on one unfortunate incident,‖ he said, referring to the death of political aide Teoh Beng Hock.

He was speaking to reporters after chairing the National Finance Council meeting yesterday. He was asked to
comment on the pressure, criticisms and threats faced by the MACC and its personnel since Teoh‘s death.

Apart from criticisms hurled by the public and political parties, the MACC officers had also received death threats.

Last week, a four-wheel drive vehicle belonging to the commission‘s branch in Klang was damaged in a Molotov
cocktail attack.

―We should not be quick to accuse or pass judgment against the commission so much so that people start to
question its credibility. Leave it out of political games and let the officers do their job,‖ he said.

Najib said the Government had been transparent in dealing with the issue.

He said holding a Royal Commission of Inquiry and an inquest into Teoh‘s death was a testimony of such

KUALA LUMPUR: Corporal punishment should be the last resort in the enforcement of Syariah laws against
women, Datuk Seri Najib Tun Razak said.

The Prime Minister said it should be based on compassion, mercy and tarbiyah or education purposes.
―Islam is a religion of compassion and mercy. It is not about corporal punishment. That is the last resort.

―That‘s how it should be practised. We must not go overboard,‖ he said at the national Women‘s Day celebration at
the Kuala Lumpur Convention Centre, last night. Najib also said Islam practised fairness, justice, mercy,
compassion and provided a sense of opportunity for one to redeem and correct oneself.

―That‘s more important than punishment. Hopefully, the right people will hear what I say,‖ he said, adding that
women should not be victimised in the enforcement of Syariah laws.

Najib also announced the National Women Policy 2009 which emphasised on a conducive environment to ensure
active and effective women‘s participation as well as gender equality.

Earlier in Putrajaya, Najib said Kartika could still appeal against the Pahang Syariah Court‘s decision to whip her.

She should not resign to the fact that such a sentence had been meted out on her,‖ he said. ―I feel that she should
not be too quick in accepting the fact that she has been punished. ―Actually there is still an avenue for her to
appeal. The authority concern is always sensitive and considerate,‖ he told reporters after chairing the National
Finance Council yesterday.

On July 20, the Pahang Syariah High Court had fined Kartika RM5,000 and ordered her to be given six strokes of
the rotan after she pleaded guilty to drinking beer at a hotel in Cherating last year.

The 32-year-old part-time model was to be caned on Monday but religious authorities decided to defer the
sentence in view of Ramadan.

PUTRAJAYA: The Home Ministry needs to study the proper procedures before carrying out a caning sentence on a
woman according to Syariah law, minister Datuk Seri Hishammuddin Tun Hussein said. ―We don‘t have the
expertise, I have to admit.

―I will not allow the sentence to be carried out if we do not have the knowledge to do so. This needs to be
discussed with the relevant authorities first,‖ he said at a press conference at his ministry, here, yesterday.

Part-time model Kartika Sari Dewi Shukarno, who was fined RM5,000 and ordered to be whipped six times for
consuming alcohol in a hotel last year, had her sentence deferred until after Ramadan as a mark of respect.

Najmuddin Mohd to reduce street crimes by 20% by the end of 2010, had been formed. He added that the
secretariat was formed to achieve one of the six national KRAs announced by Prime Minister Datuk Seri Najib Tun
Razak last month.

PUTRAJAYA: Local authorities in Sabah and Sarawak will receive annual grants from the Federal Government
from next year to help them provide better services and facilities to the people.

Prime Minister Datuk Seri Najib Tun Razak said the move would cost the government an additional RM62.8mil
annually but the ―returns‖ were higher as the people of the two states could enjoy improved services.

―We hope this will enhance services and facilities offered by local authorities in Sabah and Sarawak,‖ he told
reporters after chairing the National Finance Council meeting here yesterday.

Currently, only local authorities operating in the peninsula are given Federal Government grants while their
counterparts in Sabah and Sarawak receive financial aid from their respective state governments.

Najib, who is also Finance Minister, said the Federal Government had decided to provide similar grants to the local
authorities in Sabah and Sarawak as they shared the same responsibilities as those in the peninsula.

He also said the government had decided to convert loans taken by states for ―non-profitable projects‖ into federal
―States that had taken loans to carry out projects to supply water to rural areas will benefit from this. We will also
increase the quantum of service payment given to state governments for carrying out federal projects,‖ he said.

The payment, given to states for the implementation of federal projects, has been upped from 5% to 10% for states
in the peninsula and to 12% for Sabah and Sarawak.
The Prime Minister also said the federal government would continue to provide assistance to states which face
financial problems, particularly in meeting their operating expenditure, irrespective of whether the state was under
Barisan Nasional or the Opposition.

―When it comes to public interest, welfare and well-being, we do not differentiate between Barisan or Opposition-
run states. Assistance will be given to those who need it,‖ he said.

On another matter, Najib said the government had yet to receive any proposal for the construction of a bridge
linking Malacca to Dumai in Sumatra, adding that all he knew about the project was that it would be a private sector

PETALING JAYA: A three-year-old child has died of the influenza A(H1N1) virus, bringing the total number of
deaths to 70.

As at 9am yesterday, 52 new patients had been admitted for influenza-like illness, said Health director-general Tan
Sri Dr Ismail Merican.

The child‘s death, he said, had been confirmed by the Mortality Review Commit-tee.
―On Aug 12, the child sought early treatment in the hospital after experiencing seizure and cough for two days.

―The child was admitted to the Intensive Care Unit and was given Tamiflu treatment after the patient‘s condition
deteriorated on Aug 13,‖ he said in a statement yesterday.

The child had tested positive for H1N1 on Aug 17.

However, the child died on Aug 18 due to H1N1 encephalitis with cerebral oedema and multiple organ failure, he

Dr Ismail said 1,345 patients with influenza-like illness were seeking treatment at 82 hospitals including a private
hospital nationwide.

Of that, 202 patients (15%) had tested positive for H1N1.

―Of the 202 cases, 42 are in ICU and 38 cases (95%) had risk factors such as chronic disease (15 cases), obesity
(nine cases), diabetes (six cases), children or babies (three), pregnant or postnatal (three) and Down Syndrome
(two cases),‖ he added.

SOME residents in Section 8, Shah Alam, have found their own plot of land to carry out farming under Tenaga
Nasional Bhd (TNB) high tension cables near Bukit Cerakah.

The land is behind the residents houses and outsiders were discouraged from applying for the plots.

―Some of the other residents also wanted to farm and applied for permission from TNB, with recommendation from
the Shah Alam City Council (MBSA) and the JKKK.

―It is a good idea as the land is being put to use instead of being left idle,‖ Rock said.

The 1.5ha plot of land is being turned into a community orchard for everyone to enjoy.

THE developer of the proposed project on the FAS field in Kelana Jaya has been given until Friday to pay the
premium of RM4.8mil before any building plan is approved and for construction to begin.

The issue was a hot topic during the Petaling Jaya City Council‘s (MBPJ) Full Board meeting yesterday when it
was brought up by councillor Cynthia Gabriel.

―Our concern is that the process of the land conversion was done in a hurried manner and did not involve public
consultations or hearing to determine if the land should be left as recreational or rezoned to commercial,‖ said

Meanwhile, All Petaling Jaya Residents Association Coalition (Apac) chairman Liew Wei Beng, who was present,
said he was unhappy over the decision made by MBPJ.

―I am disappointed that MBPJ did not follow the right procedure. The One Stop Centre (OSC) meeting should not
even consider giving them the conditional approval.

―The developers should be made to pay up in full before any approval is given,‖ said Liew.

MBPJ said the approval was only for the 92 shoplots and not for the two high-rise office blocks. A fresh application
with traffic impact assessment must be submitted for the office blocks.

Among other conditions put forward by the council was that the developer must contribute towards building a
flyover to solve the traffic problems and upgrade the road in the area to a signalised junction.

The building of the ramp is estimated to cost RM19mil and the developer was only asked to pay RM1.02mil.

Petaling Jaya Utara MP Tony Pua questioned MBPJ‘s engineering department on how the amount was calculated.

In response to this, Roslan instructed the department to check the calculations again.

DISGRUNTLED Pasar Ramadan traders disrupted a meeting chaired by Kajang Municipal Council (MPKj)
president Datuk Hasan Nawawi Abdul Rahman on Monday to hand over a memorandum of protest.

The group had earlier arrived at Menara MPKj to voice out their dissatisfaction over the failure to obtain business
licences to trade at the Tesco Kajang carpark. They barged in an hour after they were told to wait for Hasan

                                                                and that MPKj practised double standards.

                                                                ―The traders have been conducting their business
                                                                at the same spot for five years. They even agreed
                                                                to move last year because there were complaints of
traffic congestion.

―We consulted three lawyers this year, one of them a former panel lawyer for MPKj, and were instructed to only
apply for the business permit because the land is private property. On July 13, we received a reply to the letter we
sent that our application was being processed,‖ said Omar.

―Based on this, we rented out the lots to 125 traders. As the organiser we rent the lots from Tesco at RM200 and
lease it to the traders at RM300, to cover the RM77 business permit and RM5 for lot markings.

―However, we received a reply on Aug 12 that our application was rejected without valid reason. We have no
choice but to continue as we have collected the money from the traders and we don‘t see any reason why we
should discontinue our operations,‖ he added.

Omar also said MPKj charged a hefty fee for the business permit when the Kuala Lumpur City Hall only charged
RM14 for Pasar Ramadan traders. The RM77 fee was an annual sum, he added, and by right, traders should only
be charged RM6.50.

Hasan Nawawi said although the organisers claimed the carpark was on private property, the business permit still
had to be issued by MPKj and the council had the last say.

―The business permit is only RM65 each and none of the other traders operating at the 44 other Pasar Ramadan
locations under the municipality have complained.

―Omar‘s claim that MPKj has charged RM77 isn‘t accurate. Furthermore, the traders there are now unlicensed
operators and the council has a right to stop operations,‖ he added.

FEAR of possible sand-mining activity and issues over a development project in Taman Sri Kuching, off Jalan
Kuching, are worrying residents of Taman Sri Kuching and Taman City in Kuala Lumpur.

The project, which is set to be completed in 2012, includes apartments, retail lots and offices. The site, located
along Jalan Matang 3, was fenced up last year.

Due to the activities at the site, Yap said mud washed down by the rain got deposited in front of their homes, and
residents feared the condition could become worse in future.

The Kuala Lumpur City Hall‘s (DBKL) lack of transparency in handling the matter also adds to the residents‘

Resident Y.C. Yong, 43, said when he called the DBKL two weeks ago, an officer from the planning department
claimed there was no such project in the area.

However, Yong said, the plan was approved and the developer was carrying out work on it.

―There is so much discrepancy in the information we get from the DBKL regarding this project.

―The project is a high density development in this area. By right, this area should have 64 people per acre but
looking at the plan, it will have to accommodate about 400 per acre.

―How is that possible when the zoning is classified as non-commercial?‖ Yong asked, adding that the developer did
not have any meeting with the residents in the area to discuss the development project.

Meanwhile, site supervisor Alvin Choong said all the legal documents for the project were in order and they were
now removing earth for the foundation work.
He said they were not selling sand or earth but were just transporting the excavated earth to another site in

―We have all the documents to prove that this is a valid project approved by the DBKL.

―But, I understand that we cannot stop residents from voicing their grouses concerning the project,‖ he said during
a visit to the site.

Choong added that the developer‘s land extended to the gate of the houses along Jalan Masang 3, but the
developer was not making an issue of it.

Lim said he had written a letter and sent photos of the place to the DBKL, requesting that the local authority look
into the matter closely.

AMPANG Jaya municipal councillors will hold meetings with residents‘ action committees (JKP) in the Teratai state
constituency to discuss the fate of more than 20 public halls in the area.

Teratai assemblyman Jenice Lee said the halls, previously used by some political parties, had been taken over by
the Ampang Jaya Municipal Council and could now be used by the public.

to save the Dewan Orangramai Taman Putra last week and today we are able to hold this Ramadan charity event
here because of their efforts,‖ she said.

Lee said JKP members, led by councillor Jennifer Tnew, held a gotong-royong to paint the hall, repair broken
doors, windows and the ceiling, and clean up the grounds.

The refurbishment exercise, costing nearly RM10,000, would be paid for under the Adun‘s allocation, Lee added.

Lee said many of these halls were located in fields and those found unsuitable for repairs would be torn down.
―Halls that are torn down will leave a wider field space which we will clean up and get properly landscaped so
residents can play games, exercise and have recreational activities.

―We do not want to leave the dilapidated halls idle as this may attract undesirable characters like drug addicts,‖ she

On the Ramadan event, Lee said 50 single mothers and poor families in Teratai had been identified to receive
grocery supplies from Pekawanis.

Salbiah, who handed out the donation, said each box of supplies, consisting of condensed milk, Milo, oil, rice and
flour, was worth RM70. ―Pekawanis, which was formed in November 2008, has initiated the Laman Dapur
programme aimed at helping single mothers and the poor.

―We will also be launching the Jejak Amal project in November to benefit charity homes,‖ she added.
The Laman Dapur project encourages the poor to plant herbs and vegetables in their garden and the fruits of their
labour would then be sold to Pekawanis so they could earn an income.

Salbiah said the Jejak Amal project would involve motorists to help collect donations for charity homes.
She also handed out a little booklet entitled Menggali Perbadanan Syurga to the recipients.

Also present at the event were councillors Dorothy Cheong Chye Wah, Dr Fam Seng Choy, Tnew and S.

PUTRAJAYA: Home Minister Datuk Seri Hishammuddin Hussein revealed yesterday that the ministry did not have
the expertise to execute caning sentence under syariah.

"Not a single prison officer is qualified to execute the punishment," he said.

"I admit that we don't have the expertise. It is impossible for us to carry out the sentence as we do not have the
skills or expertise," he said after chairing his ministerial meeting on the National Key Result Areas yesterday.

He said the ministry was originally under the impression that the caning would be conducted by syariah experts
rather than the Prisons Department.
Hishammuddin added that the ministry's secretary-general Datuk Mahmood Adam would be discussing the matter
with the Islamic Development Department, the syariah court and other experts on the matter

"In executing the laws under our jurisdiction, we must have all the skills. Frankly, where this matter is concerned,
this case is a precedent for the Prisons Department.

"I have told the prison authorities to study and inform the relevant bodies of this inadequacy."

Kartika Sari Dewi Shukarno, 32, a part-time model and mother of two, pleaded guilty at the Syariah High Court in
Kuantan to consuming alcohol in public.

She was fined RM5,000 and sentenced to six strokes of the rotan.

However, the caning was postponed on the advice of Syariah Chief Judge Datuk Abdul Rahman Yunus who said it
was not suitable to carry out the caning during the fasting month.

Hishammuddin said he would prepare his men for the responsibility.

"But if I am still not happy (with the readiness of my officers), then that is the reality. This is all new to us. Our
officers have not had to face this situation before.

"It is all about being fair in carrying out a punishment. Islam asks that it is carried out in all fairness and according to

KUALA LUMPUR: Civil servants are hoping for bonus payment from the government before Hari Raya Aidilfitri
although the 2010 Budget will only be tabled on Oct 23.

for the government to pay a bonus.

KUALA LUMPUR: Doctors at private clinics have been told to refer influenza A (H1N1) patients to government
hospitals if they do not have the anti-viral drugs to treat them.

Health Minister Datuk Seri Liow Tiong Lai, who is scheduled to meet private clinic and hospital doctors this week,
said doctors must be on the alert and take immediate steps to treat people in vulnerable groups with Tamiflu.

He said the ministry would rope in the Malaysian Medical Association and Association of Private Hospitals
Malaysia to cooperate with the ministry in battling the pandemic.

"We cannot take this pandemic lightly and neither can our frontliners.
"We need to continuously monitor the situation and act accordingly as our aim is to protect Malaysians and ensure
that they are treated effectively and immediately," Liow told the New Straits Times.

Liow assured Malaysians that the ministry would ensure that there would be enough supply of anti-viral drugs and
H1N1 vaccine to meet demand. "We are hoping that 9Bio would also go into the production of vaccine eventually,"
he said, adding that they had to be on the top of things and be prepared for virus mutation or the prevalence of a
new virus.

9Bio (Ninebio Sdn Bhd) is a wholly-owned government company focusing on the research and development of
vaccines, natural products and services.

He said the ministry was well prepared for the worse scenario and it had already put in place some strategic plans
to handle the pandemic if it hits a large number of the population or was faced with a second wave which was said
to be more serious and virulent.

"We will concentrate on strengthening treatment and get all doctors to understand the symptoms and treat patients
appropriately so as to reduce the mortality rate," he said.

Meanwhile, another death was recorded yesterday, bringing the death toll to 70.

Director-General of Health Tan Sri Dr Ismail Merican said 52 new cases of influenza-like illness (ILI) were admitted
to hospitals while 162 ILI patients were discharged, leaving 1,345 ILI patients still under treatment in 82 hospitals

Dr Ismail said of the 1,345 patients in hospital, only 202 or 15 per cent had been confirmed as H1N1 positive, and
42 of these cases were under intensive care.

"Of the 42 cases under intensive care, 38 are in the high-risk category, having chronic illnesses (15), being obese
(nine), suffering from diabetes (six), being children or infants (three), women who are pregnant or in the post-
delivery period (three) or suffering from Down's syndrome (two)."

The World Health Organisation had reported a total of 239,397 H1N1 cases with 2,578 deaths worldwide as of
yesterday, indicating that the pandemic was still active.

KUALA LUMPUR: The syariah court must dispense justice with compassion and fairness in upholding the
principles of Islam, Prime Minister Datuk Seri Najib Razak said. There have been many complaints that women are
victimised in the syariah system.

"In nafkah (alimony) cases, divorce and many other cases, women become victims. There is also a lack of
enforcement in syariah court decisions. "Do not allow women to become victims," he said in his speech at the
launch of National Women's Day here yesterday.

Najib stressed that Islam was a religion of compassion and mercy and this must be reflected in any judgment made
by the syariah court.

She said the move by the Pahang Syariah Court of Appeals chief judge was a good step forward in defending the
cause of justice and clearing the court's good name from negative perceptions that arose from the case.

PUTRAJAYA: The National Finance Council yesterday agreed that annual grants for local authorities be extended
to those in Sabah and Sarawak, starting next year.

The grants would help to improve their services and performance, said Prime Minister Datuk Seri Najib Razak, who
is also finance minister, after chairing the council's meeting yesterday.

The move will will result in an increase of RM62.8 million in grants for Sabah and Sarawak annually.

Local authorities in the two states have not been receiving financial assistance from the Federal Government as
local government is a state matter there.

The meeting also agreed that the service charge paid to state governments with civil servants involved in the
implementation of Federal Government projects be increased from five to 10 per cent in the peninsula, and to 10
per cent in Sabah and Sarawak

This will result in payment of RM150 million instead of RM75 million annually. Najib said all state governments had
received audit certificates from the auditor-general.

"The state governments should take heed of the recommendations so as not to repeat mistakes, and to improve
their performance."

In terms of spending, Najib said, all state governments must follow the regulations and the principle of value for

The meeting also took note of the loans taken from the Federal Government. Najib hoped the state governments
would pay the loans according to schedule.

However, the Federal Government understood the financial constraints faced by them, he said, adding that the
government had converted loans into grants for non-profitable projects, such as the rural water supply undertaken

"This shows the Federal Government's sensitivity towards the financial needs of the state governments," he said.

The Federal Government will also assist those having problems relating to management expenditures.
"This applies to all states controlled by Barisan Nasional or the opposition. In protecting the interests and needs of
the rakyat, we will treat them the same way," the prime minister said.

Asked about the Malacca government's proposal to build a 52km bridge linking Malacca and Dumai in Sumatra,
Najib said: "All I know is it is a private sector initiative. We have not studied the proposal yet. So, we will study it
first and discuss with the Indonesian government."

The Malacca government had suggested the construction of the bridge, which is estimated to cost about US$11
billion (RM38 billion).

Chief Minister Datuk Seri Mohd Ali Rustam had said the bridge would have great economic potential, considering
the population in Sumatra had reached 70 million compared with Singapore which had only four million.

He said the idea of the bridge had been raised since 1995, but was put on hold a few years later due to the Asian
financial crisis affecting both countries then.

THE government will withdraw its oil royalty suit against the Federal Government after discussions on several
matters have been concluded.

Menteri Besar Datuk Ahmad Said said it was at the final stage of discussion with Petronas before the Federal
Government agreed to return the management of oil royalty to the Terengganu government.

"Discussions to return the management of oil and gas royalty to Terengganu are ongoing as we have not agreed
on some small matters.

"That is why we have yet to withdraw the suit. When it is settled, only then will the oil royalty management be
handed over to the Terengganu government," he said to a supplementary question by Datuk Harun Taib (Pas-
Manir) in the state assembly here yesterday.

The suit against the Federal Government was filed by Pas in 2000 when it ruled Terengganu from 1999 to 2004

To the original question by Harun, Ahmad said the Terengganu government should have received more than RM15
billion in oil royalty directly from the Federal Government from 2000 until now.

The mother-of-two had said she accepted the court‘s judgment and refused to appeal the caning sentence, and
challenged authorities to carry it out in public.

Kartika was initially supposed to undergo her sentence this week, but received a temporary reprieve on Monday
when a state government official said her punishment would be carried out after Ramadan.

When contacted, Kartika rejected the prime minister‘s advice and said that if the authorities did not want to go
ahead with the punishment -- which has drawn international headlines -- they should say so openly.

"I won‘t file any appeal," she told a news agency. "Carry on and cane me, don‘t waste my time."

"This is very strange, why are they doing this to me? Even when they decided they wanted to punish me after
Ramadan, I only learnt about it through the television news," she complained.

Kartika said she had sought the advice of a judge and a religious scholar in her family‘s home state of Perak, who
advised her to "calm down and keep quiet for the time being" while legal authorities discussed her fate.

"For me, I stick to my decision to be caned. When? That is not my decision," said the part-time model who has
lived in Singapore for many years.
Her father, Shukarnor Abdul Muttalib when contacted told theSun he wanted to do what‘s best for the family, his
daughter and for the country so they have not made a decision on the next course of action.

"We haven‘t thought of anything yet but we want to take our time and see what happens," he said.

"I have sought advice from the Mufti of Perak (Tan Sri Harussani Zakaria) and he told us that he would confer with
his counterparts in Pahang to see what can be done," he said, adding that Harussani advised Kartika and the
family to keep calm.

"There is advice being dispensed by all the parties – from the prime minister to the various organisations but we will
wait for the Mufti to get back to us," Shukarnor said.

Meanwhile, Islamic party PAS said today religious authorities should not be deterred by pressure from civil society
groups and wants the caning to go ahead immediately.

"It would be good for Kartika if the sentence can be carried out now if she is ready to accept it because this is the
holy month of Ramadan and she will be more remorseful," PAS Youth chief Nasrudin Hassan Tantawi said..
"We do not want the Syariah courts to be seen as inconsistent or powerless," he added.

The party had earlier this month called for the full implementation of an alcohol ban in Selangor. PAS Selangor
Commissioner Datuk Dr Hassan Ali on Monday empowered mosque officials to detail Muslims who consume
alcohol in public places.

"We are doing this to save Muslims from committing a big sin that can cause problems in families and the Muslim

We don‘t have the expertise (to cane Kartika).

"No prisons (department) officer is trained to carry out (the punishment)," said

                            Department) are not prepared, then we will not carry out (the punishment)"

                            punishment, Hishammuddin said: "No ... I don‘t think so we need a special training for
                            that ... they can learn it in a day."

KUALA LUMPUR (Aug 25, 2009) : Police have come upon a new tactic by foreign badhats to steal automated teller
machine (ATM) cards at ATM machines around Brickfields. The gang is made up of two to three men and a woman
all in their 30s.

Brickfields police district chief ACP Wan Abdul Bari Wan Abdul Khalid said their tactic was to stand close behind or
beside to observe the victim withdrawing money.

"After the victim withdraws the money and begins to take the ATM card, one person will tap the shoulder of the
victim and when the victim turns the suspect will tell the victim that his or her money had fallen on the floor. At the
same time another person in the group will take the victim's card or switch the card," Wan Abdul Bari told Bernama
when contacted here today.

He said when the victim turns to look for the so-called money on the floor the suspects would flee and when the
victim turns to the ATM machine he or she will find the card missing or would be unaware that the card had been
switched with another card.

"When the victim checks the account balance he or she will find that money had been withdrawn from the account,"
he said. "We advise people to be alert when withdrawing money especially in this festive season," he said.

Till now there had been four cases in the district. Meanwhile, police have arrested a 20-year-old man who is
believed to have sweet-talked and then stolen from several teenaged girls.

According to Wan Abdul Bari the suspect portrays himself as the son of a Tan Sri or Datuk over the Internet and
coaxed the victims to go out with him. "After several meetings, the victims will have confidence in the suspect. At
some time the suspect would take the victim out and when she goes to the ladies, the suspect would tell her to
leave her bag, laptop and valuables in his car.

"He then takes off with the things," he said. He said police had seized a laptop, documents, car keys, various SIM
cards, pen drives and several personal belongings of victims.

Besides that a police check revealed the suspect's car was a vehicle reported stolen in Kota Damansara.

KAJANG: "Dah lima tahun kami selesa berniaga di sini, pelanggan pun dah tahu, jadi kenapa pula kami perlu
berpindah dari sini?" Itulah antara keluhan 125 peniaga pasar Ramadan di tempat letak kereta bahagian luar pasar
raya besar Tesco Kajang, di sini yang diarah berpindah oleh Majlis Perbandaran Kajang (MPKj) ke tapak baru di
bahagian belakang pasar raya berkenaan.

Wakil penganjur pasar Ramadan berkenaan, Faris Izzat Omar, berkata peniaga diarah berpindah pada hari
pertama puasa walaupun mereka sudah mendapat kerjasama dan persetujuan dengan pihak pengurusan Tesco
untuk menjalankan perniagaan di tempat letak kereta pasar raya berkenaan.

―Sebelum ini, kami berniaga di bahu jalan berdekatan tempat letak kereta ini saja. Tetapi tahun ini Tesco bersetuju
menyewakan kawasan tempat letak kereta kepada 125 peniaga sempena Ramadan ini. Bayaran sewa tapak
RM12,000 bagi semua peniaga pun sudah dibuat kepada pihak pasar raya.

―Lagipun, sejak dulu kami selesa dan seronok berniaga di sini dan tapak baru disediakan MPKj pula kurang
strategik untuk menjalankan perniagaan kerana ia terlindung daripada jalan utama, selain berdekatan dengan
kawasan semak yang penuh ditumbuhi rumput dan lalang tebal,‖ katanya.

Beliau berkata, pada hari pertama Ramadan, kira-kira 20 pegawai penguat kuasa MPKj bertindak menghalang
pembinaan gerai di tempat letak kereta pasar Ramadan Tesco dan memberi alasan bahawa peniaga tidak
mendapat kelulusan berniaga di kawasan berkenaan.

―Kami secara beramai-ramai sudah memohon lesen untuk berniaga sempena Ramadan daripada pihak MPKj
sebulan lebih awal tetapi permohonan kami ditolak tanpa sebarang alasan dan keputusan mengenainya pula diberi
seminggu sebelum bulan puasa, lalu menyebabkan kami tak berkesempatan untuk memohon berniaga di tapak
pasar lain.

―Bahan dan barangan untuk perniagaan pula sudah dibeli kerana kami menjangkakan MPKj meluluskan kami
berniaga di kawasan baru yang turut sudah dipersetujui Tesco,‖ katanya.

Pengurus Operasi Mall Tesco Kajang, Affad Anuar, berkata Tesco membenarkan kawasan tempat letak kereta
pasar raya dijadikan tapak pasar Ramadan tahun ini kerana ingin memastikan keselesaan pelanggan Tesco yang
turut singgah membeli di pasar Ramadan berkenaan setiap tahun.

―Bermula tahun ini, Tesco menyediakan 50 lot letak kereta kepada penganjur pasar Ramadan dan menyerahkan
kepada mereka untuk menyusun atur gerai bagi semua peniaga yang berminat menjalankan perniagaan. Tetapi,
apabila berlaku hal seperti ini, ia mengganggu peniaga dan pelanggan yang datang membeli-belah di pasar raya
ini,‖ katanya.

Peniaga yang ditemui pula berharap MPKj dapat memahami permintaan peniaga yang sudah selesa dan mahu
terus menjalankan perniagaan di tempat letak kereta pasar raya berkenaan, selain mempertimbangkan semula
permohonan lesen berniaga sepanjang Ramadan ini.

Peniaga, Kamaruzaman Takin, 65, berkata MPKj sepatutnya lebih bertimbang rasa terutama ketika umat Islam
melaksanakan ibadat puasa ketika ini dengan tidak bertindak menghalang perjalanan perniagaan di pasar
Ramadan ini seterusnya mempertimbangkan untuk meluluskan saja permohonan lesen menjaja mereka.
―Kami dah lama berniaga di sini dan pihak Tesco pun dah bersetuju dengan tapak tempat letak kereta ini dijadikan
tempat menjaja. Apa salahnya dibiarkan saja kami berniaga di sini?‖ katanya.

Peniaga, Abdul Rashid Mohd Ali, 45, pula berkata, peniaga di tapak lama ini sudah sebulat hati untuk tidak
berganjak daripada kawasan berkenaan berikutan MPKj tidak mampu memberi alasan munasabah mengenai
perpindahan dan penolakan permohonan lesen menjaja peniaga pasar Ramadan ini.

Sementara itu, seorang peniaga yang berjaya mendapat lesen menjaja di pasar Ramadan yang disediakan MPKj,
Salman Abd Rahim, 22, berkata beliau mahu MPKj mengembalikan semula wang sewa tapak sebanyak RM300
berikutan pihaknya terpaksa ‗mengikut arus‘ majoriti peniaga yang berkeras untuk berada di tempat letak kereta

―Saya dan rakan terpaksa ke sini kerana di tempat disediakan MPKj hanya ada tujuh peniaga. Mustahil untuk kami
mendapat pelanggan jika hanya tujuh daripada kami yang berniaga di tapak baru,‖ katanya.

Pada majlis tahunan itu, baginda berkenan menyampaikan bantuan wang tunai RM100 kepada 100 anak yatim
dan RM200 kepada 200 fakir miskin serta saudara baru.

Turut berangkat, Raja Muda, Tengku Amir Shah. Hadir sama, Menteri Besar, Tan Sri Abdul Khalid Ibrahim;
Pengerusi Majlis Agama Islam Selangor (Mais), Datuk Mohamad Adzib Mohd Isa; Mufti negeri, Datuk Seri Tamyes

Pada majlis itu, Sultan Sharafuddin Idris Shah turut melancarkan buku terjemahan zakat hasil tulisan ulama Islam

"Mereka akan menyelesaikan masalah dengan lebih baik dan berkesan seperti membasmi kemiskinan menerusi
agihan zakat kepada orang miskin, ajaran sesat, masalah remaja Islam, kegiatan dakwah dan mengimarahkan
masjid," katanya.

Mohamad Adzib berkata, kutipan zakat sehingga Julai lalu mencecah RM100 juta berbanding RM87 juta dalam

Pesalah degil, liat punca 289,855 saman belum dilunas sepanjang lapan bulan

SHAH ALAM: Sikap degil dan liat pesalah trafik yang melakukan kesalahan di Selangor menyebabkan 289,855
saman tertunggak dan gagal dilunaskan, membabitkan jumlah mencecah RM86.9 juta, sejak Januari hingga Ogos

Ketua Trafik dan Ketenteraman Awam negeri, Superintendan Che Hussin Omar, berkata jumlah itu adalah
sebahagian daripada 502,742 saman dikeluarkan polis trafik sepanjang tempoh itu di Selangor.

Sehingga Julai, katanya, polis hanya dapat memungut RM21.5 juta iaitu hasil 212,887 saman trafik yang dibayar
pesalah. "Masalah yang kita hadapi ialah pesalah tidak mahu bayar saman. Daripada jumlah setengah juta saman
itu, 202,135 adalah saman bersemuka termasuk saman letak kereta.

"Daripada 202,135 (saman bersemuka), 95,347 saman belum dibayar dan daripada jumlah saman bersemuka
yang tertunggak pula, mahkamah sudah mengeluarkan 36,949 waran tangkap dan hanya 28,081 disempurnakan
termasuk melalui pos," katanya di sini.

Che Hussin berkata, pelbagai cara dilakukan untuk menyempurnakan waran tangkap termasuk ke premis yang
dicatat pada saman untuk menyerahkan notis pemberitahuan, menampal notis atau menyerahkan notis itu kepada
ketua jabatan atau majikan pesalah.

Bagaimanapun, katanya, hanya 2,994 pesalah menerima notis pemberitahuan yang memberi maklum balas dan
daripada jumlah itu, 964 orang sudah ditahan dan didakwa di mahkamah.

"Angka ini adalah kecil dan kami memandang serius perkara ini. Pesalah trafik perlu lebih bertanggungjawab
kerana alasan tidak tahu atau saman hilang bukan alasan yang bagus.

"Sekarang kita adakan sekatan jalan raya. Selain pencegahan jenayah, kita lakukan kaedah serampang dua mata
dengan memeriksa status mereka melalui talian sama ada wujud kesalahan trafik. "Jika ada, mereka akan dibawa
ke balai polis dan kalau tidak ada penjamin, mereka kena tidur di lokap," katanya.

Bagi pesalah trafik yang beragama Islam, katanya, mereka dinasihatkan menyelesaikan saman trafik sempena
Ramadan dan tidak menunggu sehingga polis trafik datang mencari mereka dengan waran tangkap.

Che Hussin berkata, tiada alasan untuk mereka tidak membayar saman bersemuka dengan alasan tidak tahu
disaman kerana mereka menurunkan tandatangan ketika saman diserahkan.

Pengguna jalan raya boleh melayari laman web dan untuk menyemak
saman masing-masing dan membayar saman sebelum tempoh bayaran berakhir dan waran tangkap dikeluarkan.

BUKIT MERTAJAM: Tan Sri Muhyiddin Yassin berkata, beliau mendapat maklum balas daripada sebahagian
besar masyarakat yang meluahkan kebimbangan terhadap masa depan politik negara kerana diganggu gugat oleh
parti pembangkang.

Timbalan Perdana Menteri berkata, rakyat terutama orang Melayu berasa kedudukan mereka tidak lagi selamat
jika pembangkang memerintah negara ini berikutan budaya politik dibawa mereka adalah asing.

"Barisan Nasional (BN) walaupun sudah lama berkuasa, ia tidak pernah membawa suasana seperti ini sehingga
rakyat tidak senang. "Jadi terbuktilah yang melakukan perkara itu sehingga rakyat rasa gundah dan tidak selamat
adalah perbuatan yang dilakukan pihak pembangkang," katanya dalam sidang media selepas melawat beberapa
pusat pengundian di sini, semalam.

Beliau berkata demikian ketika ditanya pemberita mengenai senario politik semasa yang mana Melayu perlu
menjadi kuat semula demi kestabilan negara.

Muhyiddin berkata, perkara ini diharap menjadi peringatan kepada rakyat dan menerima kenyataan yang Umno
dan BN masih relevan untuk mentadbir negara ini.

"Kita bersedia ditegur dan menerima kritikan membina, di bawah kepemimpinan Perdana Menteri, Datuk Seri Najib
Razak, kita mahu lihat usaha yang kita buat akan membawa perubahan besar pada negara dan memberi
sokongan kepada BN," katanya.

Beliau berkata, Umno adalah parti Melayu yang terbesar dengan tiga juta ahli dan tidak ada sesiapapun boleh
menafikan rekod perjuangan parti yang berjuang untuk negara dan bangsa. "Umno adalah teras kepada BN dan
Melayu menjadi tonggaknya tetapi bangsa lain bekerjasama erat di bawah BN dan ia terbukti berjaya. Kekukuhan
Umno adalah teras kestabilan politik dan negara," katanya.

Berhubung usaha pihak istana menyuarakan pandangan dalam isu politik semasa, Muhyiddin berkata, titah Sultan
harus dipandang serius oleh semua pihak. Beliau berkata, Perlembagaan negara meletakkan Sultan atau Raja
pada kedudukan tertinggi dan setiap pandangan baginda perlu diambil kira.

Jumlah kematian akibat selesema babi meningkat 70

KUALA LUMPUR: Seorang kanak-kanak berusia tiga tahun menjadi korban terbaru wabak Influenza A (H1N1),
semalam, menjadikan jumlah kematian akibat penyakit itu meningkat kepada 70 orang di seluruh negara.

Kanak-kanak itu mendapat rawatan awal pada 12 Ogos lalu selepas mengalami demam sawan dan batuk selama
dua hari. Bagaimanapun, keadaan beliau semakin tenat dan dimasukkan ke Unit Rawatan Rapi (ICU) pada 13
Ogos lalu dan rawatan antiviral Tamiflu diberikan.

Ketua Pengarah Kesihatan, Tan Sri Dr Ismail Merican dalam kenyataannya menyebut, hasil ujian makmal
mendapati kanak-kanak itu positif H1N1 pada 17 Ogos dan meninggal dunia keesokan harinya.

Selain itu, katanya, sehingga jam 9 pagi semalam, seramai 202 pesakit yang sedang menerima rawatan di 82
hospital seluruh negara, disahkan positif H1N1.

"Dari 202 kes yang disahkan H1N1, 42 kes berada di ICU. Daripada 42 kes itu, 38 kes (95 peratus) mempunyai
faktor risiko iaitu penyakit kronik seramai 15 orang, obesiti (sembilan), diabetes (enam), kanak-kanak/bayi (tiga),
hamil/selepas bersalin (tiga) dan Sindrom Down (dua)," katanya.

Beliau juga menggesa ibu bapa supaya mengawasi pergerakan anak dan menghalang mereka daripada
berkunjung ke tempat sesak seperti bazar Ramadan, rumah ibadat, majlis keramaian, majlis buka puasa atau
pusat beli-belah, stesen pengangkutan awam dan pawagam, dalam tempoh cuti sekolah ini.

"Ibu bapa mesti bertanggungjawab memastikan anak yang tidak sihat dan demam atau batuk supaya tidak berada
di tempat awam, atau menjarakkan diri daripada orang awam, begitu juga mereka yang mempunyai gejala
influenza-like illness (ILI)," katanya.

Selain itu, beliau berkata, Menteri Kesihatan, Datuk Seri Liow Tiong Lai akan mengadakan sesi dialog dengan
pentadbir hospital dan klinik swasta bagi memberi garis panduan yang lebih jelas kepada mereka dalam
mengendalikan rawatan dan kes H1N1, Khamis depan di kementerian itu.

KUALA LUMPUR: Datuk Seri Najib Razak berkata, Islam adalah agama berteraskan belas kasihan dengan proses
tarbiah lebih penting daripada hukuman secara fizikal. Sambil menegaskan penekanan itu inti pati agama Islam,
Perdana Menteri berkata, malah berdasarkan amalan Nabi Muhammad SAW, hukuman secara fizikal adalah
langkah terakhir.

"Kita mesti tidak melampaui batas, mesti melihat Islam sebagai agama mengamalkan keadilan dan kesaksamaan,
belas kasihan serta peluang untuk seseorang bertaubat dan memperbetulkan dirinya. "Itulah yang lebih penting
daripada hukuman sebenar. Saya berharap orang yang sepatutnya akan mendengar apa yang saya katakan,"
katanya ketika berucap pada pelancaran Sambutan Hari Wanita Peringkat Kebangsaan 2009 di Pusat Konvensyen
Kuala Lumpur (KLCC) di sini, semalam.

Hadir sama Datin Seri Rosmah Mansor, serta Menteri Pembangunan Wanita, Keluarga dan Masyarakat, Datuk
Seri Shahrizat Abdul Jalil. Pada majlis sama, Najib turut melancarkan Dasar Wanita Negara 2009 yang diluluskan
Kabinet pada 22 Julai lalu, selepas kajian dan penambahbaikan terhadap dasar digubal pada 1989.

Najib berkata demikian mengulas pandangan Shahrizat dalam ucapannya pada majlis sama supaya wanita tidak
menjadi mangsa dalam pelaksanaan undang-undang syarak di negara ini.

Perdana Menteri berkata, terlalu banyak kes meliputi aspek nafkah atau perceraian wanita sering menjadi mangsa
dan tiada penguatkuasaan dari segi keputusan Mahkamah Syariah. Justeru, bagi memperkasakan wanita, sekali
gus meningkatkan peranan dalam arus perdana pembangunan negara, beliau berkata, tiga perkara diberi
penekanan dalam Dasar Wanita Negara 2009 yang dilengkapi Pelan Tindakan Pembangunan Wanita merangkumi
13 sektor.
"Kita perlu menentukan persekitaran kondusif membolehkan wanita memainkan peranan aktif dan berkesan
sebagai penyumbang kepada proses pembangunan negara," katanya.

Seragam operasi bazar Ramadan

KUALA LUMPUR: Penetapan waktu bagi peniaga makanan beragama Islam memulakan operasi pada Ramadan
dijangka dapat dimuktamadkan melalui mesyuarat antara pihak berkuasa agama negeri, sekali gus membolehkan
ia dikuatkuasakan di seluruh negara secara seragam dan berkesan.

Timbalan Menteri di Jabatan Perdana Menteri, Datuk Dr Mashitah Ibrahim, berkata penyeragaman peraturan itu
sukar dilaksanakan kerana hal ehwal agama di bawah bidang kuasa kerajaan negeri dan ia tertakluk pada
enakmen negeri masing-masing.

Katanya, mesyuarat antara pihak berkuasa agama negeri diselia Jabatan Kemajuan Islam Malaysia (Jakim)
dijangka mampu memuktamadkan isu itu.

―Isu penyeragaman peraturan bagi peniaga makanan beragama Islam tidak pernah dibincangkan dalam
pertemuan (antara pihak berkuasa agama negeri) sebelum ini,‖ katanya.

―Mungkin langkah ke arah itu boleh dipertimbangkan bagi melihat semula penyelewengan dilakukan peniaga
makanan beragama Islam yang sering menggunakan pelbagai alasan untuk membolehkan mereka terlepas
daripada tindakan penguatkuasaan,‖ katanya ketika dihubungi, di sini, semalam.

Akhbar semalam melaporkan, walaupun arahan supaya peniaga makanan beragama Islam beroperasi selepas

KUALA LUMPUR: Sime Darby Berhad menggunakan teknologi canggih yang terkini dan khidmat peneraju industri
pada peringkat global untuk melaksanakan projek pembangunan sumber air bawah tanah yang dirintis di daerah
Batang Padang, Perak.

Justeru, syarikat berkenaan menegaskan, tidak timbul persoalan mengenai keupayaan tenaga pakar dan juga
teknologi yang digunakan bagi memastikan kesinambungan daya maju serta kemapanan projek berkenaan.

Menurut kenyataan akhbar syarikat itu, antara faktor Batang Padang dikenal pasti bagi pelaksanaan projek rintis itu
ialah kawasan terbabit memperoleh taburan hujan tahunan yang tinggi, iaitu hampir 3,300 milimeter.

―Air bawah tanah adalah sumber air yang mapan dan boleh dipercayai jika dikeluarkan dengan betul menggunakan
kaedah serta teknologi bersesuaian. Fakta ini sudah terbukti di negara seperti Denmark di mana 100 peratus air
digunakan adalah sumber dari bawah tanah.

―Air bawah tanah bukan saja suatu sumber mesra alam kerana hanya menyebabkan gangguan minimum kepada
kawasan permukaan tanah tetapi juga adalah sumber air mapan kerana ia boleh dibangunkan secara berperingkat
bagi memenuhi permintaan yang meningkat.

―Kaedah ini bukan baru. Negara lain yang menggunakan air bawah tanah secara meluas termasuk Jerman,
Switzerland, England, Australia dan Amerika Syarikat,‖ menurut kenyataan akhbar itu di sini, semalam.

Terdahulu, Gabungan Persatuan Pengguna Malaysia (Fomca) pada sidang media di Petaling Jaya, semalam,
membantah projek pembangunan sumber air bawah tanah di Batang Padang oleh Sime Darby Berhad yang
bertujuan membekal air mentah ke kawasan Lembah Klang dan akan melakukan pengekstrakan antara 50 hingga
500 juta liter setiap hari (MLD).

Bantahan terhadap projek itu dilakukan kerana apabila pengekstrakan air bawah tanah melebihi kadar penggantian
menerusi proses semula jadi maka ia akan mengakibatkan penenggelaman tanah, percampuran air laut,
penurunan paras air atau kadar aliran masuk dan impak kepada persekitaran ekosistem.

Presiden Fomca, Datuk N Marimuthu, berkata sebagai tanda bantahan, pihaknya menghantar surat dan e-mel
kepada Pejabat Perdana Menteri, semua Menteri Besar dan kementerian berkaitan supaya mereka turut sama
membantah projek berkenaan, Khamis lalu.

Kenyataan Sime Darby seterusnya menjelaskan, pihaknya sudah menyampaikan fakta berkenaan kepada Fomca
dan mempelawa untuk mengadakan suatu sesi dialog mengenai perkara itu, beberapa bulan lalu, tetapi Fomca
enggan bersemuka dengan tenaga pakar mereka.

walaupun Bajet 2010 dijadual dibentangkan pada 23 Oktober depan.

Najib Razak, baru-baru ini.

Mayau Sarikei dari Sarawak berkata setiap kali menjelang perayaan Aidilfitri beliau dan isterinya akan berbelanja
lebih sedikit daripada kebiasaan.

"Bagaimanapun, pada sambutan Lebaran tahun ini, saya dan isteri kena mengurangkan sedikit perbelanjaan
berikutan kami berpendapat sidang Belanjawan 2010 hanya akan berlangsung pada Oktober depan," katanya.

Beliau berkata, ini bermakna peruntukan untuk memberi bonus kepada penjawat awam menjelang Aidilfitri
mungkin tidak dapat dilakukan.

―Oleh demikian, kami berharap YAB Datuk Seri dapat mencari jalan untuk memberi bonus kepada kakitangan
awam bagi menambah persiapan untuk hari raya ini," katanya.

Cadangan beliau disokong individu yang hanya menggelarkan dirinya sebagai penjawat awam yang berkata
memandangkan harga barangan keperluan harian meningkat secara mendadak ia amat menggusarkan semua
penjawat kerajaan.

PETALING JAYA, 25 Ogos (Bernama) -- Perbadanan Kemajuan Negeri Selangor (PKNS) setakat ini telah
membelanjakan RM600 juta bagi membangunkan Taman Sains Selangor 2 (SSP2) seluas 526 hektar yang
terletak 20 kilometer dari Cyberjaya, kata Pengurus Besarnya, Othman Omar pada Selasa.

Beliau berkata, projek yang baru 15 peratus dibangunkan itu dijangka berharga antara RM3 bilion dan RM4 bilion.

"Kita telah mula menjalankan kerja meratakan tanah di kawasan itu sejak awal tahun lalu malah sebagai
permulaan sebuah kilang pengeluar sel solar telah mula beroperasi pada awal Mei lalu dan ia merupakan
pengeluar sel solar terbesar di dunia.

"Sehubungan itu, kami yakin kilang tersebut akan menjadi salah satu tarikan di lokasi pembangunan mega kami
yang terbaru ini," katanya kepada pemberita selepas merasmikan Kempen Kibar Jalur Gemilang di Ibu Pejabat
PKNS, di sini, Selasa.

SSP2 bukan sahaja mempunyai pembangunan industri dan komersial malah turut mempunyai penempatan dan
perumahan di kawasan yang menerapkan konsep kehijauan.

Othman berkata, projek itu diilhamkan setelah kejayaan Taman Sains Selangor 1 yang terletak di Kota Damansara
yang turut menempatkan kawasan industri, komersial serta penempatan.

"SSP2 juga dijangka menjadi sebuah lagi pusat komersial dan penempatan yang bakal menjadi tarikan, lebih-lebih
lagi memandangkan lokasinya yang strategik terletak berdekatan Lapangan Terbang Antarabangsa KL (KLIA),
Cyberjaya, Putrajaya dan hanya 25 kilometer dari Pusat Bandaraya Kuala Lumpur," kata Othman.

Selain industri perkilangan, perumahan dan komersial, beliau berkata PKNS masih mengkaji projek-projek lain
yang relevan untuk dibangunkan di kawasan itu. Menurutnya pembangunan mega itu diharap mampu
mengurangkan kadar pengangguran di kalangan siswa dan siswazah kerana ia akan membuka lebih 20,000
peluang pekerjaan dan perniagaan.

Beliau memberitahu tiga syarikat iaitu Q-Cell (M) Sdn Bhd, Andaman Group dan Metro Kajang Group telah
menandatangani Memorandum Persefahaman pada 21 Ogos lepas bagi melabur di Taman Sains itu. Menurutnya

PETALING JAYA, 25 Ogos (Bernama) -- Perolehan industri penyumberan luar Malaysia dijangka meningkat
hingga AS$1.1 bilion (AS$1=RM3.48) tahun ini berbanding AS$900 juta tahun lepas.
Persatuan Industri Komputer dan Multimedia Malaysia (Pikom) berkata ini termasuk perolehan teknologi maklumat
(IT), penyumberan luar perniagaan (BPO) dan perkhidmatan pengetahuan.

Pengerusi Pikom David Wong Nan Fay berkata menjelang 2013, industri itu, yang dijangka merekodkan kadar
pertumbuhan tahunan terkumpul (CAGR) sebanyak 15 peratus untuk jangka masa lima tahun selepas ini,
menjangkakan peningkatan perolehan kepada AS$1.9 bilion.

"Inisiatif kerajaan untuk industri penyumberan luar, ekonomi negara serta lain-lain faktor yang berkaitan dengan
penduduk, budaya dan masyarakat, dijangka menjana industri ini," katanya pada satu sidang media selepas
melancarkan laporan penyelidikan, "Penyumberan Luar di Malaysia: Mendaki Ketinggian Baharu" di sini Selasa.

Penyelidikan ini adalah usahasama Pikom dan ValueNotes Database, pembekal penyelidikan perniagaan dari

Wong berkata industri penyumberan luar Malaysia mewakili peratusan kecil dalam pasaran global penyumberan
luar IT dan perkhidmatan IT yang bernilai AS$220 bilion.

Beliau berkata perkhidmatan BPO juga dijangka bertumbuh pada CAGR 15 peratus yang dijana oleh bank,
syarikat kewangan dan syarikat yang menyumber keluar perkhidmatan sumber manusia.

Wong berkata industri itu kini menumpukan kepada pertumbuhan di pasaran Asia, Timur Tengah dan Afrika,
dengan meningkatkan perkhidmatan dalam bidang baharu seperti kewangan Islam dan mengukuhkan kedudukan
dalam perkhidmatan perkongsian penyumberan luar.

"Untuk mengekalkan pertumbuhan jangka masa panjang, peniaga tempatan harus mengenal pasti, melabur dan
membuat strategi untuk mendapatkan peluang baru dan bukan hanya meniru langkah syarikat-syarikat
penyumberan luar yang berjaya di India dan Filipina.

"Syarikat tempatan boleh bergantung kepada pasaran domestik dengan kepakaran dalam perkhidmatan undang-
undang, kejuruteraan, reka bentuk pengeluaran dan animasi," katanya.

Wong berkata Malaysia harus mengatasi banyak cabaran untuk menjadi destinasi pilihan pertama untuk
penyumberan luar bagi syarikat-syarikat serata dunia.

Beliau berkata Malaysia, yang boleh dikatakan peserta baharu di dalam industri penyumberan luar, menghadapi
situasi pembelajaran yang sukar.

"Terdapat beberapa halangan untuk pertumbuhan dalam perkhidmatan penyumberan luar di Malaysia berikutan
kadar penduduk yang rendah dan ketiadaan keseimbangan bagi kepakaran yang ada dan kepakaran yang
diperlukan oleh industri penyumberan luar," katanya.

Sementara itu, katanya, kebanyakan pembekal perkhidmatan memulakan perniagaan mereka dengan bergantung
kepada insentif kerajaan, tetapi masih belum mencapai daya saing antarabangsa.

Wong berkata Pikom mengalu-alukan syarikat berkaitan kerajaan dan syarikat pelbagai negara untuk menyumber
keluar aktiviti bukan utama bagi mengembangkan skala pasaran penyumberan luar.

"Aktiviti bukan utama termasuk penyelenggaraan, meja bantuan, peralatan ICT serta pusat panggilan dan data,"

Beliau berkata, tindakan itu boleh membawa kesan negatif kepada satu badan yang bertanggungjawab membasmi
rasuah di negara ini.
―Kerajaan bersifat telus dalam hal ini. Kalau ada apa-apa berlaku, kita dah mulakan inkues... Lepas ini kita
tubuhkan Suruhanjaya Diraja yang akan melihat pada proses dan prosedur siasatan SPRM.

―Kalau ada yang tidak memuaskan atau tidak boleh disabitkan dengan soal ‗civil liberties‘, kerajaan akan membuat
langkah pembetulan.

―Kita bersikap telus dalam sebarang hal dan kita harap dengan keterbukaan ini rakyat memahami kerajaan tidak
ada niat nak tutup mana-mana tempat,‖ katanya pada sidang media selepas mempengerusikan Mesyuarat Majlis
Kewangan Negara 2009 di Kementerian Kewangan, semalam.

Beliau mengulas beberapa pihak yang cuba mempertikaikan kredibiliti SPRM berikutan kematian Setiausaha
Politik Exco Selangor, Teoh Beng Hock, 16 Julai lalu, diikuti kejadian kenderaan agensi itu dilontar bom molotov di
Klang, baru-baru ini.

Teoh, 30, ditemui mati di koridor tingkat lima bangunan Plaza Masalam di Shah Alam pada 16 Julai lalu selepas
beliau dipanggil sebagai saksi bagi membantu siasatan berhubung dakwaan penyalahgunaan wang kerajaan
negeri di pejabat SRPM yang terletak di tingkat 14 bangunan berkenaan.

Najib berkata, kerajaan masih yakin dengan kredibiliti dan integriti SPRM, sehubungan itu semua pihak diminta
tidak menunding jari kepada SPRM hanya kerana kes terbabit.

Dalam perkembangan lain, beliau berkata mulai tahun depan pihak berkuasa tempatan (PBT) di Sabah dan
Sarawak akan diberikan geran tahunan dalam usaha meningkatkan kualiti dan perkhidmatan mereka kepada
rakyat di negeri berkenaan.

Menurutnya, pemberian geran itu akan membabitkan peruntukan tambahan RM62.8 juta.

―PBT di Sabah dan Sarawak mempunyai tanggungjawab sama dengan PBT di Semenanjung. Kalau (PBT) di
Semenanjung dapat, Sabah dan Sarawak pun kena dapat,‖ katanya.

Najib yang juga Menteri Kewangan turut mengumumkan kenaikan kadar pemberian bayaran perkhidmatan kepada
kerajaan negeri dari lima peratus untuk semua negeri, kepada 10 peratus bagi negeri di Semenanjung dan 12
peratus kepada Sabah dan Sarawak.
Beliau berkata, peruntukan itu diberikan kerana pembabitan kakitangan kerajaan negeri dalam melaksanakan
projek Kerajaan Persekutuan di negeri terbabit.

Mengenai pembinaan jambatan antara Teluk Gong, Melaka dan Dumai, Sumatera, Najib berkata ia akan dikaji
apabila kerajaan menerima cadangan mengenainya.

―Apa yang saya tahu ia adalah inisiatif sektor swasta, kita belum pun meneliti cadangan pembinaannya. Maknanya
kita kena kaji dulu sebelum boleh berbincang dengan kerajaan Indonesia,‖ katanya.

KUALA LUMPUR – Berikutan tidak berpuas hati dengan tindakan Dewan Bandaraya Kuala Lumpur (DBKL)
mengeluarkan notis mengarahkan mereka mengosongkan serta merta tapak bazar di hadapan bangunan Cahaya
Suria, dekat sini, sekumpulan penjaja dan peniaga kecil mengadakan protes, semalam.

Exco Persatuan Penjaja-penjaja dan Peniaga-peniaga Kecil Melayu Wilayah Persekutuan, Wan Kamaruzaman
Wan Yussoff berkata, pada 12 Ogos lalu persatuannya telah menulis surat kepada Menteri Wilayah Persekutuan,
Datuk Raja Nong Chik Raja Zainal Abidin memohon untuk menganjurkan bazar Ramadan di kawasan terbabit
namun ditolak oleh DBKL.

Menurutnya, alasan yang diberikan oleh DBKL tidak munasabah iaitu kawasan berkenaan tidak bersesuaian untuk
menjalankan aktiviti perniagaan sedangkan mereka telah berniaga di situ sejak tahun 2002 lagi.

―Selama kami berniaga di sini kami tidak pernah menimbulkan sebarang gangguan atau kecacatan kepada sistem
DBKL. Apa yang dikatakan tidak sesuai, sedangkan sampah kami jaga dan pelaksanaan semua sempurna serta
saya pelik kenapa setiap tahun apabila Ramadan, penjaja Melayu akan bermasalah untuk berniaga.

―Ini tidak adil kepada kami yang berada dalam sektor Jalan Petaling kerana sepatutnya orang Melayu seperti kami
diberikan peluang untuk mencari rezeki pada bulan Ramadan ini di sini,‖ katanya ketika ditemui di hadapan
bangunan Cahaya Suria, dekat sini, semalam.

Beliau berkata, kewujudan bazar Ramadan itu menghidupkan suasana dan menarik rakyat tempatan pelbagai
bangsa serta pelancong asing, justeru beliau merayu bazar itu dikekalkan.

KUALA LUMPUR - Seorang kanak-kanak berusia tiga tahun menjadi korban terbaru Influenza A (H1N1),
menjadikan jumlah kes kematian di negara ini seramai 70 orang.:

Ketua Pengarah Kesihatan, Tan Sri Dr Mohd Ismail Merican berkata, kanak-kanak itu mendapat rawatan awal 12
Ogos lalu di hospital kerana demam sawan serta batuk selama dua hari. Bagaimanapun, beliau berkata, keadaan
kanak-kanak malang itu semakin tenat pada 13 Ogos sehingga dimasukkan ke Unit Rawatan Rapi (ICU) dan
rawatan Tamiflu dimulakan.

―Hasil ujian makmal mendapati kes positif influenza A (H1N1) pada 17 Ogos lalu. ―Bagaimanapun, beliau
meninggal dunia pada 18 Ogos lalu disebabkan ‗Encephalitis with Cerebral Odema and Multiorgan Failure‘,‖
katanya dalam satu kenyataan di sini, semalam.

Selain itu, sejumlah 52 pesakit baru dengan gejala penyakit serupa influenza (ILI) dimasukkan ke hospital
manakala 162 pesakit ILI dibenarkan keluar, menjadikan baki 1,345 pesakit ILI menerima rawatan di 82 hospital di
seluruh negara.
Dr Mohd Ismail berkata, daripada jumlah pesakit yang sedang dirawat, hanya 202 atau 15 peratus disahkan positif
H1N1 dengan 42 kes sedang dirawat di ICU.

―Daripada 42 kes yang sedang dirawat di ICU, 38 kes mempunyai faktor risiko iaitu penyakit kronik (15), obesiti
(sembilan), diabetes (enam), kanak-kanak/bayi (tiga), hamil/selepas bersalin (tiga) dan sindrom down (dua),‖

Dr Mohd Ismail berkata, di peringkat global, Pertubuhan Kesihatan Sedunia melaporkan bahawa jumlah kes
setakat hari ini ialah 239,397 dengan 2,578 kematian yang menunjukkan penularan pandemik H1N1 masih aktif di
182 negara.

Sehubungan itu, beliau meminta kerjasama semua pihak terutama ibu bapa untuk mengawasi pergerakan anak
mereka bagi mengekang penularan wabak itu memandangkan cuti sekolah bermula.

―Langkah yang bijak dan bertanggungjawab adalah memastikan mereka yang bergejala supaya berehat di rumah,‖

KUALA LUMPUR: - Kerajaan perlu melaksanakan aktivit pemantauan dan penguatkuasaan 24 jam bagi
memastikan tidak berlaku kekurangan gula yang sengaja diada-adakan, kata Setiausaha Agung Gabungan
Persatuan-persatuan Pengguna Malaysia (Fomca) Muhammad Shaani Abdullah, semalam.

Menurutnya, kelonggaran dalam penguatkuasaan dan pemantauan mengakibatkan kekurangan komoditi itu di
beberapa negeri.

Beliau berkata, meskipun Kementerian Perdagangan Dalam Negeri, Koperasi dan Kepenggunaan mengambil
pelbagai langkah untuk mengatasi masalah itu, namun kementerian itu masih belum melaksanakan dengan tegas
peraturan yang memerlukan pengeluar menyimpan rekod yang sewajarnya berkaitan pergerakan gula.

―Kementerian mesti mewajibkan pengeluar terbabit supaya mengemukakan rekod mereka secara harian supaya
dapat diteliti oleh pegawai penguatkuasa dan mengambil langkah segera bagi membetulkan keadaan,‖ katanya.

Muhammad berkata, pegawai penguatkuasa juga perlu berhubung dengan pasar raya hiper dan pemborong bagi
memastikan bekalan berterusan.

Sementara itu, kerajaan memberi jaminan harga gula kekal RM1.45 sekilogram dan bekalan cukup untuk
keperluan musim perayaan.
Muhammad berkata, kementerian perlu proaktif bagi memastikan tidak berlaku kekurangan tepung, minyak, beras,
susu dan barang keperluan lain pada musim perayaan ini:. – Bernama

SELAYANG – Penduduk di Blok Camar, Taman Pinggiran Indah, di sini tetap mahu sebuah surau dibina di
kawasan penempatan mereka walaupun sedia maklum terdapat surau terdekat iaitu di Kampung Selayang Indah
yang jarak antaranya hanya kira-kira 200 meter.

Alasan mereka, pembinaan surau tersebut termaktub dalam perjanjian sewa beli (S&P) penduduk dengan pemaju
iaitu Perbadanan Kemajuan Negeri Selangor dan ia menjadi hak penduduk.

Menurut jurucakap penduduk, Rosidi Ismail, Jabatan Agama Islam Selangor (Jais) dalam surat rasmi bertarikh 20
Julai 2005 turut memberi maklum balas untuk mempertimbangkan permohonan mengadakan surau di situ.

―Jais bersetuju mempertimbangkan cadangan mendirikan surau itu, walaupun ada memberitahu kita melalui surat
bertarikh 9 April 2005 bahawa pembinaannya tidak dibenarkan kerana terletak berhampiran dengan surau sedia
ada.,‖ katanya.

Keperluan surau baru itu juga disebabkan surau lama terletak di bawah tapak tandas unit kediaman dan berlaku
pula kebocoran pada saluran najis sehingga menjejaskan kesucian surau itu. - AZIMAH GHAZALI

Hari Berte mu Pelanggan dan Sambutan Bulan Kemer dekaan bersama pengunjung yang mengunjungi tapak
perniagaan itu.

Pengarah Fama negeri Selangor, Rohizad Ridwan berkata, program anjuran pihaknya itu bertujuan memberitahu
pelanggan bahawa pasar tani menyediakan pelbagai juadah berbuka puasa serta keperluan barang basah yang

―Program dilaksanakan untuk memberitahu masyarakat bahawa pasar tani bukan sekadar menyediakan bekalan
basah sahaja malah turut menyediakan hida ngan juadah buka puasa yang pasti memikat selera.

―Ia sebagai mengetengahkan juadah popular dan makanan tradisi pelbagai negeri yang terdapat di pasar tani,‖

Kata beliau, ia juga sebagai meneruskan konsep pasar tani yang sebenar iaitu memberi ruang kepada pengusaha
atau usahawan memasarkan sendiri produk keluaran mereka.

―Dengan adanya program seperti ini, kami berharap dapat menjalinkan hubungan kerjasama di antara Fama,
peserta pasar tani, pihak berkuasa tempa tan (PBT) dan orang ramai.

―Dalam program itu pelbagai aktiviti diadakan termasuk agi han bubur lambuk, demonstrasi dan promosi produk
AgroMas dan penyampaian kepada peserta pasar tani terbaik,‖ katanya ketika ditemui Sinar Harian.
