									Defense Business Transformation

                  Elizabeth McGrath
Assistant Deputy Under Secretary of Defense
              for Business Integration
                                     Historical Challenges
• Unwieldy Scope: Breadth and depth of DoD Business Mission
• Perception as a Financial Management (FM)
program: Initial focus on clean audit led to disengagement by
  other functional communities
• Perception as an IT program: Congressional and media
expectations on system reduction (rather than business
improvements) led to disengagement by warfighter and functional
  communities
• Overemphasis on Architecture Development: Historical
focus on building architecture rather than delivering Business
  Capabilities
• Unclear Accountability: Lack of Clear alignment between
OSD and Component responsibility and accountability

                                                                    2
The Department of Defense faces
unique challenges.

                                  3
“It is not, in the end, about business practices, nor is
the goal to improve figures on the bottom line. It’s
really about the security of the United States of
America. And let there be no mistake, it is a
matter of life and death. Our job is defending
America, and if we cannot change the way
we do business, then we cannot do our
job well, and we must.”
