Revised Budget Instructions
As stated in the August 1, 2008 memorandum to all state agencies and fiscal officers, state revenues continue to decline below earlier estimates. In order to meet new revenue projections and maintain a balanced budget, proactive fiscal action is required. The Office of Planning and Budget (OPB) has revised the instructions for preparing your agency's budget request to incorporate the new requirements for reduction plans. Each agency, department and authority must submit budget reduction plans of 6%, 8% and 10% for both Amended FY 2009 and FY 2010. Please consult with your OPB analyst to discuss any items not subject to these reductions and establish an adjusted base. Consider FY 2010 reductions as a permanent reduction to your base. Any need for additional funding should be accomplished with a redistribution of existing funds within an agency's budget. In order to be fiscally responsible and continue to maintain a balanced budget, OPB further instructs each state agency to take appropriate action to control expenditures and withhold 6% of appropriations from expenditures . Agencies should anticipate and prepare as though budgets will be reduced by the full 6%. OPB will communicate items to be included and/or exempted from the 6% withholding. Beginning with the 2nd quarter of the fiscal year, FY 2009 allotments will return to quarterly allotments and will continue to be reduced accordingly . The revised instructions for the Amended FY 2009 and FY 2010 budget submission may be accessed on the OPB website at www.opb.state .ga.us. Also on the website are revised BudgetTool instructions for entering your agency request. Budget submissions are due on September 2, 2008. We will continue to work actively with state agencies to help manage these reductions in a manner that least impacts Georgia citizens. We appreciate your cooperation and support to meet the fiscal challenges ahead.
