First government offer and counter claim 23 November 2007 On 23 November 2007 the Government presented the following counter claim to the CSA. Clause Government Claim 3 year term Term of agreement Salaries • 4%, 3.75%, 3.5% • No flat rate increases • No back pay for employees who leave an organisation prior to the registration of the agreement Hours • Expand ordinary span of hours to 6.00am to 7.00pm • Provision of the capacity for an employer to end the operation of an alternative working arrangement, including 9-day fortnights, with one month's written notice • Clarification of employer's capacity to vary the day on which an employee is to take their RDOs under a 9 day fortnight arrangement, subject to one month's written notice Travel • Amend travel allowance provisions to require the use of corporate allowance credit cards as the primary means for paying for accommodation and meal expenses. Capacity to access reimbursement of expenses where corporate credit cards cannot be used • Clarify capacity for employee to be reimbursed travel expenses where they were only partially responsible for accommodation and meal expenses Inclusion of a clause addressing the recovery of overpayments by an Recovery of employer and the recovery of underpayments by an employee overpayments and underpayments Replace existing arrangements for the payment of annual leave loading Annual leave with a single common date for the annual payment of leave loading loading Cap the number of days of personal leave an employee may use for caring Personal leave purposes to no more than 300 hours leave per annum. An employer may, however, allow the use of additional personal leave, where accrued, for caring purposes in special circumstances Commencemen Change the definition of night shift to "a shift commencing at or after 6.00pm and before 6.00am" and change the definition of day shift to "a t time for day shift commencing on or after 6.00am" shift Facilitative provision to remove need for alternative flexible working Alternative arrangements to be contained in an ASA flexible working arrangements
