CES provides a foundation of centrally funded quality education and professional development required for advancement and successful job performance, which builds strong, adaptive and innovative civilian leaders, critical to the Army's mission.\n The plans, procedures and policies necessary to develop the future workforce will require a serious commitment on behalf of the Army to apply appropriate resources toward this critical effort. Collectively, these initiatives-the new human capital life-cycle management construct-are designed to address the strategic challenges the Army faces and demonstrate the Secretary of the Army's commitment to ensure: * A civilian corps with strategic flexibility and operational depth to deal with unforeseen requirements while sustaining its current contributions. * A civilian corps that is diverse, enhances the Army's balance and is interchangeable at senior levels with military counterparts. * A human capital strategy that provides for each individual civilian to advance based on potential and desire. * An improved ability for the Army to recruit, train, educate, develop and retain a viable civilian workforce.
