A PUNCH LIST FOR A REACTIVE BUDGET CAMPAIGN
Read budget, including outside sections, thoroughly. Decide whether line item is adequate and whether language in the body of the budget or outside sections is acceptable. If adequate: Call and/or write thank you notes to lead legislators and prepare for any challenges through amendments.
If not adequate: continue with this punch list. Revise budget request clearly using Fill in the Blanks Rap Sheet to reflect budget results. Revise all briefing materials and work closely with your champions. You may need to draft amendment language for your lead sponsors to submit. Work with legislative staff to gain support for the amendment. Be ready to help leads in the negotiations. Reevaluate whether press would be feasible and helpful. If unexpected detrimental outside section or line item change appears in the budget or in a proposed amendment. Define budget amendment request clearly using Fill in the Blanks Rap Sheet. Describe clearly the service, program or other statutory change that is proposed and the number and type of individuals that will be hurt if it succeeds. As much as possible, prepare briefing package including information above and use to brief and recruit legislative champions and organizational supporters. Time is of the essence. Decide whether press attention would be feasible and useful. If so, call appropriate reporter ASAP. Continue your work on this issue until the Governor signs the budget and if necessary until all veto overrides are taken.
