GUIDE TO THE FORMAT OF THE BUDGET BILL
The budget bills (BAA and Big Bill) will be formatted into 6 parts. The parts of the bill will be
numbered from 1 through 6 with the sections within each part numbered by decimal starting with .001.
For example, the first section of the bill would be Part 1, Sec.1.001. The first section of Part 2 would be
2.001. Each individual part of the bill will start with Sec.X.001 with sequential numbering.
Part 1 – Introduction (1.001 – 1.XXX)
This part of the bill will include all of the introductory sections of the bill such as the Short Title,
Purpose, Appropriations (boiler plate intent language) and definitions.
Part 2 – Appropriations (2.001 – 2.XXX)
This part of the bill will include all appropriation numbers for the “budget-year”, FY09 in the
2008 session. All language, including implementation language, will be included in Part 5 or 6 of this
bill. In addition, budget-year one-time appropriations, “contingent” and/or “forward funding” sections
will be included in this part of the budget document as well as “across the board” type appropriations
reduction.
In summary, any appropriation number or language that appropriates funds will be included in Part 2 of
the bill. Recommended organization
2.000 – 2.099 General Government
2.100 – 2.199 Protection
2.200 – 2.299 Human Services
2.300 – 2.399 Labor / K-12 Education/ Higher Education
2.400 – 2.499 Natural Resources
2.500 – 2.599 Commerce and Community Development
2.600 – 2.699 Transportation
2.700 – 2.799 Debt Service
2.800 – 2.899 Misc – Onetime, Contingent
2.900 – 2.999 Misc – Other
Part 3 – Budget Adjustment Appropriations (3.001 – 3.XXX)
This part of the budget will include all budget adjustment appropriation numbers for the current
year. The current year one-time and “waterfall” appropriations will be in this part of the bill.
Part 4 – Receipts, Reversions, Transfers and Direct Applications & Other (4.001 – 4.XXX)
This part of the bill will include the sections entitled Departmental Receipts, Appropriation;
Property Transfer Tax, Fund Transfers (Direct Application,) and Reversions. Any language that includes
the above provisions will be included in this part of the bill.
Part 5 – Language – Session law (5.001 – 5.XXX)
This part of the bill will include all session law language. A wide range of language will be
included in this section such as implementation language, statute changes, language pertaining to a prior
years’ appropriation, language adopted from separate bills, study language, and any other general
language provisions.
Language subsections will be designated with letter subsections such as (a), (b), (c) etc as has
previously been the practice of designation. The order of language in this section will follow the order of
the appropriations in Part 2 of this bill, according to subject matter.
Part 6 – Codified language – (6.001 – 6.XXX)
This part of the bill will include any language amendments to codified statute.
Part 7 – Effective Dates (7.001 – 7.XXX)
This part of the bill will include effective dates.
