                                               TERMS AND CONDITIONS

1. Execution of Bid: Bid must contain an original signature of an individual authorized to bind the bidder. Bid must be typed or
   printed in ink. All corrections made by the bidder to the bid must be initialed by the person signing the bid. All illegible entries,
   pencil bids or corrections not initialed will not be tabulated. The original bid conditions and specifications cannot be changed or
   altered in any way. Altered bids will not be considered.
2. No Bid: If not submitting a bid, respond by returning this Bidder Acknowledgment form, marking it “NO BID,” no later than the
   stated bid opening date and hour, and explain the reason in the space provided. Failure to respond without sufficient
   justification may be cause for removal of the bidder’s name from the bid mailing list.
3. Bid Opening: Shall be public, on date, location and time specified on the bid form. It is the bidder’s responsibility to assure
   that his bid is delivered at the proper time and place of opening. Bids which for any reason are not so delivered, will not be
   considered. It is the bidder’s responsibility to assure all numbered pages of the bid, all attachments thereto and all addenda
   released are received prior to submitting a bid. All bids are subject to the conditions specified herein on the attached bid
   documents and on any addenda issued thereto.

4. Addenda to Bid: The City of Hollywood reserves the right to amend this bid prior to the bid opening date indicated. Only
   written addenda will be binding. The City is not bound by any oral representations, clarifications, or changes made in the written
   specifications by the City’s employees, unless such clarifications or changes are provided to bidders in written addendum form.
5. Prices Quoted: Deduct trade discounts and quote firm net prices. Give both unit and extended total. Prices must be stated
   in units to quantity specified in the bidding specifications. In case of discrepancy in computing the amount of the bid, the unit
   price quoted will govern and the total will be adjusted accordingly. All prices quoted shall be F.O.B. destination, freight prepaid.
   (Bidder pays and bears freight charges. Bidder owns goods in transit and files any claims), unless otherwise stated in Special
   Conditions. Cash discounts for prompt payment will not be considered in determining the lowest net cost for bid evaluation
   purposes.
6. Withdrawal of Bids: Bidders may request withdrawal of bid submittal prior to the scheduled bid opening time provided the
   request for withdrawal is submitted to the Director of Procurement Services in writing. No bids may be withdrawn for a period of
   ninety (90) days after the date of bid opening.

7. Mistakes: Bidders are expected to examine the specifications, delivery schedules, bid prices and extensions, and all
   instructions pertaining to supplies and services. Failure to do so will be at bidder’s risk.

8. Taxes: The City of Hollywood is exempt from Federal Excise and State Sales Taxes on direct purchases of tangible personal
   property. This exemption does not apply to purchases of tangible personal property made by contractors who use the tangible
   personal property in the performance of contracts for the City of Hollywood. Contractors doing business with the City shall not
   be exempted from paying sales tax to their suppliers for materials to fulfill contractual obligations with the City nor shall any
   contractor be authorized to use the City’s tax exemption number in securing such materials.
9. Delivery: Unless actual date of delivery is specified (or if specified delivery can not be met) show number of days required to
   make delivery after receipt of purchase order in space provided. Delivery time may become a basis for making an award.
   Delivery shall be within the normal working hours of the user, Monday through Friday, excluding holidays, unless otherwise
   specified and incorporated into contract document. Delivery shall be to the location specified in the bid specifications.
10. Conditions and Packaging: Unless otherwise stated in the special instructions to bidders or the bid sheets, or specifically
    ordered from an accepted price list, deliveries must consist only of new and unused goods and shall be the current standard
    production model available at the time of the bid. The goods must be suitably packaged for shipment by common carrier. Each
    container or multiple units or items otherwise packaged shall bear a label, imprint, stencil or other legible markings stating name
    of manufacturer or supplier, purchase order number and any other markings required by specifications, or other acceptable
    means of identifying vendor and purchase order number.
11. Inspection, Acceptance & Title: Inspection and acceptance will be at destination unless otherwise provided. Title to or
    risk of loss or damage to all items shall be the responsibility of the successful bidder until acceptance by the buyer, unless loss
    or damage results from negligence by the buyer. If the materials or services supplied to the City are found to be defective or not
    conforming specifications, the City reserves the right to cancel the order upon written notice to the seller and return product at
    bidder’s expense.
12. Safety Standards: All manufactured items and fabricated assemblies shall comply with applicable requirements of
    Occupational Safety and Health Act and any standards thereunder.

13. Open-End Contract: No guarantee is expressed or implied as to the total quantity of commodities/services to be purchased
    under any open end contract. Estimated quantities will be used for bid comparison purposes only. The City of Hollywood
    reserves the right to: issue purchase orders as and when required, or issue a blanket purchase order for individual agencies
    and release partial quantities. No delivery shall become due or be acceptable without a written order by the City, unless
    otherwise provided in the contract. Such order will contain the quantity, time of delivery and other pertinent data. However, on
    items urgently required, the seller may be given telephone notice, to be confirmed by an order in writing.
14. Contract Period (Open-End Contract): The initial contract period shall start with the expiration date of the previous
    contract or date of award, whichever is latest, and shall terminate one (1) year from that date, unless otherwise stated within the
    specifications. The contractor will complete delivery, and the City will receive delivery on any orders mailed to the contractor
    prior to the date of expiration. The Director of Procurement Services may renew this contract subject to vendor acceptance,

    satisfactory performance and determination that renewal will be in the best interest of the City. Notification of Intent to Renew
    will be mailed sixty (60) to one-hundred fifty (150) calendar days in advance of expiration date of this contract. All prices, terms
    and conditions shall remain firm for the initial period of the contract and for any renewal period unless subject to price
    adjustment specified as a “special condition” hereto.In the event services are scheduled to end because of the expiration of this
    contract, the Contractor shall continue the service upon the request of the Director of Procurement Services. The extension
    period shall not extend for more than ninety (90) days beyond the expiration date of the existing contract. The Contractor shall
    be compensated for the service at the rate in effect when this extension clause is invoked by the City.
15. Fixed Contract Quantities: Purchase order(s) for full quantities will be issued to successful bidder(s) after notification of
    award and receipt of all required documents. Fixed contract quantities up to twenty (20) percent of the originally specified
    quantities may be ordered prior to the expiration of one (1) year after the date of award, provided the contractor agrees to
    furnish such quantities at the same prices, terms and conditions.
16. Payment
     A.   Payment from City to Contractor: Payment will be made by the City after commodities/services have been received,
          accepted and properly invoiced as indicated in contract and/or order. Invoices must bear the purchase order number.
     B.   Payment from Contractor to Subcontractor and Materials Supplier: When a contractor receives from the City of
          Hollywood any payment for contractual services, commodities, materials, supplies, or construction contracts, the
          contractor shall pay such moneys received to each Subcontractor and Material Supplier in proportion to the percentage of
          work completed by each Subcontractor and Material Supplier at the time of receipt. If the contractor receives less than full
          payment, then the contractor shall be required to disburse only the funds received on a pro rata basis with the
          Subcontractors and Material Suppliers, each receiving a prorated portion based on the amount due on the payment. If the
          contractor without reasonable cause fails to make payments required by this section to Subcontractors and Material
          Suppliers within fifteen (15) working days after the receipt by the contractor of full or partial payment, the contractor shall
          pay to the Subcontractors and Material Suppliers a penalty in the amount of one percent (1%) of the amount due, per
          month, from the expiration of the period allowed herein for payment. Such penalty shall be in addition to actual payments
          owed. Retainage is also subject to the prompt payment requirement and must be returned to the Subcontractor or
          Material Supplier whose work has been completed, even if the prime contract has not been completed. The Contractor
          shall include the above obligation in each subcontract it signs with a Subcontractor or Material Suppler.
17. Manufacturer’s Name and Approved Equivalents : Manufacturer’s names, trade names, brand names, information
    and/or catalog number listed in a specification are for information and establishment of quality level desired and are not
    intended to limit competition. The bidder may offer any brand which meets or exceeds the specifications for any item(s). If bids
    are based on equivalent products, indicate on the bid form the manufacturer’s name and catalog number. Bidder shall submit
    with his bid complete descriptive literature and/or specifications. The bidder should also explain in detail the reason(s) why and
    submit proof that the proposed equivalent will meet the specifications and not be considered an exception thereto. The City of
    Hollywood reserves the right to be the sole judge of what is equal and acceptable. Bids which do not comply with these
    requirements are subject to rejection. If Bidder fails to name a substitute it will be assumed that he is bidding on goods identical
    to bid standard, and he will be required to furnish such goods.
18. Variations to Specifications: Bidder must indicate any variance to our specifications, terms and/or conditions, no matter
    how slight. If variations are not stated in the Bid, it will be assumed that the product or service fully complies with our
    specifications, terms and/or conditions. The City will not interpret variances based on any attached sales or manufacturer’s
    literature unless otherwise specified herein by the City.
19. Interpretations: Any questions concerning conditions and specifications shall be directed in writing to the Procurement
    Division. No interpretation(s) shall be considered binding unless provided to all Bidders in writing by the Director of the
    Procurement Services.
20. Awards: If a specific basis of award is not established in the invitation for Bid, the award shall be to the responsible
    bidder with the lowest responsive bid meeting the written specifications. As the best interest of the City may require, the
    right is reserved to make award(s) by individual commodities/services, group of commodities/services, all or none or any
    combination thereof. When a group is specified, all items within the group must be bid. A bidder desiring to bid “No Charge” on
    an item in a group must so indicate, otherwise the bid for the group will be construed as incomplete and may be rejected.
    However, if bidders do not bid all items within a group, the City reserves the right to award on an item by item basis. When a
    group bid is indicated for variable quantities and the bid for the group shows evidence of unbalanced bid prices, such bid may
    be rejected. The Director of Procurement Services, or the City Commission, whichever is applicable, reserves the right to waive
    technicalities and irregularities and to reject any or all bids, or any part of any bid.
21. Warranty: The bidder should specify any warranty applicable to the items bid, and attach any applicable warranty form.

22. Samples: Samples of items, when required, must be furnished by bidder free of charge to the City. Each individual sample
    must be labeled with bidder’s name, manufacturer’s brand name and be delivered by him within ten (10) calendar days of the
    bid opening unless the schedule indicates a different time or unless submission is required before the bid opening. If samples
    are required subsequent to the bid opening, they should be delivered within ten (10) calendar days of the request. The City will
    not be responsible for returning samples.

23. Patents and Royalties: The bidder, without exception, shall indemnify and save harmless the City and its employees from
    liability of any nature or kind, including cost and expenses for or on account of any copyrighted, patented or unpatented
    invention, process, or article manufactured or used in the performance of the contract, including its use by the City. If the bidder
    uses any design, device, or materials covered by letters, patent or copyright, it is mutually agreed and understood without
    exception that the bid prices shall include all royalties or cost arising from the use of such design, device, or materials in any
    way involved in the work.

24. Assignment: Contractor shall not transfer or assign the performance required by this bid without the prior written consent of
    the Director of Procurement Services. Any award issued pursuant to this bid invitation and the monies which may become due
    hereunder are not assignable except with the prior written approval of the Director of Procurement Services.
25. Indemnification: The Contractor shall indemnify, hold harmless, and defend the City of Hollywood, its officers, agents and
    employees from and against any and all claims, damages liability, judgements or causes of action including costs, expenses
    and attorneys fees incurred as a result of any error, omission or negligent act by the Contractor its officers, employees, agents,
    subcontractors or assignees arising out of this bid.
26. Equal Employment Opportunity: No Contractor shall discriminate against any employee or applicant for employment
    because of race, religion, color, sex or National origin, or physical or mental handicap if qualified. Contractor shall take
    affirmative action to ensure that applicants are employed, and that employees are treated during their employment without
    regard to their race, religion, color, sex or National origin, or physical or mental handicap. Such actions shall include, but not be
    limited to the following: employment, upgrading, demotion, or transfer, recruitment or recruitment advertising, layoff or
    termination, rates of pay or other forms of compensation; and selection for training, including apprenticeship. The Contractor
    agrees to post in conspicuous places available to employees and applicants for employment, notices setting forth the provisions
    of this non-discrimination clause. The Contractor further agrees that he/she will ensure that Subcontractors, if any, will be made
    aware of and will comply with this nondiscrimination clause.
27. Minority Business Enterprise and Local Small Business Enterprise Participation: The City of Hollywood is
    strongly committed to ensuring the maximum participation of qualified local minority business and qualified local small business
    enterprises (MBEs/SBEs) as defined in the City of Hollywood’s Local MBE/SBE Program on City projects as contractors and
    subcontractors for the procurement of goods and services.
    Notification is hereby given that qualified local minority business and qualified local small business enterprises are encouraged
    to participate in the City of Hollywood’s Local Minority Business Enterprise and Local Small Business Enterprise Program by
    submitting a bid/proposal package for this project. Local Minority Business Enterprise and Local Small Business Enterprise
    Program information and application can be obtained by visiting www.hollywoodfl.org/minority-small-business-enterprise/.

    Bidders/Proposers are hereby notified that qualified local minority business enterprises and qualified local small business
    enterprises shall have the maximum opportunity to compete for and perform such contracts and subcontracts and provide
    material supplies for such contracts and subcontracts in accordance with the City’s Local Minority Business Enterprise and
    Local Small Business Enterprise Program. Bidders/Proposers should complete the “Tabulation of Subcontractors and Material
    Suppliers” form (Exhibit A) listing all subcontractors and materials suppliers, including qualified local minority business
    enterprise and qualified local small business enterprise subcontractor and material suppliers that will participate on this project.

    Enforcement of Program Any individual or entity that engages in fraud, misrepresentation, or other wrongful conduct, whether by
    act or omission, related to its participation in, or eligibility to participate in the City of Hollywood’s qualified local MBE/SBE
    obligations under a city contract, shall be in violation of the Program. This determination shall be solely at the discretion of the
    City.

    Violators of the City’s Local Minority Business Enterprise and Local Small Business Enterprise Program may be subject to, on
    an individual and/or entity basis, debarment or suspension from participating in the City’s contracts in accordance with the City
    of Hollywood’s Debarment and Suspension Policy.

28. Local Preference: The City pursuant to its Purchasing Authority shall grant a preference in the amount of five percent (5%)
    up to $100,000 and two percent (2%) thereafter of the Bid price to vendors whose business location is within Hollywood, Florida.
    The Vendor shall have the burden of demonstrating that it maintains an office or other site where it operates, conducts, engages
    in or carries on all or a portion of its business within Hollywood, Florida.

30. Public Entity Crimes: “A person or affiliate who has been placed on the convicted vendor list following a conviction for a
    public entity crime may not submit a bid on a contract to provide any goods or services to a public entity, may not submit a bid
    on a contract with a public entity for the construction or repair of a public building or public work, may not submit bids on leases
    of real property to a public entity, may not be awarded or perform work as a contractor, supplier, subcontractor, or consultant
    under a contract with any public entity, and may not transact business with any public entity in excess of the threshold amount
    provided in Section 287.017 for CATEGORY TWO for a period of 36 months from the date of being placed on the convicted
    vendor list.”

         Special Instructions to Bidders (In addition to General Conditions)

SUBMISSION OF FORMAL SEALED BIDS: The Invitation for Bid form must be executed and
submitted with all bid sheets and should be in a sealed envelope. The original should be signed
in blue ink. The pricing page must be completed in its entirety (all spaces must be filled, no
spaces are to be left blank). Bids not submitted on bid sheets and spaces left blank on the pricing
page may be rejected. The Bidder must check for any addendums to this bid, and continue to
check for any addendums up to the due date and time of this bid. The face of the envelope should
contain the vendor’s name, return address, due date and time of bid opening, and bid number. All
bids are subject to the conditions specified herein. Those which do not comply with these
conditions are subject to rejection.


PURPOSE:

The City of Hollywood is seeking bids from qualified vendors for the purchase of five (5)
Multiquip (MQ) Whisper Watt - Ultra Silent Series, portable, dual voltage, sound attenuated
diesel generators or City approved equal in order to provide a standby power system to
supply electrical power in event of failure of normal supply.

♦      Three (3) Model DCA70USI with a prime output of 56 KW/70 KVA (Bid Attachment
       A; Diagram A)

♦      One (1) Model DCA300-SSK with a prime output of 240 KW/300 KVA (Bid
       Attachment B; Diagram B)

♦      One (1) Model DCA400-SSVU with a prime output of 320 KW/400 KVA (Bid
       Attachment C; Diagram C)

Units shall consist of a liquid cooled engine, an AC alternator and system controls with all
necessary accessories for a complete operating system, including but not limited to the
items as specified hereinafter. Units shall be a new or pre-owned model. Demonstrators
or prototypes are not acceptable.

The electric generating system shall consist of a prime mover, generator, electronic
governor, coupling and all controls which must have been tested as a complete unit. Units
shall conform to N.E.C. and applicable inspection authorities, and meet all EPA and OSHA
requirements. The design shall incorporate an integral environmental skid and basin to
provide full liquid containment in the event of fuel leakage and any other liquid that
might leak from the diesel engine such as crankcase lube oil or radiator coolant.

The complete engine generator set shall be mounted on a dual axle trailer. The trailer
shall be able to withstand the total weight of the complete engine generator set, fuel tank,
fuel, sound attenuating enclosure, cables w/plugs, and trailer weight. The trailer must be
complete with IC running and brake lights, leaf springs, front tongue jack, two (2) rear
stabilizer jacks, safety chains, license plate bracket, six (6) ply tires, electric brakes with
seven (7) wire connector, tongue mounted box (30”x36”x16”), and a 2 5/16” hitch ball. In
addition, trailer shall be equipped with a built-in diesel fuel storage tank of sufficient
capacity to allow for generator operation at full load for a minimum of twenty-four (24) hour
period with fuel filler cap, fuel gauge and vent.

PRE-BID CONFERENCE:

Vendors are encouraged to attend a pre-bid conference at the Public Utilities
Wastewater Administration Building, 1621 North 14th Avenue, Hollywood, 2nd Floor
Conference Room, at 10:30 A.M. on Monday, May 1, 2006. The purpose of this
conference is to allow the City of Hollywood the opportunity to provide clarification and
respond to questions from potential bidders relative to any facet of this invitation to Bid.

To provide the City of Hollywood sufficient time to adequately prepare responses to
vendor inquiries at the pre-bid conference, it is desirable that all questions be submitted in
writing to the City of Hollywood Procurement Services Division, attn: Ralph Dierks, PO Box
229045 Hollywood, Florida 33022-9045 (Fax #954-921-3086) no later than Wednesday,
April 26, 2006. Written responses to all questions will be provided to each participant and
discussed at the pre-bid conference.

Due to the importance of the bidders having a clear understanding of the
specifications/scope of work and requirements for this solicitation, attendance at
this conference is strongly encouraged.

PRODUCT SPECIFICATIONS:

All equal to products must be approved by the City’s Instrumentation Controls Manager.

It is the responsibility of the bidder to provide documentation, literature or samples to prove
equivalency to product specified. The City reserves the right to determine the products’
equivalency.

For product specifications please refer to Attachments A-C.

ALTERNATE BIDS: Pre-Owned or Previously Leased Equipment

The City of Hollywood will consider as an alternative, the following equipment that meets
or exceeds all of the specifications herein:

    Pre-Owned or leased equipment shall not be more than two (2) years of age from
     manufacture date code.

    All service records must be provided with bid.

    Total use age (Hour Meter) hours shall not exceed 500 hours


MANUFACTURER QUALIFICATIONS:

This system shall be supplied by manufacturer who has been regularly engaged in the
production of engine-alternator sets, and associated controls for a minimum of ten years,
so there is one source of supply and responsibility.

To be classified as a manufacturer, the builder of the generator set must manufacture at
least the engine or alternator.

The manufacturer shall provide, with the bid documents, printed literature and brochures
describing the standard series specified, not a one of a kind fabrication.

The supplier shall be a manufacturer’s certified and authorized engine and generator
sales, parts, and service distributor having a parts and service facility within fifty (50) miles
of the City of Hollywood, Florida.

Generator set shall meet or exceed the following minimum design and performance
specifications. Unit shall be furnished with all standard equipment and accessories unless
otherwise stated herein.

ADDITIONAL CITY REQUIREMENTS:

The generator supplier shall provide all tools, supplies, materials, equipment and labor
necessary for supplying and testing the equipment purchased by the City.

The generator supplier shall provide digital pictures of the equipment assembled and
specified to the City, before a purchase order is released.

Each generator set supplied shall have a selector switch change voltage requirements to
the terminal area.

Each generator set supplied shall be equipped with one (1) receptacle 400 amp, make
Crouse Hinds model #AP404610-S-22, one (1) receptacle 200 amp make Killart model

FACTORY INSTALLED ACCESSORIES:

A heavy duty, lead acid battery set shall be provided by the generator set manufacturer of
adequate voltage and amperage capacity to start and operate the engine. All intercell and
connecting battery cables shall be provided as required.

Unit shall include a two (2) amp automatic float battery charger manufactured by the
engine-generator set supplier. It shall be of a solid state design and self regulating to
prevent overcharging the system battery. The battery charger shall be factory installed on
the generator set, and be equipped with a ten (10) foot SO cord with plug wired to the
battery charger.

Primary diesel fuel filter shall be furnished capable of removing contaminants of ten (10)
microns or larger. Element shall be replaceable paper type.

The manufacturer shall supply its recommended stainless steel, flexible connector to
couple the engine exhaust manifold to the exhaust system.

The manufacturer shall supply its recommended flexible fuel line to connect the engine to
the external fuel source. On stationary applications it shall match the fuel fitting on the unit
base rail and have braided stainless steel covering with brass fittings.

Exhaust silencer(s) shall be provided of the size as recommended by the manufacturer
and shall be of critical grade. All components must be properly sized to assure operation
without excessive back pressure when installed. The muffler and included hardware shall
be inside the sound attenuated enclosure by the generator manufacturer. External
mufflers are not acceptable.

Weather protective sound attenuating enclosure: The engine-generator set shall be
factory enclosed in a twelve (12) gauge steel enclosure constructed with corner posts, and
shall be coated with electrostatically applied zinc and finished with baked powder paint.
The design must be such that sound levels are less than 65db(A) at 23 feet when the unit
is operated under full load conditions. The enclosure is to have large, hinged doors to
allow access to the engine, alternator and control panel. Each door is to be fitted with
stainless steel, lockable hardware.

FACTORY TESTING:

Before shipment of the equipment, the engine-generator set shall be tested under rated
load for performance and proper functioning of control and interfacing circuits. Tests shall
include:

Verifying all safety shutdowns are functioning properly.

Single step load pick-up per NFPA 110-1985, Paragraph 5-13.2.6.

Transient and voltage dip responses and steady state voltage and speed (frequency)
checks.

OWNER’S MANUALS:

Three (3) sets of owner’s manuals specific to the product supplied must accompany
delivery of the equipment. General operating instruction, preventive maintenance, wiring
diagrams, schematics and parts exploded views specific to this model must be included.

SERVICE:

Supplier of the electric plant and associated items shall have permanent service facilities
in this trade area. These facilities shall comprise a permanent force of factory trained
service personnel on 24 hour call, experienced in servicing this type of equipment,
providing warranty and routine maintenance service to afford the owner maximum
protection. Delegation of this service responsibility for any of the equipment listed herein
will not be considered fulfillment of these specifications. Service contracts shall also be
available.

WARRANTY:

The standby electric generating system components, complete engine-generator and
instrumentation panel shall be warranted by the manufacturer against defective materials
and factory workmanship for a minimum period of twelve (12) months for the 70 KVA and
300 KVA units, and for a minimum period of twenty-four (24) months for the 400 KVA unit.
Such defective parts shall be repaired or replaced at the manufacturer’s option, free of
charge for travel and labor. The warranty period shall commence when the standby power
system is first placed into service. Multiple warranties for individual components (engine,
alternator, controls, etc.) will not be acceptable. Satisfactory warranty documents must be
provided. The manufacturer supplying the warranty for the complete system must have, to
the satisfaction of the City, the necessary financial strength and technical expertise with all
components supplied to provide adequate warranty support.

STARTUP AND CHECKOUT:

The supplier of the electric generating plant and associated items covered herein shall
provide factory trained technicians to checkout the completed installation and to perform
an initial startup inspection to include:

Ensuring the engine starts (both hot and cold) within the specified time.

Verification of engine parameters within specification.

Set no load frequency and voltage.

Test all automatic shutdowns of the engine-generator.

Perform a load test of the electric plant, ensuring full load frequency and voltage are within
specification by using a resistive, unity power factor, load bank. The load bank test shall
be done at the facility of the manufacturer’s dealer and shall be for the duration of two (2)
hours.

ACCEPTANCE:

Delivery of the generators to the City does not constitute acceptance for the purpose of
payment. Final acceptance and authorization of payment shall be given only after a
thorough inspection indicates that the generators meet bid specifications and City
personnel shall witness a one (1) hour full load test of each unit offered at the bidder’s
facility. Should the delivered generators differ in any respect from specifications, payment
will be withheld until such time as the supplier takes necessary corrective action. If the
proposed corrective action is not acceptable to the City, the City may refuse final
acceptance of the generators, in which case the generators shall remain the property of
the supplier and the City shall not be liable for payment for any portion thereof.

The generator(s) shall be delivered with each of the following documents completed:

       4.     Copy of pre-delivery service report

Delivery that does not include the above applicable forms and publications, or have
forms that have been altered, or are not properly completed will be refused for payment
until contractor completes necessary corrective action.

                          DIESEL POWER SYSTEM
                    ENVIRONMENTAL CONTAINMENT DESIGN



PART 1.00    GENERAL

This specification outlines the requirements for providing a complete, operable and
tested diesel engine generator as provided by MQ Power. The generator set shall be
sound attenuated with a self-contained fuel system and voltage changeable distribution.
Equipment and materials shall be of current design and ready for delivery, connection
and operation.

The engine shall be equipped with the necessary devices to meet current EPA
regulations for the operation of a diesel engine-generator. In addition, the engine-
generator shall have been factory tested to ensure reliable operation at rated power.

The generator supplier shall have available factory test results and factory published
Operators Manual for the engine-generator set. The engine shall be filled with
crankcase lube oil and radiator coolant as recommended by the engine manufacturer
and/or as specified herein.

The engine-generator set shall have posted operating instructions near the control
panel and operating devices. Warning placards shall be visible at locations of customer
access, to live voltage parts and other electrical connection points.

PART 2.00    EQUIPMENT

MANUFACTURING STANDARD

Subject to compliance with requirements, provide a sound attenuated, diesel engine-
generator as manufactured by MQ Power, with certifications and factory tests.

The generator supplier shall be capable of providing equipment as specified,
maintaining service parts inventory and service.

RATINGS

The sound attenuated generator set shall be MQ Power model DCA-70USI, Ultra Silent
Series, rated for continuous, Prime Power operation at 56 kW, 70 kVA, 0.80 P.F., 3-
phase, 4-wire, 60 Hertz. The sound level shall not exceed 61dB(A) @ 23 feet at full load
operation. The following manually selectable voltages shall be available:

   277/480V, 3-phase, 4-wire
   139/240V, 3-phase, 4-wire
   120/208V, 3-phase, 4-wire
   120/240V, 1-phase, 3-wire

In addition, the following performance ratings shall apply:

   Frequency regulation shall be isochronous under varying loads from no load to full
    load.
   Frequency variation shall not exceed +0.25% from no load to full load.
   Voltage regulation shall not exceed +1.0% from no load to full load.
   Voltage variation shall not exceed +0.25% from no load to full load.
   Telephone influence factor shall be less than 50.

The generator set shall be capable of accepting 100% load in a single step in
accordance with NFPA 110.

ENGINE AND EQUIPMENT

The diesel engine shall be 4-cycle, direct connected to the generator by a semi-flexible
coupling and both shall be mounted on a common sub-base. The engine shall have
sufficient power to produce the specified rating when operating at generator
synchronous speed with all accessories required for normal operation including
exhaust, fuel, cooling, and battery charging systems. The engine, with attached cooling
system and the generator shall be mounted on the sub-base with heavy duty, resilient
mounts that provide vibration isolation. The diesel engine shall be EPA certified for
Mobile Off-Highway, meeting Tier 2 emission standards. The supplier shall make
available, the Federal EPA Certificate of Conformance to substantiate certification.

Maximum engine speed, at load, shall be 1800 RPM. The complete diesel engine
generator set shall be free of critical speeds from either a major or minor order, and
torsional vibrations from 10% below idling to 10% above synchronous speed. Engine
shall be equipped with protective controls and sensors for shutdown for low oil pressure,
high temperature and overspeed.

The engine shall be equipped with a fuel system suitable for operation on No. 2 diesel
fuel oil meeting the requirements of ASTM-975. The fuel system shall include an
engine-driven fuel transfer pump and replaceable filters. A fuel/water separator shall be
provided ahead of the primary filters.

The fuel transfer pump shall be positive displacement and capable of providing 110% of
the prime power rating with all filtering equipment in operation.

The engine shall be equipped with a positive displacement, full pressure, lubrication oil
pump with full flow replaceable spin-on canister oil filters and a dipstick. Provide
replaceable dry element air cleaner with restriction indicator. Provide engine-mounted
battery charging alternator, 55 ampere minimum and solid-state voltage regulator.

Provide electronic isochronous governor, consisting of magnetic pickup speed sensor,
adjustable electronic control, and an actuator-mounted integral with the fuel pump.
Frequency regulation shall be isochronous under varying loads from no load to full load.
Frequency variation for constant loads shall not exceed +0.25 percent of rated speed.

The cooling system shall include a belt-driven pusher fan and water pump, and a
thermostat for temperature control. A secondary, electric fan shall be used to directly
cool the engine radiator, to further reduce noise inside the unit housing. The cooling
system shall be rated for full rated load operation in 104º F ambient conditions. Guard
rotating parts against accidental contact. Cooling system shall be filled with minimum
50% mixture of coolant/anti-freeze. Include coolant overflow tank level for monitoring
coolant level.

Provide a direct immersion type, jacket water heater for quick engine starting. Jacket

water heater shall be rated 120VAC, 1000 watt. The heater AC input shall be connected

to a NEMA 5-15P flush mounted male input plug located on the generator receptacle

panel.

ENGINE STARTING SYSTEM

Provide a solenoid operated positive engagement gear driven electric starter for

operation on

12 VDC. Provide automatic cranking controls with three crank attempts with rest periods

in between. Failure to start, after three cranking attempts, shall shut down and lockout

the engine control.


Provide 12 VDC lead acid battery with sufficient capacity to provide 100 seconds engine
cranking. Insulated stranded copper conductors shall connect the battery to the
generator starter. Battery shall be mounted in a corrosion resistant tray with hold-
downs to secure the battery.

Provide a UL Listed battery float charger with a minimum ampere rating of 3A, 12VDC
output, 120VAC input. Charger shall be automatic voltage regulated within 1% of the
correct temperature compensated value from no load to full load. Boost charging shall
be automatic. Include AC and DC fuses protection and a DC charge ammeter. The
charger shall be mounted inside the generator enclosure and the AC input shall be
connected to a NEMA 5-15P flush mounted male input plug located on the housing
exterior.

GENERATOR

The generator shall be three phase, 60 hertz, single bearing, four pole-revolving field,
drip-proof, and air-cooled. The rotor shall have amortissuer windings and be
dynamically balanced. Generator windings shall be re-connectable with a manual
voltage selector switch providing the following voltages:

   277/480V, 3-phase, 4-wire
   139/240V, 3-phase, 4-wire
   120/208V, 3-phase, 4-wire
   120/240V, 1-phase, 3-wire

The insulation system shall vacuum impregnated with a second finish of epoxy varnish
that is fungus resistant. The temperature rise for rotor and stator at full load shall not
exceed the allowable temperature use for Class F insulation. THD shall not exceed 5%
of rated voltage at full load and no single harmonic shall exceed 3% of rated voltage at
full load.

The excitation system shall be brushless utilizing full wave silicon diodes with surge and
excitation overload protection. The excitation system shall be powered by a three
phase, open delta design for maximum motor starting capability and isolation from non-
linear loads. Provide permanent magnets in the construction for rapid voltage build up
and sustained 300% short circuit current. Electronic current boost methods or CT boost
methods are not acceptable.

The voltage regulator shall be of solid-state construction and temperature compensated.
Voltage regulation from no load to full load shall not exceed +1.0%. Regulator shall
utilize pulse width modulation and be capable of performing in the presence of non-
linear loads. The regulator shall be volts/hertz with frequency compensation to allow
frequency to decline in an adjustable manner before correcting the output voltage in a
linear manner. During motor starting operations, the automatic voltage regulator shall
switch the configuration of the internal open-delta connections to provide increased
excitation voltage.

ENGINE GENERATOR CONTROL PANEL

The engine generator control panel shall be an integral part of the generator housing to
completely isolate it from engine vibration. The panel shall be recessed into the housing
with sealed construction and a gasketed door with viewing window for splash proof
operation. All switches, lights, and other devices shall be clearly labeled on the panel
face.

Provide a three position panel mounted switch (STOP-MANUAL-AUTO) to stop the
engine in the STOP position, start and run the engine in the MANUAL position, and
allow the engine to start and run by closing a remote contact and stop by opening the
remote contact in the AUTO position.

Provide the following panel mounted accessories:
 2-wire control for Auto Start-Stop operation
 Panel lighting with ON/OFF switch.
 Running time meter in hours and tenths of hours
 Voltage adjustment rheostat ±15%
 Engine pre-heat lamp (Energized in the RUN position)

Provide flush mounted analog meters (2%) for the following:
   AC ammeter
   Phase Selector switch shows phase amperage
   AC voltmeter
   Phase Selector switch shows phase voltage
   Frequency meter

Provide engine indicating meters and devices:
 Water temperature gauge
 Oil pressure gauge
 DC charge meter
 Tachometer
 Fuel gauge

Controls shall shut down and lock out the engine upon:
 Failure to start after specified time (Overcrank)
 Overspeed
 Low oil pressure
 High engine temperature

POWER OUTPUT CONNECTIONS

Provide UL489 listed, molded-case, thermal magnetic circuit breaker, rated 175
amperes, and located in control panel dead front behind removable cover. The circuit
breaker shall be sized to operate at the highest rated ampacity (Low Wye voltage). A
dedicated, UL listed, inverse time delay, over-current relay shall be provided to monitor
and protect alternator output, at the lowest rated ampacity (High Wye voltage). In the
event of an overload or short circuit, the over-current relay shall activate the circuit
breaker shunt trip and open the circuit breaker. The over current relay shall be factory
set and tested prior to shipment. Output shall be cable connected to a rotary voltage
selector switch for manual voltage selection. The voltage switch shall be mounted inside
the generator housing with a barrier assembly including a screw cover access. The
voltage switch handle shall clearly indicate the voltage positions and shall be lockable.

Provide a customer entry panel as part of the generator housing. The customer panel
shall be an integral part of the generator housing to completely isolate it from engine
vibration. The panel shall be recessed into the housing with seamless construction with
a hinged cover to shield interior from falling water. The bottom of the customer panel
area shall be sloped downward for cable entry and to eliminate water accumulation.

The panel shall contain three, 50A-240V twist lock female receptacles and two, 120V
single-phase duplex NEMA 5-20R GFCI receptacles. The 50A receptacles shall be
activated in the 120/240V single-phase position only. The GFCI convenience
receptacles shall be energized regardless of the voltage connection. All receptacles
shall be flush mounted and shall be individually protected with UL listed circuit breakers
flush mounted within the panel area and clearly labeled which breaker feeds which
receptacle. The panel shall contain the flush mounted male plugs for the AC input
power to the water jacket heater and battery charger, and include the automatic Start-
Stop terminal connection block.

Provide power output terminal area above the receptacle panel with flexible rubber
shields to separate the terminal area from the customer entrance panel. The terminal
area shall be behind a separate door interlocked with the main access door for locking
provisions. Cable entrance to power terminals shall be through the customer entrance
panel. Mechanical lugs shall be provided for each phase, neutral and ground. The
terminal lugs shall be shielded from accidental contact by a clear, Plexi-glass cover
secured with cap screws. Connection diagrams shall be clearly displayed.

HOUSING

The engine generator set and all components shall be enclosed in a factory fit, sound
attenuated housing with access doors on each side and a door over the control panel.
The housing shall be designed so the exhaust system is contained within the enclosure
and both the radiator and exhaust discharge vertically.

The doors shall be arranged so all filters, battery, water jacket heater and other
maintenance items can be easily accessed. The control panel door shall have a
Plexiglas window for unobstructed viewing of the engine control panel. All doors shall be
gasketed and the handles shall be recessed latching type with provisions for pad-
locking. The enclosure shall be equipped with a single point lifting bail on the top.

The housing shall be factory treated with a zinc phosphate process prior to a multi-coat,
electro-deposition paint process for priming and finish coatings. The color shall be
factory white. The interior of the housing and all intake and discharge ducts shall be
lined with sound absorbing, high temperature foam, per UL94 standards. The housing,
exhaust system and cooling systems shall be designed to limit the noise level to
61dB(A) at 23 feet when operating at full rated load.

EXHAUST SYSTEM

The exhaust system shall be designed so that the muffler is mounted inside the
housing, completely concealing all components. Exhaust components mounted on the
outside the housing is not acceptable. Provide critical silencer as recommended by the
generator set manufacturer to meet overall specified sound level and size to assure full
load operation without exceeding the engine manufacturer’s recommended back
pressure. Provide flexible connection between the engine and exhaust line as required
for pipe expansion and contraction.

FUEL STORAGE SYSTEM

The engine generator shall be fitted with a factory installed, in housing, fuel tank with a
minimum capacity of 103-gallons. The design shall incorporate an integral
environmental skid and basin to provide full liquid containment in the event of fuel
leakage and any other liquid that might leak from the diesel engine such as crankcase
lube oil or radiator coolant.

TRAILER

Trailer shall be low center of gravity, low bed type with tandem axle, towing coupler, and
screw jack. The trailer shall meet or exceed the following specifications:

Trailer shall be equipped with highway legal fenders and a front adjustable leveling
stand with footpad. Unit shall be wired, 12-volt, to comply with Federal highway laws.

Tire and wheel size shall be OEM type; sized per the trailer manufacturer to meet the
full load GVWR requirements of the trailer with generator, fuel tank, fuel and all loaded
accessories.

Coupler shall be {the Lunette eye type; 3-inch diameter}, {2” Ball Coupler}, {2 5/16”
Ball Coupler}

Provide safety chain and breakaway cable to meet D.O.T. requirements. Safety chain
shall be anchored to the trailer by use of a loop of cold-rolled steel, or equivalent solid
connection. It shall be lap-welded, not butt-welded, to the trailer. Connection of the
chain to the loop shall be a double-clevis connecting link for use on trailer safety chains
and shall have a strength rating at least equal to the chain. Connection of the chain to
the tow vehicle shall be a 1/4 inch latching clevis-type hook for use on trailer safety
chains with a strength rating equal to the chain.

All bolts shall be minimum SAE Grade 5 or SAE Grade 8 where applicable and shall be
easily identifiable. All nuts used for load bearing structural applications, unless
otherwise specified shall be SAE stover (top lock) grade "B" lock nuts. Only flat washers
shall be used with lock nuts. Lock Tite shall be used on any bolts that are torqued into a
blind hole. All fasteners shall allow accessibility using standard mechanics tool.

Trailer lighting shall conform to the latest edition of the Federal Motor Vehicle Safety
Standard (FMVSS) No. 108. Provide individual stop and directional tail lamps, each with
running lights. Provide license plate holder and light. The wiring shall be securely
attached to substantial supports along its entire route. At no time shall the route come
near to or be a part of any heat source, exhaust system or exhaust support. Where
installed wiring is required to pass through any body panel or partition, the wiring shall
be protected with an insulating grommet at the point of passage.

Trailer connector shall be 4-pin, suitable for use with surge hydraulic brakes. All terminal
and connectors shall conform to SAE standards. All low-tension primary cable shall be
color coded in accordance with SAE J-1128 as follows:

   White     Ground connection
   Black     Clearance, marker, running and tail lights
   Yellow    Left turn indicator lights
   Green     Right turn indicator lights
   Note:     Provisions for connection of electric brakes shall be provided if required by
              federal, state or local codes.



Trailer shall be painted black and comply or conform to federal requirements. Prime
coat trailer and any areas susceptible to corrosion. Prime coat must be compatible with
finish top coat and applied as per manufacturers recommendations.

PART 3.00     EXECUTION

DELIVERY AND HANDLING

Deliver equipment properly packaged and mounted to facilitate handling. Deliver with
recommended lube oil and coolant installed.

Handle equipment carefully to prevent physical damage. Do not install damaged
equipment; remove from site and replace damaged equipment with new.

PRODUCTION TESTS

Provide certified factory production tests on the equipment performed at rated load.

Tests shall include:

      Steady-state voltage and frequency analysis
      Resistive load bank test at full load for 1-hour
      Maximum power analysis


PARTS AND OPERATIONS MANUALS

Provide three (3) sets of O&M manuals at time of generator shipment. Manuals shall be
shipped in suitable 3-ring binders with manufacturers name, address, phone number
and points of contact included. Include sales, parts department, service department and
emergency (off hours) phone number.

WARRANTY

The entire engine-generator assembly shall be covered by a manufacturer’s express
written warranty, not less than one (1) year from the date of final installation by end-
user. The written warranty shall be included with the O&M manuals.

PART 1.00    GENERAL

This specification outlines the requirements for providing a complete, operable and
tested mobile diesel engine generator as provided by MQ Power. The portable
generator shall be sound attenuated with a self-contained fuel system and voltage
changeable distribution. Equipment and materials shall be of current design and ready
for delivery, connection and operation.

The engine shall be equipped with the necessary devices to meet current EPA
regulations for the operation of a portable diesel generator. In addition, the engine
generator shall have been factory tested to ensure reliable operation at rated power.

The generator supplier shall have available factory test results and factory published
Operators Manual for the engine-generator set. The engine shall be filled with
crankcase lube oil and radiator coolant as recommended by the engine manufacturer
and/or as specified herein.

The engine generator set shall have posted operating instructions near the control panel
and operating devices. Warning placards shall be visible at locations of customer
access, to live voltage parts and other electrical connection points.

MANUFACTURING STANDARD

Subject to compliance with requirements, provide a portable, sound attenuated, diesel
engine generator as manufactured by MQ Power, with certifications and tests.

The generator supplier shall be capable of providing equipment as specified,
maintaining service parts inventory and service.

RATINGS

The portable sound attenuated generator set shall be MQ Power model DCA300-SSK,
rated for continuous, Prime Power operation at 240 KW, 300 KVA, 0.80 P.F., 3 phase 4
wire, 60 Hz. The following manually selectable voltages shall be available:

   277/480V, 3-phase, 4-wire
   139/240V, 3-phase, 4-wire
   120/208V, 3-phase, 4-wire
   120/240V, 1-phase, 3-wire

In addition, the following performance ratings shall apply:

   Frequency regulation shall be isochronous under varying loads from no load to full
    load.
   Frequency variation shall not exceed +0.25% from no load to full load.
   Voltage regulation shall not exceed +1.5% from no load to full load.
   Voltage variation shall not exceed +0.5% from no load to full load.
   Telephone influence factor shall be less than 50.

The generator set shall be capable of picking up 100% load in one step in accordance
with NFPA 110.

The sound level shall not exceed 71dB(A) @ 23 feet at full load operation.

ENGINE AND EQUIPMENT

The diesel engine shall be 4-cycle, direct connected to the generator by a semi-flexible
coupling and both shall be mounted on a common sub-base. The engine shall have
sufficient power to produce the specified rating when operating at generator
synchronous speed with all accessories required for normal operation including
exhaust, fuel, cooling, and battery charging systems. The engine, with attached cooling
system and the generator shall be mounted on the sub-base with heavy duty, resilient
mounts that provide vibration isolation. The engine shall be EPA certified for Mobile Off-
Highway use and the supplier shall make available, the Federal EPA Certificate of
Conformance to substantiate certification.

Maximum engine speed shall be 1800 RPM. The complete diesel engine generator set
shall be free of critical speeds from either a major or minor order, and torsional
vibrations from 10% below idling to 10% above synchronous speed. Engine shall be
equipped with protective controls and sensors for shutdown for low oil pressure, high
temperature and overspeed.

The engine shall be equipped with a fuel system suitable for operation on No. 2 diesel
fuel oil meeting the requirements of ASTM-975. The fuel system shall include an engine
driven transfer pump and replaceable filters.

The engine driven fuel pump shall be positive displacement and capable of providing
110% of the prime power rating with all filtering equipment in operation.

The engine shall be equipped with a positive displacement, full pressure, lubrication oil
pump with full flow replaceable spin-on canister oil filters and a dipstick. Provide
replaceable dry element air cleaner with restriction indicator. Provide engine-mounted
battery charging alternator, 35 ampere minimum and solid-state voltage regulator.

Provide electronic isochronous governor, consisting of magnetic pickup speed sensor,
adjustable electronic control, and an actuator-mounted integral with the fuel pump.
Frequency regulation shall be isochronous under varying loads from no load to full load.
Frequency variation for constant loads shall not exceed +0.25 percent of rated speed.

The cooling system shall include a belt-driven pusher fan and water pump, and a
thermostat for temperature control. The cooling system shall be rated for full rated load
operation in 95º F ambient conditions. Guard rotating parts against accidental contact.
Cooling system shall be filled with minimum 50% mixture of coolant/anti-freeze. Include
coolant overflow tank level for monitoring coolant level.

Provide thermostatically controlled, tank type, jacket water heater for quick starting.
Jacket water heater shall be rated 120VAC, 1500 watt. The heater AC input shall be
connected to a NEMA 5-20P flush mounted male input plug located on the generator
receptacle panel.

ENGINE STARTING SYSTEM

Provide a solenoid operated positive engagement gear driven electric starter for

operation on 24 volts DC. Provide automatic cranking controls with three crank attempts

with rest periods in between. Failure to start, after three cranking attempts, shall shut

down and lockout the engine control.


Provide 24 VDC lead acid battery with sufficient capacity to provide 100 seconds engine
cranking. Insulated stranded copper conductors shall connect the battery to the
generator starter. Battery shall be mounted in a corrosion resistant tray with hold-
downs to secure the battery.

Provide a UL Listed battery float charger with a minimum ampere rating of 6A, 24VDC
output, 120VAC input. Charger shall be automatic voltage regulated within 1% of the
correct temperature compensated value from no load to full load. Boost charging shall
be automatic. Include AC and DC fuses protection and a DC charge ammeter. The
charger shall be mounted inside the generator enclosure and the AC input shall be
connected to a NEMA 5-20P flush mounted male input plug located on the housing
exterior.

GENERATOR

The generator shall be three phase, 60 hertz, single bearing, four pole-revolving field,
drip-proof, and air-cooled. The rotor shall have amortissuer windings and be
dynamically balanced. Generator windings shall be re-connectable, allowing the
following voltage connections:

   277/480V, 3-phase, 4-wire
   139/240V, 3-phase, 4-wire
   120/208V, 3-phase, 4-wire
   120/240V, 1-phase, 3-wire

The insulation system shall vacuum impregnated with a second finish of epoxy varnish
that is fungus resistant. The temperature rise for rotor and stator at full load shall not
exceed the allowable temperature use for Class F insulation. THD shall not exceed 5%
of rated voltage at full load and no single harmonic shall exceed 3% of rated voltage at
full load.

The excitation system shall be brushless utilizing full wave silicon diodes with surge and
excitation overload protection. The excitation system shall be powered by a three
phase, open delta design for maximum motor starting capability and isolation from non-
linear loads. Provide permanent magnets in the construction for rapid voltage build up
and sustained 300% short circuit current. Electronic current boost methods or CT boost
methods are not acceptable.

The voltage regulator shall be of solid-state construction and temperature compensated.
Voltage regulation from no load to full load shall not exceed +1.5%. Regulator shall
utilize pulse width modulation and be capable of performing in the presence of non-
linear loads. The regulator shall be volts/hertz with frequency compensation to allow
frequency to decline in an adjustable manner before correcting the output voltage in a
linear manner.

ENGINE GENERATOR CONTROL PANEL

The engine generator control panel shall be an integral part of the generator housing to
completely isolate it from engine vibration. The panel shall be recessed into the housing
with sealed construction and a gasketed door with viewing window for splash proof
operation. All switches, lights, and other devices shall be clearly labeled on the panel
face.

Provide a three position panel mounted switch (STOP-MANUAL-AUTO) to stop the
engine in the STOP position, start and run the engine in the MANUAL position, and
allow the engine to start and run by closing a remote contact and stop by opening the
remote contact in the AUTO position.

Provide the following panel mounted accessories:

Controls shall shut down and lock out the engine upon:
 Failure to start after specified time (Overcrank)

 Low oil pressure
 High engine temperature

Provide DC powered engine monitor with the following lights on the control panel:
 Engine Running        Green LED (indicated)
 Low oil pressure      Red LED       shutdown
 High engine temp            Red LED        shutdown
 Overcrank                   Red LED        shutdown
 Overspeed                   Red LED        shutdown

POWER OUTPUT CONNECTIONS

Provide UL489 listed, electronic trip, circuit breaker, rated 800 amperes, located in
control panel dead front behind removable cover. The circuit breaker shall be sized to
operate at the highest rated ampacity (Low Wye voltage). A dedicated, UL listed,
inverse time delay, over-current relay shall be provided to monitor and protect alternator
output, at the lowest rated ampacity (High Wye voltage). In the event of an overload or
short circuit, the over-current relay shall activate the circuit breaker shunt trip and open
the circuit breaker. The over current relay shall be factory set and tested prior to
shipment. Output shall be cable connected to a power output reconnection bus bar.
Cable entrance to the power output terminals shall be through a cable entrance panel.
Mechanical lugs shall be provided for each phase, neutral and ground. Connection
diagrams for the various voltage selections and safety placards shall be clearly
displayed.

Provide a customer entry panel as an integral part of the generator housing, to
completely isolate it from engine vibration. The panel shall be recessed into the housing
with seamless construction with a hinged cover to shield interior from falling water. The
bottom of the customer panel area shall be sloped downward for cable entry and to
eliminate water accumulation.

The panel shall contain three, 50A-240V twist lock female receptacles and two, 120V
single-phase duplex NEMA 5-20R GFCI receptacles. The 50A receptacles and the
GFCI convenience receptacles shall be energized regardless of the voltage connection.
All receptacles shall be flush mounted and shall be individually protected with UL listed
circuit breakers flush mounted within the panel area and clearly labeled which breaker
feeds which receptacle. In addition, the panel shall contain the flush mounted male
plugs for the AC input power to the water jacket heater and battery charger, and include
the automatic Start-Stop terminal connection block.

HOUSING

The engine generator set and all components shall be enclosed in a factory fit, sound
attenuated housing with access doors on each side and a door over the control panel.
The housing shall be designed so the exhaust system is contained within the enclosure
and both the radiator and exhaust discharge vertically in the same duct.

The doors shall be arranged so all filters, battery, water jacket heater and other
maintenance items can be easily accessed. The control panel door shall have a
Plexiglas window for unobstructed viewing of the engine control panel. All doors shall be
gasketed and the handles shall be recessed latching type with provisions for pad-
locking. The enclosure shall be equipped with a single point lifting bail on the top.

The housing shall be factory treated with a zinc phosphate process prior to finish
painting. The primer coat shall be electrostatic spray-on, urethane modified, epoxy resin
paint. Finish paint shall consist of a multi-coat, electrostatic spray-on, alkyd melamine
resin paint. Color shall be factory white. The interior of the housing and all intake and
discharge ducts shall be lined with sound absorbing, high temperature foam, per UL94
standards. The housing and exhaust system shall be designed to limit the noise level to
71 dB(A) at 23 feet when operating at full rated load.

FUEL STORAGE SYSTEM

The engine generator shall be fitted with a factory installed, in-housing fuel tank with a
minimum capacity of 129-gallons which can be used to provide fuel for the engine
generator when removed from the trailer assembly. When mounted on the trailer, the
unit shall be provided with a 250-gallon in-trailer fuel tank. The two tanks shall be
plumbed together to provide a minimum fuel capacity of 379-gallons. The trailer tank
shall be steel and all penetrations shall be on top of the tank only. Tank construction
shall include interior baffles to contain fuel oscillations when in transit.
Provide properly sized flexible fuel lines for supply and return and a drop tube for fuel
pick-up. Galvanized or copper components shall not be allowed.

TRAILER

Highway use and the supplier shall make available, the Federal EPA Certificate of
Conformance to substantiate certification.

Maximum engine speed shall be 1800 RPM. The complete diesel engine generator set
shall be free of critical speeds from either a major or minor order, and torsional
vibrations from 10% below idling to 10% above synchronous speed. Engine shall be
equipped with protective controls and sensors for shutdown for low oil pressure, high
temperature and overspeed.

The engine shall be equipped with a fuel system suitable for operation on No. 2 diesel
fuel oil meeting the requirements of ASTM-975. The fuel system shall include an engine
driven transfer pump and replaceable filters.

The engine driven fuel pump shall be positive displacement and capable of providing
110% of the prime power rating with all filtering equipment in operation.

The engine shall be equipped with a positive displacement, full pressure, lubrication oil
pump with full flow replaceable spin-on canister oil filters and a dipstick. Provide
replaceable dry element air cleaner with restriction indicator. Provide engine-mounted
battery charging alternator, 35 ampere minimum and solid-state voltage regulator.

Provide electronic isochronous governor, consisting of magnetic pickup speed sensor,
adjustable electronic control, and an actuator-mounted integral with the fuel pump.
Frequency regulation shall be isochronous under varying loads from no load to full load.
Frequency variation for constant loads shall not exceed +0.25 percent of rated speed.

The cooling system shall include a belt-driven pusher fan and water pump, and a
thermostat for temperature control. The cooling system shall be rated for full rated load
operation in 95º F ambient conditions. Guard rotating parts against accidental contact.
Cooling system shall be filled with minimum 50% mixture of coolant/anti-freeze. Include
coolant overflow tank level for monitoring coolant level.

Provide thermostatically controlled, tank type, jacket water heater for quick starting.
Jacket water heater shall be rated 120VAC, 2000 watt. The heater AC input shall be
connected to a NEMA 5-20P flush mounted male input plug located on the generator
receptacle panel.

ENGINE STARTING SYSTEM

Provide a solenoid operated positive engagement gear driven electric starter for

operation on

24 volts DC. Provide automatic cranking controls with three crank attempts with rest

periods in between. Failure to start, after three cranking attempts, shall shut down and

lockout the engine control.

Provide 24 VDC lead acid battery with sufficient capacity to provide 100 seconds engine
cranking. Insulated stranded copper conductors shall connect the battery to the
generator starter. Battery shall be mounted in a corrosion resistant tray with hold-
downs to secure the battery.

Provide a UL Listed battery float charger with a minimum ampere rating of 10A, 24VDC
output, 120VAC input. Charger shall be automatic voltage regulated within 1% of the
correct temperature compensated value from no load to full load. Boost charging shall
be automatic.

Include AC and DC fuses protection and a DC charge ammeter. The charger shall be
mounted inside the generator enclosure and the AC input shall be connected to a
NEMA 5-20P flush mounted male input plug located on the housing exterior.

GENERATOR

The generator shall be three phase, 60 hertz, single bearing, four pole-revolving field,
drip-proof, and air-cooled. The rotor shall have amortissuer windings and be
dynamically balanced. Generator windings shall be re-connectable, allowing the
following voltage connections:

   277/480V, 3-phase, 4-wire
   139/240V, 3-phase, 4-wire
   120/208V, 3-phase, 4-wire
   120/240V, 1-phase, 3-wire

The insulation system shall vacuum impregnated with a second finish of epoxy varnish
that is fungus resistant. The temperature rise for rotor and stator at full load shall not
exceed the allowable temperature use for Class F insulation. THD shall not exceed 5%
of rated voltage at full load and no single harmonic shall exceed 3% of rated voltage at
full load.

The excitation system shall be brushless utilizing full wave silicon diodes with surge and
excitation overload protection. The excitation system shall be powered by a three
phase, open delta design for maximum motor starting capability and isolation from non-
linear loads. Provide permanent magnets in the construction for rapid voltage build up
and sustained 300% short circuit current. Electronic current boost methods or CT boost
methods are not acceptable.

The voltage regulator shall be of solid-state construction and temperature compensated.
Voltage regulation from no load to full load shall not exceed +1.0%. Regulator shall
utilize pulse width modulation and be capable of performing in the presence of non-
linear loads. The regulator shall be volts/hertz with frequency compensation to allow
frequency to decline in an adjustable manner before correcting the output voltage in a
linear manner.

ENGINE GENERATOR CONTROL PANEL

The engine generator control panel shall be an integral part of the generator housing to
completely isolate it from engine vibration. The panel shall be recessed into the housing
with sealed construction and a gasketed door with viewing window for splash proof
operation. All switches, lights, and other devices shall be clearly labeled on the panel
face.

Provide a three position panel mounted switch (STOP-MANUAL-AUTO) to stop the
engine in the STOP position, start and run the engine in the MANUAL position, and
allow the engine to start and run by closing a remote contact and stop by opening the
remote contact in the AUTO position.

Provide the following panel mounted accessories:
 2-wire control for Auto Start-Stop operation
 Panel lighting with ON/OFF switch.
 Running time meter in hours and tenths of hours
 Voltage adjustment rheostat ±15%
 Engine idle switch
 Engine pre-heat switch
 Emergency stop switch

Provide flush mounted analog meters (2%) for the following:
 AC ammeter
 Phase Selector switch shows phase amperage
 AC voltmeter
 Phase Selector switch shows phase voltage
 Frequency meter

Provide engine indicating meters and devices:
 Water temperature gauge
 Oil pressure gauge
 DC charge meter

Controls shall shut down and lock out the engine upon:
 Failure to start after specified time (Overcrank)
 Overspeed
 Low oil pressure
 High engine temperature
 Emergency stop

Provide DC powered engine monitor with the following lights on the control panel:
 Engine Running        Green LED (indicated)
 Low oil pressure      Red LED       shutdown
 High engine temp            Red LED        shutdown
 Overcrank                   Red LED        shutdown
 Overspeed                   Red LED        shutdown

POWER OUTPUT CONNECTIONS

Provide UL489 listed, solid state, electronic trip, circuit breaker, rated 1000 amperes,
located in control panel dead front behind removable cover. The circuit breaker shall be
sized to operate at the highest rated ampacity (Low Wye voltage). A dedicated, UL
listed, inverse time delay, over-current relay shall be provided to monitor and protect
alternator output, at the lowest rated ampacity (High Wye voltage). In the event of an
overload or short circuit, the over-current relay shall activate the circuit breaker shunt
trip and open the circuit breaker. The over current relay shall be factory set and tested
prior to shipment. Output shall be cable connected to a power output reconnection bus
bar. Cable entrance to the power output terminals shall be through a cable entrance
panel. Mechanical lugs shall be provided for each phase, neutral and ground. Voltage
connection diagrams and safety placards shall be clearly displayed.

Provide a customer entry panel as an integral part of the generator housing, to
completely isolate it from engine vibration. The panel shall be recessed into the housing
with seamless construction with a hinged cover to shield interior from falling water. The
bottom of the customer panel area shall be sloped downward for cable entry and to
eliminate water accumulation.

The panel shall contain three, 50A-240V twist lock female receptacles and two, 120V
single-phase duplex NEMA 5-20R GFCI receptacles. The 50A receptacles and the
GFCI convenience receptacles shall be energized regardless of the voltage connection.
All receptacles shall be flush mounted and shall be individually protected with UL listed
circuit breakers flush mounted within the panel area and clearly labeled which breaker
feeds which receptacle. In addition, the panel shall contain the flush mounted male
plugs for the AC input power to the water jacket heater and battery charger, and include
the automatic Start-Stop terminal connection block.

HOUSING

The engine generator set and all components shall be enclosed in a factory fit, sound
attenuated housing with access doors on each side and a door over the control panel.
The housing shall be designed so the exhaust system is contained within the enclosure
and both the radiator and exhaust discharge vertically in the same duct.

The doors shall be arranged so all filters, battery, water jacket heater and other
maintenance items can be easily accessed. The control panel door shall have a
Plexiglas window for unobstructed viewing of the engine control panel. All doors shall be
gasketed and the handles shall be recessed latching type with provisions for pad-
locking. The enclosure shall be equipped with a single point lifting bail on the top.

The housing shall be factory treated with a zinc phosphate process prior to finish
painting. The primer coat shall be electrostatic spray-on, urethane modified, epoxy resin
paint. Finish paint shall consist of a multi-coat, electrostatic spray-on, alkyd melamine
resin paint. Color shall be factory white. The interior of the housing and all intake and
discharge ducts shall be lined with sound absorbing, high temperature foam, per UL94
standards. The housing and exhaust system shall be designed to limit the noise level to
69 dB(A) at 23 feet when operating at full rated load.

EXHAUST SYSTEM

The exhaust system shall be designed so that the muffler is mounted inside the
housing, completely concealing all components. Exhaust components mounted on the
outside the housing is not acceptable. Provide critical silencer as recommended by the
generator set manufacturer to meet overall specified sound level and size to assure full
load operation without exceeding the engine manufacturer’s recommended back
pressure. Provide steel flexible connection between the engine and exhaust line as
required for pipe expansion and contraction.

FUEL STORAGE SYSTEM

The engine generator shall be fitted with a factory installed, in-housing fuel tank with a
minimum capacity of 129-gallons which can be used to provide fuel for the engine
generator when removed from the trailer assembly. When mounted on the trailer, the
unit shall be provided with a 350-gallon in-trailer fuel tank. The two tanks shall be
plumbed together to provide a minimum fuel capacity of 479-gallons. The trailer tank
shall be steel and all penetrations shall be on top of the tank only. Tank construction
shall include interior baffles to contain fuel oscillations when in transit.

Provide properly sized flexible fuel lines for supply and return and a drop tube for fuel
pick-up. Galvanized or copper components shall not be allowed.

TRAILER

Trailer shall be low center of gravity, low bed type with triple axle, towing coupler, and
screw jack. The trailer shall meet or exceed the following specifications:

   Axle Capacity           Sized by the trailer manufacturer to meet full GVWR
    requirements
   Number of Axles         Three
   Suspension              Torsion or Leaf Spring Type
   Brakes                  Electric (on all axles)
   Jackstand                      5,000 lbs.

Trailer shall be equipped with highway legal fenders and a front adjustable leveling
stand with footpad. Unit shall be wired, 12-volt, to comply with Federal highway laws.

Tire and wheel size shall be OEM type; sized per the trailer manufacturer to meet the
full load GVWR requirements of the trailer with generator, fuel tank, fuel and all loaded
accessories.

Coupler shall be the Lunette eye type; 3-inch diameter.

Provide safety chain and breakaway cable to meet D.O.T. requirements. Safety chain
shall be anchored to the trailer by use of a loop of cold-rolled steel, or equivalent solid
connection. It shall be lap-welded, not butt-welded, to the trailer. Connection of the
chain to the loop shall be a double-clevis connecting link for use on trailer safety chains
and shall have a strength rating at least equal to the chain. Connection of the chain to
the tow vehicle shall be a 1/4 inch latching clevis-type hook for use on trailer safety
chains with a strength rating equal to the chain.

All bolts shall be minimum SAE Grade 5 or SAE Grade 8 where applicable and shall be
easily identifiable. All nuts used for load bearing structural applications, unless
otherwise specified shall be SAE stover (top lock) grade "B" lock nuts. Only flat washers
shall be used with lock nuts. Lock Tite shall be used on any bolts that are torqued into a
blind hole. All fasteners shall allow accessibility using standard mechanics tool.

Trailer lighting shall conform to the latest edition of the Federal Motor Vehicle Safety
Standard (FMVSS) No. 108. Provide individual stop and directional tail lamps, each with
running lights. Provide license plate holder and light. The wiring shall be securely
attached to substantial supports along its entire route. At no time shall the route come
near to or be a part of any heat source, exhaust system or exhaust support. Where
installed wiring is required to pass through any body panel or partition, the wiring shall
be protected with an insulating grommet at the point of passage.

Trailer connector shall be 6-pin, suitable for use with electric brakes. All terminal and
connectors shall conform to SAE standards. All terminal and connectors shall conform
to SAE standards. All low-tension primary cable shall be color coded in accordance
with SAE J-1128 as follows:

   White    Ground connection
   Black    Clearance, marker, running and tail lights
   Yellow   Left turn indicator lights
   Green    Right turn indicator lights
   Brown    B+ lead and supplemental use
   Blue     Electric brake use

Trailer shall be painted black and comply or conform to federal requirements. Prime
coat trailer and any areas susceptible to corrosion. Prime coat must be compatible with
finish top coat and applied as per manufacturers recommendations.

PART 3.00    EXECUTION

DELIVERY AND HANDLING

Deliver equipment properly packaged and mounted to facilitate handling. Deliver with
recommended lube oil and coolant installed.

Handle equipment carefully to prevent physical damage. Do not install damaged
equipment; remove from site and replace damaged equipment with new.

GROUNDING

Provide equipment grounding connections and material for the diesel generator in
accordance with NFPA 70 for a separately derived system. Tighten connections to
comply with tightening torques specified in UL 486A to assure permanent and effective
grounding.

PRODUCTION TESTS

Provide certified factory production tests on the equipment performed at rated load.

Tests shall include:

      Steady-state voltage and frequency analysis
      Rated load at rated PF
      Maximum power analysis

PARTS AND OPERATIONS MANUALS

Provide three (3) sets of O&M manuals at time of generator shipment. Manuals shall be
shipped in suitable 3-ring binders with manufacturers name, address, phone number
and points of contact included. Include sales, parts department, service department and
emergency (off hours) phone number.

WARRANTY

The entire engine-generator assembly shall be covered by a manufacturer’s express
written warranty, not less than two (2) years or 1000 hours (whichever occurs first) from
the date of final installation by end-user. The written warranty shall be included with the
O&M manuals.
