This, occasionally supplemented by notes taken at the Meetings, is the only source of such information. Each Delegate is asked to note that it is his or her own responsibility to “sign in” on the “register” circulated at each Meeting. This will assist in ensuring that a complete and accurate record of Meetings can be maintained. The new Chairman, Mr Max Hopkinson, opened the Ordinary Meeting of Council at 2.35 p.m. following closure of the Annual General Meeting at which he had been elected (and expressing his thanks for support of his candidacy). He expressly requested the minuting of thanks and appreciation – echoed with feeling from the floor - for the excellent work of his predecessor, Mr Tony Braund, who he observed had not missed a single Meeting during his term of office. He then welcomed several representatives to their first Council meeting, namely Brian and Hazel Edwards (for Wiltshire OS), Jayne Ponter (for the Eric Young Orchid Foundation), Brian Taylor (for Birmingham & Midland OS, replacing Gail Minchin), together with Iain and Celia Wright and Shiela Morten (as observers from Cheshire th & North Wales OS, hosting the 19 BOC Congress next year). 1. Minutes of Ordinary Meeting held on 30 November 1997 Accepted as a true record of that Meeting. 3. Matters Arising There were no matters arising which were not covered elsewhere in the Meeting. 4. Correspondence a. Swindon Orchid Society The most disturbing item of correspondence received had been a letter from Swindon OS. In it the Society advised that “…after much deliberation the membership voted in favour of winding the Society up”, due primarily to the lack of new and younger members to take the Society forward. The Hon Secretary expressed a little concern that Swindon’s assets were given to a local charity; he suggested that they might better have been lodged with an organisation such as Council, the RHS or OSGB, with the proviso that they should be applied to the Swindon OS if it was reborn or to another society with similar intentions starting up in the area. He commended this approach as a matter which member Societies might consider when reviewing their constitutions. b. General No other correspondence of any consequence had been received. However, The Hon Secretary noted the following – The usual requests for speakers, details of local Societies, information on wild species, and simple cultivation enquiries (nearly all regarding Cymbidium), have continued to arrive. Some correspondence received is of doubtful value to Council as such, such as details of booking agencies for various TV gardening presenters, hotel facilities or trade shows just for societies, etc. These are retained on file and can be made available to any member Society on request. It has been ensured that Council is listed in as many publications as possible, a rising number of which are electronic - not only in this country but around the world. An increasing number of enquiries are now being received by e-mail, and are replied to by that method which is certainly saving on time and postage costs. However, it is unfortunate that some organisations seem to have concentrated their efforts on advertising their orchid activities almost entirely by having a web site and an e-mail address. A good example (although this may be a misjudgement) is the next World Orchid Conference in Vancouver in April next year. A matter of a little concern is the volume of correspondence (about one third) requiring redirection as it is still being addressed to John Hainsworth, the previous Hon Secretary whose term of office ended 3 years ago. Doubtless this will continue when the current Hon Secretary’s term of office ends in March 2000. The main cause is that there will always be old copies of the “Golden Guide” in circulation and out-of-date information on BOC officers will continue to appear in various publications. For example, the RHS Gardeners Diary and several other publications are compiled about 15 months before issue and, inevitably, will contain some out-dated information. To partially solve the problem this year the terms of office of Council’s officers will be stated on the 1998-9 edition of the “Golden Guide”, but the problem remains as to what address or telephone number to use if an out-of-date source of information is used. A more effective and permanent solution, although not without problems, would be for Council to have a permanent mailing address, telephone number and possibly an e-mail address. c. North of England Orchid Society A history of the North of England OS was produced by the Society last year to coincide with its Centenary. They have generously donated a copy to each member Society, which will be sent to the Societies’ Hon Secretaries by post following the meeting. Due appreciation was expressed from the floor. 5. Congresses & Weekend Events a. 18th BOC Congress, Canterbury, 3-5 April 1998 John Goff (South East OS) reported that matters continue to progress well. Coverage in the orchid press has been very good – and in the Guardian – and poster plus other information is on the Internet. All programme details are now completed and going to the printers. Registrations now exceed 260, with 160+ for the Friday evening Buffet and 130+ for the Banquet; there has been an upturn in enquiries over the last few days 24 member Societies have confirmed that they will exhibit. All other aspects of Show preparation are going fairly well, with the only regret being the lack of early response from the Trade in taking up places. The final layout will be completed within the next two weeks; the list is now closed for additional exhibitors. The main advertising is now complete, except for the RHS Show followed by reliance on the media. All garden centres in Kent have been circulated. A new trophy for BOC Congresses – the “Canterbury Trophy” – has been donated by a sponsor. Thai Airlines have offered to supply flowers, plus the prize by “simple competition” of a holiday for two in Thailand. The Chairman enquired about supplies of posters to enable member Societies to publicise the Congress; these will be sent out within the week. b. 19th BOC Congress, Llandudno, 17-19 September 1999 Dennis Morton (Cheshire & North Wales OS) introduced the organising team – John Heathcote and Ian and Sylvia Wright. He reported that matters, still in the early stages, were progressing according to plan, and did not wish at this point to “draw the fire” away from Canterbury. It was agreed that the key BOC representative would be Max Hopkinson, being the closest geographically. A request for subvention funding of £2,500 was requested, to cover the venue deposit of £1,000 now due, plus working capital for start-up; this was approved. c. 20th BOC Congress, Leeds, 8-10 September 2000 The Hon Secretary had received a written advice, in the absence of representatives form the Harrogate OS, that a full provisional booking at Leeds University is now confirmed. d. Devon Orchid Weekend, 30 October – 1 November 1998 The final schedule will be available at the next Meeting. This event, which has a good speaker programme and six Trade already booked, will be held in honour of Brian Rittershausen. 6. Sub-Committee Reports a. Judging Sub-Committee Dr Maunder reported that – There will be enough judges for Canterbury. Relevant letters have already been sent to those judges who registered for the Congress by 17 February. All attending the Judging Symposium in Jersey (9-10 May; 30 so far) and who still need to book accommodation should check with Ian Parsons, who has some details of availability. He also requested approval for the immediate award of a BOC Judge’s Badge (with all concomitant rights and privileges) to Dr Henry Oakeley, now Chairman of the RHS Orchid Committee, without the need to pass through the Training Scheme. This was agreed unanimously. b. Species Group There was no report, as Mike Penney only took on the responsibility for this Group at the AGM immediately preceding. c. Lecturers’ Panel and d. Slide Library Val Micklewright and Steve Manning respectively submitted full written reports at the AGM immediately preceding, circulated to all Representatives with that Meeting’s Agenda. 7. Diary of Events - Additions and Alterations An updated “Diary of Events” is attached to these Minutes. 8. Any Other Business a. CITES As a follow-up to the “Heathrow incident”, both Peter Hunt (on behalf of Council) and Joyce Stewart (on behalf of the RHS) have now written to HM Customs & Excise to express the serious concerns arising from that incident. Joyce Stewart had also made informal enquiries through her contacts and had been advised that HM Customs & Excise had followed “standard procedures” and acted fully within their powers; there was a suggestion that there had been a “drugs tip-off” regarding the incoming flight in question. On a broader note, Ian Plested observed that the UK now has the chair of the EC body responsible for CITES matters, and urged all interested parties to write to the DoE.
