GUIDANCE NOTES FOR PROMOTION INTERVIEW PANEL MEMBERS

Promotion Interview Panel members must refer to the Equal Opportunities Guidance as
outlined in Annex A 6.1 of the Employment Code. The Panel is required to take into
account any information provided by the candidate about any personal circumstances
which have had an impact on their performance or achievements, for example periods of
maternity leave, part time working etc.

OVERALL ASSESSMENT

Please provide an assessment of the candidate’s performance and achievement in their
current post. Normally the chair of the Promotion Interview Panel will take the lead on
writing the report in consultation with the other members of the Panel.

You should comment on whether the candidate has demonstrated through the
development of their knowledge, skills and experience that they have consistently made a
contribution in their sphere of activity which is well beyond that normally expected of their
grade.

You should also provide specific comments on the candidate’s level of performance
against each of the four criteria for Personal Promotion:

-      Knowledge, Skills and Experience
-      Benefit to the Organisation
-      Performance and achievements to date
-      Potential

The criteria are detailed in Annex A 6.1 of the Employment Code.


SUPPLEMENTARY FEEDBACK TO CANDIDATES

Please provide any additional comments/suggestions which the Interview Panel agrees
would be helpful for the candidate to consider as part of their future development. This
would be particularly valuable in the case of any candidate not recommended for
promotion to the higher grade at this time.


SIGNING AND RETURNING THE FORM

The report should be signed off by the chair of the interview panel following consultation
with the panel members, and then returned to the local HR office.


A copy of the Interview Report form will be made available to the candidate
following the decision made by the Personal Promotion Panel on the candidate’s
nomination.
