Professor Tony Brown (E&EE) gave a lecture on “Ultra wide band communications - a
case study in postgraduate research”

Professor Rob Gawthorpe (SEAES) gave a lecture on “New Insights into Rift Tectonics
and Sedimentation”

Professor Peter Stansby (MACE) gave a lecture on “Research in the School of
Mechanical, Aerospace and Civil Engineering: Examples in Environmental Flows”.

4-6.30pm     Counselling sessions with academics (mostly E&EE but some MACE) and
general enquiries/other disciplines with Ian Bradley

37 people attended at some point during the afternoon although a few did not go into the
talks as they were interested in non EPS subjects. Moreover a few people arrived after the
talks had ended but in time for some counselling. Two of those attending were graduates
who were:

Dr Lee Sze Wei (UMIST PhD in EE&E with Dr David Green in 1998) who was now on the
academic staff at the Malaysian Multimedia University (which Tony Brown was invited to
and did visit).

Dr Lim Yun Seng (UMIST PhD in EE&E with Prof Nick Jenkins in 2001) who was now
Senior Design Engineer for Transmission Grid Venture.

There were 2 boxes of PG Prospectuses and 1 box of UG Prospectuses at the hotel for
distribution (this proved to be about right as spare prospectuses were used for the alumni
event and subsequent meetings) but School representatives also brought one or two
copies of School literature. There were also some promotional leaflets on the University.

Representatives from the British Council were not able to be present (given other
commitments) but our Malaysian agents (MABECS) did attend (3 representatives). The
British Council contact was Frances Yee (2723 7964) and the MABECS contact was
Nimmi (Tel: 7956 7655 and office manager is Ivy).

Meeting with MARA (10am)

Second Deputy Director Rusnah was unable to join us so the MARA delegation was led by
Nik Noraizah Binti Hassan (Principal Assistant Director) along with two colleagues from the
counselling side.

According to MARA, 67 students are sponsored by MARA at present at UoM (996
students in the UK in total) mostly in Engineering but also Computing, Management and
Medicine. Increasingly MARA are looking for more countries/places to send students (e.g.
Australia, Indonesia and Russia) to get as much value for money as possible. Many
medical students already study in Ireland. In 2003/4 there were 700 new MARA students
across the world, 3000 continuing students and 250 graduating students (all according to
MARA 2003/4 figures - although the graduating figure may be low given the timing of the
update of the figures overlapping with some graduations). Any decrease in fees or forms
of financial assistance would help to increase (or at least maintain) the numbers coming to
the UK. Other comparative figures (note: are changes for current year) are Australia 105
(new), 232 (continuing) and 14 (graduating); Indonesia 95, 264 and 9; Ireland 32, 216 and
30; USA 17, 281 and 23.

UoM has no quotas for international students and entrance is based on merit (except for
Medicine). MARA has no quotas in terms of UK universities although it is increasingly
constrained by UK costs.

MARA interviews each student (although not by specialist engineers) and would like more
information about engineering (e.g. what engineers do, why engineers are important and
what makes a good engineer) which UoM could provide more information about (Note: It
also subsequently transpired that MARA would also be interested in similar information
relating to medical students – especially what was looked for at interview so that they
could help to select those likely to go forward). It was noted that there is more information
about Science and Engineering in the media in Malaysia which may help to attract more
students into these fields.

MARA was concentrating more on sponsoring UGs at present (with students expected to
have attained ABB at A-levels or 36 points at IB to be able to go overseas) given budget
contraints (given the exchange rates) but they hope to support some PGs (again) in the
future but need to guarantee support to UG students already in the MARA A-level
(foundation) programmes in the first instance. In 2004 the exam results for A levels were
lower than previous years so some students remained in Malaysia for their first year (e.g.
on twinning programmes) in the hope they could improve their performance levels before
going overseas.

MARA were interested in the costs of living (especially for accommodation). Students
receive 393 pounds per month for 12 months. UoM accommodation costs were quoted as
45-85 pounds. MARA were particularly interested in shared rooms as they were less
expensive.

MARA asked all students to give them their results but did not always receive them.
Subject to UoM receiving confirmation of permission to disclose results to MARA, UoM
should be able to provide annual (possibly by semester) exam results in a timely fashion
(i.e. end of July). The crucial cases would be those resitting (or needing to repeat) where
MARA may wish to cease sponsorship.
Alison stated that any transfer from programme to programme would be communicated to
MARA for approval. May need to define a difference between minor changes (e.g.
changing a specialism within a School) and major changes (e.g. to a different School).

MARA sponsorship has less strings attached compared to JPA (e.g. for PhD sponsorship
JPA require students to work for them after graduation but MARA have no such condition)
as part of their mission is to encourage entrepreneurial thinking and development (e.g. to
set up a business when they return). Many UoM UG students have the opportunity to take
Enterprise modules within their degrees. MARA liked the sound of this - may be interesting
to see international student take up of such modules.

MARA now encourage 4 year MEng study from the start of the programme for those
wanting to attain professional engineering status. If the offer letter says 3 years then will
give 3 years sponsorship although can change part way through.

MARA were interested in students gaining practical experience. This was gained in a
number of ways including industrial visiting lectures, carrying out laboratory work on
campus, vacation, work and a year in industry as part of the programme.

There was some concern over PhD completion rates.

MARA would welcome a single point of contact within UoM.

Various academic colleagues from UTAR also attended including Dr Ir Ng See Seng who
is a UMIST Advanced Manufacturing Technology MSc graduate from 1987.

UTAR was founded 2 years ago to help meet university enrolment demand in Malaysia. It
already has 8000 students of which 1000 are in the Engineering Faculty which has its own
campus built one year ago. Teaching is in English (unlike some subjects at public
universities). UTAR has grown out of TAR College which was said to be strong in
Electronics and Construction.

Engineering courses are 4 years and students are only up to year 2 so far and thus not
interested in PG as yet (also courses are not accredited yet as they cannot be evaluated
until students have reached the final year). The model for their course structures was
developed by Professor Gray from University of Sydney.

Electronic Engineering, Construction Management, Biotechnology and Chemistry are the
programmes as present with Mechanical, Manufacturing, Materials, Electrical & Electronic
Enginering, Electronic & Communication Engineering, Biochemistry plus Civil, Chemical
Engineering and Biomedical Science to come on line later. UTAR would be pleased to
recruit any PhDs student on to their staff in the near future (flag up to Careers Service).
The facilities are currently for UG studies but UTAR would like to develop research.

Their fees (felt to be about £1,400) are amongst the cheapest in private universities as
they are run on a not for profit basis (although start up/estate costs were provided from
public funds/donations) which is one key selling points. The Engineering & Science Faculty
does not cover its costs but receives subsidy from other parts of the university (e.g.
business).

Demand for Engineering graduates is changing with a drop off in Civil Engineering and
Computing but good opportunities in E&EE and, especially, in Mechanical/Manufacturing
Engineering and Oil & Gas work.

UTAR does have a limited staff development programme at present with 5 staff studying
away on Masters' programmes and 10 on PhDs.

There may be some opportunities for staff to act as external examiners (at UTAR or other
Malaysian universities - some already do) if this was felt to be strategically important.
There could be some student recruitment (both direct and indirect - more
recommendations to study at Manchester) and research collaboration opportunities (and
travel expenses would be paid).

No direct actions unless EPS wants to follow up on any external examiner potential.

Summary:

1.    Cyberjaya is a new town about 25kms from centre of KL. Founded 10 years age to
      attract ITC into the area. Heavy investment from the Government to encourage
      inward investment. Still growing, typically companies close to the university are
      Ericsson, Nokia, BMW design centre, etc.
2.    The University was founded 7 years ago. It has ~16,000 students of which 1500 are
      MSc/PhD.
3.    10% of undergraduates are overseas - mainly from Indonesia, Thailand, Africa and
      Middle East. They wish to grow this to about 30% of the student population.
4.    The University was privately financed from Malaysia Telecom (although Malaysia
      Telecom is about 70% government owned). It is now a self sufficient organisation.
5.    The Faculty of Engineering has two campuses Cyberjaya and Malacca. At
      Cyberjaya they mainly teach electronics and communications but some small power
      engineering also taught. IT is a separate faculty. At Malacca mechanical and
      electronics principally taught.
6.    The combined intake into Engineering is nominally 700 undergraduates 50/50 split
      between the two campuses.
7.    In terms of teaching they are well equipped. Strong links with major companies -
      Nokia have donated a GSM base station, Intel lab (workstations), Alcatel ATM kit -
      so the undergraduates get strong exposure to commercial equipment.
8.    From a research viewpoint they are accredited to give MSc and PhD. An MSc is
      available as a research based degree. It was difficult to judge the quality of the
      research - saw some reasonable communications and optical work but looked very
      limited in scope. Generally research is not extensive and research facilities not
      impressive. Note that they have 60 academic staff but only 40% qualified to PhD
      level.
9.    Telecom Malaysia gave scholarships for students to study overseas. However they
      no longer fund undergraduate overseas training except in exceptional
      circumstances. They still fund MSc/PhD overseas.
10.   A three year BEng degree is not recognised by the professional engineering
      institutes in Malaysia - it must be four years training. There has been some
      problems with the UK 3-year degree through this in the past.
11.   There is considerable enthusiasm, not surprisingly, to grow co-operation at PhD
      level - a number of points were raised including joint supervision or a 4 year PhD
      one year in Malaysia the rest in Manchester leading to the award of a Manchester
      degree… there may be other possibilities.

might offer some opportunities in the area of Communication Engineering MSc training)

Note on Petronas

The VP for Education PETRONAS together with University Technology PETRONAS (UTP)
personnel were on an overseas trip and were only back in Kuala Lumpur on 28th February
2005. Petronas’s London Office was able to arrange for representatives of Education
Sponsorship Unit, PETRONAS to meet the delegation. They were

Mr Yahya Talla (Senior Manager (Oil Business), Group Audit) has connections with
Education and is also quite close to the President of Petronas.

Mr Ibrahim Apandi Yaacob is Manager of the Industrial Training & Career Placement in the
Education Sponsorship Unit and has been a leading Student Adviser (including time in
Glasgow).

Ms Faridah Hj Mahfoz is Manager of Planning & Research in the Education Sponsorship
Unit.

Ms Sharifah (Sherry) Fairy Shahab is the UK Desk Officer in the Education Sponsorship
Unit.

16 students are at UoM at present (the largest concentration is at Sheffield). Petronas
currently supported 1000 students per year with 500 going to UTP, 300 to other Malaysian
universities and 200 going to overseas. 20 medical students go to the UK each year at
present - medical students mostly not used by Petronas but sponsored for national good.

Students do have some choice over where they study although Petronas want students to
go to a good university but also want students to be distributed. The first point is the most
important but the second does mean that Petronas do not want to concentrate students
too much. They also want students to mix with other international students.

Petronas want to send more medical students to the UK - technically as many as they can.
Need to follow up and respond to Petronas on this point. Quality is not a problem (e.g.
some will have 5 A's at A level - most Petronas students will get 3 A's). There is a student
(Maria Rita Talla) who has applied at present, has offers from other universities but not
Manchester and seems particularly keen on Manchester.
Petronas sponsor three A-level groups and one IB programme group (100 students likely
to go overseas to study). The selection process has been developed over a number of
years and they have moved from recruiting scholars to selecting scholars and thus the
quality has improved - most will get at least 3 A's. Petronas would welcome UoM visiting
the Colleges to promote their programmes (especially in Geology). It may be good to send
an academic to visit for a few days - may need 3 days to get around the colleges as they
are distributed around the local area.

Petronas are keen to focus more on petroleum geoscience side (including geology,
petroleum engineering and geophysics) - 30% of all funded students - and also
Mechanical Engineering side at present. They are also looking to expand on Accountancy
students although they do not appear to be dealing with UoM at present. More information
on these areas sent to Mr Ibrahim Apandi Yaacob and/or the London Office contact would
be welcome (may make contact with us in any case). Petronas may want to get students
to transfer from E&EE or Chemical Engineering into Geoscience type programmes (may
be also from other universities). Timing will be important for this.

They were now not so keen on Civil Engineering or Electrical Engineering as there was a
surplus of graduates at present.

There are two sponsored PG programmes. One is managed by the HR side of Petronas
and is particularly in the area of management and economics (might also be some
continuing professional development opportunities - e.g. Rob Gawthorpe had some
discussions about delivering such courses). Mr Zahuran (responsible for staff development
within Petronas) is due to be in London in early March (6 and 7?) and should be keen to
meet with UoM staff when there - probably especially from Humanities (note: Associate
Dean, Mike Emmerich, is normally in London on Tuesdays).

The second area would be through the university (UTP) especially in terms of their
academic staff development. UTP is 100% owned by Petronas but they also want
internationally experienced staff and thus want to send scholars to many universities
around the world.

Both Petronas and UTP would be interested in considering research collaborations. TRM
(Technology Research Management) arm is headed up by Dr Zainal Abadin Cassin who is
also about to become Rector of UTP so he would be well worth meeting.

Note on UTP: UTP offers bachelors degrees in six areas. These are Electrical and
Electronic Engineering (including Instrumentation & Control and Computer Systems),
Mechanical Engineering (including Automotive, Mechatronics, Materials, Manufacturing
and Petroleum), Chemical Engineering (including Process, Environment and
Petrochemicals), Civil Engineering (including Urban Engineering and Building &
Construction Technology), Information Technology (including Financial Management and
Corporate Management) and Information Technology (including Financial Management

The meeting was in the Vice President’s (Investment Management) office (Mr Nik Ibrahim
Mohamed) located on level 4 of their Head Office. (Under the recent restructuring
exercise, the University Tenaga Nasional (UNITEN) now comes under the Investment
Management Division of the parent company Tenaga Nasional Berhad or TNB). The Vice
Chancellor of UNITEN (Prof Zainul Abidin M Sharif) and a representative from Human
Resource Development at TNB (Rohana Rahman) were also present at this meeting.

TNB is sponsoring 92 MSc students and 20 PhD students at present although many are in
Malaysia because of the cost of sending them elsewhere. Of those going overseas, most
are doing technical subjects. The TNB Human Resource Group are responsible for these
students (Rohana is responsible for them in the UK - she should also be a good contact in
terms of any unpaid fees) but UNITEN manage their own arrangements separately for
their academic staff's development.

UNITEN said there are 9 students at UoM at present. 4 are doing PhDs in EPS and the
others are studying MBAs.

UNITEN would like to explore awarding joint PhD awards - this would need to be referred
to Professor Munn as VP for Teaching & Learning. There was sometimes an issue over
bench fees with additional costs being incurred over the duration of the programme. It was
agreed that the project needed to be planned better with all costs clear from the beginning
and which software/equipment was to be used to ensure compatability with
equipment/facilities available back in Malaysia (e.g. software was being purchased with
the bench fees when different software/systems were available back at TNB/UNITEN).
UNITEN have some UG exchange programmes with the USA. UNITEN is the likely to
restrict its student numbers to 7,000 in total as it is specialised (electrical power, IT and
business/accountancy). TNB is focussing on its core business at present (electrical power,
generation and transmission) - one could summise that there is not a huge amount of profit
in power generation in Malaysia at present (as in the UK) and so the industry was being
conservative with its investments. TNB does have a research centre (TNBR) which, to an
extent, is part of UNITEN's postgraduate school. UNITEN would be happy for a delegation
to visit their campus (about 30 minutes from KL centre) on a future visit to Malaysia.

The re-signing of agreement between UoM/EPS and TNB (formerly signed through UMIST
initially) was not done at TNB's request although they did not suggest that there was a
specific problem with it. They just might like to see more developments (e.g. joint degrees).
The EPS representatives felt that there may be some personnel changes ahead within
TNB/UNITEN given the recent internal restructuring and were not too concerned at this
time about not renewing the agreement (and would honour the existing one for the
students already studying).

Note: The Minister should be in the UK on March 12th for the event in Manchester.

Dr Hassan is a VUM BSc graduate in Mathematics from 1979 who then went on to Brunel
University for an MSc. He has been a leading academic in Malaysia (including a Deputy
VC post) prior to becoming Minister for Higher Education.

The (A?) Deputy Director, Dr Ismail is also a VUM PhD graduate from IDPM (research
related to transport). He has responsibility for university governance issues in Malaysia.
Also at the meeting was a Mr (?) Ibrahim but neither had cards as they had all recently
moved offices to Putrajaya and were still awaiting phone numbers and email addresses.
There are currently 17 public universities and 26 private universities in Malaysia but the
country is still expecting to be short of well qualified engineers.

Dr Hassan was keen to see a number of developments:

(1) He wanted more engineers to have international recognition and to have broader skills
including communication and enterprise skills.

(2) He would like to see more international (i.e. non Malaysian) students studying in
Malaysia. There were currently 33,000 and he would like the figure to triple over the next
few years (exact time period not stated). He would also like to see more student
exchanges (including more UK students coming to study for one or two semesters in
Malaysia).

(3) He would like to see more research active academic staff in Malaysian universities
(and for more academic staff to have PhDs although this was proving expensive in the UK
given the exchange rate - 7 students could now be supported for the cost of 10 a few
years ago). Staff at universities can get research grants but many are awards across a
number of Malaysian universities although they can pay for external "consultants" (e.g.
academics from UK universities). A research grant of 35m ringits (£5.5m) was quoted as a
recent example of a inter-university award.

(4) He would like to see joint programmes between Malaysian and UK universities which
could be marketed throughout the wider region (e.g. emerging markets in Vietnam). These
programmes could be taught in Malaysia with UK input and suit universities without branch
campuses already in the region.

Dr Hassan felt that UKM was probably the strongest for Engineering and he said he had
not just said this because the Dean of Engineering from UKM (Universiti Kebangsaan
Malaysia - the National University of Malaysia) was present at the meeting. He also
mentioned was UTM (Universit Technologi Malaysia) and one other (probably University of
Malaya) with USM (Universit Sains Malaysia) in 4th.

Dr Hassan Basri from UKM had been invited to the meeting as he was Chair of the Council
of Engineering Deans in Malaysia (41 members). The Council meets 4 times per year.

UKM was founded in the 1970s as there was huge popular support/pressure at that time to
have a university with teaching in the Malay language. Whilst this is still constitutionally
enshrined within the statutes of the university about 50% of the teaching is now carried out
in English. The university started with Arts and then Natural Science (now two of the three
largest faculties out of 11 in total) but Engineering was not started until the 1980s. UKM
now has about 21,000 students including 8,000 PGs (and about another 9,000 external
students). About 65% of UKM's academic staff have a PhD although their target is 75%.
The staffing body is quite young and new academic staff must now have a PhD to be
appointed. A delegation from UKM visited the two precursor universities to UoM in 2004
and met with Professor Gilbert amongst others. UKM has links with a number of
international universities but has a particularly strong link with a German university
(University of Duisburg-Essen - itself a recently merged university) with whom they have a
double degree awarding programme.

A visit to UKM should probably be organised for a future visit.
Dr Ismail mentioned that there had been some concern a few years ago about some
sponsored students (from JPA) in Medicine who had failed courses. This was not followed
up further at the meeting.

A meeting with Tim Westlake and Fran Halliwell should be organised as soon as possible
to report back, follow up and plan ahead. It would also be sensible to involve Chris Cox

should be planned.
