df                 VACANCY ANNOUNCEMENT
Government of Nepal (GON) is implementing Public-Private Partnerships for Urban
Environment (PPPUE) –Phase II (NEP/04/01) with support from UNDP. The duration of the
Project is April 2004 - Dec 2009. The objective of the PPPUE is to increase the access of the
urban citizens to basic services, and therewith, to contribute to the creation of a healthy
environment and the improvement of living conditions in the urban and peri-urban areas,
by promotion of partnerships between public and private sectors for the sustainable
provision of urban services. Applications are invited from the interested and qualified
Nepalese candidates for the following positions:

1) Position: Senior Project Officer - NPPP 2
   Duty Station: Kathmandu with frequent travel to partner municipalities
The Senior Project Officer (SPO), having high degree of monitoring and communication
and information/knowledge management skills, shall take the responsibility to perform
the assigned tasks under the direct supervision of the National Programme Manager.
Job responsibilities: SPO will be responsible for: 1. Developing and implementing of
effective Monitoring, Evaluation and Communication (MEC) Systems at different levels. 2.
Collecting , compiling and preparing of monthly, quarterly, annual and occasional
progress reports. 3. Developing appropriate forms, formats & database as per the need of
the project. 4. Designing & publishing of materials in consultation with UNDP;
documenting lessons learned; developing and implementing effective knowledge
management strategies and liaising with media.
Qualification and experiences: The candidate should have completed Masters degree in
a relevant field and Minimum of 5 years’ working experience and have a good
understanding of knowledge management including information and communication as
related to a project environment. PPPUE experience (at least six months), very good
computer skills (primarily word processing, database management, PowerPoint) are
required. S/he should have excellent report writing and communication skills - both in
Nepali and English languages.
2) Position: Project Development Officer -NPPP 1
  Duty Station: Kathmandu with frequent travel to partner municipalities
The Project Development Officer (PDO) shall be primarily responsible for the
development of various PPP projects for implementation in the partner municipalities of
the programme. Frequent travel to various partner municipalities is essential. S/he will
perform the assigned tasks under the direct supervision of the National Programme
Manager.
Job responsibilities: The PDO will be responsible for: 1. Designing and formulating
identified projects, 2. Assisting in preparing and processing project documents including
tender and contract documents, 3. Assisting partner municipalities in the procurement of
PPP projects, 4. Providing on the spot technical services for the effective resolution of PPP
project issues, 5. Facilitating the implementation of various PPP projects.
Qualifications and experiences: The candidate should have a masters degree in a
relevant field, preferably MBA with a bachelors degree in engineering (civil or
infrastructure) or MSc Urban Planning with PPP elective. Minimum of 3 years’ of working
experience with a good understanding of project development, PPP, urban environment,
and development issues is essential. Fluency in English (written and spoken) is mandatory.
Experience in the relevant field will be a plus point.
3) Position: Business & Finance Officer – NPPP 1
   Duty Station: Kathmandu with frequent travel to partner municipalities
The Business & Finance Officer (BFO) shall be primarily responsible for the selection of PPP
projects and their proper formulation by balancing commercial viability against municipal
service delivery needs for implementation in the partner municipalities of the project. S/he
will perform the assigned tasks under the direct supervision of the National Project
Manager.
Job Responsibilities: The BFO will be responsible for: 1. Analyzing local business
potential, 2. Identifying business opportunities and their formulation as PPP projects, 3.
Developing PPP financing models including generating resources for financing local PPP
projects, 4. Assisting in implementing PPP transaction modalities, 5. Assessing of existing
financial market and developing mechanisms to involve the sector in financing PPP
transactions.
Qualifications and Experiences: The candidate should have a Masters degree in the field
of business and finance (preferably MBA with PPP course work), development, or urban
management with relevant professional experience. Minimum of 3 years’ of working
experience with a good understanding of PPP, business development, finance, project
management, and developmental issues is essential. Fluency in English (written and
spoken) is mandatory.

4) Position: Legal Officer– NPPP 1
  Duty Station: Kathmandu with frequent travel to partner municipalities
The Legal Officer (LO) shall be primarily responsible for providing legal counseling and
support for contract agreements, negotiation, mediation and other legal matters to PPP
Committees and local PPP projects/transactions. S/he will perform the assigned tasks
under the direct supervision of the National Project Manager.
Job Responsibilities: The LO will be responsible for: 1. Preparing PPP model by-laws
including procurement rules and regulations, 2. Preparing model PPP contracts, 3.
Assessing the municipal legal capacity especially in relation to the Local Self-Governance
Act and Regulations to execute PPP transactions, 4. Assisting in preparing and
implementing municipal by-laws for PPP procedures and activities, 5. Assisting in
preparation of contracts and other legal documents related to identified and potential
local PPP projects, 6. Developing a conflict resolution and mediation mechanism to be
built into PPP contracts.
Qualifications and experiences:
The candidate should have at least a Bachelor's degree in law. Minimum of 3 years’ of
working experience with a good understanding of the PPP legal framework, policies, and
developmental issues is essential. Preference will be given to candidates with training in
PPP. Fluency in English (written and spoken) and computer skills are mandatory.
