NAMI Sets Legislative Goals for 2007
The 2007 legislative session holds much hope and promise for NAMI members. NAMI Minnesota will be working on a number of key issues that affect all aspects of the lives of children and adults with mental illness and their families. NAMI staff and volunteers have already begun meeting with legislative leaders. There will be a bill introduced in the house by Rep. Greiling and others that will contain all of the key mental health issues. The bill will then be broken into smaller pieces and sent to the various committees. The Governor will also be reintroducing his mental health initiative. Access to health care is a key issue with NAMI advocating for elimination of the waiting period for MinnesotaCare, making it easier to access for children who have poor mental health coverage, and requiring college students to have health insurance. As was proposed last year, NAMI will support creating a model mental health benefit set across all public programs and will support expanding Peer Support and Wrap Around services to these programs as well. There will be another effort to try to integrate health care and mental health care combined with strong consumer protections. Increasing funds for employment programs and housing programs will be paramount. Too many people with mental illness are unemployed, and far too many are waiting in high cost settings because they do not have access to affordable housing. NAMI will also advocate for funding to implement the Columbia Teen Screen program in schools, school-linked mental health services, early intervention programs, crisis services, loan forgiveness programs for mental health professionals, and funding to support culturally specific mental health providers. NAMI also wants to require foster parents to receive training on mental illness in children. Finally, criminal justice issues will be at the top of the agenda with bills to change the insanity defense, screen inmates, and require mental health assessments prior to sentencing. Fifth Annual Research Dinner Nears
NAMI and the University of Minnesota will hold their 5th Annual Research Dinner on Feb. 20, 2007 at the Holiday Inn St. Paul-North (Arden Hills). Seating for the event begins at 5:30 p.m. and dinner is at 6:00 p.m. Leading Minnesota researchers will present on: Borderline Personality Disorder, Anxiety Disorders, Treatment Studies in Psychosis, Mental Illness in Children and Adolescents, and Integration of Mental Illness and Chemical Dependency. NAMI Minnesota’s Strategic Planning in Process
Thanks to the nearly 200 NAMI members who responded to NAMI-MN’s strategic planning online survey. The information gathered was included in the materials used by members attending a strategic planning retreat held in October. About 30 stakeholders, including board, staff, service providers, persons with mental illness, funders, and others, took part in the retreat. Ideas generated at the retreat were recorded and are being sifted through with plans to finalize the process and present it the NAMI board for adoption. When the 3-year strategic plan is adopted, NAMI-MN’s staff will draft an annual implementation plan including a timeline, responsibilities and detailed action steps.
Mental Health Rally Set
Mental health advocates and friends will gather on March 5 at Noon for a rally in the State Capitol Rotunda. Speakers will address critical issues for the 2007 Legislative Session. The rally will be preceded at 10:00 a.m. by a legislative briefing session that will be held at Christ Lutheran Church, 105 University Ave. W. (about one block north of the Capitol). Advocates are encouraged to make appointments in advance to visit their legislators at the Capitol that afternoon. The rally is sponsored by the Mental Health Legislative Network, an organization composed of over fifteen statewide organizations concerned about the quality and availability of mental health services in Minnesota.
NAMI-MN held a strategic planning meeting in October to brainstorm on results from an online survey of members and to propose goals for the organization’s future efforts.
Personal Stories Wanted
Sharing the personal stories of people with mental illness and their families has a powerful impact at the legislature. It helps “put a face” on mental illness and has been very effective in helping legislators understand mental illness. If you are willing to share your story, please contact the NAMI office at 651645-2948.
Spring Gala Volunteers Wanted
Anyone interested in being part of planning and implementing the 2007 NAMI Spring Gala and Silent Auction should contact the NAMI office. The event will be held April 27 at the Oakdale Prom Ballroom. NAMI is also seeking persons to ask for donations of gift certificates and other items from local businesses for our silent auction. The forms for seeking silent auction donations can be sent out to you.
NAMI’s Welcomes New Staff Members
Michael Foster is NAMI’s new volunteer coordinator. He is working halftime at NAMI and half-time at Vail Place. His previous work experience was as a human resources analyst with RBC Financial Group and as HRIS Administrator with Health Risk Management. He has a lot of volunteer experience organizing volunteers. For many years he has been involved with the Minneapolis Advisory Committee on People with Disabilities and has spoken to many groups about hiring people with a disability and the ADA. Michelle Greene is our new administrative assistant. For ten years she was the operations manager at the Southern Theater. She did everything there – special events, customer service, board meetings, travel arrangements, setting up new systems, web development, maintaining database – all of the things that we need to have done.

Jerad Morey has been hired as NAMIMN’s new community organizer. He has a Masters in International Peace and Conflict and a Master of Theological Studies (pastoral counseling and mental illness). He has done rural organizing for the Minnesota Council of Churches, organizing for UNITE HERE (in Washington D.C.), been a reporter and done media for political campaigns. He will work with NAMI affiliate groups to help them organize, increase membership, raise money and create change. His position is funded by a grant from the Bremer Foundation.

Newly Created Legislative Mental Health Division
The Minnesota House of Representatives has established a Mental Health Division that will be chaired by Representative Neva Walker. This is a giant step for the mental health community in Minnesota. “Finally the issues facing children and adults with mental illness and their families will receive the attention they deserve,” said Sue Abderholden, executive director of NAMI-MN. “We have not been able to fully address the fact that too many people with mental illness are homeless, in jail, jobless or have dropped out of school because the solutions require the attention of several legislative committees.” The new committee will cross committee jurisdictions thus allowing a full discussion of possible solutions. “These are giant problems that require interagency solutions,” said Abderholden. “In order to decrease the number of people with a mental illness who end up in jail mental health crisis teams are needed (instead of just using police), affordable housing has to be available as well as access to health care, and mental health courts need to be created. Or to decrease drop out rates we need an enhanced children’s mental health system along with schoolbased mental health services, different educational approaches and more trained teachers.” NAMI is excited about the potential impact the Legislative Mental Health Division will have on the lives of people affected by mental illness.

Open Door Outreach Merges with NAMI-MN
Open Door Outreach, Inc., an organization that has offered support and education on anxiety disorders since 1986, has merged with NAMI-MN. six volunteers with no paid staff. The merger means Open Door may be able to reach more people, recruit more volunteers, expand its visibility and expand its program. For NAMI-MN, it will mean a chance to expand its membership, reach more people, and assist with a valuable support service for persons living with a mental illness.
NAMI Helps Keep Families Together
In October 2005, NAMI-MN received a grant from the MN Department of Human Services to work on keeping families together. NAMI-MN staff and consultant Kathy Kosnoff, an attorney with an extensive background in children’s mental health services, have developed a curriculum for professionals and families to address the laws regarding custody relinquishment of children in order to receive mental health services. The law prohibits this practice but it is still happening in many counties in Minnesota. During the second half of 2006, the NAMI-MN team of trainers reached 215 social workers from counties around the state, plus parent advocates, parents and foster care parents with information on ways families can stay together and

NAMI Walks for the Mind of America
From coast to coast, thousands will walk this year to promote, hope, treatment and recovery. NAMIWalks will be held in Minnesota in September 2007! NAMIWalks will help raise money and awareness and is part of NAMI’s Campaign for the Mind of America. There will be three ways to join in the walk: Join an existing walk team, form a walk team, or walk as an individual. There will also be three ways to support NAMIWalks: sponsor a walker, be an event sponsor, or by giving a donation. Every journey begins with that first step. Watch for more details on NAMIWalks on our website and in the next issue of the ADVOCATE.
Jobs Initiative Launched
A new $54 million employment demonstration project will serve about 1,500 employed persons with serious mental illness in Hennepin, Ramsey, St. Louis, Pine, Lake and Carlton counties. The project will be run by Medica with a grant from the MN Department of Human Services.
A meeting on organizing for social change was hosted by NAMI-MN this fall and taught by the Midwest Academy.
Family-to-Family Classes
Family-to-Family is a 12-week course for families who have a loved one living with a mental illness. The course teaches information about: the various mental illnesses, basics about the brain, problem solving, medications, communication skills, self-care, empathy, recovery, and advocacy. All course materials are free and so are the classes. Many family members describe this program as life changing. Over 3,000 families in Minnesota have taken the Family-to-Family course and gained insight, information, understanding and empowerment. This winter, one Family-to-Family class will be offered in St. Paul at a date yet to be determined. More classes may be offered this winter; please check our website under “New Classes.” This spring, more classes are also likely to be offered. Conference Draws 300 to Hear Exciting Workshops
This year’s NAMI-MN Annual Conference featured a terrifically engaging keynote presentation by Bill MacPhee, publisher and founder of the Schizophrenia Digest. MacPhee shared how even though his dreams as a young man were shattered by schizophrenia his dreams of recovery have been to a great extent realized. MacPhee’s talk was compelling, humorous, insightful and carefully detailed about the nuances of schizophrenia and its treatment. The conference drew nearly 300 people to hear MacPhee and to attend their choice of 15 workshops on a wide array of topics related to mental illness. The conference also featured NAMI’s annual awards, book sales, and educational booths. Directly following the conference, NAMI held its annual meeting and five new board members were elected, and one re-elected. The board also presented awards to Sue Abderholden and Shelley White for there 5 years of service to NAMI.

Minnesota Gets Grant to Improve Treatment of Co-occurring Disorders
The Substance Abuse and Mental Health Services Administration (SAMHSA) has awarded the State of Minnesota funding of $3.35 million over 5 years. The funding will be used to enhance the statewide availability of services for persons with the co-occurring disorders of mental illness and chemical dependency. The Minnesota Dept. of Human Services has set five capacity building goals to be met as a result of the grant: Standardized screening and assessment, complementary licensure and credentialing requirements for Integrated Dual Disorder Treatment, service coordination and network building, financial planning, and information sharing. NAMI-MN is excited about this new grant and the expansion of these badly needed services.
Hope For Recovery Workshops Scheduled
Several Hope for Recovery workshops will be held this winter. The free, sixhour workshop for families is held on a Saturday and covers symptoms of mental illness, crisis recognition, and problem solving. Families also learn about selfcare, medications, recovery, advocacy, and support groups. The workshops will be held from 9:00 to 3:00 in St. Anthony on Feb. 24, in Litchfield on Mar. 31, and in Anoka (dates yet to be determined). To register, call Shelley at 651-645-2948 ext.101.
