS 7. Is there a classification depending on cooling tower power? APEA TUC No. There is only classification between open cooling towers or closed cooling towers. Another classification of cooling towers is made between field assembled towers and factory assembled towers. Finally, they can also be classified by use into either HVAC (heating, ventilating, and air conditioning) or industrial duty.
