1.     PURPOSE:

The Virginia Department of Alcoholic Beverage Control’s (ABC) purpose for
issuing this Request For Information (RFI) is to solicit information pertaining to
software maintenance for existing and new software releases, problem resolution
services, and correction of software errors identified in the use of the software for
the following SAP for Retail products:

          SAP Transactionware GM: Point of Sale
          SAP Transactionware GM: Mobile Inventory
          SAP Centralized Transaction Solutions (CTS): Batch File Transfer

2.     ORGANIZATIONAL OVERVIEW:

ABC is a state agency that controls the sale, consumption and distribution of
distilled spirits, assorted mixers, and Virginia wines in 335 retail stores
throughout the state. Currently, there are approximately 4750 active and inactive
product codes on the price list and over 200 special order catalog items. New
and previously listed items are added bi-annually, and averages of five to seven
new stores are opened annually. The ABC stores sell to the public over the age
of 21 and to approximately 4600 licensed retail establishments (licensees). The
ABC generates revenues in excess of $700 million from the products listed.
Profits are dispersed to the Commonwealth of Virginia and its localities.

3.     DISCLAIMER:

This RFI is issued solely for information and planning purposes and does not
constitute a solicitation. All information received in response to this RFI that is
marked Proprietary by the vendor at the time of submittal will be handled
accordingly. Responses to the RFI will not be returned. In accordance with
Code of Virginia §2.2-4300, also known as the Virginia Public Procurement Act,
responses to this notice are not offers and cannot be accepted by the
Commonwealth of Virginia or the ABC to form a binding contract. Responders
are solely responsible for all expenses associated with responding to this RFI.

4.     BACKGROUND:

ABC is currently upgrading the present Point-of-Sale application for its 335 retail
stores, POS Labs, and new store inventory from Triversity Point of Sale software
to SAP Triversity 9.5 software, which includes Transactionware GM v.9.5 and
Transnet 1.6, supported by MS SQL and Windows CE for mobile POS. The
Transactionware solution has been validated with Windows XP, while Transnet
has been validated on Windows 2003 Server.

Triversity Inc. was acquired by SAP September 15, 2005, and the ABC’s existing
contract for software maintenance will expire December 31, 2009.

5.     ENVIRONMENT:

Retail sales (i.e., to the public over age 21) and licensee sales (i.e., to licensed
retail establishments) are presently supported by approximately 852 cash
registers. SAP POS application licenses are currently maintained for 335 stores,
POS labs and new store inventory to support the follow POS equipment:

          Servers - 353
          Registers - 895
          Licensee Workstations - 26

During daily store operations, the TransactionWare POS Software from
SAP/Triversity transmits the store transactions on to the Store's Back office
Server. Nightly, the POS system is polled and transmits (uploads/downloads)
daily sales and inventory information between the Store's Back Office
Server and ABC’s Management of Inventory and Product Sales (MIPS) System
located at the Central Office Complex (ABC Headquarters located at 2901
Hermitage Road, Richmond, Virginia).

6.     REQUIREMENTS:

Detail the software maintenance and support services options, to include new
software releases, problem resolution services, and correction of software errors
identified in the use of the software for the SAP for Retail Products, to include:

          Perpetual License Maintenance and Support Services
          Proprietary Software Maintenance and Support Services
          Custom Development Project (CDP) Modification Maintenance and
           Support Services

Software maintenance and support services may include, but not be limited to:

       A. Software performance monitoring and maintenance (Continuous
          Improvement and Innovation)
       B. Source code maintenance
       C. Custom code maintenance
       D. Software change management
       E. Technology updates to support third-party operating systems and
          databases
       F. Mission Critical Support
       G. Communication (e.g., telecommunications, written correspondence,
          newsletters, user meetings, Internet postings, product updates and
          documentation updates)
       H. Remote support services

      I. Best practices for SAP System Administration and SAP Solution
         Operations
      J. Service Level Agreement to handle complete system outage,
         malfunctions of central SAP functions in the Production System, or
         incorrect or inoperable functions in the SAP system that are required to
         perform such transactions and/or tasks
      K. Global 24x7 message handing, root cause analysis, and escalation
         procedures (including Custom Code)
      L. Testing and implementation services for software releases, fixes or
         enhancements to include pre-configured test templates, test cases,
         and regression testing
      M. Technology updates to support third-party operating systems and
         databases
      N. Remote checks to analyze planned or existing modifications and identify
         possible conflicts between custom code and enhancement packages
      O. On-Site Support
      P. Advisory Services
      Q. Training
      R. Custom Programming Services
      S. SAP Service Marketplace guideline updates, which may include
         implementation and operations processes and content designed to
         help reduce costs and risks

The Period of Software Maintenance and Support Services Performance will be
one (1) year. The principal period of software maintenance and support services
shall be 24 hours per day, 7 days a week, 365 days per year, including holidays.

7.    SUBMITTAL INSTRUCTIONS

Interested suppliers MUST provide the following in order to have their proposed
solution reviewed for inclusion:

7.1   Fully completed response to this RFI (all pages). One (1) original and
      three (3) identical copies of each response must be submitted to the
      attention of Debra C. Corley, CPPB, VCO, at the address shown on the
      front of this RFI. Return all pages received and place in the front of each
      copy of the response.

7.2   Interested suppliers are encouraged to submit information on their
      proposed solution to include detailed services and solutions, and non-
      binding estimated maintenance costs.

7.3   Suppliers are required to provide one complete set of all relevant technical
      or operational maintenance and service level agreements with the
      proposal.

7.4   The above documentation may be provided on CD(s). If a CD(s) is used,
      the supplier must provide the software to read the CD, if it is other than
      MS-Word, PDF or HTML.

7.5   All documentation (paper and electronic) provided in response to this RFI
      to ABC shall become the property of the Commonwealth and, as such, the
      Commonwealth can copy and distribute this property without restriction.
