The Fairness Doctrine, created by the Federal Communications Commission (FCC) in 1967, requires broadcasters to air contrasting viewpoints on controversial issues. The following legislative and/or regulatory suggestions are proposed as an alternative to the Fairness Doctrine: * Restore local and national caps on the ownership of commercial radio stations. * Ensure greater local accountability over radio licensing. * Require commercial owners who fail to abide by enforceable pubic interest obligations to pay a fee to support public broadcasting.
