Many States are changing sentencing laws, local budgets are struggling, violence in our communities is increasing, jail populations are becoming more and more diverse, and the concern for public and staff safety is growing-all factors impacting jail overcrowding and polarizing jail populations. Jails are overcrowded not only due to crime trends, but even more so due to the diverse populations we serve and must manage daily such as juveniles, females, mentally ill inmates, maximum custody inmates, gang members, and inmates with complex medical issues.
