          1.      SCOPE

          1.1     General

                  This specification gives the minimum technical requirements for an AC Uninterrupted Power
                  Supply unit (AC-UPS).

                  The purpose of the unit is to supply uninterrupted 230 V AC, 1 phase or 400V/230V AC, 3
                  phase with a constant frequency of 50 Hz to Distribution Section transformers 24 hours a day
                  for 365 days a year. Battery back up shall be for 3 hours for each battery bank unless
                  otherwise stated in data sheet.

          1.2     Equipment Covered

                  The basic AC-UPS system shall be composed but not limited to the following components:

                  -        rectifier/charger (dual), Input isolation transformer shall be provided for each rectifier.

                  -        battery banks (dual, parallel, redundant);

                  -        inverter (dual, Parallel redundant)

                  -        static bypass switch.

                  -        manual bypass switch

                  -        distribution section

          2.1.2   Other standards

                  If different standards, namely BS or VDE are specified on the datasheets and/or
                  accompanying documents, the latest editions of the specified standards shall be applicable.

          2.1.3   Local Standards

                  Further to the international standards, the AC-UPS shall in any case conform to the local
                  standards and/or regulations of the country in which the AC-UPS is installed, if these are
                  higher, more stringent or of special nature.

          3.      SITE CONDITIONS

          3.1     General

                  For general climatic conditions applicable to the project installations, refer to Specification for
                  "General Technical Requirements".

          3.2     Special Design Conditions

                  The panel shall be designed for an ambient temperature of 46 deg. C even if it is to be
                  installed in airconditioned rooms.

          4.    DESIGN CONSIDERATIONS

          4.1   General

                The design of the AC-UPS shall be based on achieving the following minimum lifetimes.

                -        20 years for the rectifier, inverter, static bypass-switch and auxiliaries;

                -        20 years for nickel cadmium acid battery cells.

                Capacitors of the electrolyte type shall maintain their capacity within the specified tolerances
                for at least 10 years.

                The battery back-up duration shall be 3 hours for each battery bank.

                A sizing calculation shall be provided with a load list identifying all the consumers with its load
                cycle.

                The emergency lighting (30% of normal lighting) loads shall be considered in UPS sizing. The
                fire alarm system shall be powered from the AC UPS. However the fire alarm panel shall have
                its own in-built battery with the required battery autonomy as per the regulation.

                Following shall be considered in the sizing of the AC UPS:

                        Temperature correction factor for the battery.

                        Design margin of 1.1 for the complete system.

                        Ageing factor of 1.25 for battery

                        30% spare capacity for OWNER’s future use.

          4.2   Safety and Reliability

                -        The equipment shall be of a standard, well set and proven design which ensures
                         maximum safety to personal, maximum service reliability and economic operation for an
                         operational lifetime of at least 20 years.

                -        Design and construction shall be simple and provide good accessibility to components
                         and parts.

                -        All equipment and parts shall be brand new and unused, of current manufacturers, of
                         modern design and of the highest industrial grade, free from all defects that might effect
                         the performance of the unit.

                -        Capacitors of the electrolyte type shall be non-toxic and free from any PCB'

          4.3   System Variations

                The input voltage of the AC-UPS, with rectifier disconnected, will be sinusoidal according to
                IEC 60146. The input voltage is 415 Volt, 3 phase, 50 Hz, which will not exceed the following
                values:

                -        static                 ± 10 %

                -        dynamic                + 16 % ; - 20 %

                -        spikes                 2 kV

                -        frequency              ±5%

          4.4   Arrangements

                Each AC UPS system shall be of the parallel redundant type with two 100% rated UPS units
                (Rectifier and Inverter), two 100% rated DC Battery units, three (3) input isolation
                transformers and auxiliary equipment.

                The AC UPS system shall also comprise the following as a minimum:

                -        Common AC Distribution system

                -        Input isolation transformer for each UPS.

                -        auxiliary equipment

                -        microprocessor for overall operation and control

          4.5   The Rectifier

                The output of the rectifier shall supply the power requirement of the load via the inverter and
                at the same time maintaining the battery in the float-mode.

                If there is an AC-supply failure the battery will take over the power requirement of the load via
                the inverter for not less than the specified time.

                If the AC-supply is restored, the rectifier will then recharge the battery and at the same time
                supply the power requirement of the load. The rate of recharging the battery shall be sufficient
                to restore it to a capacity that is capable to fulfil the power requirement of the load in case
                again an AC-supply failure may occur. The recharging has to take place within a specific time
                limit mentioned in the data sheet.

          4.6   The Inverter

                The inverter converts the input DC voltage into an AC output voltage. The output voltage of
                the inverter shall be 1 phase 230V or 3 phase 400/230 V, 50Hz.

                The dynamic output voltage variations shall not exceed ± 10 % of the rated output voltage in
                case of an instantaneous load variation of 100 %. The steady state output voltage variation
                shall not exceed ± 5 % of the rated output voltage in case of a load variation of 100 %, the
                steady state output voltage shall be restored within 0.1 sec.

                The waveform of the output voltage shall be sinusoidal according to IEC 60146 with a relative
                harmonic content not exceeding 5% under linear load conditions and 10% under non-linear
                load conditions.

                The angular displacement of the 3 phases shall not exceed 120 ± 1% in case a balanced
                linear load is applied and 120 ± 5% in case the load current in any two phases differ more
                than 50%.

                The variations in the output frequency shall not exceed the rated output frequency by ± 2%.

                It is recommended that the inverter is of the pulse width modulation (PWM) type regarding the
                low harmonic distortion level in the supply output of the inverter. (Valid for switching
                frequencies over 700 Hz).

          4.7   Static Transfer Switch

                A no-break static transfer switch, programmable for sense and transfer time and return
                transfer time delayed, shall be incorporated as part of the AC-UPS.

                The total sense and switch transfer time shall not be more than ¼ cycle.

                When the load and inverter return to the normal operating range, the static transfer switch
                shall automatically retransfer the load back to the inverter.

                A continuity monitor shall be provided which will test that the switching devices in each pole of
                the static switch control.

                If the test fails it shall signal the control circuit to transfer the load to the alternate position. If
                neither the inverters nor the alternate source are available, it shall disconnect the load thereby
                further protecting the load from being burned up due to the possible application of half wave
                AC.

                The Contractor should ensure that the functioning of the switch shall not affect the normal
                functioning of the control system.

          4.8   Manual Bypass Switch

                A manual bypass switch shall be provided as part of the AC-UPS.

                It will be so arranged as to isolate the UPS from the load, permitting maintenance and testing
                to proceed on the UPS, without disturbance to the load.

                A static voltage stabiliser with input isolation transformer shall be provided on the
                maintenance bypass path.

          4.9    Feeder Selector Switch

                 A feeder selector switch shall be provided as part of the AC-UPS. It shall be so arranged that
                 in case of emergency a backup feeder can be selected as power supply to the AC-UPS.

          4.10   Specific Requirements

                 The specific requirements and details of the AC-UPS required are given on the datasheet(s)
                 and/or accompanying documents. In case of conflicting requirements between this general
                 specification and the specific requirements, the latter shall always rule.

          4.11   Ratings

                 All components shall be rated to withstand maximum occurring voltages, currents and loads.

          5.     CONSTRUCTION AND ELECTRICAL REQUIREMENTS

          5.1    Accessibility and Enclosure

                 The unit shall have a complete metal enclosure (plate thickness at least cabinet 1.5 mm and
                 door 2 mm) of sufficient mechanical strength and shall be self supporting, suitable for floor
                 mounting.

                 The protection class of the unit shall be at least IP 42. The floor shall not be considered as
                 being part of the enclosure.

                 The maximum height shall not exceed 2.25 m and the maximum depth and door width shall
                 not exceed 0.8 m. The design shall include measures to avoid condensation as much as
                 possible.

                 Doors shall be equipped with locks and all components requiring maintenance shall be easily
                 accessible from the front.

                 The Battery racks shall be corrosion resistant and epoxy coated,




                 The following features for personal and electrical safety shall be incorporated:

                 -        Cubicles, sections, sub-sections and compartments which have to be accessible during
                          operation, e.g. for fuse replacement shall contain no exposed live parts under normal
                          operational conditions in opened situation (IP 20 in opened situation according to IEC
                          60529).

                 -        live parts and terminals of all cubicle and door mounted components with voltage above
                          50V shall be shrouded.

                 -        The internal arrangement and layout shall be such that there is no possibility of an
                          accidental access to live parts. All live parts shall be covered with insulating barriers.

                -        Adequate means shall be provided to ensure safe removal of fuses. Fuses can only be
                         removed under no-load conditions. The fuses must be visible and easily removable when
                         the compartment doors are open.

                -        Adequate protection in the form of vertical and horizontal screening between the sections
                         shall be provided to minimise the risk of accidental short circuit and to limit their
                         propagation, if occurring.

                -        The insulation shall be capable of providing adequate and lasting protection under
                         normal conditions and recognized over current and voltage.

                -        The battery shall be installed in separate, enclosed, free-standing                support racks or
                         stack assemblies.

          5.2   Secondary Cables and Wiring

                Secondary wiring shall preferably have black-coloured PVC insulation, and have a cross-
                sectional area of at least 1.5 mm2 and shall be stranded. Wiring between terminals shall have
                no joints.

                Wire shall not be mounted direct to metal, but shall be kept in position by means of insulated
                tubes or channels.

                Individual wires or cables, which may reasonably be expected to require disconnection for the
                purpose of component testing or replacement, shall be identified at both ends by means of
                ferrules of insulating material (slip-on-clips), marked in accordance with the related wiring
                diagram.

                For all wires and conductors individual terminals shall be provided unless terminals are
                specially made for more than one conductor.

                Terminals shall be of non-loosening construction and of the wedge type, constructed in such
                a way that direct contact between screw, bolt or nut and conductor is avoided.

                Stranded conductors shall be provided with cable lugs for terminal connection.

                Terminals carrying different voltages shall be logically grouped and separated. Barrier plates
                shall be provided.

                Furthermore sufficient spare terminals shall be provided for future purposes with a minimum
                of 20 % of the installed terminals.

          5.3   Marking

                Unit shall be provided with name/rating plate of corrosion resistant material fixed to a non
                removable part. At least the following information shall be indelible marked in the language as
                stated on the datasheet:

                -        year of manufacture;

                -        type and serial number of the unit;

                -        nominal input voltage and current;

                -        nominal output current and voltage;

                -        IP class according to IEC 60529.

                -        type of battery/electrolyte

                -        number of cells

                -        Ah capacity

                -        phase or pole marking of AC and DC supply terminals

                The purchase order number shall be clearly marked on a nameplate made of corrosion
                resistant material placed on the outside of the enclosure.

                All other nameplates shall by 3 ply laminated phenolic and engraved through to the black
                lamination. The edge of all name plates shall be bevelled at 45 degrees. These name plates
                to be attached with nuts, bolts and washers. Self tapping screws are not be used.

                Compartments and their components shall be provided with essential data such as tag
                numbers and cable/core numbers. Components shall be labelled with traffolyte material

                Terminals shall be properly and clearly identified for easy identification by the operator.

                The capacity of the battery shall be given based on a 10 hour discharge time (nickel
                cadmium).

          5.4   Internal Cable Termination

                Cables from one cabinet to the other cabinet, belonging to the supply of the manufacturer,
                shall be mounted or provisions shall be made to mount the cables inside the different
                cabinets.

          5.5   External Cable Termination

                Cubicle shall be provided with a gland plate for bottom entry. Cubicle shall be provided with a
                plinth and provisions to support cables by means of galvanised metal clamps and brackets.
                Plinth height minimum 150 mm and maximum 200 mm.

                Terminals shall be located close to the gland plate and earth rail.

          5.6   Battery Cells and Containers

                The battery shall be of the nickel cadmium valve regulated, gas recombination, ultra low
                maintenance type with pocket plates in polypropylene containers. Each unit or cell-block shall
                be only one cell.




                Each battery bank shall be provided with a separately mounted battery circuit breaker located
                in the room of UPS or an electrical room close to battery room

                The steel pocket plates inside the cell, containing the nickel or cadmium, shall be welded to
                the collecting bar and the terminal posts. The separation between the plates shall be of the
                open type with vertical plastic rods and free space between the plates.

                The cell container shall be of translucent polypropylene so the electrolyte level can be seen
                through the plastic wall. The different parts of the container shall be joined by a heat-welding
                procedure. Gluing is not allowed, as the glue point will age faster that the plastic.

                The vents shall be of the flop-top type with flame arrester. Catalyst vents with recombination
                shall not be allowed for reliability reasons.

                The external connectors of the battery shall have plastic covers.

                Terminal (pillar) seals shall be of a type that prevents the initiation of pillar corrosion.

                Inter cells connections and terminals shall be insulated or otherwise provided with protective
                covering to prevent inadvertent short circuit that might occur at the battery.

                The battery voltage and capacity shall be such to fulfil the inverter input power requirements
                when the inverter is delivering its rated kVA at a 0.8 power factor lagging.

                The current ripple specified by the battery manufacturer shall not be exceeded during at least
                the normal standby operating conditions.

          5.7   Switching Devices

                Switching (mechanical) shall be of the independent manually operated air-break type for
                continuous duty. They shall as a minimum comply with utilisation category AC 23 for use on
                the AC side and DC 22 for the use on the DC side in accordance with IEC 60947-3.

          5.8   Earthing

                A copper main earth bar shall be fitted along the whole width of the cubicle. This bar shall be
                bonded to the enclosure of the unit. Within the cubicle an earthing bolt shall be mounted M10.

          5.9   DC Earthing

                The DC system is free from earth, therefore an earth fault detection system must be applied.

          5.10     Finish

                   All structural work shall be adequately protected against corrosion. Painted structural work
                   shall be at least comprise:

                   -        one coat of primer;

                   -        two coats of oil-resistant finishing paint.

                   -        colour of finishing paint (subject to ADWEA/Engineer approval)

          5.11     Mass Of The Unit(s)

                   The manufacturer shall state the mass of the unit(s) on the datasheet. This data shall not
                   deviate more than 10% of the stated value.

                   If the unit(s) exceed a weight of 25 kg than the unit(s) shall be provided with eye-bolts, lugs or
                   extension pieces for hoisting in such a way that the top cover will not have to be removed.

          5.12     Materials

          5.12.1   Fuses

                   The fuses shall be of the D-type and/or Hadkin knife-in type in accordance with IEC 60269-2.
                   Fuse holders for quick acting fuses shall be marked "special thyristor fuses".

          5.12.2   Contactors

                   The contactors are manufacturers proposal and shall apply to the "Euronorm mounting
                   standard" or comply with IEC 60947 and be rated for uninterrupted duty and intermittent duty.

                   The utilisation category for DC contactors shall not be less than DC-3 and for AC contactors
                   not less than AC-3.

          5.13     Cooling

                   Internal cooling of the unit shall be by natural or forced air ventilation. The unit shall be
                   capable of continuously delivering its rated output with any ventilation fan out of order while
                   the maximum temperature of the components shall not be exceeded.

                   The unit shall not incorporate cooling air filters that require periodic cleaning and/or
                   replacement.

                   When air inlets and outlets are protected by a screen, such a screen shall be of corrosion
                   resistant material.

          5.14     AC Distribution Sections

          5.14.1   General

                   A separate section shall be provided in the battery charger cubicle for the transformers and a
                   230V, single phase, 400V 3 phase AC distribution system. Even under extreme conditions of
                   major short circuit or maloperation, there shall be no danger to persons in the vicinity of the
                   assembly.

                   A common insulation supervision relay shall be provided on the AC bus bar to detect earth
                   fault and provide contacts to remote alarms.

                   A bus-section switch shall be provided between the two UPS units.

          5.14.2   Ratings

                   The AC distribution section shall be rated on the basis of voltage and current ratings of the
                   charger.

                   Current-carrying components shall further more be capable of carrying their rated current
                   continuously at rated voltage and under specified service conditions without exceeding the
                   permissible temperature limits.

          5.14.3   Performance Requirements

                   All components shall be capable of withstanding the dynamic, thermal and dielectric stresses
                   resulting from prospective short-circuit currents without damage or injury of personnel.

          5.14.4   Temperature rise

                   The temperature rise of the distribution board shall not exceed temperatures indicated in IEC
                   60947.

          5.14.5   Internal Arrangement

                   The distribution section shall comprise a busbar system having two incoming feeders, two
                   manual circuit breakers, and MCBs with earth fault protection for the outgoing feeders.

                   The lay-out of the operational front and the location of the components of the assembly shall
                   be arranged in a logical and systematic sequence and standardized throughout.

                   Proper alphanumeric notation, shall be used for identification and marking of polarities in
                   conductors and terminals.

                   Interchangeable standardized components shall be used where feasible.

          5.14.6   Three phase + Neutral

                   Busbars shall be of high conductivity electrolytic copper with joints by means of non-corrosive
                   high tensile steel bolts, nuts and washers, and secured against loosening. Insulated busbars
                   are preferred.

                   Compound or oil insulated busbar systems are not acceptable.

                   Insulators, including busbar supports, shall be non-hygroscopic and non-deteriorating. The
                   use of fibrous materials, linseed oil, varnish etc. is not acceptable.

          5.14.7   Terminals

                   The board shall be provided with the facility of independent terminals to connect the main
                   cable and the auxiliary cables.

                   The terminals shall be so arranged that all connections can be made safely, even when the
                   assembly is energised.

                   Suitable terminating facilities of adequate dimensions and thermal rating shall be provided for
                   each conductor.

                   Two or more conductor terminations on one terminal are not acceptable unless the terminals
                   are designed for more than one conductor. Shorting links should be used for such purpose.

                   At least 25% of spare terminal blocks of each size shall be provided for future use.

                   Terminal blocks fitted with wedge type contact with non-loosening screws shall be provided
                   for termination for cables.

                   The terminal blocks shall have a white plastic marking strip on the block.

                   Within the panel compartment suitable pull relief clamping devices shall be provided for
                   securing of the cables.

                   Boards shall be provided with drilled metal gland plates, which shall be grounded to
                   switchboard earth bus.

                   Metal cable glands suitable for the cables specified, shall be included in the supply of the
                   assembly.

          5.14.8   Manual switching devices

                   Front of board operating handles/knob shall be provided.

          5.14.9   Miniature Circuit Breakers (MCBs)

                   The MCBs shall be single units of two pole construction with earthfault protection 30mA and
                   shall be provided for the outgoing feeders.

                 All live parts shall be totally enclosed in a heat resistant moulded insulating material housing.

                 Operating mechanism shall be quick make, quick break and trip free type.

                 The MCB's shall be provided with the following features :

                 -        Instantaneous tripping on short circuit.

                 -        Instantaneous tripping at earth fault currents exceeding 30 mA.

                 -        Common trip bar for simultaneous tripping of both poles.

                 -        Mechanical position indicator.

                 -        Shrouded terminals.

                 -        Auxiliary NO/NC contacts for remote indication of tripping.

                 The MCB's shall be suitably rated for A.C.

                 The 'ON', 'OFF' and 'TRIP' positions shall be clearly indicated and visible to the operator
                 when mounted as on service.

          5.14.10 Wiring

                 Power circuit wiring consist of stranded copper wires PVC insulated 450/750 VAC rated,
                 colours red, yellow, blue for phases, black for neutral and yellow/green for earth.

                 Wiring to door mounted devices shall be via an easily detachable plug and socket connection
                 and shall be suitable for hinge wire application.

                 The distribution section shall be completely internally wired.

                 All wiring shall be identified by permanent slip-on plastic sleeves or ferrules at each terminal
                 point in addition to the marking on the terminal blocks.

          5.14.11 Earthing

                 Metal parts of equipment which are to be earthed shall be connected by independent earth
                 wire to an earth bar.

                 A bare copper, adequate horizontal earthing bar shall be provided at the bottom of the
                 Distribution board, along the entire length.

                 Joints in the earth bar shall be bare copper and bolted with galvanised or cadmiumized steel
                 bolts, nuts and washers, secured against loosening.

                 For direct connection to the station earthing grid, earthing bolts M10 with nuts and spring
                 washers shall be provided at both the ends of the main earth bar.

          5.14.12 Rating plates and nameplates

                 All components (switching devices, MCBs, instruments etc.) shall be fitted with a rating plate
                 in accordance with relevant IEC requirements. All functional units shall be clearly labelled to
                 identify the service. All meters, switches etc. shall be labelled in accordance with the wiring
                 diagrams.

                 Rating plates shall be made of corrosion-resistant metallic material and have indelible
                 inscriptions in the English language.

                 Enamelled plates are not acceptable.

                 Each outgoing feeder shall be provided with nameplates, mounted on the front of a non-
                 removable part.

                 Lettering shall be minimum of 5 mm in height. The edge of all nameplates shall be bevelled
                 at 45 degrees. The first and second lines shall describe the service with the item number
                 centered on the third line. Nameplates shall be attached to their respective doors with nuts,
                 bolts, and washers. Self tapping screws shall not be used. Nameplates shall correspond with
                 the description and tag numbers as shown on the one line diagram.

                 The nameplates shall be of black/white non-deteriorating material (e.g. Reposal or Traffolite)
                 and shall permit inscriptions with characters in black.

                 The attached drawings indicate MCBs for the distribution. However Vendors shall check for
                 the co-ordination between the MCBs and the MCBs (fuses) provided in the battery and
                 charger circuit. If MCBs are found not suitable for co-ordination, Vendors shall offer switch
                 fused units instead and submit details for co-ordination as a part of their proposal.

                 All electrical components shall be labelled with traffolyte material beside the components.

          6.    PERFORMANCE REQUIREMENTS

          6.1   General

                The rated output of the converter shall be based on standard duty class 1 of IEC 60146. The
                unit shall be suitable for continuous duty, operating under service conditions and the
                requirements specified on the datasheets.

          6.2   Battery Float-Charge Operation

                The rated output current of the rectifier shall be the current corresponding to the maximum
                load in KVA as specified on the datasheets divided by the nominal DC system voltage, plus
                the current required to charge the battery from the partially switch off level discharged
                condition to 80 % capacity in 15 hours.

                The rectifier steady state DC output voltage variations shall be controlled to within ± 1 % of
                the set value. This corresponds to the battery float charge voltage during load variations
                between zero and the rated output current of the DC supply unit and during steady state input
                voltage and frequency variations referred to in 6.3.

                During transient input voltage depressions up to 20 % of normal voltage, the rectifier DC
                output voltage variations shall be controlled to a value that will at least prevent the initiation of
                battery discharge.

                Facilities for on-line adjustment of the set value of the float-charge voltage shall be provided
                but only on the relevant control circuit card.

                The DC output current of the rectifier, when operating under constant current limiting
                conditions, shall be controlled within ± 2 % of the set value.

                The rms value of the voltage ripple, with the battery connected, shall not exceed 5 % of the
                nominal DC system voltage.

          6.3   Battery Rapid-Charge Operation

                The rectifier shall be rated and provided with a facility to restore the battery within a period of
                8 hours from the 80% capacity to 100 % nominal capacity. Which means the battery can
                perform the discharge duty once again. (See datasheet).

                Note:       The rectifier rated shall be selected such, that the requirements of both paragraph
                            6.2 and 6.3 shall be fulfilled.

                The rapid-charge cycle shall be according to a constant current/voltage characteristic.

                The duration of the rapid-charge operation shall be automatic and after the elapsed time, will
                re-instate the rectifier output voltage to that corresponding to continuously float-charge
                operation.

                When operating under constant current conditions, the DC output current of the rectifier shall
                be controlled to within ± 2 % of the set value.

                When operating under constant voltage conditions, the voltage shall be controlled to within ±
                1 % the set value.

                The applied set value of the rapid-charge voltage and the duration for which it is applied to the
                battery shall restore the battery to 100 % of its nominal ampere hour capacity within the
                specified 8 hour period.

                Facilities for on-line adjustment of the set value of the float-charge voltage shall be provided
                on the relevant control circuit card.

          6.4   Battery Discharge Operation

                The battery voltage and capacity shall be such to supply a direct current corresponding to the
                maximum load for a period as specified in the requisition while maintaining an output voltage
                as specified within the permissible tolerances.

                The battery discharge requirements shall be fulfilled:

                -        under the prevailing climatic conditions including the minimum ambient temperature
                         specified.

                -        by a battery which is in a partially charged condition.

                         The battery capacity shall be selected such that fuses, protecting the connected loads,
                         and rated one quarter of the maximum output of the DC supply unit, have melted within
                         one millisecond after the occurrence of a short circuit.

          6.5   Audible Noise Limitation

                If not otherwise specified, the sound pressure level (ref 20 microPa) measured at one meter
                distance from the equipment at any position, shall not exceed 70 dB(A) at any load between
                zero and rated output of the unit. If tonal components are present, the noise limit shall be
                taken 5 dB(A) more stringent (ie 65 dB(A)).

                If the above values are unobtainable without the use of absorptive materials, precautions shall
                be taken to limit their effect on cooling, dust deposits and fire hazards, with minimal use of
                materials.

          6.6   Radio Frequency Noise Limitation

                The protection of radio frequency interference voltage shall not exceed the value of
                suspension grade "N" as stated in VDE 0875.

                The harmonic current consumption shall be such that the total voltage distortion caused by
                the unit on the mains shall be less than 5%.

          7.    AUXILIARY EQUIPMENT

          7.1   Status Indications

                At least the following indications, in the form of led's/lcd's and or measuring instruments, shall
                be provided on the front outside panel of the unit to enable verification of the of the
                operational status of the UPS. The indications shall be superimposed on a mimic diagram of
                the UPS to identify the relevant component or circuit.

                -        AC input supply available;

                -        alternative/bypass supply available;

                -        rectifier on;

                -        inverter on;

                -        load on inverter;

                -        load on bypass;

                -        inverter and bypass synchronised;

                -        battery on boost charge.

          7.2   Measurements

                Measurement instruments may have digital display.

                The following measuring instruments shall be provided on the front of the panel of the unit.

                -        DC voltmeter;

                -        DC ammeter for battery charge and discharge current;

                -        AC output voltmeter inverter;

                -        AC output ammeter inverter;

                -        Frequency output meter;

                -        AC output voltmeter transformer;

                -        AC output ammeter transformer;

                -        Percentage load indicator

                The accuracy of the instruments shall be not less than that corresponding to class 1.5 of IEC
                60051.

          7.3   Protection and Alarms

                The status of the alarm and protection functions shall be visually verifiable by appropriate
                indicators with first failure feature. Alarms associated with trip functions shall be hand reset.

                Following signals shall be connected to PLC as a minimum:

                The above mentioned alarm and protection contacts shall be wired to a terminal block such
                as to provide one normally open and one normally closed potential free contact for remote
                cabling to a common alarm. The operation of the common alarm shall have an adjustable
                time delay with a range of not less than 4 seconds.

          7.4   Controls

                The following adjustment and control functions shall be provided:

                -        rectifier input isolation switch;

                -        rectifier on/of control switch;

                -        rapid charge initiation switch;

                -        rapid charge duration timer;

                -        DC output voltage adjustment;

                -        DC current limit adjustment;

                -        inverter on/of control switch;

          8.      INSPECTION AND TESTS

          8.1     General

                  The manufacturer shall inform the ADWEA/Engineer at least 4 (four) weeks in advance of the
                  test dates.

                  The ADWEA/Engineer's representatives or nominee shall witness the tests and shall carry out
                  an inspection of the assembled unit and related documents to verify compliance with the
                  requirements and this specification.

                  UPS tests shall be confined to verify the performance of the rectifier, inverter, static switch
                  and related auxiliaries. Tests shall be performed using a DC supply voltage of the equivalent
                  of the capacity of the battery that will be supplied with the converter. Tests to verify the
                  capacity of the purchased battery shall be performed as part of the commissioning procedure
                  after site erection.

                  Prior to the commencements of tests, the manufacturer shall make all relevant adjustments to
                  the protection and control circuit components of the converter, as necessary to fulfil the
                  requirements of the purchase order and this specification. The rectifier output voltage and
                  current limits shall be set to appropriated values for the type and number of battery cells to be
                  supplied with the converter, and to the relevant cell temperatures.

                  Prior to despatch, the manufacturer shall verify by test that the operation of the assembled
                  UPS unit complies with the requirements specified, and submit a report incorporating
                  measurements and results of all tests performed.

          8.2     Performance Tests

          8.2.1   Insulation test

                  The insulation test shall be held on the following circuits for at least one minute:

                  -        control units < 60 Volt;

                  -        power electronic units;

                  -        auxiliary units.

                  DC test voltages may be applied instead of AC voltage. The magnitude of the DC voltage to
                  be applied shall be the square root of 2, times the AC test voltage value.

          8.2.2   Load-duration test

                  The converters shall be loaded to its rated output, at 0.8 power factor lagging, throughout a
                  48 hours test period. If an appropriated load is not available, the test shall be carried out with
                  a resistive load such the DC input current of the inverter is of the rated value.

                  Manufacturer's test reports shall state the dates and the times on which the load-duration test
                  was performed and shall record details of load currents and any circuit or component
                  malfunction identified during the test period.

          8.2.3   Functional tests

                  All functional tests shall be performed on the converters. The manufacturer test protocol will
                  be acceptable provided if it is not less stringent than that specified below.

          8.2.4   Rectifier load test at constant output voltage

                  Measurements shall be carried out in the rectifier float-charge mode and the rectifier rapid-
                  charge mode. In each mode, measurements shall be carried out at nominal AC supply
                  voltage and at zero, 50 % and 100 % of rectifier full load direct current. Measurements at 100
                  % full load current shall be repeated at 90 % and at 110 % of the nominal AC supply voltage.
                  Measurements shall comprise the following:

                  -        input phase voltage and frequency;

                  -        input phase voltage;

                  -        input power;

                  -        DC output voltage;

                  -        DC output current.

          8.2.5   Rectifier load test at constant output current

                  Measurements shall be carried out in the rectifier float-charge operation mode and in the
                  rectifier rapid-charge operation mode. In each mode, measurements shall be carried out
                  when the rectifier is operating under DC output current limiting conditions with the DC output
                  voltage between zero and the set value corresponding to constant voltage operation.
                  Measurements shall comprise the following:

                  -        DC output voltage;

                  -        DC output current.

          8.2.6   Inverter static load test for three phase inverters

                  -        balanced load test

                  The balanced load test shall be carried out at zero, 50 % and 100 % of inverter output current
                  and shall be repeated for DC voltages corresponding to battery float-charge operation and the
                  rated maximum and minimum inverter input voltage. Measurements shall comprise the
                  following:

                  -        input voltage;

                  -        input current;

                  -        output voltage, frequency and waveform distortion;

                  -        output phase current;

                  -        output power.

                  -        unbalanced load test.

                  Measurements shall be carried out under unbalanced load conditions such that the current in
                  one phase shall differ by 50 % of the current in the other two phases of the inverter of the
                  rated output current. Measurements shall be carried out for inverter DC input voltages
                  corresponding to battery float-charge operation and battery rapid-charge operation and the
                  rated maximum and minimum inverter input voltage. Measurements shall comprise the
                  following:

                  -        input voltage;

                  -        input current;

                  -        output voltages;

                  -        angular displacement of output phase voltages;

                  -        output currents.

          8.2.7   Inverter dynamic load tests

                  Measurements of the inverter output voltage variations shall be recorded in response to:

                  -        instantaneous load changes of 100 % rated output

                  -        application of a short circuit to the inverter output via a slow acting (type g1) fuse link
                           having a current rating nearest to a 10 % of the UPS rated output, the bypass circuit
                           being isolated.

          8.2.8   Static bypass switch tests

                  Measurements shall be carried out to verify the correct functioning of the bypass circuit
                  voltage and frequency monitors, and the inverter/bypass synchronous operation controls.

                  Measurements of the load voltage waveform(s) shall be carried out during the following load
                  transfer test which shall be performed with the UPS unit delivering any load between zero and
                  its rated output, and with the inverter operating in synchronism with the bypass supply.

                  -        load transfer to bypass initiated by manual operation of the load transfer switch;

                  -        load transfer to bypass initiated by simulating inverter malfunction;

                  -        load transfer to bypass initiated by shortcircuit of fuse protected load circuit;

                  -        load retransfer initiated automatically and manual;

                  -        lock-out of automatic load retransfer on sustained and recurring fault.

          8.2.9   Auxiliary equipment and control circuit test

                  The correct functioning of all measuring instruments, alarms and indications, protections and
                  (manual) controls shall be verified.

          9.      PACKING AND SHIPMENT

                  The equipment shall be packed in wooden type seaworthy crates having sufficient strength to
                  withstand normal ship handling and transport.

                  The crates shall be marked with place of destination, ADWEA name, order number, type of
                  equipment, etc.

                  Enclosed with the equipment the following documents shall be included in suitable wrapping:

                  -        Electrical wiring and connection diagrams.

                  -        General arrangement drawing.

                  -        Erection Instructions

          10.     DOCUMENTS

                  Documents shall in any case comprise of but not limited to general arrangement drawings,
                  main and control circuit schematic diagrams, detailed component lists, recommended spare
                  parts lists, test reports and performance curves, operating manuals incorporating installation,
                  commissioning, operation and maintenance instructions, including fault finding procedures.

                  The number of copies shall be as specified elsewhere in the tender document.

          11.   QUALITY REQUIREMENTS

                The supplier shall maintain, throughout life of the contract, a quality programme that complies
                with the requirements of ISO 9002 Module for quality assurance.
