                               Market Drayton Town Council

  Minutes of a meeting of the Market Drayton Town Council held on 10 September 2009 at
           7.30 pm in the Town Hall Chamber, Frogmore Road, Market Drayton.

PRESENT: Councillors Aldcroft (Mayor), Beckett, Beecham, Bentley, Brown, Erwin, Glover,
         Gould, Groves, Hughes, J Smith, R Smith (Deputy Mayor) Taylor, Whittle and
         Woods.

Also:      Mr Brown from the Press and Reverend Baker

Clerks:    The Town Clerk and Deputy Town Clerk

284.C      PRAYERS                                                                   Action

           The Reverend Baker led the Council in prayers. This included a
           minute’s silence for the late Barry Pitt, former Mayor, Councillor and
           Chairman of the Arlon Twinning Advisory Sub Committee.

285.C      PUBLIC SESSION

           No members of the public were present.

286.C      APOLOGIES

           Apologies were received from Councillors Phillips and Parker.

287.C      INTERESTS

           Councillor Woods, Whittle and Aldcroft declared a personnel interest in
           item 242.GS Grants
           Councillors J Smith and Glover declared a personnel interest in all
           items relating to GSA.

288.C      MINUTES

           Councillor Aldcroft proposed, Councillor R Smith seconded and it was
           RESOLVED:

           To confirm and adopt the minutes of a meeting of Market Drayton
           Town Council held on 30 July 2009 with the following
           amendment:

           195.C item 171.FG Ear Marked Reserves
           Councillor J Smith said if the development off Chancel Drive is the
           same as Priors Meadow this should be minuted correctly.

           Councillor J Smith proposed, Councillor Woods seconded and it was
           RESOLVED:

        To amendment the minute 195.C item 171.FG to read
        ‘ the development off Chancel Drive known as Priors Meadow’.

289.C   MAYOR’S ANNOUNCEMENTS

        The Mayor said the last event he went to in this cycle of meetings was
        the In Bloom presentation evening. He said it was very well attended
        and he would like to thank the Royal British Legion in supplying a
        room to hold the event. He also thanked all the In Bloom Committee
        and the office staff for providing a great competition and such a good
        evening.

        This week sees the launch of the children’s Christmas card
        competition. Children up to the age of 14 are invited to design a
        Christmas card for use by the Mayor and for sale in the town. The best
        design from 4 age groups will have their card professionally printed
        and sold in aid of the Mayor’s charities. Two local retailers have
        provided numerous prizes which will be awarded to the winning
        children.

        The Mayor reminded members that a Thanksgiving service for Barry
        Pitt would be held at St Mary’s on Friday 11th at 2.00 pm.

        15 August – Peggy Field’s 90th Birthday
        16 August – Mayor of Shrewsbury’s Charity Lunch
        21 August – Tern Valley Scout Ball
        31 August – Park Hill Farm Open day
        3 September – Inauguration of Rev. Hywel Gerraint Snook at
        Christchurch.
        9 September – In Bloom presentations.

290.C   POLICE REPORT

        P C Powell said Youth Service officers were due to go out with the
        Police and target underage drinkers, to encourage young people that
        there is more to do in Market Drayton than drink alcohol.
        The Police and Fire Service were due to visit an event for the Senior
        Citizens on the 6 October to give a safety talk. To advise elderly
        people to be more vigilant about who comes into their homes etc.

        Councillor Brown asked P C Powell about the car parking on Salisbury
        Road, she walks along the road with her grandchildren and although
        residents have parking spaces they still park on the pavements. This
        causes pedestrians to walk on the road which is of course dangerous.

        PC Powell said he would speak to the residents but did not know if the
        problem can be solved without yellow lines. If residents don’t park
        there other car users will.

        Councillor Taylor said she was glad to hear of the Police’s involvement
        with the Youth Service and people should not forget that it is a minority
        who abuse alcohol. This was something positive and the Police should
        be commended for taking the initiative.

        P C Powell said Market Drayton had a good youth club and the Police
        want to reiterate that young people can enjoy other things other than
        drinking alcohol.

        P C Powell and Reverend Roger Baker left the meeting.

291.C   REPORTS OF COMMITTEES

        Shropshire Councillor Hughes said August was a quiet month at the
        Shirehall. He said there had been a meeting held here at the Town
        Hall in connection with the inner ring road, it was well attended and
        some good ideas were put forward. There was a meeting next Monday
        at the Grove School on planning Core Strategy. He had attended a
        meeting today on Choice Base letting, there will now be one form to be
        completed regardless of what housing association you may be
        applying to. This should make the process easier and more efficient,
        however the number of houses available is still very low.

        In reply to Councillor J Smith’s enquiry about the personalization
        agenda for people with learning disabilities he can give her some
        information but this is being looked at this autumn. It will give people
        more control over their own care.

        Councillor Hughes said there would be a Shropshire Council road
        show in Market Drayton on Wednesday 23 September 2009. The
        Local Joint Committee will be held in Woore next week, the swimming
        Pool will be closed for a week.

        Shropshire Councillor Brian Gillow reported he had attended a
        Scrutiny Committee meeting, which he said was very disappointing,
        not what Scrutiny was all about. He said the planning Public Enquiry
        into the Wind Farm had been refused which he felt people were happy
        with this result although the applicant may try again.

        Councillor Groves said he was nice to see SC Gillow at the meeting
        but it is possible that some people are not happy with the outcome of
        the Public Enquiry and would welcome a new application.

        Councillor Taylor said the Choice based letting will save time and be
        more fair. The Government are releasing more money for social
        housing, she asked SC Hughes if any of this money was coming
        Shropshire’s way?

        Councillor Hughes did not know but would make enquiries.

        Councillor Glover said there had been an extraordinary meeting of
        GSA.

        The Town Clerk said he had received two nominations for Chairman;
        Mr Glyn Harding and Mr Baron Chapman.

        Councillor Glover said there was already conflict between the two
        nominees.

        Councillor Aldcroft said how do members make a decision when all
        members may not know the individuals nominated.

        Councillor Hughes agreed and said Council must be impartial. He
        suggested both nominees come to the next F&GP meeting to address
        members.
        Councillor J Smith said a decision could not be made under this item
        and needs to go back to committee.

        Councillor J Smith reminded members that the Local Joint Committee
        is open to all people if Councillors would like to attend they would be
        more than welcome.

        Councillor Aldcroft said a new bus route was being set up from Audlem
        to Market Drayton on a Wednesday.

        Councillor R Smith proposed, Councillor Erwin seconded and it was

        That the minutes of a meeting of the Development Control Sub
        Committee held on 30 July 2009, having previously been
        circulated be confirmed and signed by the Chairman.

        Councillor R Smith proposed, Councillor Whittle seconded and it was
        RESOLVED:

        That the minutes of a meeting of the Development Control Sub
        Committee held on 13 August 2009, having previously been
        circulated be confirmed and signed by the Chairman.

        Councillor Hughes proposed, Councillor Taylor seconded and it was
        RESOLVED:

        That the minutes of a meeting of the Services & Facilities
        Committee held on 13 August 2009, having previously been
        circulated be confirmed and signed by the Chairman with the
        following amendments:

      235.SF Section 106 Agreements
      Councillor J Smith asked for clarification about which development we
      are awaiting a possible 106 agreement.

      Councillor Hughes replied Priors Meadow.

      Councillor J Smith said she thought we had already received money
      from this development. There were several issues; when we receive
      money for such an agreement we must do what we have agreed to do
      with that money. She said she would still like a full report on the 106
      agreements.

      Councillor Taylor asked where are we up to now? If we have received
      money where has it gone?

      Councillor Hughes said it would be best to take this back to committee
      for further consideration.

      Councillor Hughes proposed, Councillor Taylor seconded and it was
      RESOLVED:

      To refer clarification of the 106 agreements to Services &
      Facilities Committee.

      Councillor Brown proposed, Councillor R Smith seconded and it was
      RESOLVED:

      That the minutes of a meeting of the Community & Governance
      Committee held on 20 August 2009, having previously been
      circulated be confirmed and signed by the Chairman.

      Councillor R Smith proposed, Councillor Glover seconded and it was
      RESOLVED:

      That the minutes of a meeting of the Development Control Sub
      Committee held on 27 August 2009, having previously been
      circulated be confirmed and signed by the Chairman.

      Councillor Brown proposed, Councillor Woods seconded and it was
      RESOLVED:

      That the minutes of a meeting of the Finance & General Purposes
      Committee held on 27 August 2009, having previously been
      circulated be confirmed and signed by the Chairman with the
      following amendments:

      274.FG - GSA

      Members agreed they could not make a decision at this meeting and
      would need to see both nominees in person as all members may not

        know who they are.

        Councillor Hughes proposed, Councillor Taylor seconded and it was
        RESOLVED:

        To invite both nominees to a special F & GP meeting within the
        next 2 weeks and ask them to bring a short C.V. Then to hold a
        special Council meeting immediately afterwards.

        276.FG – Income and Expenditure Accounts 2009/10
        Councillor Taylor said she would like it the following minuted

        Councillor Taylor proposed, Councillor Hughes seconded and it was
        RESOLVED:

        To include under the minute 276.3FG – Income and Expenditure
        Accounts 2009/10 – that the Town Clerk was asked to approach
        War Memorial Trust for grant aid.

        Councillor J Smith said since the Council has no scheme of delegation
        in place, who has the authority to apply for grants?

        Councillor Aldcroft said if money is available the Town Clerk should be
        able to apply and then report back to F & GP.

        Councillor J Smith said it was difficult for members to keep up to date
        with various funding which may be available. It may be the best way to
        have the Town Clerk to apply in the first instance but he has no
        authority to do so, consequently a scheme of delegation needs to be
        put into place.

        Councillor Hughes proposed, Councillor Taylor seconded and it was
        RESOLVED:

        To put as an item on the next F & GP meeting – to consider a
        scheme of delegation.

        275. FG – SALC
        The Town Clerk reported that moves are afoot to review SALC.

        Councillor Aldcroft proposed, Councillor J Smith seconded and it was
        RESOLVED:

        To make no decision over the membership of SALC until the
        review has been completed.

293.C   MATTERS NOT RELATING

        Councillor Erwin said he had received two complaints about the state
        of the Buttercross.

              Councillor Erwin was reminded by the Town clerk that this item had
              only a yes or no answer permitted.

              Councillor J Smith said maybe this problem can go on the agenda of
              an appropriate committee meeting.

              The Town clerk replied yes.

294.C         SCHEDULE OF PAYMENTS

              Councillor Hughes proposed, Councillor Groves seconded and it was
              RESOLVED:

              To agree the schedule of payments for 1 July – 31 July 2009.

295.C         CHRISTMAS LIGHTS

              Councillor Taylor said she had been approached by several residents
              about the possibility of a competition for the best Christmas lights
              display on or in houses. She said she thought it was a good idea and
              the presentation could be made on the night of the ‘switch on’.

              Councillor Groves said he too thought it was a good idea, like
              Christmas lights or loath them the Council should be pleased that
              residents want to participate in something community driven.

              Councillor Groves proposed, Councillor Taylor seconded and it was
              RESOLVED with one abstention:

              To hold a Christmas lights display competition for residents.
