RSSP DATABASE 3.0 UPGRADE MANUAL PREPARED FOR USE IN FY 2007 THROUGH FY 2011 Introduction
The RSSP Individual Student Reporting Software Version 3.0 (Upgrade) Manual provides instruction in the new database system developed for the Regional Safe Schools Program (RSSP). This database was developed and initially installed in the fall of FY 2002. It is upgraded in the fall of FY 2006 for use in FY 2007 through FY 2011. The RSSP database was designed by the cooperative efforts of the following divisions at ISBE: Accountability Division, Data Analysis and Progress Reporting Division, and the Data Systems Division. What data variables are currently in the 3.0 version: Under the Demographic Section 1. The data variables: enrollment status, identifiers for students with IEPs, and whether a student moved from site to site are eliminated. 2. The SSN field is replaced by the Student Information System (SIS) Number. 3. The reasons for administrative transfer are broken down into primary and secondary reasons. Under the Services Section 1. The group service variables: Career Focus Activities, Career Development Activities, and services related to students with IEPs are eliminated. 2. Some service categories under Other Services and Community Service Participation are combined to comprise “Other Services”. Under the Student Outcomes Section 1. Post-Secondary outcomes are eliminated. 2. Selectively combined categories under “Unanticipated Outcomes” and “Transferred” comprise “Other Outcomes”. 3. Fields for outcomes related to primary and secondary reasons for administrative transfer are added. 4. A field for the attainment of objectives in the student’s Alternative Education Plan is added. These changes in data variables were done for efficacy and effectiveness in data reporting and analysis. Specifically, the information generated from these reports assists in assessing individual and statewide program strengths and weaknesses and in planning program improvements, including the provision of professional development and the continuous improvement of delivery of services to RSSP students. Such reports also serve to provide a rationale for increased funding of RSSP by indicating both student successes and the extent by which RSSP serves the needs of expelled and suspended students in the state. The success of the RSSP in serving expulsion-eligible and suspension-eligible students program can be seen from these reports. The upgraded database will be used for five years and will be resident in the hard drive of the program director or coordinator’s computer.

Instructions for Loading the NEW RSSP 3.0 Upgrade Database onto a Computer
The following are instructions for downloading the RSSP 3.0 Upgrade database from the Internet. 1. Enter the web site ftp://ftp.isbe.net/rssp You will see the following screen.
2. Double click on the file RegionalSafeSchool3.exe 3. Click RUN.

7. User Information. Make sure that “Name:” and “Company:” are not blank. The defaults in these fields are “ISBE” or blanks. Either way, type the name of your program under “Name” and your ROE name under “Company”, then Click Next. It will bring you to the “Choose Destination Location” screen.

Instructions for Using the new RSSP 3.0 Database
1. Click on the RSSP Schoolhouse Icon.
2. Click on “Enable Macros”.
3. A screen will appear with mortarboard, diplomas, and books.

Click on End of Year and select “2007” (There is no mid-year).
Click on “OK” and you will now automatically proceed to the Site Name Screen. SITE NAME SCREEN 4. Enter the name of the RSSP Program. (Example – CARES ) 5. Enter the name of the Regional Office of Education (ROE) or ISC or CPS. 6. Enter the number of the ROE. Go to the ROE Number box, click on the down arrow and a dropdown box will appear. Cursor down to find the number that corresponds to your ROE’s number. 7. Enter the name of the program site at “Enter New Site Name”. When entering student data for just one site, enter that one site name and click on the ADD button. When entering student data for multiple sites, list all site names. (This procedure is for programs with multiple sites and only one person entering the information for all sites.). Click on the ADD button each time a site is entered. Note to ROE/ISC/CPS RSSP directors: If the program has multiple sites and receive one diskette from each site, combine the data from all the sites. Please 10
see how to combine multiple site data in the manual. Please note that before submitting this report to ISBE, all multiple site database information must be combined (See ROE Combine Site Diskette Screen.)

8. After the site name information data has been entered, select a site in the Site name field and then CLICK on the Student Demographics tab. The first time that you click on the Student Demographics tab a notice appears in the box that says, “No students were found for site__ End Year 2007.” CLICK on “OK”.

Please note that all boxes must be completed in order to proceed to the next question. Go to the Student Data Box on the Demographics Screen. 9. Enter the student’s first name, middle initial (if any), and last name. 10. Enter the student’s Student Information System (SIS) number. 11. Enter Birth Date – type two numerical digits for the month, two digits for the day, and four digits for the year of birth. Forward slashes will automatically appear between month, day, and year. Do not write out the month as October. (Example, do not write November 1, 1991, but rather enter 11/01/1991. Also, remember to enter four digits for the year of birth. For example, enter 1991 as a birth year, not 91. If you only provide the last two years, an INVALID NOTICE WILL APPEAR. It will say, “11/01/91 is Invalid. Please Enter Birth Date in the following format mm/dd/yyyy”). If the student’s date of birth is not entered in the correct format, you will not be able to proceed to the next box. Please note that the age of the student will be automatically calculated. 12. Go to the box marked Gender and click on the appropriate gender. (Male or Female) 13. Click on the Eligibility Status box in the Student Status section and select one (and only one) of the three statuses: Expulsion-eligible – indicates a student who was expulsion-eligible and was administratively transferred to RSSP in lieu of expulsion. Expelled and readmitted – indicates a student who was expelled and then readmitted for the sole purpose of administrative transfer to RSSP. Suspension-eligible – indicates a student who was suspension-eligible or was suspended at the time of administrative transfer to RSSP. One of these three categories must be selected and the student MUST fit into one of these three categories to be eligible for placement in RSSP. 14. Click on Educational Status and select one of these two categories: Regular Education Student – A regular education student. Special Education Student – A student with an IEP. 15. Click the grade of the student on the Grade Level box. There are eight parameters for grade and age levels. These parameters have been determined through study of valid age/grade data from previous RSSP reports and from generally accepted age/grade indicators: 6th grade 7th grade 10-15 years old 11-16 years old 13

If the student’s age does not fit into any of the age/grade parameters, click on “OTHER”. Remember that students must be in grades 6-12. ILLINOIS STATE LAW DOES NOT PERMIT THE RSSP PROGRAM TO SERVE ANY STUDENTS IN GRADES OTHER THAN GRADES 6-12. “OTHER” refers to age outside the parameters given above. By clicking on OTHER, a screen will appear stating “Only enter Other Grade if the student does not fit into a category that is listed. Is OTHER the selection you want?” Answer by clicking on YES or NO. • • By clicking on NO, the screen will close and you will be returned to the Demographics screen. By clicking on YES, a screen will appear asking you to enter one of the following grades from 6-12. After entering the grade, Click on OK and this screen will close and will return to the Demographics screen and the Grade Level box will say “Other – (grade entered)”.
16. Click on Population Group and select the category that best fits the student. The population group list includes six categories: American Indian/Alaskan Native – A person having origins in any of the original peoples of North America, and who maintains cultural identification through tribal affiliations or community participation. Asian or Pacific Islander – A person having origins in any of the original peoples of the Far East, Southeast Asia, the Indian subcontinent, or the Pacific Islands. Black, Not of Hispanic Origin – A person having origins in any of the black racial groups of Africa. Hispanic – A person of Mexican, Puerto Rican, Cuban, Central or South American, or other Spanish culture or origin, regardless of race. White, Not of Hispanic Origin – A person having origins in any of the original peoples of Europe, North Africa, or the Middle East. Multi-Racial – A person with mixed ethnicity. 17. Enter the Entry Date. The entry date is the date that the student began attending class. Provide in numerical digits the month, date, and year the student entered your program. Enter the month, day, and year in the same manner as was used for date of birth. (Refer back to #11, Birth Date.) If you enter the Entry Date incorrectly, a notice will appear on the screen saying, “Please enter entry date 14
in the following format, mm/dd/yyyy.” Please Click on OK and enter the dates as requested. Enter the Exit Date. Complete this date ONLY if the student has exited from the RSSP program. If the student is still enrolled in RSSP at the time the report is completed, leave the Exit Box blank. A warning has been added to the database if an exit date typed-in is not within the current reporting period. Specifically, an exit date later than June 30, which is the end of the school year, cannot be entered. 18. Enter the Home School Code using a 15 digit number [region code (2), county code (3), district code (4), district type code (2), school code (4)] that identifies the student’s home school (sending school). A complete listing of the home school code may be found at: http://www.isbe.net/research/xls/dir_ed_entities.xls Report the school code for the school from which the student was administratively transferred. 19. Reason for Administrative Transfer. A question on the reason(s) that students are enrolled to RSSP has been added to the RSSP Database in response to generation of better information. There are two designations of reasons for administrative transfer: Primary reason (required) Secondary reason (optional) A student may have been administratively transferred for many reasons. This data collection system, however, asks only for the major reasons of the student’s transfer to RSSP: A primary reason is required to be reported. Reporting a secondary reason is optional. • • • • • • • • • • • • Alcohol (liquor law violations, possession, use, sale) Disorderly conduct (disruptive behavior) Drugs excluding alcohol and tobacco (illegal drug possession, sale, use/under the influence) Fighting (mutual altercation, battery, and/or physical altercation) Harassment, nonsexual (physical, verbal, or psychological) Insubordination (disobedience to school staff or school personnel) Robbery (taking of things by force) or theft Threats including school threats Vandalism (damage to school or personal property) Violation of school rules (disobeying school policy) Weapons possession (firearms and other weapons) Other offenses

A reason “Other offenses,” has been added to capture reasons that may not fit in the categories listed above. If you click on “Other offenses”, write in a different reason. A primary reason must be different from a secondary reason, otherwise, an “error” message will appear indicating that the reasons need to be different from each other. 20. CLICK on the box with the question “Did the student ever exit RSSP and reenter the program?” CLICK on “NO” if the student has not reentered the program. CLICKing on “YES”, means that the student was an RSSP student at an earlier time (in this fiscal year or in an earlier fiscal year), and then the student left RSSP and returned to his or her sending school and later was involved in some activity that resulted in the student being administratively transferred again to RSSP. If this is the case, a screen will appear that says, “Please enter the dates the student first entered and exited the program.” CLICK on OK. A new section will appear at the lower right hand side of the screen. Please enter the first entry date (mm/dd/yyyy in numerical form as explained before) that the student entered RSSP and then enter the first exit date (mm/dd/yyyy) that the student exited RSSP to return to the sending school. 21. After filling-out required demographic info for a student, CLICK on “ADD” and a screen will appear that says. “ _____ ______ (the student’s name) has been successfully added.” CLICK on OK.

23. When you click OK, the following screen reminds you to report all Services and Outcomes associated with the student just reported. Click on OK.

A SAVE button has been added to each screen located on the top-left hand side of the screen for your convenience should you want to exit the program at any time. You may want to click on the SAVE button if you plan to exit the program at this time.
Note: If you want to print a paper copy of an individual student’s demographics screen, services, or outcomes screen(s), the instructions can be found at Appendix A at the end of this manual.
24 CLICK on the Student’s Name that was just listed in the “Student List” box and then CLICK on the Services file folder. The Demographics Screen information for this student is completed. Move on to the Services Screen of the database. Please note that the information on the program ROE, program name and site name, reporting period, and fiscal year are automatically carried over to this screen.

CLICK on ANY and ALL services that this student received. Alternative Education Plan (AEP) – Each student must have an AEP (Alternative Education Plan) that has been prepared specifically for him or her. The AEP is developed upon enrollment into RSSP. It should include at a minimum the academic, career, and personal goals, and the steps to achieve each goal. It should include the anticipated 1) length of stay in RSSP, 2) when the student transition’s back to the sending school, 3) graduation, 4) completion of a GED, if appropriate, and other program transitions. The AEP should be reviewed and amended at regular intervals and as needed. The AEP should be developed with input from the student, parent or guardian, the RSSP counselor or teacher, and a representative from the sending school. Academic Instruction – Provision of direct academic instructional services, or computer-assisted instructional services, or a combination of both. All students must receive academic instruction. Tutoring – Additional instructional services, usually provided on a one-to-one basis, to supplement regular instruction. Mentoring – Coaching and/or guiding students with their career/educational goals. A mentor can be a peer, an older student, staff members, or a community member who may be employed in the career field in which the student is interested. GED Instruction – Enrolled in an instructional program leading to a GED certificate. Referral to Social Services - The RSSP program may refer the student for services that are provided by government agencies, public or private social service agencies, or community-based organizations. Parenting Classes for Parents (of RSSP students) – The RSSP may provide parenting classes for parents of RSSP students as part of parental involvement in the RSSP program or as needed in individual circumstances on a case-bycase basis. Such classes may be provided directly by RSSP or by referral to another agency. Life Skills Training – This training may include decision-making (critical thinking, problem solving, and communication), social skills, cultural awareness, financial management, etc. School to Work – Career development training, skills training, and/or activities offered by the school to prepare students for jobs or employment.

Parenting Classes for Students - The RSSP may provide parenting classes for students who are pregnant or the parents of children or may refer students for such services provided outside of RSSP. Behavior Modification Training – Any of various behavior management/conflict resolution training systems that help students improve their behavior, manage stress, control anger, and make better choices. Individual/Group Counseling – RSSP programs may provide individual and/or group counseling that may relate to social, emotional, or health problems. Please note that clicking on this rubric indicates that the student received individual counseling, or group counseling, or both. Community Service Participation – This includes RSSP-sponsored or courtmandated participation in individual or group community service projects. These projects may be service learning projects or other volunteerism projects in which student learning is enhanced, the needs of the community are addressed, and the student provides service to the community. Other Services – Any other services provided to the student that have not been described elsewhere. Other services may include drug/alcohol or other substance abuse counseling, or testing that may be provided directly by the RSSP program or within the context of the RSSP program, or may be handled by referral to an outside agency. 26. Go to the Outcomes Screen and CLICK on ANY and ALL outcomes achieved by this student. Please note that this section has specific editing features to assist you in providing valid data. Certain outcomes have parameters related to grade or age of the participant. If you CLICK on an outcome that CANNOT be achieved by a student in a particular grade or age, you will see a box appear with a message detailing either why a student cannot exhibit this outcome or describing the parameters of this outcome.

High School Academic Credit Received – Only high school students are eligible to receive high school academic credit. Advanced in Grade Level – Only elementary students (grades 6 through 8) are eligible to advance in grade level. Elementary Completion (Applies only to 8th grade students) - Check if the student completed school requirements that would qualify him/her to enroll in high school in the subsequent semester following completion. High School Graduation – Only check high school students who have completed all high school graduation requirements. GED Test Successfully Completed –Only check students who have successfully completed the GED test. 21
Curriculum Employment - Only check employment here if it is employment for which the student is receiving high school academic credit. Primary Administrative Transfer Behavioral Outcome – This relates to the primary reason for administrative transfer in the demographics section. Check the appropriate behavioral outcome box that best describes the progress of the student’s behavior while in RSSP. If you check this, the system will ask you to describe briefly the status of the reason for student’s transfer to your RSSP program.) Secondary Administrative Transfer Behavioral Outcome – This relates to the secondary reason for administrative transfer in the demographics section. Check the appropriate behavioral outcome box that best describes the progress of the student’s behavior while in RSSP. Fewer reported incidents More reported incidents Same (Same number of reported incidents) Other (Does not fall in any of the categories listed above. If you check this, the system will ask you to describe briefly the status of the reason for student’s transfer to your RSSP program.) Alternative Education Plan (AEP) – Check YES or NO if the student met the goals or objectives listed in his/her AEP during the reporting period, i.e., during the time that the student was served in the school year consistent with the reporting period. Dropped Out of the Program - The student voluntarily dropped out and left RSSP. Returned to Home School in Good Standing Dropped from RSSP/Sent Back to Home School for Reassignment - The student (who entered RSSP as a suspension-eligible student) violated the rules/policies of the RSSP resulting in him/her being sent back to the home school for reassignment by the home school. It is up to the home school to determine the reassignment. Transferred to DOC. Student has been terminated from RSSP and entered DOC facility.

Transferred to Residential Treatment Programs. Student has been terminated from RSSP and placed in a residential treatment program. Transferred to: TAOEP – The student transferred to a Truants’ Alternative Optional Education Program. Charter School – The student transferred to a charter school. Special Education – The student transferred to a special education program. Private or Parochial School – The student transferred to a faithbased or other private school. Home Schooling – The student will be schooled at home by a parent or guardian. Other Program – The student transferred to another alternative program not already specified and run by another agency not already specified. Moved Out of State Other – Any outcome that has not been covered among the categories listed above. 27. When all outcomes for this student are identified, the information is automatically updated. There are two options to proceed: • • Return to the Student Demographic Screen. CLICK on CLEAR (This clears off the information about the previous student and you can report on the next student), OR Go to the Report Screen.
To update information on a student already entered in the database, CLICK on that student’s name and his or her information reappears on the Demographic, Services, and Outcomes Screens. Add or Change information and then CLICK on Update. 28. Creating Aggregate Reports. The REPORT function provides programs with the ability to run reports of their data. There are four types of reports available in the system: Totals, Student Demographics, Student Services, and Student Outcomes.

The Totals Report provides aggregate data from all your sites showing the number of students in each demographic classification, in each service, and attaining each outcome. Print a Totals Report by Clicking on Print. The Student Demographics Report provides a printout of students’ demographics identified by student name. Print a Student Demographics Report by Clicking on Print. The Student Services Reports provides a printout of student services identified by student name. Print a Student Services Report by Clicking on Print. The Student Outcomes Report provides a printout of student outcomes identified by student name. Print a Student Outcomes Report by Clicking on Print. 29. Creating a Site Diskette (applies only for Multi-Site programs). This function directs a site from a multi-site program on how to create a diskette (of the database information) to send to its ROE, or ISC, or to CPS. The diskette that a 24
site sends to its ROE/ISC/CPS will then be combined with other local RSSP sites by that agency. The ROE/ISC or CPS is responsible for combining its multiple sites and sending a consolidated data file to ISBE. Follow the directions on the screen.

Combining Reports from Different Sites
The directions on this screen are to be used by ROE, ISC, or CPS to combine all site diskettes into one database. Please follow the directions for consolidation of diskettes from each site. This step does not create the diskette to be sent to ISBE. It merely consolidates data from all sites. (See the screen “Create a Diskette/File to send to ISBE” to find out how to create a diskette or electronic file to send to ISBE).

Create a Diskette or an Electronic File to Send to ISBE (This screen is to be used by ROEs with one site programs and ROEs, ISCs, or CPS with multi-site programs) There are two ways to submit the RSSP end-of-year reports to ISBE: 1) Create a diskette and surface mail it to ISBE 2) Create an electronic file on your C:drive and send the file via the “Send ISBE a File” link on the ISBE website
To create a diskette: Put a blank formatted diskette into the computer. Click on the Screen “Create a Diskette/File to Send to ISBE” and CLICK on the Button called “Create ISBE Diskette”.

This creates the diskette to be sent to ISBE. You may want to make two copies of this diskette. Keep one in a secure location in case the diskette gets damaged in transit to ISBE. Mail the diskette to:

The next step is to transfer students into the next reporting period. The picture below shows 2007 data transferred to 2008. The screen automatically gives you the reporting period and the year. It is a default in the system. Only students with no exit dates will be transferred. Demographic information for these students (except the grade level) will be carried over but services and outcomes need to be updated for the current reporting year.

Appendix A HOW TO PRINT INDIVIDUAL SCREENS FOR RSSP STUDENTS
Select the RSSP screen that you want to print so that it is showing on your monitor. Press the PRINT SCREEN key on your keyboard. • It is located on the upper right hand corner, third from the left. • Nothing will happen after you hit the button, the image is just stored in your PC’s clipboard.
Open Microsoft Word • • Click on the WINDOWS LOGO key on your keyboard. It is located on the bottom row of your keyboard on either side of the space bar. It looks like the picture below:

• • • Go to PROGRAMS. Open Microsoft WORD. A new document should have opened, if not, open one.
Paste RSSP Window into MS Word • • • • Hold down the CONTROL key. Still while holding the CONTROL key, press the “V” key on your keyboard. Release both keys. The RSSP screen should now appear in your WORD document. If it does not appear, restart at the beginning of the instructions.
Print the Word Document • From MS WORD, Click on the PRINT icon located on the toolbar.

Close Microsoft Word • • • Click on FILE. Click on EXIT. When prompted to save changes, click NO.
RSSP Application • You should be back at the RSSP application.
