Under conditions that a corporate chief executive officer would find intolerable, they struggle to make programs work for both of those whom they serve and the taxpayers of their states. Instead of saying what they want, our health and human service leaders are asking "what do you (the citizens of this nation) want for yourselves and for your neighbors?" They are asking for a national conversation about what we believe should be-what should be the vision of individual and familial well-being "that comports with our nation's norms and sense of human dignity."
