 Each of the three hearings will commence at 3:30 p.m. The hearings will adjourn at
             6 p.m. unless there are persons present who wish to testify.


The purpose of these hearings is to receive oral and written comments on a draft new
National Pollutant Discharge Elimination System (NPDES) general permit for surface
discharging private sewage disposal systems to discharge into waters of the state. The
hearings will be held under the provisions of 35 Illinois Administrative Code 166, Procedures
for Permit and Closure Plan Hearings, which can be obtained online at
http://www.ipcb.state.il.us/documents/dsweb/Get/Document-11865/ . Requests for special
needs interpreters must be made to the IEPA hearing officer by December 11, 2006.

The hearing record is now open to receive written comments on the draft new NPDES
general permit. Written comments must be postmarked by midnight, February 13, 2007,
when the hearing record closes unless otherwise ordered by the hearing officer.

A statewide general permit has been drafted and public noticed by the IEPA for individual
private sewage treatment systems. These systems are used mostly in homes and businesses
in rural settings and in unsewered communities. Unlike conventional septic tank systems that
discharge below the surface of the ground, these systems discharge wastewater onto the
ground surface or directly to surface waters. The types of systems covered by this permit are
designs approved by the Illinois Department of Public Health and the National Sanitation
Foundation. The proposed general permit may not be issued to systems serving untreated
domestic sewage waste loads of 1500 gallons per day or more, or to systems serving 15 or
more population equivalents that discharge directly or indirectly to any General Use or
Secondary Contact and Indigenous Aquatic Life Use water of the state. Effluents from
treatment systems covered by this general permit are intermittent in nature. Treatment
systems not meeting the requirements of the general permit must seek an individual permit.


The IEPA has made a tentative determination to issue this five-year NPDES general permit
for discharge into waters of the state in accordance with 35 Illinois Administrative Code
Subtitle C (Water Pollution) and the federal Clean Water Act.
