While other socialist presidents in the region may not be as offensive, the recent creation of the South American Security Council lead by Brazilian President Luiz Incio Lula da Silva, in which even Colombia, the closest ally of the U.S. is participating, is symptomatic of the change. In Colombia, for example, the U.S. government and Congress have played a key role in bringing about transparency in the military institutions and have exerted pressure on our own leaders to stop human rights violations by the Armed Forces.
