       SUMMARY                 Over fifteen (15) years of increasingly senior management-level responsibility in I.T. covering
                               the areas of enterprise consulting, project management, systems integration, server sizing and
                               solutions architecting. The projects involved both organizational (ERP/MRP/SCM) and

                               Responsible for proper mobilization and start up of projects offshore (via the Manila Delivery
                               Center) in coordination with the other units of Accenture (i.e,. onshore and offshore). Ensures
                               the use of the OST Toolkit for proper, reliable and repeatable processes for mobilization and

      This was one of the e-governance projects of the BOC in 2004 amounting to P465M in
       terms of promoting the agency’s mandate and vision through the business process re-
       design and automation.
      This covered all the hardware, software, network, change management, new performance
       metrics, knowledge-base, process improvements, and customs relationship management,
       among others that will be implemented by the winning bidder.
      The scope of the bid management project included all the ports, airports and offices at the
       BOC. It also considered international standards (i.e., Kyoto Convention) to interlink all
       customs-related activities with those of other countries.
      The primary responsibility was to deliver the Terms of Reference/Request for Proposal,
       Bidding Guidelines and Methodology until the review of the contract with the winning
       bidder.

2003

Local Government Performance Measurement System

      This was the nationwide project by the Bureau of Local Government Supervision under
       the auspices of the Local Government Support Programme.
      This was an e-government datawarehousing undertaking that was supposed to capture
       data about the different local government units in the Philippines.
      Eventually the data to be captured shall form a datawarehouse of all the profiles of the
       LGUs in the country (i.e., knowledge-base).
      The project was intended to measure the performance levels of each LGU in the
       Philippines. This was done through the auspices of the Canadian International
       Development Agency in cooperation with the Bureau of Local Government Supervision
       of the Department of Interior and Local Government.
      Development of the software was done using MySql. Programmers were provided
       through the Asian Development Bank (i.e., 1 Filipino, 1 British)

ARMED FORCES & POLICE SAVINGS AND LOANS ASSOCIATION (AFPSLAI)

      This was a systems integration project involving two other business partners -Oracle,
       Philippines and Ingenium.
      All application systems (both front-end and administrative are being developed using
       Developer 2000 and Oracle 7 as the RDBMS running on the HP 9000 series machine.
      Application systems covered were the Membership and Registration, Billing, Account
       Management, Loans Management, Cash Management, Payroll, Accounting and Human
       Resources Management.
      Methodology used was relational database design. This also included business process re-
       design for all the branches of AFPSLAI.

CONSULTING ENGAGEMENT   The following were the consulting engagements in IT primarily for the Philippine Government.
                        The projects undertaken covered IT Planning and Bid Management, as follows:

                            Had been the IT Consultant for the Commission on Human Rights, Bureau of Fire
                             Protection, Occupational Safety & Health Commission, Food Terminal, Inc., Bureau of
                             Immigration and Deportation, Insurance Commission, Bureau of Local Government
                             Supervision, Insurance Commission, Home Insurance Guaranty Corporation, Department
                             of Tourism, Food Terminal, Incorporated and the Air Transportation Office. Has also
                             been involved as a consultant for E-commerce development and systems integration.

                            Had been a consultant for an IT Vendor in the development of three (3) major projects:
                             Philippine General Hospital (15 personnel) amounting to P9M; Sumitomo Corporation,
                             Inc. (Tokyo, Japan) with 12 personnel with an estimated project cost of P1.2M; and
                             Autobytel (30 personnel) for an estimated project cost US $300K per project. Proposal
                             preparation (i.e., drafting, costing, presentations), contract drafting until negotiations with
                             project management was done. Extreme Programming Methodology was employed
                             throughout the stages of the development of the required systems by the clients. Service
                             levels were also defined during the project cycle. Both projects are ERP/MRP in
                             orientation as it involved the development of enterprise-wide applications.

                            Primarily responsible for the establishment of hiring/qualification standards (i.e., job
                             description and compensation package) for all the job positions (i.e., Project Manager,
                             Systems Analyst, Senior and Junior Programmers and Documentation Specialist)

                            Heavily involved also in the business requirements and logical design aspects of the
                             development including reviews of documentations and programs by the developers.
                             Successfully established the bodyshopping/outsourcing and systems integration group
                             together with the sales team. The first project was done on Oracle and Sun, the second on
                             DB2/Websphere and the third on Java/SQL Server.
